. We explore a connection between different ways of representing information in computer science. We show that relational databases, modules, algebraic specifications and constraint systems all satisfy the same ten axioms. A commutative semigroup together with a lattice satisfying these axioms is then called an “information algebra”. We show that any compact consequence operator satisfying the interpolation and the deduction property induces an information algebra. Conversely, each finitary information algebra can be obtained from a consequence operator in this way. Finally (...) we show that arbitrary (not necessarily finitary) information algebras can be represented as some kind of abstract relational database called a tuple system. (shrink)

Quantum information science is a source of task-related axioms whose consequences can be explored in general settings encompassing quantum mechanics, classical theory, and more. Quantum states are compendia of probabilities for the outcomes of possible operations we may perform on a system: ''operational states.'' I discuss general frameworks for ''operational theories'' (sets of possible operational states of a system), in which convexity plays key role. The main technical content of the paper is in a theorem that any such theory naturally (...) gives rise to a ''weak effect algebra'' when outcomes having the same probability in all states are identified and in the introduction of a notion of ''operation algebra'' that also takes account of sequential and conditional operations. Such frameworks are appropriate for investigating what things look like from an ''inside view,'' i.e., for describing perspectival information that one subsystem of the world can have about another. Understanding how such views can combine, and whether an overall ''geometric'' picture (''outside view'') coordinating them all can be had, even if this picture is very different in structure from the perspectives within it, is the key to whether we may be able to achieve a unified, ''objective'' physical view in which quantum mechanics is the appropriate description for certain perspectives, or whether quantum mechanics is truly telling us we must go beyond this ''geometric'' conception of physics. The Chilean Cybersyn project, an attempt to manage a nation’s economy by cybernetic methods, has evoked more and more interest in recent years. The project’s design lead and several team members were alumni of the Ulm School of Design—an institution that has been labelled “Bauhaus successor” and today is famous for a no-arts and method-led design approach with strong societal aspirations. The school also influenced the emerging design discipline in Latin America during the 1960s and 70s. This article reviews topics (...) in the Ulm curriculum that influenced “Ulmian” thinking, but often remained unnoticed in design centred publications. Cybernetics, Operations Research and Information Theory and their relation to design are discussed and the related scholars are portrayed critically. (shrink)

The logic of proofs was introduced by Artemov in order to analize the formalization of the concept of proof rather than the concept of provability. In this context, some operations on proofs play a very important role. In this paper, we investigate some very natural operations, paying attention not only to positive information, but also to negative information (i.e. information saying that something cannot be a proof). We give a formalization for a fragment of such a logic of proofs, and (...) we prove that our fragment is complete and decidable. (shrink)

This article examines the connecting lines between the Chilean Project Cybersyn’s interface design, the German Hochschule für Gestaltung Ulm and its cybernetically inspired approaches towards information design, and later developments in interaction design and the emerging field of Human–Computer Interaction in the USA. In particular, it first examines how early works of designers Tomàs Maldonado and Gui Bonsiepe on operative communication, that is, language-independent pictogram systems and visual grammars for computational systems, were intertwined with attempts to ground industrial design in (...) a scientific methodology, to address an era of computing machines, and to develop the concept of the interface as a heuristic for a renovated design thinking. It thereby also reconstructs further historical vanishing lines—e.g. the pictorial grammar of Otto Neurath’s ISOTYPE—of the development of the ‘ulm model’ of design. Second, the article explores how an apprehension of first-order cybernetics in West Germany—e.g. represented by hfg ulm staff like Max Bense or Abraham Moles, merged with Cybersyn’s second-order cybernetics ideas, as represented by Stafford Beer’s Viable System Model. And third, it asks about a further conceptual turn regarding an understanding of design which resulted in a focus on communicative interaction, e.g. in the later works of Fernando Flores and Terry Winograd on HCI, or in Beer’s Team Syntegrity approach. As an effect, the text will explore a specific and international network of cybernetic thinking between Latin America, Europe, and North America which emerged around Project Cybersyn, and which was occupied with questions of HCI, a democratization of design, and intelligence amplification. Geographic information reflects ontological world views, just like any linguistic utterance. However, in comparison with spoken language, all kinds of digital information is affected by the problem of reference to an even larger extent, because of the loss of the context of speech. How can the phenomena underlying digital information be referred to in an inter-subjective way? The problem is not that machines cannot communicate, but that humans frequently misunderstand each other when communicating via machines. This book puts forward a (...) proposal about how semantic reference can be reproduced based on the operations necessary to generate a dataset. These include cognitive constructions as well as perceptual operations, i. e., operations of the human attentional apparatus. Perceptual operations allow one to share information by focusing human attention on aeGestaltsAE in the perceived space around the body. Gestalt mechanisms allow observers to make predications, i. e., to relate foci of attention. The author proposes a kind of aepractical constructivismAE guided by a formal language.The idea is to describe data aebottom-upAE in order to reconstruct the observation and abstraction process, instead of presuming abstract ontological concepts. Selection as a mode of causation is central to operant psychology. Response variation and selection by consequences corresponds to phenotypic variation, to differential survivability, and to reproduction of variants. In natural selection, genes code for phylogenic history but no analogous processes exists for coding behavioral history. Neuroscience suggests potential processes but the conceptual status of these events requires clarification.

In this paper we review the general framework of operational probabilistic theories, along with the six axioms from which quantum theory can be derived. We argue that the OPT framework along with a relaxed version of five of the axioms, define a general information theory. We close the paper with considerations about the role of the observer in an OPT, and the interpretation of the von Neumann postulate and the Schrödinger-cat paradox.

The task of this paper is to ground the notion of cyberethics of co-operation. The evolution of modern society has resulted in a shift from industrial society towards informational capitalism. This transformation is a multidimensional shift that affects all aspects of society. Hence also the ethical system of society is penetrated by the emergence of the knowledge society and ethical guidelines for the information age are needed. Ethical issues and conflicts in the knowledge society are connected to topics (...) of ecological and social sustainability. For information ethics and cyberethics, the sustainable design of society, social, and socio-technological systems is important. In this context the notions of sustainability and co-operation are discussed. Based on these categories, the approach of cyberethics of co-operation can be theoretically grounded. (shrink)

At present, the Chinese government is trying to resolve various social contradictions, such as people’s ever-growing need for a better life and unbalanced and inadequate development. To do so, urban governance practices including holistic governance, decentralized and interconnected governance, multiple participatory governance, and smart governance have been developed in China. Urban smart governance supported by mobile Internet, the Internet of Things, quantum computing, big data, artificial intelligence, and other information technologies has also entered the field of vision of academics and (...) administrators. However, the research and practice on the integration of organizational structure and smart governance technology for urban governance in China are still insufficient. Hence, this paper proposes the design of the organizational structure of an urban smart governance platform and presents the “1 + N” integrated smart information platform and the “power-sharing linkage, one-center and dual-track” platform construction command system. In this system, the functional module of the information platform for smart urban governance is elaborated. This paper contributes to promoting the modernization of China’s urban governance capacity, which can enhance social equity and social order, promote social democracy and rule of law, and enhance the efficiency of urban governance. The research aims to identify the impact of the management requirements on operating of computerized management information systems to improve performance, and discuss the perceptions of respondents to develop the performance of employees in the Gaza Electricity Distribution Company, the researchers used the stratified sample method, (360) questionnaires were distributed on the study sample, (306) questionnaires were recoved with a percentage of (85%). The most important findings of the study: computerized MI have a positive impact on the development of performance (...) in the Gaza Electricity Distribution Company systems. The is statistical significance impact between “the physical, software supplies, human and organizational” requirements for the management and operation of computerized management information systems and performance development in the Gaza Electricity Distribution Company. -/- The research also concluded a series of recommendations: the need to strengthen the company's management interest in the use of computerized management information systems in all its components and elements of being an important variable which contributes to the effect on performance development. It's essential that we develop the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. Increased interest in providing the material of equipment and devices used in the computerized management information system requirements. Interest in providing technical inputs to the computerized management information systems through keeping pace with technological means and modern techniques and work on the training of personnel to use those systems. To explain why, in scientific problem solving, a diagram can be “worth ten thousand words,” Jill Larkin and Herbert Simon (1987) relied on a computer model: two representations can be “informationally” equivalent but differ “computationally,” just as the same data can be encoded in a computer in multiple ways, more or less suited to different kinds of processing. The roots of this proposal lay in cognitive psychology, more precisely in the “imagery debate” of the 1970s on whether there are image-like (...) mental representations. Simon (1972, 1978) hoped to solve this debate by thoroughly reducing the differences between forms of mental representations (e.g., between images and sentences) to differences in computational efficiency; to carry out this reduction, he borrowed from computer science the concepts of data type and of data structure. I argue that, in the end, his account amounted to nothing more than characterizing representations by the fast operations on them. This analysis then allows me to assess what Simon’s approach actually achieves when transported from psychology to the study of scientific representations, as in Larkin and Simon (1987): it allows comparing, not representations in and of themselves, but rather the computational roles they play in particular problem-solving processes—that is, representations together with a particular way of using them. Several authors have investigated the question of whether canonical logic-based accounts of belief revision, and especially the theory of AGM revision operators, are compatible with the dynamics of Bayesian conditioning. Here we show that Leitgeb's stability rule for acceptance, which has been offered as a possible solution to the Lottery paradox, allows to bridge AGM revision and Bayesian update: using the stability rule, we prove that AGM revision operators emerge from Bayesian conditioning by an application of the principle of maximum (...) entropy. In situations of information loss, or whenever the agent relies on a qualitative description of her information state - such as a plausibility ranking over hypotheses, or a belief set - the dynamics of AGM belief revision are compatible with Bayesian conditioning; indeed, through the maximum entropy principle, conditioning naturally generated AGM revision operators. This mitigates an impossibility theorem of Lin and Kelly for tracking Bayesian conditioning with AGM revision, and suggests an approach to the compatibility problem that highlights the information loss incurred by acceptance rules in passing from probabilistic to qualitative representations of beliefs. Objective: To determine the practice in UK hospitals regarding the level of patient involvement and consent when representatives of commercial surgical device manufacturers attend and advise during operations.Methods: An anonymous postal questionnaire was sent to the senior nurse in charge in all 236 UK gynaecology theatres in 2004. 79/236 replies were received.Results: Operating departments were visited every 2 weeks on average by a representative of the surgical device manufacturer. Actual operations were attended every 10 weeks, although there was much variation. (...) 33/79 units consistently obtained patient consent for visits, usually orally, whereas 40/79 units did not. 65/79 units had no guidelines for surgical device representative visits. 91% of nurses in charge believed that there should be guidelines to protect both patients and staff. 6/79 units were preparing local guidelines at the time of the survey.Conclusions: Currently, patient safety, confidentiality and autonomy are being protected by a minority of NHS operating theatres when surgical device representatives attend surgery. National guidelines would hopefully ensure that fully informed patient consent is obtained and that representatives are fully trained and supervised. (shrink)

As a generalization of both single-valued neutrosophic element and hesitant fuzzy element, single-valued neutrosophic hesitant fuzzy element is an efficient tool for describing uncertain and imprecise information. Thus, it is of great significance to deal with single-valued neutrosophic hesitant fuzzy information for many practical problems. In this paper, we study the aggregation of SVNHFEs based on some normalized operations from geometric viewpoint. Firstly, two normalized operations are defined for processing SVNHFEs. Then, a series of normalized aggregation operators which fulfill some (...) basic conditions of a valid aggregation operator are proposed. Additionally, a decision-making method is developed for resolving multiattribute decision-making problems based on the proposed operators. The properties of the ${\forall^{1}}$ quantifier defined by Kontinen and Väänänen in [13] are studied, and its definition is generalized to that of a family of quantifiers ${\forall^{n}}$ . Furthermore, some epistemic operators δ n for Dependence Logic are also introduced, and the relationship between these ${\forall^{n}}$ quantifiers and the δ n operators are investigated.The Game Theoretic Semantics for Dependence Logic and the corresponding Ehrenfeucht- Fraissé game are then adapted to these new connectives.Finally, it is proved that the ${\forall^{1}}$ quantifier (...) is not uniformly definable in Dependence Logic, thus answering a question posed by Kontinen and Väänänen in the above mentioned paper. The concept of an operator is used in a variety of practical and theoretical areas. Operators, as both conceptual and physical entities, are found throughout the world as subsystems in nature, the human mind, and the manmade world. Operators, and what they operate, i.e., their substrates, targets, or operands, have a wide variety of forms, functions, and properties. Operators have explicit philosophical significance. On the one hand, they represent important ontological issues of reality. On the other hand, epistemological operators form (...) the basic mechanism of cognition. At the same time, there is no unified theory of the nature and functions of operators. In this work, we elaborate a detailed analysis of operators, which range from the most abstract formal structures and symbols in mathematics and logic to real entities, human and machine, and are responsible for effecting changes at both the individual and collective human levels. Our goal is to find what is common in physical objects called operators and abstract mathematical structures, with the name operator providing foundations for building a unified but flexible theory of operators. The paper concludes with some reflections on functionalism and other philosophical aspects of the ‘operation’ of operators. (shrink)

This paper provides an analysis of the complex global reproduction networks driving the rapidly expanding cross-border surrogacy industry in Asia’s reproductive bioeconomy. It sheds light on the unique features of informal surrogacy networks, notable for their flexible business ties and non-standardized surrogate mother recruitment. These factors contribute to heightened vulnerability for surrogate mothers operating within these networks. While previous literature has underscored the merits of labor law in regulating the surrogacy industry, its application in informal cross-border surrogacy remains under-examined. To (...) address this gap, this research delves into innovative labor law strategies with potential to better regulate the surrogacy sector. Drawing inspiration from progressive labor regulations and supply chain strategies in Bulgaria and Australia, the proposed model aims to redefine the traditional employment relationship. This shift is aimed at bolstering protection for surrogate mothers and enforcing accountability throughout the surrogacy business network. The model further advocates for a collective framework that fosters collaboration and mandates the documentation and registration of surrogacy contracts. Moreover, it underscores the critical significance of international collaboration in bridging regulatory gaps and distributing accountability across consumer and supply states. (shrink)

In this brief overview paper, we analyse information flow in the brain. Although Shannon’s information concept, in its pure algebraic form, has made a number of valuable contributions to neuroscience, information dynamics within the brain is not fully captured by its classical description. These additional dynamics consist of self-organisation, interplay of stability/instability, timing of sequential processing, coordination of multiple sequential streams, circular causality between bottom-up and top-down operations, and information creation. Importantly, all of these processes are dynamic, hierarchically nested and (...) correspond to continuous brain state change, even if the external environment remains constant. This is where metastable coordination comes into play. In a metastable regime of brain functioning, as a result of the simultaneous co-existence of tendencies for independence and cooperation, information is continuously created, preserved for some time and then dissipated through the formation of dynamical and nested spatio-temporal coalitions among simple neuronal assemblies and larger coupled conglomerates of them—so-called delocalised operational modules. The understanding of the interrelationship between brain and mind remains far from clear. It is well established that the brain's capacity to integrate information from numerous sources forms the basis for cognitive abilities. However, the core unresolved question is how information about the "objective" physical entities of the external world can be integrated, and how unifiedand coherent mental states (or Gestalts) can be established in the internal entities of distributed neuronal systems. The present paper offers a unified methodological and conceptual (...) basis for a possible mechanism of how the transient synchronization of brain operations may construct the unified and relatively stable neural states, which underlie mental states. It was shown that the sequence of metastable spatial EEG mosaics does exist and probably reflects the rapid stabilization periods of the interrelation of large neuron systems. At the EEG level this is reflected in the stabilization of quasi-stationary segments on corresponding channels. Within the introduced framework, physical brain processes and psychological processes are considered as two basic aspects of a single whole informational brain state. The relations between operational process of the brain, mental states and consciousness are discussed. (shrink)

Although several studies propose that the integrity of neuronal assemblies may underlie a phenomenon referred to as awareness, none of the known studies have explicitly investigated dynamics and functional interactions among neuronal assemblies as a function of consciousness expression. In order to address this question EEG operational architectonics analysis (Fingelkurts and Fingelkurts, 2001, 2008) was conducted in patients in minimally conscious (MCS) and vegetative states (VS) to study the dynamics of neuronal assemblies and operational synchrony among them as a function (...) of consciousness expression. We found that in minimally conscious patients and especially in vegetative patients neuronal assemblies got smaller, their life-span shortened and they became highly unstable. Furthermore, we demonstrated that the extent/volume and strength of operational synchrony among neuronal assemblies was smallest or even absent in VS patients, intermediate in MCS patients and highest in healthy fully-conscious subjects. All findings were similarly observed in EEG alpha as well as beta1 and beta2 frequency oscillations. The presented results support the basic tenets of Operational Architectonics theory of brain-mind functioning and suggest that EEG operational architectonics analysis may provide an objective and accurate means of assessing signs of (un)consciousness in patients with severe brain injuries. Therefore this methodological approach may complement the existing “gold standard” of behavioral assessment of this population of challenging patients and inform the diagnostic and treatment decision-making processes. Applied a theory of information integration to decision making with probabilistic events. 10 undergraduates judged the subjective worth of duplex bets that included independent gain and lose components. The worth of each component was assumed to be the product of a subjective weight that reflected the probability of winning or losing, and the subjective worth of the money to be won or lost. The total worth of the bet was the sum of the worths of the 2 components. Thus, each (...) judgment required multiplying and adding operations. The multiplying model worked quite well in 4 experimental conditions. The adding model showed more serious discrepancies, though these were small in magnitude. The theory of functional measurement was applied to scale the subjective values of the probability and money stimuli. Subjective and objective values were nonlinearly related both for probability and for money. (shrink)

Two different concepts of iconicity compete in Peirce's diagrammatical logic. One is articulated in his general reflections on the role of diagrams in thought, in what could be termed his diagrammatology — the other is articulated in his construction of Existential Graphs as an iconic system for representing logic. One is operational and defines iconicity in terms of which information may be derived from a given diagram or diagram system — the other has stronger demands on iconicity, adding to the (...) operational criterion a demand for as high a degree of similarity as possible and may be termed optimal iconicity. Peirce himself does not clearly distinguish these two iconicity notions, a fact that has caused some confusion. By isolating them, we get a clearer and more refined conceptual apparatus for analyzing iconic signs, from pictures to logic. (shrink)

Rapid technological change is resulting in the development of ever increasingly capable autonomous weapon systems. As they become more sophisticated, the calls for developing restrictions on their use, up to and including their complete prohibition, are growing. Not unlike the call for restrictions on the sale and use of drones, most proposed restrictions are well-intentioned but are often ill-informed, with a high likelihood of degrading national security and putting additional lives at risk. Employed by experienced operators well-versed in the laws (...) of armed conflict, autonomous weapons can advance the objectives of those who would prohibit their use. This essay takes an operational perspective to examine the role that autonomous weapon systems can play while complying with the laws of armed conflict. With responsible design and incorporation of applicable control measures, autonomous weapons will be able not just to comply but also to enhance the ethical use of force. This essay contends that efforts by the international community to use international legal means and/or institutions to over-regulate or even ban lethal autonomous weapons are counterproductive. It considers and describes the end-game results of the use of autonomous weapons in enhancing the application of both international law and human ethical values. (shrink)

There has been considerable debate in the literature about the relative merits of information processing versus dynamical approaches to understanding cognitive processes. In this article, we explore the relationship between these two styles of explanation using a model agent evolved to solve a relational categorization task. Specifically, we separately analyze the operation of this agent using the mathematical tools of information theory and dynamical systems theory. Information-theoretic analysis reveals how task-relevant information flows through the system to be combined into (...) a categorization decision. Dynamical analysis reveals the key geometrical and temporal interrelationships underlying the categorization decision. Finally, we propose a framework for directly relating these two different styles of explanation and discuss the possible implications of our analysis for some of the ongoing debates in cognitive science. The brain is composed of electrically excitable neuronal networks regulated by the activity of voltage-gated ion channels. Further portraying the molecular composition of the brain, however, will not reveal anything remotely reminiscent of a feeling, a sensation or a conscious experience. In classical physics, addressing the mind–brain problem is a formidable task because no physical mechanism is able to explain how the brain generates the unobservable, inner psychological world of conscious experiences and how in turn those conscious experiences steer the (...) underlying brain processes toward desired behavior. Yet, this setback does not establish that consciousness is non-physical. Modern quantum physics affirms the interplay between two types of physical entities in Hilbert space: unobservable quantum states, which are vectors describing what exists in the physical world, and quantum observables, which are operators describing what can be observed in quantum measurements. Quantum no-go theorems further provide a framework for studying quantum brain dynamics, which has to be governed by a physically admissible Hamiltonian. Comprising consciousness of unobservable quantum information integrated in quantum brain states explains the origin of the inner privacy of conscious experiences and revisits the dynamic timescale of conscious processes to picosecond conformational transitions of neural biomolecules. The observable brain is then an objective construction created from classical bits of information, which are bound by Holevo’s theorem, and obtained through the measurement of quantum brain observables. Thus, quantum information theory clarifies the distinction between the unobservable mind and the observable brain, and supports a solid physical foundation for consciousness research. (shrink)

This paper suggests an epistemic interpretation of Belnap’s branching space-times theory based on Everett’s relative state formulation of the measurement operation in quantum mechanics. The informational branching models of the universe are evolving structures defined from a partial ordering relation on the set of memory states of the impersonal observer. The totally ordered set of their information contents defines a linear “time” scale to which the decoherent alternative histories of the informational universe can be referred—which is quite (...) necessary for assigning them a probability distribution. The “historical” state of a physical system is represented in an appropriate extended Hilbert space and an algebra of multi-branch operators is developed. An age operator computes the informational depth of historical states and its standard deviation can be used to provide a universal information/energy uncertainty relation. An information operator computes the encoding complexity of historical states, the rate of change of its average value accounting for the process of correlation destruction inherent to the branching dynamics. In the informational branching models of the universe, the asymmetry of phenomena in nature appears as a mere consequence of the subject’s activity of measuring, which defines the flow of time-information. Segmentation of post-operative glioblastoma multiforme (GBM) is essential for the planning of Tumor Treating Fields (TTFields) treatment and other clinical applications. Recent methods developed for pre-operative GBM segmentation perform poorly on post-operative GBM MRI scans. In this paper we present a method for the segmentation of GBM in post-operative patients. Our method incorporates an ensemble of segmentation networks and the Kullback–Leibler divergence agreement score in the objective function to estimate the prediction label uncertainty and cope with noisy labels and inter-observer (...) variability. Moreover, our method integrates the surgery type and computes non-tumorous tissue delineation to automatically segment the tumor. We trained and validated our method on a dataset of 340 enhanced T1 MRI scans of patients that were treated with TTFields (270 scans for train and 70 scans for test). For validation, we developed a tool that uses the uncertainty map along with the segmentation result. Our tool allows visualization and fast editing of the tissues to improve the results dependent on user preference. Three physicians reviewed and graded our segmentation and editing tool on 12 different MRI scans. The validation set average (SD) Dice scores were 0.81 (0.11), 0.71 (0.24), 0.64 (0.25), and 0.68 (0.19) for whole-tumor, resection, necrotic-core, and enhancing-tissue, respectively. The physicians rated 72% of the segmented GBMs acceptable for treatment planning or better. Another 22% can be edited manually in a reasonable time to achieve a clinically acceptable result. According to these results, the proposed method for GBM segmentation can be integrated into TTFields treatment planning software in order to shorten the planning process. To conclude, we have extended a state-of-the-art pre-operative GBM segmentation method with surgery-type, anatomical information, and uncertainty visualization to facilitate a clinically viable segmentation of post-operative GBM for TTFields treatment planning. Surgical Informed Consent has long been recognized as an important component of modern medicine. The ultimate goals of SIC are to improve clients’ understanding of the intended procedure, increase client satisfaction, maintain trust between clients and health providers, and ultimately minimize litigation issues related to surgical procedures. The purpose of the current study is to assess the comprehensiveness of the SIC process for women undergoing obstetric and gynecologic surgeries. A hospital-based cross-sectional study was undertaken at Hawassa University Comprehensive Specialized Hospital (...) in November and December, 2016. A total of 230 women who underwent obstetric and/or gynecologic surgeries were interviewed immediately after their hospital discharge to assess their experience of the SIC process. Thirteen components of SIC were used based on international recommendations, including the Royal College of Surgeon’s standards of informed consent practices for surgical procedures. Descriptive summaries are presented in tables and figures. Forty percent of respondents were aged between 25 and 29 years. Nearly a quarter had no formal education. More than half of respondents had undergone an emergency surgical procedure. Only 18.4% of respondents reported that the surgeon performing the operation had offered SIC, while 36.6% of respondents could not recall who had offered SIC. All except one respondent provided written consent to undergo a surgical procedure. However, 8.3% of respondents received SIC service while already on the operation table for their procedure. Only 73.9% of respondents were informed about the availability of alternative treatment options. Additionally, a majority of respondents were not informed about the type of anesthesia to be used and related complications. Only 54.2% of respondents reported that they had been offered at least six of the 13 SIC components used by the investigators. There is gap in the provision of comprehensive and standardized pre-operative counseling for obstetric and gynecologic surgeries in the study hospital. This has a detrimental effect on the overall quality of care clients receive, specifically in terms of client expectations and information needs. (shrink)

Does the physical implementation of a computational operation have a fundamental thermodynamic cost, purely by virtue of its logical properties? These two questions lie at the centre of a large body of literature concerned with the Szilard engine (a variant of the Maxwell's demon thought experiment), Landauer's principle (supposed to embody the fundamental principle of the thermodynamics of computation) and possible connections between the two. In March 2003, President Bush declared the start of Operation Iraqi Freedom, the anticipated commencement of intensive American-led military operations in Iraq. With this declaration, the media began intense coverage of military operations from the field. For the first time, viewers were able to see images of actual events. This was due to three developments: the advancement of technology allowing immediate transmission of text and images, the actual presence of journalists identified as "embedded journalists" at military sites, and the (...) fierce competition among networks for viewers. One result of this constant coverage was significant pressure on decision makers within the television and cable news networks to decide within a matter of seconds which images to air. In particular, producers and broadcasters of competing networks experienced this pressure. Though the radio and broadcasting industry has a published code of standards, it is "general and advisory rather than specific and restrictive." Therefore, it did not address the unique time sensitive decision-making required within this new environment. Issues such as the security of soldiers, confidentiality of troop maneuvers, and the safety of the embedded journalists were critically important. Equally serious were the concerns about the impact of the immediate airing of information and violent images to the public. This research used Patrick Primeaux's ' mind-heart-sou¾ model of decision-making as its theoretical framework. The study investigated the gender and industry experience of selected professionals in a cable news network, MSNBC, to explore how ethical codes of behavior are integrated when people make decisions. Decision-making in both their professional and personal lives was examined. It is from this perspective that their professional decisions to air/not to air material from Operation Iraqi Freedom were studied. The findings on decisions about airing/not airing material from Operation Iraqi Freedom yielded both expected and unexpected results. There was no clear gender difference regarding ethical decision-making, but there was a difference when analyzed by industry experience. When the study focused on questions regarding the respondents' personal lives, the original hypothesis that there was a gender difference was validated. (shrink)

We consider probabilistic theories in which the most elementary system, a two-dimensional system, contains one bit of information. The bit is assumed to be contained in any complete set of mutually complementary measurements. The requirement of invariance of the information under a continuous change of the set of mutually complementary measurements uniquely singles out a measure of information, which is quadratic in probabilities. The assumption which gives the same scaling of the number of degrees of freedom with the dimension as (...) in quantum theory follows essentially from the assumption that all physical states of a higher dimensional system are those and only those from which one can post-select physical states of two-dimensional systems. The requirement that no more than one bit of information (as quantified by the quadratic measure) is contained in all possible post-selected two-dimensional systems is equivalent to the positivity of density operator in quantum theory. Mathematical logic is a branch of mathematics that takes axiom systems and mathematical proofs as its objects of study. This book shows how it can also provide a foundation for the development of information science and technology. The first five chapters systematically present the core topics of classical mathematical logic, including the syntax and models of first-order languages, formal inference systems, computability and representability, and Gödel’s theorems. The last five chapters present extensions and developments of classical mathematical logic, particularly the (...) concepts of version sequences of formal theories and their limits, the system of revision calculus, proschemes (formal descriptions of proof methods and strategies) and their properties, and the theory of inductive inference. All of these themes contribute to a formal theory of axiomatization and its application to the process of developing information technology and scientific theories. The book also describes the paradigm of three kinds of language environments for theories and it presents the basic properties required of a meta-language environment. Finally, the book brings these themes together by describing a workflow for scientific research in the information era in which formal methods, interactive software and human invention are all used to their advantage. The second edition of the book includes major revisions on the proof of the completeness theorem of the Gentzen system and new contents on the logic of scientific discovery, R-calculus without cut, and the operational semantics of program debugging. This book represents a valuable reference for graduate and undergraduate students and researchers in mathematics, information science and technology, and other relevant areas of natural sciences. Within the relevant semantics and pragmatics literature the terms “presupposition” and “conventional implicature” are used in a variety of different, but frequently overlapping, ways. The overlaps are perhaps not surprising, given that the two categories of conveyed meaning share the property of remaining constant in the scope of other operators—the property usefully characterize as projectivity. One of my purposes in this paper will be to try to clarify these different usages. In addition to that we will explore two additional properties (...) which are shared by some of these projective contents—strong contextual felicity, and neutralizability. The phenomenon of lobbying is considered as a mechanism for representing group interests, a system and practice of realizing the social interests of various groups, unions and associations of citizens, as well as business groups and corporations, which act through purposeful influence on the legislative power and state administrative structures. The informational and communicative essence of lobbying is revealed, and informational lobbying is singled out as a specific type of lobbying activity in the conditions of a post-industrial society. Information lobbying is defined as a method of information support for the activities of certain interest groups, structures operating in the sphere of decision-making by state authorities and local governments, and a special way of forming and supporting communications, which has specific features, principles and norms of information exchange and reproduction of political contacts, communication channels and other components. It is proven that the communicative nature of information lobbying allows its subjects to organize political discourse. In general, it is appropriate to define information lobbying as a form of marketing communications, which is a specific result of the development of political markets in the conditions of developed representative democracy, when the owners of large public resources begin to play a special political role. Like any type of marketing communications, information lobbying is focused on establishing two-way relations and forming feedback between the communicator and the recipient. A special direction of information lobbying is international lobbying activity, which is interpreted as the interaction of legal entities or individuals with state power structures and management institutions that are formed at the global level, in order to influence the development and decision-making by them in their own interests or in the interests of specific clients. Informed consent is an essential step in helping patients be aware of consequences of their treatment decisions. With surgery, it is vitally important for patients to understand the risks and benefits of the procedure and decide accordingly. We explored whether a written IC form was provided to patients; whether they read and signed it; whether they communicated orally with the physician; whether these communications influenced patient decisions. Adult postsurgical patients in nine general hospitals of Italy’s Campania Region were interviewed via (...) a structured questionnaire between the second and seventh day after the surgery at the end of the first surgical follow up visit. Physicians who were independent from the surgical team administered the questionnaire. The written IC form was given to 84.5% of those interviewed. All recipients of the form signed it, either personally or through a delegate; however, 13.9% did not know/remember having done so; 51.8% said that they read it thoroughly. Of those who reported to have read it, 90.9% judged it to be clear. Of those receiving the written consent form, 52.0% had gotten it the day before the surgery at the earliest 41.1% received it some hours or immediately before the procedure. The written IC form was explained to 65.6% of the patients, and 93.9% of them received further oral information that deemed understandable. Most attention was given to the diagnosis and the type of surgical procedure, which was communicated respectively to 92.8 and 88.2% of the patients. Almost one in two patients believed that the information provided some emotional relief, while 23.2% experienced increased anxiety. Younger patients and patients with higher levels of education were more likely to read the written IC form. The written IC form is not sufficient in assuring patients and making them fully aware of choices they made for their health; pre-operative information that was delivered orally better served the patients’ needs. To improve the quality of communication we suggest enhancing physicians’ communication skills and for them to use structured conversation to ensure that individuals are completely informed before undergoing their procedures. Signals operate in networks of senders and receivers at all levels of life, transmitting and processing information. That is how humans and animals think and interact.

This paper presents Integrated Information Theory (IIT) 4.0. IIT aims to account for the properties of experience in physical (operational) terms. It identifies the essential properties of experience (axioms), infers the necessary and sufficient properties that its substrate must satisfy (postulates), and expresses them in mathematical terms. In principle, the postulates can be applied to any system of units in a state to determine whether it is conscious, to what degree, and in what way. IIT offers a parsimonious explanation of (...) empirical evidence, makes testable predictions, and permits inferences and extrapolations. IIT 4.0 incorporates several developments of the past ten years, including a more accurate translation of axioms into postulates and mathematical expressions, the introduction of a unique measure of intrinsic information that is consistent with the postulates, and an explicit assessment of causal relations. By fully unfolding a system's irreducible cause-effect power, the distinctions and relations specified by a substrate can account for the quality of experience. (shrink)
