It is 2 a.m. I am very sick. I am not sure how long I have been hospitalized. The last two or three days have been a blur, a parade of procedures and people. I had a bloody debridement for a severe, large, and grossly infected stage four wound‐the first wound I have had since I was paralyzed in 1978. I know the next six months or longer are going to be exceedingly difficult. I will be bedbound for months, (...) dependent upon others for the first time in my adult life. As these thoughts are coursing through my mind, a physician I have never met and the registered nurse on duty appear at my door. As they put on their gowns I am weary but hopeful. Surely there is something that can be done to stop the vomiting. The physician examines me with the nurse's help. Like many other hospitalists that have examined me, he is coldly efficient. At some point, he asks the nurse to get a new medication. What transpired after the nurse exited the room has haunted me. Paralyzed me with fear. The hospitalist asked me if I understood the gravity of my condition. He grimly told me I would be bedbound for at least six months and most likely a year or more. That there was a good chance the wound would never heal. If this happened, I would never sit in my wheelchair. I would never be able to work again. Not close to done, he told me I was looking at a life of complete and utter dependence. He went on to tell me I was on powerful antibiotics that could cause significant organ damage. He informed me I had the right to forego any medication, including the lifesaving antibiotics. If I chose not to continue with the current therapy, I could be made very comfortable. Nigeria’s high rate of insecurity has reached a stage where people’s safety is no longer guaranteed. This article examines the extent to which the current high rate of insecurity in Nigeria has affected sustainable development in the country. The increasing insecurity situation is now in a state where kidnapping has become the norm, and destruction of lives and property has become a daily reoccurrence, affecting all efforts to achieve sustainable development in Nigeria. This article aims to reflect on some (...) of the recent cases of insecurity in Nigeria to ascertain the major implication of these insecurities on education, religion and the economy, and seeks ways to curb the insecurity menace in Nigeria. It is also indicated that religion has been used to incite the perpetrator’s action as various terrorist groups misinterpret the religious texts to justify their actions. The article concludes by arguing that religion can provide the needed coherence and social control needed to fight insecurity in Nigeria jointly, and once the difference in diversity is handled through cohesion and the social control function of religion, all stakeholders will be able to unite and fight insecurity off from the society. It therefore recommends that religious leaders should form the minds of Nigerians with the true contextual meaning of the religious text used to instigate insecurity.Contribution: This article highlighted the major implications of insecurity on education, poverty and the economy, which have greatly affected development in Nigeria. The article brings to light a theological reflection of the role religion can play in providing the coherence and social control needed to jointly fight insecurity in Nigeria. Deep questions of identity are always at play in war and peacemaking, sometimes hidden yet always decisive. Thus, for Christians, peace activism needs peace theology and, indeed, peace theology needs peace ecclesiology. Efforts to transcend classic debates between just war theory and Christian pacifism by developing a just peace ethic will falter if they fail to address more basic questions of how Christians are to sustain a primary loyalty to Jesus Christ in relationship to other (...) identities of family, tribe, nation, and global citizen. Attention to the biblical trajectory of Abrahamic community, the patristic embrace of life in exile, and Vatican II calls for the Church to be the “sacrament of human unity” by recognizing itself as a “pilgrim people” suggests that the Catholic Church can truly be a “peace church” only if it embraces life in diaspora. Republic Act 8371 or the Indigenous Peoples’ Rights Act of 1997 was passed by the Philippine Congress in order to address the concerns of the indigenous communities which had received marginal attention through the past decades. Indigenous communities have also been displaced from their lands due to armed conflicts between government soldiers and secessionist groups, particularly the Moro rebels and the communist-led New Peoples’ Army. The Philippines has been privy to peace initiatives with these two groups for some time (...) now. Political circumstances, however, and legal impediments have periodically stalled the peace processes. It is the author’s intention to focus on the predicament of indigenous communities as they seek a strategic role in shaping the content of peace agreements being negotiated by the Philippine government with the rebel groups. How have the indigenous communities made an impression on the two peace processes through the years? And, have the indigenous peoples’ rights been sufficiently protected in the context of the peace agreements? The author will draw from his own insights on the peace processes and agreements which have been negotiated and even tested before the Supreme Court of the Philippines. (shrink)

It is hardly surprising that the two greatest Kantian philosophers of the twentieth century's second half would, at some point of time, reflect and comment on one of the most famous writings of the Königsberg sage, namely on Perpetual Peace: A Philosophical Sketch. Of course, in recent decades, and especially around the celebration of the 200th anniversary of its publication, many commentary articles and books have been published on Kant's little essay, but it makes a difference when Jürgen Habermas (...) and John Rawls make an effort to get to an appropriate understanding of Kant's text in the present-day world. Here I will describe some of the main features of their understanding of Kant's peace proposal. I will first briefly recall the main scheme of Kant's essay, anticipating the writings of Habermas and Rawls by employing their new vocabularies and schemes in describing Kant's position. The main purpose of my outline of Kant's essay is to investigate how much of Kant's proposal has remained alive in Habermas and Rawls. (shrink)

This article tries to explain why it was impossible for Rawls to develop a normative theory of justice for international relations; something that has been demanded by some rawlsian thinkers (Beitz, Pogge, etc.). There were two obstacles for such an enterprise. On one hand, the link established by the philosophical tradition between justice, as a political virtue, and the political unity (polis, national-state, etc.). In 1795 Immanuel Kant published an essay entitled "Toward Perpetual Peace: A Philosophical Sketch." The immediate occasion for the essay was the March 1795 signing of the Treaty of Basel by Prussia and revolutionary France, which Kant condemned as only "the suspension of hostilities, not a peace." In the essay, Kant argues that it is humankind's immediate duty to solve the problem of violence and enter into the cosmopolitan ideal of a universal community of all peoples governed by (...) the rule of law.The essay's two-hundredth anniversary, 1995, also marked the fiftieth anniversary of the end of World War II and of the establishment of the Charter of the United Nations. The essays in this volume were written for a conference held in Frankfurt in May 1995 to commemorate these three anniversaries. Together, the authors argue for the continued theoretical and practical relevance of the cosmopolitan ideals of Kant's essay. They also show that history has both confirmed and outstripped Kant's prognoses. As recent events have shown, we certainly have not emerged from the violence of the state of nature. Peace is more likely where there is trade and commerce between nation-states. However, many nations are "failed states" or "failing states," in large part because of civil wars. Yet, "business" may have a role to play here, too; as private military security companies (PMSCs) proliferate, governments and international organizations seem increasingly disposed to contract for their services, in some cases for combat roles as well as non-combat support roles in various conflict zones. This has raised questions about the ethics (...) of using private companies for public purposes, especially where (as now) private companies have operated outside of legal accountability. This article suggests ways in which such accountability can be put in place, such that PMSCs can actually serve the cause of securing local and regional stability as a first step toward establishing a much safer environment for people and for business. The jurisprudence under international human rights treaties has had a considerable impact across countries. Known for addressing complex agendas, the work of expert bodies under the treaties has been credited and relied upon for filling the gaps in the realization of several objectives, including the peace and security agenda. -/- In 1982, the Human Rights Committee (ICCPR), in a General Comment observed that “states have the supreme duty to prevent wars, acts of genocide and other acts of mass violence (...) ... Every effort … to avert the danger of war, especially thermonuclear war, and to strengthen international peace and security would constitute the most important condition and guarantee for the safeguarding of the right to life.” Over the years, all treaty bodies have contributed in this direction, endorsing peace and security so as “to protect people against direct and structural violence … as systemic problems and not merely as isolated incidents …”. A closer look at the jurisprudence on peace and security, emanating from treaty monitoring mechanisms including state periodic reports, interpretive statements, the individual communications procedure, and others, reveals its distinctive nature. Why do people think that someone living a morally bad life is less happy than someone living a good life? One possibility is that judging whether someone is happy involves not only attributing positive psychological states (i.e., lots of pleasant emotions, few unpleasant emotions, and satisfaction with life) but also forming an evaluative judgment. Another possibility is that moral considerations affect happiness attributions because they tacitly influence attributions of positive psychological states. In two studies, we found strong support for (...) the second hypothesis. Moral considerations only appear to affect happiness attributions when they also affect attributions of positive psychological states. Additionally, both studies supported a hypothesis about why moral judgments have these effects. Specifically, we found that when people judge that someone is living a bad life, they infer that the person is not at peace with themselves. However, when this inference is blocked, moral considerations do not affect attributions of happiness or positive psychological states. In sum, although “happiness” appears to be a purely psychological concept, happiness judgments are sensitive to moral considerations because people often assume that immorality disrupts intrapersonal harmony. We argue for peace education as a process of improving the quality of everyday relationships. This is vital, as children bring their habits formed largely by social and political institutions such as the family, religion, law, cultural mores, to the classroom (Splitter, 1993; Furlong & Morrison, 2000) and vice versa. It is inevitable that the classroom habitat, as a microcosm of the community in which it is situated, will perpetuate the epistemic practices and injustices of that community, manifested in (...) attitudes, beliefs, behaviours and actions that can limit the child’s ability to learn. The educational task then, is to create opportunities for children to problematize the very environment they inhabit. To this end, our concern is for peace education aimed at addressing epistemic violence; a form of harm brought about by a particular rationality of domination. -/- The classroom community of inquiry, initially developed by Matthew Lipman and Ann Sharp as the methodology for the Philosophy for Children (P4C) approach to education (Lipman & Sharp, 1978; Lipman, Sharp & Oscanyan, 1980), is often viewed as a solution to inequality in the classroom—an intellectually safe environment which allows students to explore, practice and internalize good reasoning through philosophy so that they can make school relevant to their lives. Traditionally, the teacher’s role is to take a ‘neutral stance’ in discussion during the conduct of a community of inquiry. However, we argue that it is misplaced to assume that the community of inquiry is a safe intellectual environment in which the teacher as co-inquirer also facilitates the discussion procedurally, letting the argument lead, which Lipman took as the guiding principle for his process of inquiry. For, as Paulo Freire (1987) put it: -/- ... the dominant ideology makes its presence in the classroom partly felt by trying to convince the teacher that he or she must be neutral in order to respect the student. This kind of neutrality is a false respect for students. On the contrary, the more I say nothing about agreeing or not agreeing out of respect for the others, the more I am leaving the dominant ideology in peace! (p. 174). -/- Teachers must be aware of the possibility of epistemic violence to be able to detect and disrupt it, in order to facilitate a peaceful inquiry. We do not consider peace in the negative, as the absence of conflict, but in the positive as the capacity to respond skilfully to conflict as a way of life. Therefore, we concentrate on peace education that prepares students to turn conflict into inquiry, rather than peace education as values education or character education that instils values of ‘fraternity and non-violence’ (Gregory, 2004, p. 277). The community of inquiry provides such a framework, however, we argue that it must be facilitated in a way that mitigates the effects of epistemic violence by creating an educational habitat in which multiple ways of knowing can flourish. Why has peace been often unjust, and why has justice been more belligerent than peaceful? Frequently, peace or armistice has served only to put a temporary end to violence, and has left some or all sides feeling dissatisfied. Peace has also been an imposition on the part of the victors of conflict to the end of some notion of order, thus leaving the affected common people to draw their own conclusions without ever being consulted. It is (...) for this reason that justice is often more properly envisioned as the image of a fighter with his sword rather than a balancing scale. In this chapter, Hoffman explores the complexity of how peace and justice might be wedded in international relations, and gives the reader sound starting points for thinking about this conceptual approach. As part of the roundtable “World Peace,” this essay argues that an ideal state of peace might not be attainable, but a positive form of peace could be achieved on a global scale if states and peoples made a serious investment—comparable to their investment in military expenditure—in promoting the kind of mutual cultural understanding that reduces tensions and divisions and fosters cooperation. Peacemaking usually focuses on diplomatic and military détente; the argument in this essay is that these (...) endeavors, though obviously important, are not by themselves enough for the best attainable kind of peace, for which the further and even more important aim of cultural entente is essential. Little raises many questions of international legality in addressing the finer concepts of peace enforcing, peacekeeping, peacemaking, and peace building. He accentuates the rule of law, democracy, and human rights as foundations for each of these stages towards a Just Peace. Looking towards collectively accepted international treaties for a concept of justice, Little taps into a notion of legal validity that is at least partially composed of a legitimacy that emanates from the people themselves. Although there (...) are valid reasons for questioning who has been allowed to participate in the process developing international law, protecting the human rights of all, and labelling it justice certainly does not seem to create an untenable starting point. In fact, this approach that looks to protect the rights of all can be quite constructive because, ultimately, it is the people involved in a conflict who will determine whether a peace is just, and therefore lasting. This is true in many aspects. However, in the last ten years we were confronted with many "anachronistic" conflicts: in former Yugoslavia, in Rwanda, Algeria, Colombia, and Afghanistan, to mention only some. In our postmodern times the division of the world into two rather neat (...) halves with two centers of power has gone, the nation state is weakening and in many societies the social glue seems to be losing its cohesive force. We have to live together in pluralistic societies in which we are all a minority at times. Wars between states become less likely, butcivil wars are on the increase. Terrorism becomes a power against which the traditional armies and their weapons are quite useless in spite of many technological developments. The ancient laws concerningthe protection of women and children in wartime are becoming obsolete. Women are invited to get involved in the armed forces. The child soldier is a well-known phenomenon. In our western society a child's world, which exists in isolation from the adult world, is no longer a possibility. Some lessons learned in dealing with theNorthern Irish conflict might turn out to be worthwhile taking up in other situations. In this essay, I reflect with the help ofthe mimetic theory on peace work done by some Dutch people on behalfofNorthern Ireland between 1973 and 1992. The Northern Irish conflict as such is not the subject ofthis paper; the mimetic interpretation of this conflict was admirably covered by people such as Duncan Morrow and the late Frank Wright to which I refer the reader in my bibliography. I will concentrate on the educational aspects ofDutch peace work done in the Northern Irish context. Here it suffices to say that the 136André Lascaris Northern Irish conflict is not a religious one, though religious labels are being used. It is aconflict between two cultures, an Irish one and an AngloSaxon or British one. I. Dutch peace work on behalf ofNorthern Ireland A. A short history In 1973 I was invited to become a member of staff of a conference for influential Northern Irishmen in the Netherlands. Glenn Williams, then secretary general of the KEK (Conference of European Churches) had asked the Dutch Council ofChurches whether it could do something on behalf of Northern Ireland. After some consultation Williams asked the Dutch adult education center 'De Haaf to accommodate "mixed Roman Catholic and Protestant Irish groups in a quiet and spiritual atmosphere." The director of this center, Aat van Rhijn, a Presbyterian minister, asked me to participate in the conference because he wanted a Catholic priest to make the Roman Catholic Northern Irishmen feel represented on the staff. A laywoman, Hermine Keuning, was the third member of the staff. The Dutch Reformed Church provided money. In April 1973 a visit was made to Belfast and contact was established with the Irish Council ofChurches; it soon became our Northern Irish counterpart. In Septembera firstconference was held, quickly followed by a second one. From participants of the first conference a new request for a conference was made and after this one even more conferences were organized, altogether 18 between 1973 and 1983. We worked with neighborhood groups, politicians, paramilitaries, social workers, police officers, adult educators, social workers, journalists and editors, Catholic and Protestant clergymen. In the conferences ofthe protestant politicians and the clergy it was not possible to have a mixed group; we had to be content with having some either Catholic or Protestant "observers" at the conference. Inthe late seventiesthesecurity situation inNorthern Ireland improved. The necessity oftraveling to the Netherlands to have a conference became less evident. Because our work remained in demand, we organized weekends in Northern Ireland itself from 1981 onwards, mainly in Corrymeela, an ecumenical adult education center near Ballycastle. Money was coming from several sources, but mainly from the Dutch Reformed Church. To handle the money well we decided in 1975 to become a trust: the "Dutch Northern Irish Advisory Committee." It is a careful, systematic work that takes as its foundation a distinctively Christian view of [End Page 214] God's (...) nature and relation to the world. As a scholar and a pastor for over fifty years, Weber brings a much-needed, wise, and re-centered view to the questions entangled in war, peace, and reconciliation. He advises us not to look first into the realities of war for God, but to look to understand God as the context for all human conflict. He forcefully calls the reader to be a reconciler despite the intractability of conflict. The book is structured in three main parts, beginning with the theological context, then the political context, and, last, to peace, justice, and the church.The "war" that Weber addresses is interstate conflict, representing the negation of the web of relationships constituting a healthy international system. War disrupts God's plan and ruptures the right relationship between humanity and God (43–44). Throughout, Weber embraces a kind of Christian Realism, one that takes seriously the loving nature of God, the sinfulness of humanity, and the limits and possibilities for peacemaking in a human world. Sartre's interventions at the Vienna, Berlin, and Helsinki Congresses of the World Peace Council are examined in depth. Neglected and overlooked for over a half-century, it is argued that the themes Sartre elaborated in these speeches were consonant with the political and intellectual projects he had been developing since the mid-1930s. Although Sartre spoke as a Marxist who had allied himself with the Communist Party, his deepest concern was to build international unity in opposition to the escalating threat of (...) nuclear war, and to restore political and economic sovereignty to a Western Europe crushed by dependency on America. The persistent struggle waged by the Soviet Union and the other socialist countries for peaceful coexistence among states with differing social systems has greatly increased the authority of this humanitarian policy in the eyes of the peoples of the world. Belligerent appeals for an outright rejection of peaceful coexistence are heard less and less frequently, even among the ideologists of imperialism. They are compelled to adapt themselves to the situation and to camouflage themselves with the masks of the peacemaker. Bourgeois (...) professors of social science say they are for peace and peaceful coexistence. However, these concepts are sometimes given such a distorted interpretation that all real content evaporates. "Peaceful coexistence and the cold war," we read, for example, in the words of the British professor, Hugh Seton-Watson, "are literally the same thing." [All quotations from non-Russian sources are retranslated from the Russian.] Thus, a single sentence suffices, by an act of sophistry, to transform peaceful coexistence into a state of international tension and intensive war preparations. Awareness of this circumstance has roused millions of people in all lands to struggle for peace. Today we live in a world where the majority of wars are no longer interstate, a development that over the last few decades has often left the international community, in particular the United Nations as it was originally conceived, ill equipped to respond. The nimble action required for contemporary conflict resolution and peacebuilding now primarily lies in the hands of local actors and states, sometimes supported by international actors. But it is not always clear who these local actors are or (...) what they need in order to achieve sustainable peace. As part of the roundtable “World Peace,” this essay looks in more detail at what we mean by “local” in conflict-affected contexts and asks how local is local enough when resolving conflicts and building peace. It identifies tensions and concerns such as the need for the international community to have a well-defined and easily identified “local agenda” when, in reality, there are often several competing local agendas. The essay presents the Everyday Peace Indicators project as a vehicle that can be used to help communicate these local needs to international actors, and argues for the importance of understanding people's perceived realities in addition to, if not more than, their actual realities when trying to understand peace and conflict trends. In order to do this, we need to more effectively problematize peacebuilding for positive conflict disruption. (shrink)

Here's how we can do it: we can teach the difference between playing a game and choosing a game. From time immemorial people of all tribes and cultures have marked a sharp distinction between those individuals deemed qualified by age, expertise, or status to choose or write the rules, and those other, lesser individuals who (...) are obliged merely to obey those rules. This is the traditional difference between a person, on the one hand, and a utensil, on the other: persona est sui iuris; servus non est persona ("A person chooses its own laws; a slave is not a person"). Persons, but not utensils such as shoes, have, and deserve, good will. To a person, a culture is a means of creating a sustainable humane environment. To a culture, a person is a means for the culture to replicate itself. Placing culture first is a tradition we can no longer afford to maintain, because it makes enduring peace impossible. The purposes utensils can be made to serve have become too terrible (and, with the advent of global communication, too obvious) for the human race to endure, and the capacity of the voiceless to express themselves violently is increasing without limit. Hence we must create new traditions in which we teach all our children reflective thought, with which rules are pragmatically justified rather than unquestionable. To that end I propose to distinguish random, routine, and reflective thought and action. Each of these three levels of thought and action has its costs and its benefits; together they contain the entire range of human possibility. In that sense religion is a salvific and peace-seeking path. But just as many rivers flow into one great ocean, there are many paths to liberation, that is, to peace. Since the destination is the same, peace-seekers may walk on one path, (...) two paths, or more. I don't know whether it is due to good karma or divine grace, but I have been walking on two paths, Buddhist and Christian, since I began to pursue a spiritual-social transformation of the self and the world. This is possible, as my late friend Praveen Chaudhari said, not because the two paths are the same but precisely because they are different.The contrasting difference I have experienced is that while Buddhism is a path of peace to peace, Christianity is a path of justice to peace. This difference has become more apparent to me as I have studied and practiced both socially engaged Buddhism and liberation theology. Engaged Buddhists seek to achieve peace through "being peace," which is an impartial and nonadversarial way of proceeding, whereas liberative Christians seek to achieve peace through working for justice, which entails a preferential and confrontational attitude. But in these differences I believe that the two approaches can complement, not contradict, each other. They can do so because Buddhism and Christianity are differently but equally salvific paths on the common ground of human suffering.I walk on the two paths to peace at the same time. While this may not be possible intellectually and logically, in my experience it becomes possible through praxis. Liberation theologians are right that theological reflection is a "second act" that follows the first act: the praxis of liberation. In this essay I reflect on four major oppositions that have arisen in the course of my dual praxis: compassion language and justice language, peace and justice, nonviolence and violence, and meditation and action. In each case the opposition is resolved through mutual correction in view of the salvific purpose of both emphases.Compassion Language and Justice LanguageThere are two languages that inspire people to respond to human suffering, namely, the language of compassion and that of justice. Though the two languages are spoken [End Page 3] by Buddhists as well as Christians, compassion language is often attributed to Buddhism and justice language to Christianity. Buddhists draw mainly on compassion language to respond to human suffering. Such language is impartial: it does not discriminate between victims and victimizers, but encourages Buddhists to be compassionate toward both. Thich Nhat Hanh gives a striking illustration of the impartiality of Buddhist compassion: "I am the twelve-year-old girl, refugee on a small boat, who throws herself into the ocean after being raped by a sea pirate. And I am the pirate, my heart not yet capable of seeing and loving."1The two italicized "be" verbs challenge me. Though it is not always easy, I have no problem with the first "am" in the poem. I am compassionate toward the poor twelve-year-old girl. I feel her pain, shame, and despair. The compassion language does not allow me to distance myself here from her there. The girl's suffering is my suffering; I am the twelve-year-old girl. But, the second "am" takes my breath away. It is unthinkable and even immoral to identify myself with the sea pirate and to be compassionate toward him. I am not the pirate. Instead of compassion, I feel anger. The pirate should be punished for his heinous crime. I must take sides with the girl against the sea pirate. Why on earth is Nhat Hanh compassionate toward the evil sea pirate?Nhat Hanh was also angry when he heard of the girl's cruel fate. However, after meditating on the tragedy, he realized that he could not simply take sides: "If I had been born in his village and brought up under the same conditions, I would be exactly like him."2 He cannot take sides because he is aware of conditions in which a poor... According to Keller, we have no hope of explaining what is or is not a Just Peace in global relations unless we pay more attention to the intellectual context in which international law was formed. From its birth in the 16th century, there was a progressive retreat by Europeans from conceding sovereign rights to specific non-European peoples, to then only recognizing a conditional sovereignty, and eventually to denying any right to self-determination of non-white peoples. However, there was a tradition (...) of thought that recognized and accommodated cultural diversity that can be found in the writings of Montesquieu and Rousseau, among others. This chapter argues that these writers proposed one of the cornerstones of the concept of a Just Peace, the principle of recognition. This notion was developed from an effort to understand another’s point of view and an appreciation of otherness. (shrink)

Recent studies of peacebuilding highlight the importance of attending to people’s local experiences of conflict and cooperation. This trend, however, raises the fundamental questions of how the local is and should be constituted and what the relationship is between institutions and individual actors of peace at the local level of politics. I turn to Hannah Arendt’s thoughts to address these issues. Arendt’s thinking provides a distinctive form of realism that calls for stable institutions but never depletes the spirit (...) of resistance. Peacebuilding guided by this insight seeks to enable parties in conflict to voice their competing opinions by acting agonistically in public and to help them align their disruptive yet creative voices with a desire to establish and sustain common institutions. Thus, Arendt’s thinking not only offers a way to increase sensitivity to local differences but also to provide direction to the politics of resistance. In the end, it offers a balanced insight into peacebuilding and local agency beyond the contemporary liberal and critical approaches to peace. (shrink)

In The Law of Peoples, John Rawls defends the claim that ‘decent’ societies (non-liberal, non-democratic constitutional republics) deserve full and good standing in the international community. His defense of decent societies consists of two main arguments. First, he argues that the basic human right to political participation does not imply a right to democratic political institutions. This argument has been thoroughly discussed by commentators. Second, he argues that decent societies, if admitted to the international community, would pose no special threat (...) to the stability of that community. This argument has largely been ignored. Peace is normally understood as the absence of war among nations. But that definition presupposes the overarching importance of nations as the key units of human association. There are, however, many other non-national entities, such as races, ethnic communities, religions, cultures, and civilizations. These entities, too, engage in conflict from time to time, as exemplified by the interracial violence and religious antagonisms in various parts of the world today and, of course, that which took place in the past. Yet (...) why do we preserve the terms “war” and “peace” only for interstate relations? This is a very limited perspective, inasmuch as wars are a phenomenon whose appearance long preceded the formation of nations in the modern centuries; and besides, a presumed state of peace among countries can conceal serious hostilities between races or religions within and across national boundaries. Nazi Germany was technically at peace with all countries till 1939, and yet violent acts were committed there against groups of people domestically who were not considered racially acceptable. In today's world, there are no large-scale international wars, but domestic tensions and physical assaults occur daily within many countries. Terrorists wage war against states and their citizens alike, but they are not nations. To counter their threat, war preparedness in the traditional sense may be useful, perhaps, but it is much less effective than the coming together of individuals and groups to create a condition of interdependence and mutual trust. World peace must fundamentally be founded on a sense of shared humanity, regardless of which country people happen to live in. To consider war and peace purely in the context of international relations, therefore, is insufficient, even anachronistic. What we need is less an international than a transnational idea of peace. I had been here before, although I wore a different hat as I literally walked under the burning April sun along the wide, dusty, unpaved streets of Nyala, South Darfur, to “headquarters.” It was to be another interesting, but normal, peaceful, and safe day as I led the Sudanese household survey (...) in South Darfur, then the largest of all Darfur states. That was in 2006, a few years after I joined the Federal Ministry of Health. My office overlooked the Nile, but getting out of the capital city of Khartoum was always the best part of working there. I had the opportunity to meet real people in their real places, where they are home and at ease.Overall, the data collection team’s work went according to plan. Most of the randomly selected villages were visited as planned or replaced according to protocol. But this morning was anything but normal. A few days earlier, while visiting a village in a nearby town, Kass, my team was able to make a single phone call to us, the leadership [End Page 162] team, composed of two colleagues from Darfur and myself, indicating the team had no reception—the nearest signal was an hour’s drive away. The team leader assured me that they had started collecting data and promised to call every day or every other day. They were a team of six young men and women (I called them boys and girls because they were so young and innocent) between the ages of 20 and 25, all from Darfur. Two of them were in love and participated in the survey collection to save the per diem for their wedding.The time I was expecting their call came, but the call did not come. Then another day, then another, then another.One of the management team was in charge of the security update, and that morning he asked me in a shaky voice if we could have a private meeting as soon as I entered the room. He informed me that the village where my team was located had been attacked by the Janjaweed, the notorious militia known for its ruthless, brutal attacks that leave nothing behind, but men killed indiscriminately, houses and children on fire, and women raped. I recalled my experience in Darfur the year before when I mechanically asked a woman if she had lost a family member in the last six months and what the cause of death was. She burst into tears. I tried to calm her down. Finally, she told me that her few-month-old baby had been burned alive in front of her own eyes. Before I could even imagine the fate of the boys and girls on the team, a call came in. It was not from the team, but from a crying mother who asked me to “bring her daughter back.” She told me she did not want her daughter killed or raped. I cannot remember what I said because I was in shock and did not want anyone to see this, especially the other teams. The last thing I needed was to see the panic for which I was not trained to manage.I had no time to waste. I had no exit or contingency plan in the 224-page survey guide that explained how to collect the data, how to ask the questions, how to sort and safely store the paper questionnaires, how to enter the data. It seemed to provide extensive guidance on everything except for the only instruction I needed at the time—How to keep my teams safe under fire. I took the first flight to the survey’s national headquarters in Khartoum seeking help. I was promised to be put in contact with the intelligence and army in the region through the government agency responsible for organizing humanitarian work in the country.
