Place-shaping is a sophisticated piece of rhetoric and policy making and can be seen to have relevance far beyond its own jurisdiction. This paper traces its theoretical antecedents alongside developments in the debate on local government in England. The article addresses the special conditions in Soviet society during the Stalin period that contributed to the emergence of latent ideas about the unique position of the USSR on the map of the world, of Europe in particular. The focus is on pedagogical methods, the theory and practice of cartography, literary and journalistic texts, cinematography, and pop music, all of which present an image of the USSR as the “center of world civilization” and thereby sustain its inculcation in public consciousness. (...) An interesting and significant example is the second edition of the Great Soviet Encyclopedia, launched on Stalin’s initiative and carried out under his patronage. In this context, the logic and the rhetoric of encyclopedia articles on the physical and political geography of Europe must be analyzed as a kind of territorial “crowding out” of Europe to the periphery of the Soviet Union. “Crowding out,” not only by geographical but also by ideological illusions of space, which emphasize and reproduce fairy-tale and epic orientations of social self-knowledge, brings the illusory space clearly into view. Until recently the term ‘cosmopolitanism’ was a forgotten concept in the intellectual history of the 18th and 19th centuries. The last two decades have seen a remarkable revival of interest in cosmopolitanism across a wide variety of fields. This article contends that legal developments since the 1948 Declaration of Human Rights and the rise of an ‘international human rights regime’ are at the forefront of a new cosmopolitanism. Yet there is a great deal of skepticism toward such claims on the (...) part of those who maintain that democracy and human rights are best furthered by the nation-state framework. Still others confuse legal cosmopolitanism with the spread of a uniform system of rights across different national jurisdictions.In several writings in the past, I developed the concept of ‘democratic iterations’ to argue against such skepticism as well as misunderstandings of legal cosmopolitanism. In this article, I show how democratic iterations unfold across transnational legal sites, which encompass various national jurisdictions and through which contentious dialogues on the application and interpretation of such fundamental rights as ‘freedom of religion’ in different jurisdictions can emerge. To document such processes I focus on the Leyla Sahin v. Turkey case which was adjudicated by the European Court of Human Rights in 2005. (shrink)

Water has a dual role in the Sundarbans area of southwestern Bangladesh. Hydrologic processes are vital to the ecological functioning and cultural identity of the mangrove ecosystem. But at the same time, large scale water development creates external forces that threaten the Sundarbans environment. Water is managed to a limited degree as a common property resource, both in the Sundarbans and in larger regions. It is also managed as private property, a public good, a state-controlled resource, an open access resource, (...) and a natural hazard. And to a large degree, it is not managed at all. By focussing on water, we begin to understand the linkages between the Sundarbans area and larger regional contexts; and between common property resource systems and the broader array of institutional, political, and property relations. Section one of this paper provides an overview of the role of water in the Sundarbans, including modern human modifications of deltaic hydrology. Section two surveys water management issues and institutions at six geographical scales: the International Basin; 2) India and Bangladesh; 3) Greater Bengal; 4) Bangladesh; 5) southwestern Bangladesh; and 6) Khulna district. The conclusion stresses the role that the political geography of water will play both within and outside the Sundarbans ecosystem. (shrink)

It is often argued that there is a connection between certain forms of environmental or place-oriented thinking and conservative or reactionary politics. Frequently, the philosopher Martin Heidegger is taken to exemplify this connection through his own involvement with Nazism. In this essay, I explore the relations between Heidegger's thought and that of certain other key thinkers, principally the ethologist Jakob von Uexküll, and the geographers Friedrich Ratzel and Paul Vidal de la Blache, as well as with elements of Nazi ideology. While Heidegger, Ratzel and Vidal de la Blache are shown to have a similar commitment to a holistic conception of the relation between human being and the world, and to also give priority to ideas of geographic space, or, as we may also say, to place, this is shown to run counter to the essentially subjectivist and biologically determinist position that is associated with Nazi thinking on these matters, and that can also be seen as a key element in the work of von Uexküll. It is argued that the clarification of these issues is not only important for matters of intellectual history alone, but also to ongoing discussions about the role and significance of place. Given the influence of geographical considerations on contemporary historiography, as well as in a number of other disciplines, and given also the role played by Ratzel and Vidal de la Blache, as well as Heidegger, in the rise of such 'place-oriented' thinking, the exploration and clarification of the differences at issue here is especially important. This article provides an analysis of the transnational spatial politics of activism around lesbian, gay, bisexual, transgender and queer politics in Poland. The authors discuss three key themes that emerged from their empirical research on activism associated with the equality marches in Krakow, Poznan and Warsaw. These are concerned with age and the intergenerational politics of solidarity; the connection between migration and activism, and the use of city-twinning links. A case study of the changing geography curriculum illuminates the continuing struggles over subject knowledge at national level, and highlights more general issues about ideology and the politics of curriculum change 1991-2000. The investigation focuses on the processes and impacts of two National Curriculum Reviews and the changing policy trends and structures becoming apparent under New Labour. Three phrases of curriculum policy-making are tentatively recognised, raising questions for further research.

Noting tension between environmental and aboriginal politics in the Pacific Northwest of North America, this paper explores the historical-geographic constitution of both the Great Bear Rainforest conflict in British Columbia and the Makah whaling conflict in Washington State. By highlighting the uneven production of territoriality between each jurisdiction and tracing these differences though the historical-geographic imaginations of environmental activists and writers of letters to editors of metropolitan newspapers, the paper argues that situated geographies of colonialism inform interactions between environmental and (...) aboriginal politics at their core, thereby demonstrating the centrality of the production of space to the constitution of politics. Whilst social and political issues have an important role in the geography curriculum, the long-term erosion of the value and insularity of disciplinary knowledge in society and the curriculum has blurred the distinction between educational aims and political advocacy in classrooms. Increasingly, teachers, policymakers, and nongovernmental organizations (NGOs) instrumentalize the curriculum with respect to their political objectives, including climate change and social injustice. In taking an advocacy approach to pedagogy, they potentially undermine liberal educational objectives, including (...) the development of autonomy and subjectification. Drawing on recent work in philosophy of education (e.g. Biesta; Van Poeck, and Östman) as well as social realist approaches to knowledge, I make a case for teaching about social and political issues on liberal educational grounds. Geography plays a key role in the school curriculum by providing a space for exploring the human condition through the study of people in contrasting environments and cultural systems. Here, we examine how geography teachers can handle issues in a morally careful way and navigate a line between advocacy and educational aims. One key difference examined is the need to treat students as subjects in their own right and to help develop skills of moral enquiry. In practice this means encouraging an open-ended approach, exploring topics (and the values underpinning them) from a range of perspectives, developing sensitivity to difference, and showing tolerance for ideas of which one disapproves. For students to develop agency and moral independence, they must learn how to think about social and political issues rather than be told what to think. (shrink)

At the level of professed ideals the concept of (...) the republic of letters was simple: scholars would create an egalitarian world amongst themselves, where views could be expressed without the rancor of national, religious, historical, or other barriers to their exchanges. Recent studies have highlighted the impressive degree to which eighteenth-century scientists ignored war and xenophobia to exchange ideas, thereby enacting the cosmopolitan ideal of a republic of letters.1 Yet the details of this ideal have been the subject of intense scrutiny and debate, in part because there were many versions of scholarly cosmopolitanism,2 but more importantly because the reality of the republic of letters was in most instances at some distance from the ideal.3 There have been debates about the chronology of the rise and fall of the republic of letters, Miller seeing it as having risen to prominence in the later sixteenth century but in terminal decline by 1720. By contrast Goldgar shifts the era of the republic of letters to 1660-1750, and most recently Brockliss has argued for the essentially healthy state of the republic of [End Page 251] letters into the era of the French Revolution.4 Such chronological debates have themselves been prompted by a major disagreement over the relationship between the republic of letters and the Enlightenment of the philosophes: was the former a mere token of the ancien régime which was destroyed by an incipiently radical Enlightenment,5 or was the ideal of egalitarian cosmopolitanism which the republic of letters championed the seedbed for such radicalism, thereby making Enlightenment philosophes a subset of the republic of letters rather than their successors?6Clearly, debates about the meaning of the republic of letters have been sparked by its status as a quasi-political republican body and the extent to which this was mere terminology or was a real spur to new forms of political association. Yet the notion of a republic also presupposes a geography: a polis, fictive or real, needs a territorial scope over which it holds sway. Concerning the geography of the republic of letters, recent scholarship has been both more consensual and less critically acute. A number of scholars have documented the extent to which the republic's cosmopolitan ideals were undermined by national antagonisms and religious schisms.7 Furthermore, feminist scholars have pointed to the complexities of female participation in this arena, their salons enabling while their gender undermined their ability to negotiate a relationship with the public sphere of the republic.8 Clearly, there was a tension between nationalism (together with other forms of parochialism such as gender discrimination) and cosmopolitanism in the political geography of the republic of letters.At a more concrete level, several studies have analyzed the geography of the republic of letters by trying to map its spatial extent in diagrams or prose. Derrida asks us to consider the violence we do in the name 'animals'. The violence is both material and symbolic and relies on the elision of internal distinctions between animals. This article is concerned with what constitutes a sufficient response to violence. Animal and feminist geographies challenge instrumental abstractions of space to 'raw materials'; the suppression and/or exclusion of emotional responses to space and place; and document current and alternative engagements with animals and environments. However, to challenge violence they must (...) also address issues of power, ethical dimensions of action, and generate new conceptions of animal-human spatial relations. This article argues for a compassionate geography informed by Derridean philosophy, which reconceptualises and reconstructs animal-human spatial relations and postcolonial ecocriticism, which attends to the colonial politics of images, stories of place, and their imaginative reoccupation. This paper is underpinned by an epistemological question: What are the types and ways of knowing that can be entailed in reflective leadership in its fullest sense? The question is explored through a mapping exercise which outlines a geography of reflective leadership in terms of three variables: type of knowledge, problem focus, and mode of learning (incorporating the notion of embodied learning). Particular attention is given to recognising within the terrain of reflective leadership the epistemic credentials of spiritual learning (...) and experiential awareness of spirituality. This essay focuses on the oppositional politics expressed in the historical geography of the Persian and Urdu poetry of Muhammad Iqbal (1877–1938), showing how it emerges from, and breaks with, Urdu and Persian travelogues and poetry of the nineteenth century. It explores the complex relationships between the politics of Muslim separatism in South Asia and European imperialist discourses. There are two defining tensions within this politics. The first is between territorial nationalism and the global imaginings of religious identity, and (...) the second is between the homogenizing imperatives of nationalism and the subjectivity of individual selfhood. These tensions are reflected in the composite geography of Iqbal's work, which contains three elements: a sacred space, a political territoriality and the interiority of subjectivity. The rise of digital platforms is growingly acknowledged as a pivotal characteristic of contemporary capitalism. A subset of the literature on digital platforms scrutinized the political economy of platform companies, their data-driven business models along with the economic, social, and political consequences of platformization. Yet, this strand has been overwhelmingly interested in Big Tech companies in the United States and China. In this article, I aim to expand the geographical span of this emerging literature by scrutinizing platformization dynamics (...) in Turkey, a middle-income country that has not been systematically examined so far along these lines. To this end, I present an assessment on the overall platform landscape in Turkey by focusing on three highlight digital platforms (Trendyol, Hepsiburada, and Getir). My analysis on the trajectory of these three platforms indicates the following. First, these platforms have exhibited meteoric growth rates and have risen among the most valuable companies in Turkey in a tremendously short period of time. Second, their aggressive growth strategies based on data extraction and network externalities have led to a strong monopolization drive. Third, they have rapidly expanded into adjacent business areas, transforming themselves into infrastructural components of the domestic economy, with profound impacts on production, trade, and labor relations. Fourth, they remain dependent on the infrastructure laid by Big Techs. These findings suggest that platformization is rapidly transforming economic landscapes other than the United States and China as well, yet in an uneven and dependent form, underlining the need to broaden the geographical focus of the concerned literature. Im Gebiete der Sozialwissenschaften sind heute noch die Grenzen der verschiedenen Disziplinen unbestimmt : Richtungen, Methoden, Art der Arbeitsteilung ändern sich in den einzelnen Ländern mit den nationalen, historischen und ideologischen Bedingungen. Der Aufsatz von M. Demangeon stellt den Versuch dar, durch die Herausarbeitung der Eigentümlichkeit der von Vidal de la Blache gegründeten französischen Schule der „Géographie Humaine“ (zu deren Hauptvertretern der Verfasser gehört) der Klärung und Förderung der internationalen Zusammenarbeit zu dienen.Im ersten Teil zeigt der Aufsatz an Beispielen deutscher (...) und amerikanischer Bücher, wie die geographischen Arbeiten in Ziel und Methode auseinandergehen, dann an Beispielen französischer Bücher, wie Arbeiten von Historikern und Nationalökonomen als Einführung in die „Géographie Humaine“ verwandt werden können. Nach Klarstellung der Ungewissheiten versucht der Aufsatz im zweiten Teil, das eigentliche Gebiet der Disziplin zu bestimmen. Als ihre spezifische Aufgabe betrachtet sie die Analyse der sozialen Gruppe in ihrem Verhältnis zum Naturmilieu. Im dritten Teil bringt D. die Methode auf vier Prinzipien : Zwischen Natur und Mensch herrscht kein blinder Determinismus ; unter den Möglichkeiten, die ihm die Natur bietet, wählt der Mensch ; die Georgraphie soll immer die territoriale Grundlage vor Augen haben ; sie soll nicht nur die Gegenwart, sondern auch die Vergangenheit in Betracht ziehen ; endlich soll sie immer ihre Forschungsresultate mit ihrem besten Mittel, der Karte, zum sinnfälligen Ausdruck bringen. Deswegen ist in diesem Fach die Zeit der einsamen Genies vorbei, Kollektivarbeit ist heute auch hier das Gesetz der Wissenschaft.The author of this article, M. Demangeon, is one of the chief representatives of the French school of „Géographie humaine“ which was founded by Vidal de la Blache.The social sciences, their methods and the boundary lines of their subdivisions vary in the different countries with the different national, historical and ideological conditions, and it is the effort of this school to further international cooperation of the social sciences by correlating the specific national differences of their various disciplines with the given geographical conditions of their environment.The first part of the article illustrates in an analysis of German and American geographical books the divergences in aims and methods, and its attempt to show with examples from various French books the value of historical and economic investigations as an introduction to the „Géographie humaine“. The second part describes the chief task of the discipline as an analysis of the social group in relation to its natural milieu. The third part develops the chief principles evolved by the school, namely, that there is no blind determinism in the relationship between nature and man. Man has a choice among the possibilities presented by nature. Geography should translate the relationship between nature and man into terms of the territorial environment, with due regard to its present form, without, however, neglecting its past development. Several context-specific social and political factors in Eastern and Central Europe are described — factors that must be considered while developing strategies to introduce Computer Ethics. Poland is used as a primary example. GNP per capita, the cost of hardware and software, uneven and scant distribution of computing resources, and attitudes toward work and authority are discussed. Such “geographical factors” must be taken into account as the new field of Computer Ethics develops.
