초국적기업의 유전자혁명, 즉 GM작물의 개발과 그에 따른 특허권 주장으로 인해 농민들은 더 이상 자유의지대로 농사를 지을 수 없게 되었다. 자연을 존중하고 지역의 특성을 살린 토종 종자들이 사라지고 GM종자만 판매되는 시장구조 속에서, 초국적기업은 농민의 종자 선택권을 제한하여 한정된 유전자변형 종자만을 사용하도록 강제하고 있기 때문이다. 이는 그동안의 농업의 주체인 농민들로부터의 종자 및 식량주권 박탈을 의미한다. 이제 농업에 대한 자본의 지배가 심화되면서 농민들은 생물다양성을 보존하고 지속가능한 농업을 더 이상 유지하기가 힘들어졌다. 결국 생명의 위기에 봉착했다.
이에 본 연구는 농민들에 의한 종자 및 식량주권 수호를 위한 노력이야말로 자연과의 조화, 생태성을 고려한 생산방식임을 강조하면서 이는 생명의 지속가능성을 위한 노력임을 확인한다. 그리고 지역농업의 가능성을 재고할 수 있는, 즉 농민들에 대한 종자 및 식량주권 회복을 위한 실천적인 방안을 모색할 때 그 규범적 토대로서 ‘비지배 자유’의 원칙을 제안한다.
Farmers can’t reap the crops as much as they want as a result of genetic revolutions of trans-national corporations, GM food development and the following patent dispute. Trans-national corporations has restricted farmers to select seeds and use limited genetically-modified seeds in the market, where nature is no loner preserved and special regional features are disappeared only to sell genetically modified seeds. This phenomenon means deprivation farmers who are the main agents of agriculture of using native seeds and food sovereignty. As a dominance of capital on the agriculture deepens, farmers have difficulty conserving the diversity of life and persisting sustainable farming. Eventually, we have faced a crisis of life. From this study, I stress that farmers’ efforts to secure seeds and food sovereignty are the key to living in agreement with nature and ecologically friendly farming production. In addition, I identify these efforts are the goals of diversity of life and sustainability. I suggest ‘liberty as non-domination’ based on nominative foundation in order to reconsider the possibility of local farming and seek practical solutions for restoring local seeds and food sovereignty.
