Rules are the foundation to build order, but also people in real life and can be used to promote the power of harmony through rule also reflects the people's constitutional ideals. Rules of human social life, the reasons need to be very full and can not be questioned. The question is why some of the rules will face the test of reality often encounter the unfortunate loss of prestige? Why in the implementation of the rules when the rules will be designed with the serious deviation from the expected behavior? The development of the rules with maximum efficiency to meet the basic needs of what are the conditions?
