It is a popular view thatpractical deliberation excludes foreknowledge of one's choice. Wolfgang Spohn and Isaac Levi have argued that not even a purely probabilistic self-predictionis available to thedeliberator, if one takes subjective probabilities to be conceptually linked to betting rates. It makes no sense to have a betting rate for an option, for one's willingness to bet on the option depends on the net gain from the bet, in combination with the option's antecedent utility, rather than on the offered (...) odds. And even apart from this consideration, assigning probabilities to the options among which one is choosing is futile since such probabilities could be of no possible use in choice. The paper subjects these arguments to critical examination and suggests that, appearances notwithstanding, practical deliberation need not crowd outself-prediction. (shrink)

This article rebuts Ramsey's earlier theory, in 'Universals of Law and of Fact', of how laws of nature differ from other true generalisations. It argues that our laws are rules we use in judging 'if I meet an F I shall regard it as a G'. This temporal asymmetry is derived from that of cause and effect and used to distinguish what's past as what we can know about without knowing our present intentions.

Today the idea of ''first-person authority''--the claim of a distinctive relation each person has toward his or her own mental life--has been challenged from a number of directions, to the point where many doubt the person bears any distinctive relation to his or her own mental life, let alone a privileged one. In Authority and Estrangement, Richard Moran argues for (...) a reconception of the first-person and its claims. Indeed, he writes, a more thorough repudiation of the idea of privileged inner observation leads to a deeper appreciation of the systematic differences between self-knowledge and the knowledge of others, differences that are both irreducible and constitutive of the very concept and life of the person. Masterfully blending philosophy of mind and moral psychology, Moran develops a view of self-knowledge that concentrates on the self as agent rather than spectator. He argues that while each person does speak for his own thought and feeling with a distinctive authority, that very authority is tied just as much to the disprivileging of the first-person, to its specific possibilities of alienation. Drawing on certain themes from Wittgenstein, Sartre, and others, the book explores the extent to which what we say about ourselves is a matter of discovery or of creation, the difficulties and limitations in being ''objective'' toward ourselves, and the conflicting demands of realism about oneself and responsibility for oneself. Proponents of causal decision theories argue that classical Bayesian decision theory (BDT) gives the wrong advice in certain types of cases, of which the clearest and commonest are the medical Newcomb problems. I defend BDT, invoking a familiar principle of statistical inference to show that in such cases a free agent cannot take the contemplated action to be probabilistically relevant to its causes (so that BDT gives the right answer). I argue that my defence does better than those of Ellery (...) Eells and Richard Jeffrey; and that it applies, where necessary, to other types of Newcomb problem. (shrink)

Probabilistic accounts of causality have long had trouble with ‘spurious’ evidential correlations. Such correlations are also central to the case for causal decision theory—the argument that evidential decision theory is inadequate to cope with certain sorts of decision problem. However, there are now several strong defences of the evidential theory. Here I present what I regard as the best defence, and apply it to the probabilistic approach to causality. I argue that provided a probabilistic theory appeals to the notions of (...) agency and effective strategy, it can avoid the problem of spurious causes. I show that such an appeal has other advantages; and argue that it is not illegitimate, even for a causal realist. (shrink)

There is a long-standing disagreement in the philosophy of probability and Bayesian decision theory about whether an agent can hold a meaningful credence about an upcoming action, while she deliberates about what to do. Can she believe that it is, say, 70% probable that she will do A, while she chooses whether to do A? No, say some philosophers, for Deliberation Crowds Out Prediction (DCOP), but others disagree. In this paper, we propose a valid core for DCOP, and identify terminological (...) causes for some of the apparent disputes. (shrink)

Andy Egan has recently produced a set of alleged counterexamples to causal decision theory in which agents are forced to decide among causally unratifiable options, thereby making choices they know they will regret. I show that, far from being counterexamples, CDT gets Egan's cases exactly right. Egan thinks otherwise because he has misapplied CDT by requiring agents to make binding choices before they have processed all available information about the causal consequences of their acts. I elucidate CDT in a way (...) that makes it clear where Egan goes wrong, and which explains why his examples pose no threat to the theory. My approach has similarities to a modification of CDT proposed by Frank Arntzenius, but it differs in the significance that it assigns to potential regrets. I maintain, contrary to Arntzenius, that an agent facing Egan's decisions can rationally choose actions that she knows she will later regret. All rationality demands of agents it that they maximize unconditional causal expected utility from an epistemic perspective that accurately reflects all the available evidence about what their acts are likely to cause. This yields correct answers even in outlandish cases in which one is sure to regret whatever one does. (shrink)

Isaac Levi has long criticized causal decisiontheory on the grounds that it requiresdeliberating agents to make predictions abouttheir own actions. A rational agent cannot, heclaims, see herself as free to choose an actwhile simultaneously making a prediction abouther likelihood of performing it. Levi is wrongon both points. First, nothing in causaldecision theory forces agents to makepredictions about their own acts. Second,Levi's arguments for the ``deliberation crowdsout prediction thesis'' rely on a flawed modelof the measurement of belief. Moreover, theability of agents (...) to adopt beliefs about theirown acts during deliberation is essentialto any plausible account of human agency andfreedom. Though these beliefs play no part inthe rationalization of actions, they arerequired to account for the causalgenesis of behavior. To explain the causes ofactions we must recognize that (a) an agentcannot see herself as entirely free in thematter of A unless she believes herdecision to perform A will cause A,and (b) she cannot come to a deliberatedecision about A unless she adoptsbeliefs about her decisions. FollowingElizabeth Anscombe and David Velleman, I arguethat an agent's beliefs about her own decisionsare self-fulfilling, and that this can beused to explain away the seeming paradoxicalfeatures of act probabilities. Richard Jeffrey long held that decision theory should be formulated without recourse to explicitly causal notions. Newcomb problems stand out as putative counterexamples to this ‘evidential’ decision theory. Jeffrey initially sought to defuse Newcomb problems via recourse to the doctrine of ratificationism, but later came to see this as problematic. We will see that Jeffrey’s worries about ratificationism were not compelling, but that valid ratificationist arguments implicitly presuppose causal decision theory. In later work, Jeffrey argued that Newcomb problems are not (...) decisions at all because agents who face them possess so much evidence about correlations between their actions and states of the world that they are unable to regard their deliberate choices as causes of outcomes, and so cannot see themselves as making free choices. Jeffrey’s reasoning goes wrong because it fails to recognize that an agent’s beliefs about her immediately available acts are so closely tied to the immediate causes of these actions that she can create evidence that outweighs any antecedent correlations between acts and states. Once we recognize that deliberating agents are free to believe what they want about their own actions, it will be clear that Newcomb problems are indeed counterexamples to evidential decision theory. According to the so-called ‘deliberation crowds out prediction’ thesis, while deliberating about what you’ll do, you cannot rationally have credences for what you’ll do – you cannot rationally have option-credences. Versions of the thesis have been defended by authors such as Spohn, Levi, Gilboa, Price, Louise, and others. After registering a number of concerns about the thesis, I rehearse and rebut many of the main arguments for it, grouped according to their main themes: agency, vacuity, betting, and decision-theoretical considerations. I (...) go on to suggest many possible theoretical roles for option-credences. -/- I locate the debate about the thesis in a broader discussion: Are there rational credence gaps – propositions to which one cannot rationally assign credences? If there are, they spell trouble for various foundations of Bayesian epistemology, including the usual ratio formula for conditional probability, conditionalization, decision theory, and independence. According to the thesis, credence gaps are completely mundane; they arise every time someone rationally deliberates. But these foundations are safe from any threat here, I contend, since the thesis is false. Deliberation welcomes prediction. (shrink)

Judea Pearl has been at the forefront of research in the burgeoning field of causal modeling, and Causality is the culmination of his work over the last dozen or so years. For philosophers of science with a serious interest in causal modeling, Causality is simply mandatory reading. Chapter 2, in particular, addresses many of the issues familiar from works such as Causation, Prediction and Search by Peter Spirtes, Clark Glymour, and Richard Scheines. But philosophers with a more general interest in (...) causation will also profit from reading Pearl’s book, especially the material in chapters 7, 9, and 10, which is self-contained and less technical than other parts of the book. Self-reference in semantics, which leads to well-known paradoxes, is a thoroughly researched subject. The phenomenon can appear also in decision theoretic situations. There is a structural analogy between the two and, more interestingly, an analogy between principles concerning truth and those concerning rationality. The former can serve as a guide for clarifying the latter. Both the analogies and the disanalogies are illuminating.

In his classic book “the Foundations of Statistics” Savage developed a formal system of rational decision making. The system is based on (i) a set of possible states of the world, (ii) a set of consequences, (iii) a set of acts, which are functions from states to consequences, and (iv) a preference relation over the acts, which represents the preferences of an idealized rational agent. The goal and the culmination of the enterprise is a representation theorem: Any preference relation that (...) satisfies certain arguably acceptable postulates determines a (finitely additive) probability distribution over the states and a utility assignment to the consequences, such that the preferences among acts are determined by their expected utilities. Additional problematic assumptions are however required in Savage's proofs. First, there is a Boolean algebra of events (sets of states) which determines the richness of the set of acts. The probabilities are assigned to members of this algebra. Savage's proof requires that this be a σ-algebra (i.e., closed under infinite countable unions and intersections), which makes for an extremely rich preference relation. On Savage's view we should not require subjective probabilities to be σ-additive. He therefore finds the insistence on a σ-algebra peculiar and is unhappy with it. But he sees no way of avoiding it. Second, the assignment of utilities requires the constant act assumption: for every consequence there is a constant act, which produces that consequence in every state. This assumption is known to be highly counterintuitive. The present work contains two mathematical results. The first, and the more difficult one, shows that the σ-algebra assumption can be dropped. The second states that, as long as utilities are assigned to finite gambles only, the constant act assumption can be replaced by the more plausible and much weaker assumption that there are at least two non-equivalent constant acts. The second result also employs a novel way of deriving utilities in Savage-style systems -- without appealing to von Neumann-Morgenstern lotteries. The paper discusses the notion of “idealized agent" that underlies Savage's approach, and argues that the simplified system, which is adequate for all the actual purposes for which the system is designed, involves a more realistic notion of an idealized agent. This text maps the network of concepts that constitute the general catagory of reason. In the process it shows that some famous philosophical doctrines are based on mistaken assumptions in this conceptual area. In particular, it aims to undermine the arguments of Hume and is modern followers to the effect that reason can be theoretical but not practical (can govern thought but not action) and that value judgements cannot be validly inferred from facts.

Brian Skyrms constructs a theory of "dynamic deliberation" and uses it to investigate rational decision-making in cases of strategic interaction. This illuminating book will be of great interest to all those in many disciplines who use decision theory and game theory to study human behavior and thought. Skyrms begins by discussing the Bayesian theory of individual rational decision and the classical theory of games, which at first glance seem antithetical in the criteria used for determining action. In his effort to (...) show how methods for dealing with information feedback can be productively combined, the author skillfully leads us through the mazes of equilibrium selection, the Nash equilibria for normal and extensive forms, structural stability, causal decision theory, dynamic probability, the revision of beliefs, and, finally, good habits for decision. The author provides many clarifying illustrations and a handy appendix called "Deliberational Dynamics on Your Personal Computer." His powerful model has important implications for understanding the rational origins of convention and the social contract, the logic of nuclear deterrence, the theory of good habits, and the varied strategies of political and economic behavior. Most philosophers agree that causal knowledge is essential to decision-making: agents should choose from the available options those that probably cause the outcomes that they want. This book argues against this theory and in favour of evidential or Bayesian decision theory, which emphasises the symptomatic value of options over their causal role. It examines a variety of settings, including economic theory, quantum mechanics and philosophical thought-experiments, where causal knowledge seems to make a practical difference. The arguments make novel use of (...) machinery from other areas of philosophical inquiry, including first-person epistemology and the free will debate. This is a welcome reprint of a book that continues to grow in importance.

Causality offers the first comprehensive coverage of causal analysis in many sciences, including recent advances using graphical methods. Pearl presents a unified account of the probabilistic, manipulative, counterfactual and structural approaches to causation, and devises simple mathematical tools for analyzing the relationships between causal connections, statistical associations, actions and observations. The book will open the way for including causal analysis in the standard curriculum of statistics, artificial intelligence, business, epidemiology, social science and economics.

Epistemic freedom is the freedom to affirm anyone of several incompatible propositions without risk of being wrong. We sometimes have this freedom, strange as it seems, and our having it sheds some light on the topic of free will and determinism. This paper sketches a potential explanation for our feeling of freedom. The freedom that I postulate is not causal but epistemic (in a sense that I shall define), and the result is that it is quite compatible with determinism. I (...) therefore claim that insofar as we feel metaphysically free-free in a sense that would be incompatible with determinism-we are mistaking the epistemic freedom that we have for a kind of freedom that we may lack. This claim will lead me, at the end of the paper, to a projectivist account of moral responsibility. Ascriptions of moral responsibility, I shall suggest, should be treated in the same way as ascriptions of color or other secondary qualities. (shrink)

The paper criticizes the attempt to account for the direction of causation in terms of objective statistical asymmetries, such as those of the fork asymmetry. Following Ramsey, I argue that the most plausible way to account for causal asymmetry is to regard it as "put in by hand", that is as a feature that agents project onto the world. Its temporal orientation stems from that of ourselves as agents. The crucial statistical asymmetry is an anthropocentric one, namely that we take (...) our actions to be statistically independent of everything except (what we come to call) their effects. I argue that this account explains the intuitive plausibility of Reichenbach's principle of the common cause. (shrink)
