Editor's introduction The following three papers explain and discuss proposals formed in The Netherlands to control the escalating financial costs of state funded health services. Whilst each may be read as a separate article, they have been written as a trilogy. The opening paper describes the context of the Committee's work, the second argues that the premise on which the work was based is flawed, while the third urges the development of a more elaborate moral framework within which individuals can form and carry out their life plans.
