Abstract
The adoption of security as a goal of public policy requires that compromises be made with other legitimate goals of policy , and that limits be imposed upon certain individual rights. How can we think in a principled manner about the kinds of compromises that citizens in a democracy would be ready to accept, and about the costs they would be ready to bear in terms of rights? A proposal made by Ronald Dworkin to address analogous questions in the case of health-care is adapted to the case of security: I define a hypothetical choice situation that imposes the kinds of epistemic and motivational constraints upon participants that are required to address these questions
