개인이 발전하고 사회가 지속되기 위해서는 사회의 변화에 대한 예측을 하고 그 사회구성원에게 필요한 능력이 무엇인가를 찾아 교육을 하는 일이 중요하다. 이에 사회구성원에게 필요한 능력을 역량이라고 규정하고 그것의 구체적인 내용을 설정하여 교육에 반영하는 노력이 세계적으로 이루어지고 있다. 이러한 노력의 하나로 미래 사회가 어떻게 변화할 것이며, 그 사회에서 한국인에게 필요한 역량이 무엇인가를 찾아 도덕윤리 교육과 관련시켜 보고자 한다. 먼저 미래 사회의 특징은 세계화의 확대, 과학기술의 진전, 탈산업사회, 네트워크 사회, 다원주의의 강화, 신자유주의의 심화, 친환경 사회, 통일로의 길, 평생 학습 사회로 진단할 수 있다. 그리고 미래 사회에서 한국인에게 필요한 역량은 갈등 조정 능력, 문제 해결 능력, 의사 소통 능력, 정보 처리 능력, 창의력, 시민 의식, 자기주도적 학습 능력, 다문화 이해 능력, 삶의 향유 능력으로 설정하였다. 이러한 핵심적인 역량의 대부분이 2007년 개정 도덕과 교육과정의 성격과 목표, 내용에 반영되어 있음을 확인하였다. 따라서 도덕과 교육과정에 제시된 미래 한국인의 능력을 교과서와 교수 학습 상황에서 보다 더 반영하여 학생들의 능력을 키우도록 하는 노력이 필요할 것이다.
A study of social changes and the education of the key competencies required for Korean society are crucial for social maintenance and individual development. (Key) competence is defined as the abilities required for the members of society. The establishment of the content of the key competencies and its implementation into education systems has been applied world wide. The purpose of this study was to predict social changes in the future and relate key competencies to moral and ethical education in Korea. The dominant features of our society for the next thirty years are expected to be: the broadening of globalization, progress in scientific techniques, a deepening of post-industrial society and pluralism, the rapid development of network society, a rise in Neo-liberalism, the broadening of an environmentally friendly society, the unification of North and South Korea, and the broadening of the lifelong education society. The key competencies required for Koreans in the projected future society are: a competence in controlling conflicts, a competence for problem solving, communicative competence, competence in information processing, a creative competence, an ethical citizenship, a competence in self-centered learning, a competence in multi-cultural appreciation, a competence for enjoying one's life. It was confirmed that most of these key competencies are contained in the characteristics, objectives, and content of the 2007 Revised National Moral Curriculum. It is suggested that the key competencies required for Koreans that areoutlined in the Moral Education Curriculum be more strongly emphasized in order to foster students' ability with respect to the relevant competencies.
