Kasher and Yadlin make significant contributions to the literature on counter-terrorism, (1) in their fine-tuned distinctions among degrees of individual involvement in terrorist activities, and (2) in weighing (a) obligations to minimize harm to one's own noncombatants and combatants against (b) the duty to limit harm to non-citizen noncombatants.
