Exploration of Status Quo and Development Framework of Rural Human Resource in Shaanxi Province

Abstract

By urban and rural areas in Shaanxi Province empirical analysis of the status of human capital, human capital, discussed the important contribution to economic growth, put forward the urban and rural development should be mainly attributed to an imbalance in the human capital stock of the difference between urban and rural areas and configuration of imbalance, and then from human capital circulation point of view to provide for the urban and rural development research ideas. With the economic development, China has lost its balance in the development between regions, industries and between urban and rural areas. The income gap of urban and rural areas has come to an unprecedented degree. Therefore, It is necessary to consider the economic growth of urban and rural areas as a whole to propel the development of the national economy. This paper begins with a discussion of the important role that the human capital has played in the economic growth, following a empirical analysis about the present state of human capital in Shaanxi , on the basis of which, the paper comes to the conclusion that the imbalanced growth of urban and rural areas should attribute to their difference in quantity and quality aspects and the imbalanced allocation of human capital. From the aspects of cycle flowing of human capital, the paper gives a mental guidance for the overall planning of urban and rural growth
