In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Beitz postulates that a theory of international politics (...) should include a revised principle of state autonomy based on the justice of a state’s domestic institutions, and a principle of international distributive justice to establish a fair division of resources and wealth among persons situated in diverse national societies. The article unveils the intellectual indebtedness of Hans J. Morgenthau's realist theory of international power politics to Freudian meta- and group psychology. It examines an unpublished Morgenthau essay about Freudian anthropology written in 1930, placing this work within the context of Morgenthau's magna opera, the 1946 Scientific Man vs. Power Politics and the 1948 Politics among Nations. The article concludes that Morgenthau's international theory is ultimately based on the early instinct theory of Sigmund Freud. Freud is thus to be seen (...) as one of Morgenthau's intellectual fathers. A second main argument refers to the theoretical tradition that Morgenthau has founded within International Relations (IR), namely: political realism. By investigating its core principles, it is argued that realism also may be rooted in Freudian thought. Throughout, the article calls upon IR, Morgenthau scholarship, and international-political theory to take Freud seriously. (shrink)

This exciting new book offers a fundamental reappraisal of political realism - one of the dominant schools of international relations theory - and of the place of morality within it. Conventional opinion has always held that realism is an amoral or even immoral approach to international politics. Recent revisionist readings have sought to move beyond this simplistic view, taking account of the concern with morality evidenced in realist work. However, unable to reconcile this theme with the realist concern for power (...) politics, they have tended to treat it as either incoherent or inconsequential. Alastair Murray argues that the entire debate about the theory has been misframed and that by using the insights to be gained from the study of historical texts, the different strands of realist thought can be related to one another, and understood to represent equally essential parts of the theory. This wide-ranging book is the first comprehensive history of the development of realist ideas in international relations throughout the last five hundred years. Jonathan Haslam focuses on the emergence and relevance of realist (or statist) thought, showing how it has shaped political thinking and international events since Machiavelli's time. Haslam draws on an array of original texts in various European languages to illustrate the views of rulers and thinkers, to reveal how wars and other crises affected the thinking of those (...) who experienced them, and to locate realist thinking squarely within the history of political and economic thought. The author explores four themes relating to modern era international relations: reasons of state, the balance of power, the balance of trade, and geopolitics. He contrasts realist ideas with universalist alternatives, both religious and secular, which were based on a more optimistic view of the nature of man or the nature of society. Realist thought never attained consistent predominance, Haslam demonstrates, and the struggle with universalist thought has remained an unresolved tension that can be traced throughout the evolution of international relations theory in the twentieth century. In this 1996 book Roger Spegele argues that in the past international theorists have failed to recognise that there is not one conception of international relations, subdivided into different theories and approaches, but at least three wholly different conceptions of the subject. Whether this satirical inscription on a Dutch innkeeper's sign upon which a burial ground was painted had for its object mankind in general, or the rulers of states in particular, who are insatiable of war, or merely the philosophers who dream this sweet dream, it is not for us to decide. But one condition the author of this essay wishes to lay down. The practical politician assumes the attitude of looking down with great self-satisfaction on the political theorist as a (...) pedant whose empty ideas in no way threaten the security of the state, inasmuch as the state must proceed on empirical principles; so the theorist is allowed to play his game without interference from the worldly-wise statesman. Such being his attitude, the practical politician — and this is the condition I make — should at least act consistently in the case of a conflict and not suspect some danger to the state in the political theorist's opinions which are ventured and publicly expressed without any ulterior purpose. By this clausula salvatoria the author desires formally and emphatically to deprecate herewith any malevolent interpretation which might be placed on his words. (shrink)
