The present article examines a varietyof such issues, and argues that computer ethicsmust become more rigorous and develop astronger theoretical base. This article is the second step in our research into the Symbol Grounding Problem (SGP). In a previous work, we defined the main condition that must be satisfied by any strategy in order to provide a valid solution to the SGP, namely the zero semantic commitment condition (Z condition). We then showed that all the main strategies proposed so far fail to satisfy the Z condition, although they provide several important lessons to be followed by any new proposal. Here, we (...) develop a new solution of the SGP. It is called praxical in order to stress the key role played by the interactions between the agents and their environment. It is based on a new theory of meaning—Action-based Semantics (AbS)—and on a new kind of artificial agents, called two-machine artificial agents (AM²). Thanks to their architecture, AM2s implement AbS, and this allows them to ground their symbols semantically and to develop some fairly advanced semantic abilities, including the development of semantically grounded communication and the elaboration of representations, while still respecting the Z condition. The Church–Turing Thesis (CTT) is often employed in arguments for computationalism. I scrutinize the most prominent of such arguments in light of recent work on CTT and argue that they are unsound. Although CTT does nothing to support computationalism, it is not irrelevant to it. By eliminating misunderstandings about the relationship between CTT and computationalism, we deepen our appreciation of computationalism as an empirical hypothesis.

The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. Our aim in this article is to attempt to discuss propagating organization of process, a poorly articulated union of matter, energy, work, constraints and that vexed concept, “information”, which unite in far from equilibrium living physical systems. Our hope is to stimulate discussions by philosophers of biology and biologists to further clarify the concepts we discuss here. We place our discussion in the broad context of a “general biology”, properties that might well be found in life anywhere in the cosmos, (...) freed from the specific examples of terrestrial life after 3.8 billion years of evolution. By placing the discussion in this wider, if still hypothetical, context, we also try to place in context some of the extant discussion of information as intimately related to DNA, RNA and protein transcription and translation processes. While characteristic of current terrestrial life, there are no compelling grounds to suppose the same mechanisms would be involved in any life form able to evolve by heritable variation and natural selection. In turn, this allows us to discuss at least briefly, the focus of much of the philosophy of biology on population genetics, which, of course, assumes DNA, RNA, proteins, and other features of terrestrial life. Presumably, evolution by natural selection—and perhaps self-organization—could occur on many worlds via different causal mechanisms. Here we seek a non-reductionist explanation for the synthesis, accumulation, and propagation of information, work, and constraint, which we hope will provide some insight into both the biotic and abiotic universe, in terms of both molecular self reproduction and the basic work energy cycle where work is the constrained release of energy into a few degrees of freedom. The typical requirement for work itself is to construct those very constraints on the release of energy that then constitute further work. Information creation, we argue, arises in two ways: first information as natural selection assembling the very constraints on the release of energy that then constitutes work and the propagation of organization. Second, information in a more extended sense is “semiotic”, that is about the world or internal state of the organism and requires appropriate response. The idea is to combine ideas from biology, physics, and computer science, to formulate explanatory hypotheses on how information can be captured and rendered in the expected physical manifestation, which can then participate in the propagation of the organization of process in the expected biological work cycles to create the diversity in our observable biosphere. Our conclusions, to date, of this enquiry suggest a foundation which views information as the construction of constraints, which, in their physical manifestation, partially underlie the processes of evolution to dynamically determine the fitness of organisms within the context of a biotic universe. The paper reconstructs the read thread that links the information revolution, the information concept and information ethics in Floridi’s philosophy of information. In doing so, it acknowledges the grand attempt but doubts whether this attempt is up to the state of affairs concerning the actual point human history has reached. It contends that the information age is rather conceivable as a critical stage in which human evolution as a whole is at stake. The mastering of this crisis depends on an (...) appropriate shaping of Information and Communication Technologies which requires ethical considerations. In this respect, Floridi’s notion of the fourth revolution, his assumption of the management of the life cycle of information, and his ontocentric macroethics will be discussed in the light of the term “scientific-technological revolution”, the idea of a noogenesis, a new way of thinking and new weltanschauung, the concept of friction in social and physical aspects, the concept of collective intelligence and its application to the Internet and last, but not least, the vision of a Global Sustainable Information Society. Agents require a constant flow, and a high level of processing, of relevant semantic information, in order to interact successfully among themselves and with the environment in which they are embedded. Standard theories of information, however, are silent on the nature of epistemic relevance. In this paper, a subjectivist interpretation of epistemic relevance is developed and defended. It is based on a counterfactual and metatheoretical analysis of the degree of relevance of some semantic information i to an informee/agent a, as (...) a function of the accuracy of i understood as an answer to a query q, given the probability that q might be asked by a. This interpretation of epistemic relevance vindicates a strongly semantic theory of information, according to which semantic information encapsulates truth. It accounts satisfactorily for several important applications and interpretations of the concept of relevant information in a variety of philosophical areas. And it interfaces successfully with current philosophical interpretations of causal and logical relevance. (shrink)

This paper outlines and discusses the relative merits and problems of two current interpretations of Philosophy of Information (PI), the metaphysical approach and the analytical approach. The paper argues that both approaches complement one another, being normative and mutually compatible.

This paper outlines a quantitative theory of strongly semantic information (TSSI) based on truth-values rather than probability distributions. The main hypothesis supported in the paper is that the classic quantitative theory of weakly semantic information (TWSI), based on probability distributions, assumes that truth-values supervene on factual semantic information, yet this principle is too weak and generates a well-known semantic paradox, whereas TSSI, according to which factual semantic information encapsulates truth, can avoid the paradox and is more in line with the (...) standard conception of what generally counts as semantic information. After a brief introduction, section two outlines the semantic paradox implied by TWSI, analysing it in terms of an initial conflict between two requisites of a quantitative theory of semantic information. In section three, three criteria of semantic information equivalence are used to provide a taxonomy of quantitative approaches to semantic information and introduce TSSI. In section four, some further desiderata that should be fulfilled by a quantitative TSSI are explained. From section five to section seven, TSSI is developed on the basis of a calculus of truth-values and semantic discrepancy with respect to a given situation. In section eight, it is shown how TSSI succeeds in solving the paradox. Section nine summarises the main results of the paper and indicates some future developments. (shrink)

There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information (SDI) as meaningful data, in favour of the Dretske‐Grice approach: meaningful and well‐formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth‐values do not supervene on (...) semantic information, and misinformation (that is, false semantic information) is not a type of semantic information, but pseudo‐information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo‐information. As a consequence, SDI is revised to include a necessary truth‐condition. The last section summarises the main results of the paper and indicates some interesting areas of application of the revised definition. (shrink)

The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical (...) question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. This paper has three goals. The first is to introduce the “knowledge game”, a new, simple and yet powerful tool for analysing some intriguing philosophical questions. The second is to apply the knowledge game as an informative test to discriminate between conscious (human) and conscious-less agents (zombies and robots), depending on which version of the game they can win. This is the revised version of an invited keynote lecture delivered at the "1st Australian Computing and Philosophy Conference". The paper is divided into two parts. The first part defends an informational approach to structural realism. It does so in three steps. First, it is shown that, within the debate about structural realism, epistemic and ontic structural realism are reconcilable. It follows that a version of OSR is defensible from a structuralist-friendly position. Second, it is argued that a version of (...) OSR is also plausible, because not all relata are logically prior to relations. Third, it is shown that a version of OSR is also applicable to both sub-observable and observable entities, by developing its ontology of structural objects in terms of informational objects. The outcome is informational structural realism, a version of OSR supporting the ontological commitment to a view of the world as the totality of informational objects dynamically interacting with each other. The paper has been discussed by several colleagues and, in the second half, ten objections that have been moved to the proposal are answered in order to clarify it further. (shrink)

The increased interactivity and connectivity of computational devices along with the spreading of computational tools and computational thinking across the fields, has changed our understanding of the nature of computing. In the course of this development computing models have been extended from the initial abstract symbol manipulating mechanisms of stand-alone, discrete sequential machines, to the models of natural computing in the physical world, generally concurrent asynchronous processes capable of modelling living systems, their informational structures and dynamics on both symbolic and (...) sub-symbolic information processing levels. Present account of models of computation highlights several topics of importance for the development of new understanding of computing and its role: natural computation and the relationship between the model and physical implementation, interactivity as fundamental for computational modelling of concurrent information processing systems such as living organisms and their networks, and the new developments in logic needed to support this generalized framework. Computing understood as information processing is closely related to natural sciences; it helps us recognize connections between sciences, and provides a unified approach for modeling and simulating of both living and non-living systems. The purpose of this paper is to address some of the questions on the notion of agent and agency in relation to property and personhood. I argue that following the Kantian criticism of Aristotelian metaphysics, contemporary biotechnology and information and communication technologies bring about a new challenge—this time, with regard to the Kantian moral subject understood in the subject’s unique metaphysical qualities of dignity and autonomy. The concept of human dignity underlies the foundation of many democratic systems, particularly in Europe (...) as well as of international treaties, including the Universal Declaration of Human Rights. Digital agents, artificial organisms as well as new capabilities of the human agents related to their embeddedness in digital and biotechnological environments bring about an important transformation of the human self-appraisal. A critical comparative reflection of this transformation is important because of its ethical implications. I deal first with the concept of agent within the framework of Aristotelian philosophy, which is the basis for further theories in accordance with and/or in opposition to it, particularly since modernity. In the second part of this paper, I deal with the concept of personhood in Kantian philosophy, which supersedes the Aristotelian metaphysics of substance and builds the basis of a metaphysics of the moral human subject. In the third part, I discuss the question of artificial agents arising from modern biology and ICT. Blurring the difference between the human and the natural and/or artificial opens a “new space” for philosophical reflection as well as for debate in law and practical policy. (shrink)

These two questions have been frequently considered, but, in this volume, the authors consider them as concrete biological questions. Their analysis is bold and provocative, for the authors have constructed a systematic theoretical biology which attempts to define living systems not as objects of observation and description, nor even as interacting systems, but as self-contained unities whose only reference is to themselves. The (...) consequence of their investigations and of their living systems as self-making, self-referring autonomous unities, is that they discovered that the two questions have a common answer: living systems are cognitive systems, and living as a process is a process of cognition. The result of their investigations is a completely new perspective of biological (human) phenomena. During the investigations, it was found that a complete linguistic description pertaining to the ‘organization of the living’ was lacking and, in fact, was hampering the reporting of results. Hence, the authors have coined the word ‘autopoiesis’ to replace the expression ‘circular organization’. Knowledge generation can be naturalized by adopting computational model of cognition and evolutionary approach. In this framework knowledge is seen as a result of the structuring of input data (data → information → knowledge) by an interactive computational process going on in the agent during the adaptive interplay with the environment, which clearly presents developmental advantage by increasing agent’s ability to cope with the situation dynamics. The article develops a correctness theory of truth (CTT) for semantic information. After the introduction, in section two, semantic information is shown to be translatable into propositional semantic information (i). In section three, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in section four, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. (...) This completes the reduction of the truth of i to the correctness of A. In sections five and six, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates (in a Fregean sense) Q by verifying and validating it (in the computer science’s sense of “verification” and “validation”); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of “proxy”) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of “commutation”); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. The recent development of the research field of Computing and Philosophy has triggered investigations into the theoretical foundations of computing and information. This thesis consists of two parts which are the result of studies in two areas of Philosophy of Computing and Philosophy of Information regarding the production of meaning and the value system with applications. The first part develops a unified dual-aspect theory of information and computation, in which information is characterized as structure, and computation is the information dynamics. (...) This enables naturalization of epistemology, based on interactive information representation and communication. In the study of systems modeling, meaning, truth and agency are discussed within the framework of the PI/PC unification. The second part of the thesis addresses the necessity of ethical judgment in rational agency illustrated by the problem of information privacy and surveillance in the networked society. The value grounds and socio-technological solutions for securing trustworthiness of computing are analyzed. Privacy issues clearly show the need for computing professionals to contribute to understanding of the technological mechanisms of Information and Communication Technology. The main original contribution of this thesis is the unified dual-aspect theory of computation/information. Semantics of information is seen as a part of the data-information-knowledge structuring, in which complex structures are self-organized by the computational processing of information. Within the unified model, complexity is a result of computational processes on informational structures. The thesis argues for the necessity of computing beyond the Turing-Church limit, motivated by natural computation, and wider by pancomputationalism and paninformationalism, seen as two complementary views of the same physical reality. Moreover, it follows that pancomputationalism does not depend on the assumption that the physical world on some basic level is digital. Contrary to many believes it is entirely compatible with dual quantum-mechanical computing. (shrink)

What is the ultimate nature of reality? This paper defends an answer in terms of informational realism (IR). It does so in three stages. First, it is shown that, within the debate about structural realism (SR), epistemic (ESR) and ontic (OSR) structural realism are reconcilable by using the methodology of the levels of abstractions. It follows that OSR is defensible from a structuralist-friendly position. Second, it is argued that OSR is also plausible, because not all related objects are logically prior (...) to all relational structures. The relation of difference is at least as fundamental as (because constitutive of) any relata. Third, it is suggested that an ontology of structural objects for OSR can reasonably be developed in terms of informational objects, and that Object Oriented Programming provides a flexible and powerful methodology with which to clarify and make precise the concept of “informational object”. The outcome is informational realism, the view that the world is the totality of informational objects dynamically interacting with each other.. (shrink)

This book argues that the only kind of metaphysics that can contribute to objective knowledge is one based specifically on contemporary science as it really is, and not on philosophers' a priori intuitions, common sense, or simplifications of science. In addition to showing how recent metaphysics has drifted away from connection with all other serious scholarly inquiry as a result of not heeding this restriction, this book demonstrates how to build a metaphysics compatible with current fundamental physics, which, when combined (...) with metaphysics of the special sciences, can be used to unify physics with the other sciences without reducing these sciences to physics itself. Taking science metaphysically seriously, this book argues, means that metaphysicians must abandon the picture of the world as composed of self-subsistent individual objects, and the paradigm of causation as the collision of such objects. The text assesses the role of information theory and complex systems theory in attempts to explain the relationship between the special sciences and physics, treading a middle road between the grand synthesis of thermodynamics and information, and eliminativism about information. The consequences of the books' metaphysical theory for central issues in the philosophy of science are explored, including the implications for the realism versus empiricism debate, the role of causation in scientific explanations, the nature of causation and laws, the status of abstract and virtual objects, and the objective reality of natural kinds.
