The editor of Political Theory asked us to respond to the question, 'What is political theory?' This question is as old as political theory or political philos- ophy. The activity of studying politics, whether it is called science, theory, or philosophy, always brings itself into question. The question does not ask for a single answer, for there are countless ways of studying politics and no univer- sal criteria for adjudicating among them. Rather, the question asks, 'What comparative difference does it (...) make to study politics this way rather than that?' Political theory or philosophy not only spans three millennia of study- ing politics in innumerable ways but also three millennia of dialogues among practitioners over various approaches, their relative merits, and the contest- able criteria for their comparison. Because there is no definitive answer, there is no end to this dialogue. Rather, it is the kind of open-ended dialogue that brings insight through the activity of reciprocal elucidation itself. Dialogue partners gain insight into what ruling, being ruled, and contesting rule is through the exchange of questions and answers over different ways of study-ing politics and different criteria for their assessment in relation to how they throw light on different aspects of the complex worlds of politics-and what counts as the 'different aspects of the complex worlds of politics' is also ques- tioned in the course of the dialogue.'. This article considers how reconciliation might be understood as a democratic undertaking. It does so by examining the implications of the debate between theorists of ‘deliberative’ and ‘agonistic’ democracy for the practice of democracy in divided societies. I argue that, in taking consensus as a regulative idea, deliberative democracy tends to conflate moral and political community thereby representing conflict as already communal. In contrast, an agonistic theory of democracy provides a critical perspective from which to discern what is at stake (...) in the politics of reconciliation since it understands community as a contingent achievement of political action. As such, an agonistic account of democracy suggests the possibility of retrieving the concept of reconciliation from a statesanctioned project of nation-building for a democratic politics centred on the possibilities of self-determination and solidarity among citizens divided by a history of state violence. The most obvious way of settling disagreements peacefully is to take a vote. Yet, as Jeremy Waldron points out, the attitudes of philosophers and political theorists towards majority voting have ranged from indifference to hostility. Piled on top of all this scorn for legislation comes further scorn from social choice theorists, who insist that majority rule is useless as a means of making decisions.

Kant's remark may sound harsh to our modern sensibility but it raises an issue that is central to an understanding of Nietzsche's critique of "the democratic movement of our times" (BGE 203) and, thus, to an understanding of Nietzsche's salience for contemporary democratic theory. This issue is self-respect—and, more generally, the topic of duties to oneself. The relationship between this issue and democratic theory may not appear a wholly obvious one but, on Nietzsche's account, it is crucial to the kind (...) of equality that is expressed by democratic practices. Nietzsche's concern, I'll argue, is that "the democratic movement of our times" expresses a levelling mode of equality that undermines the conditions of self-respect in the relevant sense. Consequently, the aim of this article will be to elucidate Nietzsche's understanding of self-respect, to clarify the grounds on which he attacks "the democratic movement of our times" and to consider the relationship between these arguments and his advocacy of the agon as a model of cultural and political relations. It concludes by drawing out the implications of this interpretation of Nietzsche for democratic theory. (shrink)

This paper uses tools of philosophical analysis critically to examine accounts of the nature of racism that have recently been offered by writers including existentialist philosopher Lewis Gordon, conservative theorist Dinesh D'Souza, and sociologists Michael Omi and Howard Winant. These approaches, which conceive of racism either as a bad-faith choice to believe, a doctrine, or as a type of 'social formation', are found wanting for a variety of reasons, especially that they cannot comprehend some forms of racism. I propose an (...) account that conceives racism chiefly as a motivational/volitional matter, in short, as a form of moral viciousness. I show how this approach offers a unified account that comprises inter alia individual and institutional racism, expressed and unexpressed racism. I point out advantages that my view has over Thomas Schmid's somewhat similar suggestion, and use the account to examine a number of claims made about racism by H. L. Gates, Jr, Elizabeth Young-Bruehl, Gertrude Ezorsky, and others. Finally, I defend this approach from the general criticism that Benjamin DeMott has levelled against any effort so to understand racism. For contemporary democratic theorists, democracy is largely a matter of deliberation. But the recent rise of deliberative democracy (in practice as well as theory) coincided with ever more prominent identity politics, sometimes in murderous form in deeply divided societies. This essay considers how deliberative democracy can process the toughest issues concerning mutually contradictory assertions of identity. After considering the alternative answers provided by agonists and consociational democrats, the author makes the case for a power-sharing state with attenuated sovereignty and a (...) more engaged deliberative politics in a public sphere that is semidetached from the state and situated transnationally. This paper assesses the claim that an agonistic model of democracy could foster greater accommodation of citizens' social, cultural and ethical differences than mainstream liberal theories. I address arguments in favor of agonistic conceptions of politics by a diverse group of democratic theorists, ranging from republican theorists - Hannah Arendt and Benjamin Barber - to postmodern democrats concerned with questions of identity and difference, such as William Connolly and Bonnie Honig. Neither Arendt's democratic agonism nor Barber's republican-inflected account of strong (...) democracy purports to include citizens' group-based cultural identities, and so cannot further the claim that agonistic politics is more inclusive of cultural and social differences. Postmodern agonistic democrats such as Connolly and Honig rely upon Arendt's account of the relationship between agonism and pluralism, and wrongly assume that her view of politics is compatible with formal respect and recognition for citizens' cultural group identities. While agonistic democracy helpfully directs us to attend to the importance of moral and political disagreement, I argue that the stronger claim that an agonistic model of democracy could more readily include culturally diverse citizens is simply unfounded. By contrast, recent liberal variants of agonistic democracy that conceive of legal and political institutions as tools for recognizing and mediating citizens' moral and cultural differences may suggest ways to deepen our democratic practices in plural societies. Would democratic theory in its empirical and normative guises be in a better position without the theory of the deliberative public sphere? In this paper I explore recent theories of agonistic democracy that have answered this question in the affirmative. I question their assertionthat the theory of the public sphere should be abandoned in favor of a model of democratic politics based on political contestation. Furthermore, I explore one of the fundamental assumptionsat work in the debate about the theory of (...) the public sphere’s status, namely the assumed opposition between consensus and contestation. Questioning the rigid nature of the opposition, I go on to argue that the deliberative theory of the public sphere actually facilitates the development of the agonistic approach to democratic theory and practice. How should public policy respond to this diversity? In this important new work, Brian Barry challenges the currently orthodox answer and develops a powerful restatement of an egalitarian liberalism for the twenty-first century. Until recently it was assumed without much question that cultural diversity could best be accommodated by leaving cultural minorities free to associate in (...) pursuit of their distinctive ends within the limits imposed by a common framework of laws. This solution is rejected by an influential school of political theorists, among whom some of the best known are William Galston, Will Kymlicka, Bhikhu Parekh, Charles Taylor and Iris Marion Young. According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. In Culture and Equality, Barry offers an incisive critique of these arguments and suggests that theorists of multiculturism tend to misdiagnose the problems of minority groups. Often, these are not rooted in culture, and multiculturalist policies may actually stand in the way of universalistic measures that would be genuinely beneficial. (shrink)

From the theory of ‘deliberative democracy’ to the politics of the ‘third way’, the present Zeitgeist is characterized by attempts to deny what Chantal Mouffe contends is the inherently conflictual nature of democratic politics. Far from being signs of progress, such ideas constitute a serious threat to democratic institutions. Taking issue with John Rawls and Jürgen Habermas on one side, and the political tenets of Blair, Clinton and Schröder on the other, Mouffe brings to the fore the paradoxical nature of (...) modern liberal democracy in which the category of the ‘adversary’ plays a central role. She draws on the work of Wittgenstein, Derrida, and the provocative theses of Carl Schmitt, to propose a new understanding of democracy which acknowledges the ineradicability of antagonism in its workings. This book continues and revises the ideas of justice as fairness that John Rawls presented in _A Theory of Justice_ but changes its philosophical interpretation in a fundamental way. That previous work assumed what Rawls calls a "well-ordered society," one that is stable and relatively homogenous in its basic moral beliefs and in which there is broad agreement about what constitutes the good life. In Between Facts and Norms, Jürgen Habermas works out the legal and political implications of his Theory of Communicative Action (1981), bringing to fruition the project announced with his publication of The Structural Transformation of the Public Sphere in 1962. This new work is a major contribution to recent debates on the rule of law and the possibilities of democracy in postindustrial societies, but it is much more. The introduction by William Rehg succinctly captures the special nature of the work, (...) noting that it offers a sweeping, sociologically informed conceptualization of law and basic rights, a normative account of the rule of law and the constitutional state, an attempt to bridge normative and empirical approaches to democracy, and an account of the social context required for democracy. Finally, the work frames and caps these arguments with a bold proposal for a new paradigm of law that goes beyond the dichotomies that have afflicted modern political theory from its inception and that still underlie current controversies between so-called liberals and civic republicans. The book includes a postscript written in 1994, which restates the argument in light of its initial reception, and two appendixes, which cover key developments that preceded the book. Habermas himself was actively involved in the translation, adapting the text as necessary to make it more accessible to English-speaking readers. (shrink)
