See the Preamble of the American Convention of Human Rights. (Adopted at the Inter-American Specialized Conference on Human Rights, San Jose, Costa Rica, 22 November 1969). It is to be mentioned that certain provisions in international instruments, such as Article 29 of the ACHR; Articles 17 and 18 of the ECHR; Articles 60 and 61 of the African Charter- require, in principle, that rights restrictions be interpreted narrowly against the State.
