The present note is part of a commentary on the first six chapters of the Historical Preface – the preface intended by Bentham for the second edition of A Fragment on Government As Sir John Bowring, the executor of Jeremy Bentham’s work, testifies, « This preface was first printed in 1828, during Mr. Bentham’s lifetime. ».
