The two essays were entitled "Financing Higher Education: Answers from the UK," edited by Nicholas Barr and Iain Crawford, and "Reform and Change in Higher Education: Analysing Policy Implementation," edited by Ase Gornitzka, Mauruce Kogan, and Alberto Ameral
