Public policy and institutional structure of the political system: complementarity or alternative dimensions of political reality?

Abstract

The article examines the conceptual content of the interaction of the concepts of «public sphere of politics» and «political system» in a domestic flight and the formation of a global system of politicalmanagement. Attention is focused on the institutional framework of state-civil communication. Analyzed the relationship between democratic legitimacy of the political system and the functioning of public sphere of politics. The institutions of public policy sectors in a pluralistic democracy play an important role in the political system of public relations with the environment. However, in the national polity range of these institutions is not fully defined, so the problem is to determine the main and additional public institutions of politics and the role in this process, the state and civil society. In the present state of Ukraine is a major newsmakers in fact occupies most of the political information space. However, NGOs are increasingly becoming active players in the process of political communication. Institutionalization of public policy areas - the process of creating new activities in cooperation of the public and the state to ensure their communication in the transmission of information. Overall, the improvement of the infrastructure of public policy areas, has significantly modernized the infrastructure of the state as a political institution, and raise the level of civil society.
