As I write, The European Court of Human Rights “would never have acquired its current power without the vigorous participation of civil society. The overwhelming majority of cases are brought to the Court not by states but by nongovernmental actors. Human rights advocates exploit favorable decisions of the Court in legal, political, and educational venues, thereby magnifying its prestige…. Of course, human rights advocates derive much of their effectiveness and clout from favorable rulings of regional and national courts. Courts and civil society have formed a powerful partnership.”
