Comprehension of the category of ‘public policy’ is carried out with the help of ‘the public’, ‘public sphere’, ‘public field’, ‘public space’, ‘the public’. In the field of sociological theorizing conceptualization of the notion of ‘public policy’ was first carried out in the writings H. Lasswell and the Chicago school. The concept of ‘public policy’ is divided semantic sphere – political and public. Sphere of political has three dimensions: policy ; politics ; polity. The policy sphere is directly connected with the political practice, performed by artists of all levels in the face of officials, public servants, officials of political parties, organizations, associations, corporations, etc. The concept of ‘politics’ is: 1) policy management and more widely in general, the art of management; 2) policy as negotiations for public affairs, above all in the spirit of democratic participation of the public; 3) policy as a compromise and consensus; 4) policy as power. The concept focuses on public policy sphere, including the focus of consideration of the nature, the procedure of the development and implementation of programs of activity of authorities on different levels. In general, public policy is a program and priorities of the authorities, mechanisms and technologies for their implementation are elaborated on the basis of and in view of expectations of social groups society through their representatives. This concept has a direct relationship with the state’s activities, determining the actions or abstention from it, the elected government bodies to solve a particular problem or set of mutually connected problems. Public policy has a pronounced social character. In the course of a sociological understanding of the concept of public policy must take into account two main trends: the philosophical and axiological idea of ‘public’; the subject-practical understanding of public policy as a pragmatist and institutional categories.
