Abstract

Desde la llegada al poder de Hugo Chávez, en las elecciones de 1998, comenzó la configuración de unas nuevas relaciones de poder en el sistema político venezolano . Estas relaciones estaban determinadas por la naturaleza de los actores políticos que accedieron al poder, el funcionamiento institucional implementado a partir de la convocatoria a una Asamblea Nacional Constituyente , la formulación de una nueva Carta Magna y la implementación de un Régimen de Transición del poder Público. Chávez, a través de estructuras políticas como el Movimiento Quinta República y los partidos agrupados en torno al Polo Patriótico ejecutaron un proceso que los llevo a construir una hegemonía dentro del sistema político que tiene como base la Constitución de 1999, relegando a las organizaciones políticas tradicionales.Beginning with Hugo's Chávez'rise to power in the elections of 1998, the configuration of new power relationships in the Venezuelan political system began. These relationships were determined by the nature of the political actors that consented to this power, the institutional operation implemented through the convocation of a Constituent National Assembly , the formulation of a new Constitution and the implementation of a regime of transition in public power. Chávez, through political structures such as the Fifth Republic Movement and the parties grouped around the Patriotic Pole , executed a process that permitted them to build hegemony within the political system based on the 1999 Constitution, displacing traditional political organizations
