The principle of need—the idea that resources should be allocated according to need—is often invoked in priority setting in the health care sector. In this article, I argue that a reasonable principle of need must be indeterminate, and examine three different ways that this can be dealt with: appendicizing the principle with further principles, imposing determinacy, or empowering decision makers. I argue that need must be conceptualized as a composite property composed of at least two factors: health shortfall and capacity (...) to benefit. When one examines how the different factors relate to each other, one discovers that this is sometimes indeterminate. I illustrate this indeterminacy in this article by applying the small improvement argument. If the relation between the factors are always determinate, the comparative relation changes by a small adjustment. Yet, if two needs are dissimilar but of seemingly equal magnitude, the comparative relation does not change by a small adjustment of one of the factors. I then outline arguments in favor of each of the three strategies for dealing with indeterminacy, but also point out that all strategies have significant shortcomings. More research is needed concerning how to deal with this indeterminacy, and the most promising path seems to be to scrutinize the position of the principle of need among a plurality of relevant principles for priority setting in the health care sector. ‘Language and End Time’ is a translation of Sections I, IV and V of ‘Sprache und Endzeit’, a substantial essay by Günther Anders that was published in eight instalments in the Austrian journal FORVM from 1989 to 1991. The original essay was planned for inclusion in the third volume of The Obsolescence of Human Beings. ‘Language and End Time’ builds on the diagnosis of ‘our blindness toward the apocalypse’ that was advanced in the first volume of The Obsolescence in 1956. (...) The essay asks if there is a language that is capable of making us fully comprehend the looming ‘man-made apocalypse’. In response to this, it offers a critique of philosophical jargon and of the putatively ‘objective’ language of science, which are both dismissed as unsuitable. Sections I, IV and V introduce this core problematic. The selection of this text for inclusion in this special journal issue responds to present-day realities that inscribe Anders’s reflections on nuclear science and the nuclear situation into new contexts. The critique that ‘Language and End Time’ advances resonates with the way in which the decisions of a few companies and individuals are shaping the future of life on earth. At the same time, the wider stakes of Anders’s turn against the language employed by scientists are newly laid bare by the realities and politics of climate change and fake news. In this new context, the language of science is all too readily dismissed as if it were a mere idiom that can be ignored without consequence. It is against the backdrop of a future that is, if anything, more uncertain than at the time of Anders’s writing, that the essay’s reflections on popularisation, the limits of language and the nature of truth gain added significance. In the twenty-second series of The Logic of Sense, Gilles Deleuze references a remarkable essay by Günther (Stern) Anders. Anders’ essay, translated here as ‘The Pathology of Freedom’, addresses the sickness and health of our negotiation with the negative anthropological condition of ‘not being cut out for the world’.

Following decades of neglect, the work of the German Jewish philosopher, literary author, cultural critic, and poet Günther Anders (1902–1992) is gaining increasing recognition in the English-speaking world. This translation of “Résistance heute” (Resistance Today) makes one of Anders’s most programmatic and polemical short texts available. Published at the height of his anti-nuclear activism, “Resistance Today” is the written version of a speech Anders delivered in November 1962 upon acceptance of the northwest Italian city of Omegna’s Resistance Prize (other notable (...) recipients included Jean-Paul Sartre and Frantz Fanon). It first appeared in print in the West German left-wing journal Das Argument in November 1963. Clearly written for the occasion, the text condenses (and often further radicalizes) key premises about the end of history, the amoral character of work, and the continuity between Nazi totalitarianism, the nuclear age and the world of consumerism that are developed in great nuance across a range of books that Anders had recently published. Key co-ordinates include: Die Antiquiertheit des Menschen 1 (The Obsolescence of Human Beings 1, 1956), his groundbreaking critique of technology; Der Mann auf der Brücke (The Man on the Bridge, 1959), a philosophical travel diary occasioned by Anders’s 1958 visit to Japan and his participation at the World Conference Against Atomic and Hydrogen Bombs in Tokyo; Burning Conscience (1961), a correspondence with the American reconnaissance pilot Claude Eatherly, who scouted the target area before the Enola Gay went on to drop the atom bomb on Hiroshima. It seems likely that Burning Conscience, which turned into an international bestseller, occasioned the award of the prize. (shrink)

Their goal is not to show the doctrine false, but to explain how it can be true. One such approach has been developed by Peter van Inwagen. After explaining what I call the duplication objection, I present van Inwagen’s proposal and show how a proponent might attempt to solve the problem of duplication. I argue that the very features of (...) the view that aid the proponent in responding to the duplication objection entails the possibility of an impossible state of affairs—that two distinct persons can at the same time be identical with the same bundle of material simples. The religiously minded materialist is caught between the horns of a dilemma. One’s view regarding human persons must be robust enough to account for personal identity over time, and so not fall to the duplication objection. At the same time, the view must not entail the possibility of two persons temporarily having complete coincident existence. (shrink)

Theories of emotion propose that responses to emotional pictures can occur independently of whether or not people are aware of the picture content. Because evidence from dissociation paradigms is inconclusive, we manipulated picture awareness gradually and studied whether emotional responses varied with degree of awareness. Spider fearful and non-fearful participants viewed pictures of spiders and flowers at four levels of backward masking while electrodermal activity and heart rate were measured continuously. Recognition ratings confirmed that participants’ picture awareness decreased with masking. (...) Critically, effects of spider fear on emotion ratings and heart rate also decreased with masking. These findings suggest that effects of spider fear on emotion ratings and heart rate are closely related to picture awareness. (shrink)

In this paper we argue that one-way quantum computation can be seen as a form of phase transition with the available information about the solution of the computation being the order parameter. We draw a number of striking analogies between standard thermodynamical quantities such as energy, temperature, work, and corresponding computational quantities such as the amount of entanglement, time, potential capacity for computation, respectively. Aside from being intuitively pleasing, this picture allows us to make novel conjectures, such as an estimate (...) of the necessary critical time to finish a computation and a proposal of suitable architectures for universal one-way computation in 1D. Previous research has shown that the UK has low levels of financial literacy by international standards, particularly among those in lower socio-economic groups. This may have an impact upon young people, with social inequalities in financial attitudes, behaviours and skills perpetuating across generations. Using parent-child linked survey data from 3,745 UK families, we find sizeable socio-economic inequalities in young people’s financial capabilities, aspects of their mindset, and their financial behaviours. Sizeable differences are also observed in the financial education that socio-economically (...) advantaged and disadvantaged children receive at school, and how they interact with their parents about money. Parental interactions can account for part of the socio-economic gap in money confidence, money management, financial connections, and financial behaviours, but less so in boosting financial abilities. However, we find no evidence of differences in financial education in schools driving differences in young people’s financial capabilities. (shrink)

Anders, Rudi When I see a colourful sunset, my mind goes to a spectacular purple sunset I saw near the Mexican border many years ago. That memory stops me from being fully aware of the scene in front of me. No two sunsets are the same and my memory is stopping me from fully appreciating the spectacle before my eyes. Famous and spectacular places don't work for me because expectations and memories get in the way, but when I walk alone (...) in nature I find my mind stops chattering and I begin to effortlessly notice the shades of green in the foliage, the patterns in the bark on the trees and the sounds and fragrances. It sometimes feels as if am absorbed by the surroundings. When this happens I don't bother with the names of birds or flowers because even that distracts from direct experience. (shrink)

This chapter will examine two puzzles that percolate Husserl’s On the Phenomenology of the Consciousness of Internal Time (PITC). They concern: (1) whether or not memory is pictorial and (2) whether or not the temporal determinations (past, now, future, etc.) are categories. Considering these aporetic discussions helps us to understand the time diagrams Husserl uses, as well as some of the motivation behind Husserl’s talk of the two intentionalities of retention and his talk of the time-constituting flow. Moreover, this approach (...) to PITC helps to highlight the role that aporetic considerations play in phenomenological investigation more generally. (shrink)

Evoked potentials in the amplitude-time spectrum of the electroencephalogram are commonly used to assess the extent of brain responses to stimulation with noxious contact heat. The magnitude of the N- and P-waves are used as a semi-objective measure of the response to the painful stimulus: the higher the magnitude, the more painful the stimulus has been perceived. The strength of the N-P-wave response is also largely dependent on the chosen reference electrode site. The goal of this study was to examine (...) which reference technique excels both in practical and theoretical terms when analyzing noxious contact heat evoked potentials in the amplitude-time spectrum. We recruited 21 subjects. We applied seven noxious contact heat stimuli using two temperatures, 51°C, and 54°C, to each subject. During EEG analysis, we aimed to identify the referencing technique which produces the highest N-wave and P-wave amplitudes with as little artifactual influence as possible. For this purpose, we applied the following six referencing techniques: mathematically linked A1/A2, average reference, REST, AFz, Pz, and mathematically linked PO7/PO8. We evaluated how these techniques impact the N-P amplitudes of CHEPS based on our data from healthy subjects. Considering all factors, we found that mathematically linked earlobes to be the ideal referencing site to use when displaying and evaluating CHEPS in the amplitude-time spectrum. (shrink)

Despite the novelty of this technology, we have derived the principles from the basic human needs served by traditional architecture as well as those that have arisen since the introduction of information technologies. These principles draw also from research in cognitive science and the recognition of the multivalent, psychosomatic nature of space.

Anders, Rudi The articles in AH I like best are the ones with which I disagree to a greater or lesser degree, because they force me to re-think and clarify my position. One such article was by John Perkins, titled 'Let's admit that Islam is a problem'. Although the article is very well-written, and I admire John's fact-finding regarding Islam, I think he misses the elephant in the room. Namely, Christian Europe and North America killed far more people than Islam (...) ever did. Buddhist and Shinto Japan did shocking things in the last world war. Jews in Israel ignore the rights of Palestinians. The atheist communist Soviet Union was as bad as Christian Czarist Russia. There is gross injustice in Hindu India. I don't think Islam should be singled out as a problem. I agree that religion can be a problem but the many atheist dictators, for example: Napoleon Bonaparte, Mussolini and Stalin, are also a problem, so atheism as such is not a guarantee of justice. Mixed reality is an increasingly prevalent technology that merges digital simulations with physical objects or environments. This article presents principles for the design of mixed reality compositions. The principles are illustrated by projects and experiments by the author involving architecture and robotics.

This Derridean reading of Freud asks the question of how we should read Freud with respect to sexual difference and what Derrida considers a radicalized concept of trace, a "scene of writing" of differance ---that is, how we should read Freud with respect to phallogocentrism. Throughout I consider the possible relationships between the "mainstyles" of various psychoanalyses, deconstructions, and feminisms. By analyzing what is most original for Freud---the cause of hysteria, the navel of the dream, the perceptual identity, the primal (...) phantasies, for example---I find that Freud consistently seeks a single origin, a "caput Nili," on which to base a grand narrative. At first this narrative is an etiology of hysteria, but it evolves into a masterplot of sexual development and later into one of humanity. The establishment of an oedipal origin and telos, and the masterplot based on them, moves psychoanalysis toward a totalizing theory, and therefore its openness to chance and something beyond what that theory can master is greatly reduced. ;I approach these topics in terms of a question of the ethics of psychoanalysis. This appropriative or reductive process of Freud's masterplotting is based on what Derrida calls "castration-truth" in his reading of Lacan, "Le facteur de la verite." In contrast to some theorists who appeal to the radical spirit of Freudian theory as a basis for their radicalization of psychoanalysis---specifically Barnaby B. Barratt's Psychoanalysis and the Postmodern Impulse---I argue that Lacan's phallogocentric "return to Freud" is actually a more faithful one since I find both "mainstyles" of these psychoanalyses based on a logic of lack or "castration-truth." I argue throughout that the radical spirit of Freud is at times overemphasized or exaggerated by Derridean theorists---and even Derrida himself, though rarely---and that the dominant specter of Freud is an "establishment" or appropriative one, rather than one which is radical or "other-wise." I connect this trend of Derridean thinkers claiming too much debt to psychoanalysis to these thinkers not taking seriously Freud's commitment and interest in an idealized phylogenetics: "phylo-'genetics.'" Since my establishment of this establishment specter of Freud as the "mainstyle" of Freudian theory itself risks reproducing exactly the kind of appropriative discourse I hope to problematize, I attempt to avoid such a reproduction by considering what remains of the radical spirit of Freudian theory in what might be called a deconstructive "technology of iterability;" a "cyborg-analysis;" or what I call "post-psychoanalysis.". Anders, Rudi Mental conditioning is like gravity; it feels so normal and ever-present that it often goes unnoticed, but it influences much human behaviour. I am not free when I am not aware how my ideas and attitudes are absorbed from my culture, family, the media and peers. It takes courage to stand alone.

Under federal law, an individual religious exemption from vaccines is valid when it is based on subjective, sincere beliefs rooted in religion but not dependent on the existence, veracity, or accurate understanding or application of denominational tenets or doctrines. Despite the subjective nature of the individual religious exemption, Catholic institutions may recognize or deny individual religious exemptions on the basis of the institution’s own religious exemptions. For example, under the doctrine of the common good, the significant risk to the community (...) presented by non-vaccinated individuals could be grounds for an institution to deny an individual’s otherwise valid religious exemption. This paper attempts to clarify the decision-making framework used by law to balance individual religious exemptions and compelling state interests, then proposes a similar decision-making framework, consistent with Catholic moral principles, for religious institutions to use when balancing individual conscience objections and compelling duties to society. What do non-specialists in linguistics think about dialects and their speakers? What cognitive maps do they have of these dialects? What attitudes do they have towards the dialects and their speakers? Do non-specialists in linguistics associate particular features with the dialects or perceive them in a special way? The book contains the latest research findings on this subject.".

Anders, Rudi Sometimes it is nice to do something totally unconnected to the usual bustle of life, such as a walk in the park. This time I visit a German Lutheran church in Melbourne; I have never entered it before. The exterior and interior consistently retain the traditional design. The bluestone gives it a sense of permanence - timelessness. I rarely like modern churches; mixing modern and traditional never works for me. This church is not large and has an intimate (...) feel to it. The people are all smiles. I like people, regardless of their beliefs. Family groups look like they feel at home, and visitors like me are made welcome. I sit and admire the skill of the craftsmen who attended to every detail in the church. They didn't have the modern machines we take for granted. (shrink)
