We carry out a critical analysis of the so-called “knowledge society” in order to show in what way the European Space for Higher Education (ESHE) constitutes the paradoxical culmination of this society. The “knowledge society” begins to solidify when the technologies, progressively specialized and separated from the possible basic scientific control of their consequences, begin to make possible a process of economic optimization between the investment and the productive profitability that is in turn feedbacked for a (...) consumption increasingly unstoppable. This process requires in principle to promote the sociological map that provides the educational support for a labor market in agreement with this economic-technologically optimized and full of consumerism society. But due to the increasingly unstoppable dynamics of consumerism which is the axis of rotation of all this process, the relationships between supply and demand within the consumption market, and with them the requirements of the labor market, will begin foreseeably to become random or unforeseeable, which will requires the creation of the corresponding educational support that generates a new type of maximum and indefinitely versatile professional. This one would be the necessity to which the project of the ESHE seeks basically to respond, but this project will thus be wrapped in the paradoxical task of. (shrink)

This second part continues the search for ways of overcoming the three limitations of the current intellectual and professional division of labor and its knowledge infrastructure, which were shown to be at the root of the present economic, social and environmental crises. A complementary knowledge strategy is proposed to counterbalance the trade of breadth for depth, based on the creation of intellectual maps. One such map is described for engineering, showing how through the process of industrialization people change (...) technology and how through its influence on human life and society, technology changes people. Because industrialization cannot destroy the matter and energy it requires, it also transforms its relations with the biosphere. Once the connections between technology and everything else are mapped, specialists can inquire into the consequences of their design and decision making that fall beyond their domains of expertise, to introduce a preventive orientation into their work to achieve a better ratio of desired to undesired effects. This is shown for materials and production, energy, work, and cities. The revolution in science and technology is significantly changing the character of production and work. One of the important aspects of this change is that labor becomes a scientifically organized process that makes increased demands on development of the human factor in production. The most productive scientific ideas, the most perfect technologies, when combined with production, may fail to produce the desired "yield" unless a sufficient number of well-trained personnel, or of the required organizational structures corresponding to the level (...) of societal relationships, the habits of collective work, and human psychology, are available. Implementation of a truly scientific organization of work presumes as a condition that a considerable level of development will already have been achieved in socialist labor discipline, as well as habits of collectivism and ethical motivations for work, and not merely occupational skills and qualities. More precisely, the list of qualities that, while they may not be occupational in the strict sense are nonetheless necessary features of the person employed in socialist society, includes general cultural and moral development, social activity, and political consciousness. The transformation of work into a scientifically organized process presumes an increasing demand for a highly skilled labor force with comprehensive development. Moreover, the development of the labor force and the rise in its skills should run ahead of the development of the means of production. It is precisely this that determines the need for conscious management of the development of the human being. For comprehensive development of the labor force to run ahead of the means of production requires considerable outlays for occupational and general cultural training of the direct participants in production. A worker of a new type, with a higher level of general and occupational education, will emerge in the course of implementation of a complex of economic, social, and scientific-technological measures. In the years that have passed since publication of the Club of Rome's seminal report "Limits to Growth," the issues raised in terms of development, resource use and the environment have become ever more pressing. The potential of advances in science and technology to affect all aspects of life, including development, was then little understood. Today's unparalleled burst in scientific and technological creativity has given new options and opportunities to the world economic system. Central to this process is a (...) series of concepts which includes the scientification of technology, by which technology is increasingly generated and developed on scientific bases, the breaking down of interdisciplinary barriers and mankind's new found capacity literally to invent resources, leading to the emergence of whole categories of new materials. These changes make possible a new approach to economic growth, relying on decentralization and flexibility and the selection of technology mixes best suited to different socio-economic and cultural contexts. In parallel, the key importance above all of the information technologies is producing a dematerialization of goods, a trend exemplified by the shift from product oriented to function oriented industries. The new technologies of the 1980s are cross-fertilizing and self-disseminative. They are creating an exceptional number of innovative options in processes, products, services, organization and markets. Mature industrial sectors can undergo a process of rejuvenation to recover competitiveness by the grafting of advanced technologies onto traditional activities. The results are already evident in industrialized countries, such as Italy. The flexibility offered by the new technologies offers perhaps our best hope for a solution to the widening gap between rich and poor nations, contrary to the belief that identifies in advances in science and technology the seeds of a process of polarization dividing the world. The countries of the United States, Japan and Western Europe--the so-called Triad Power--dominate the emerging technologies and their applications. In fact, given the pace of today's technological revolution, developing countries are effectively excluded from active participation in the process of technological change. New technologies are not "off the peg," they have to be learned and controlled, to be introduced into an existing flexible system possessing trained manpower and an adequate capital base. Introduction into the Third World, where these essential conditions are frequently lacking, will not be a painless process. Technology transfer without adaptation is likely to have undesirable cultural and societal disadvantages. North and South are simultaneously experiencing radically different processes of evolution: the former, through restructuring and innovation; the latter, through the drive for more quantitative growth. Continuing stress on quantitative growth carries with it the risk that other goals--environmental quality, even the eradication of poverty--may suffer. Here lies the possibility that unless economic patterns change, today's imbalance between the haves and the have nots may be perpetuated or even consolidated. The countries of the North individually all face problems in addressing these issues. The international banking system is hamstrung with the problems of Third World debt. Primary producers no longer command high prices for their raw materials on world markets and so this source of development funding is also drying up. The need is therefore for a global approach. In each Third World situation, specific needs and requirements must be identified to be tackled via technology blending, whereby a mix of emerging and traditional technologies is selected to raise the quality of output to the levels now demanded by a sophisticated world economy. Another important area is that of energy, together with the worsening environmental and even climatic effects of energy policies. The need is for a long term strategic view to marshall the contribution new technologies can make to improving the lot of mankind in full respect for his environment. Technological change also implies societal change. In labor markets, labor mismatch creates pockets of employment which are difficult to eradicate. Yet, overall, the hope is that expanding economic horizons will create unlimited opportunities for new jobs and new skills. The key is education and training. A feed and feedback mechanism between education and the economy represents an intangible investment in the future. Economic growth, technological innovation, development of culture and society, have always moved together with synergism. Current changes are not so much just physical as conceptual. We are passing from a mechanical (or mechanistic) society to one that can be termed cybernetic. Causality, sequentiality and hierarchy are giving way to a functional interdependence at a systems level. Greater participation will produce more opportunities for self-fulfillment. As old social equilibria collapse, management of social change can be seen to be as important as management of technological change. The technological revolution has deep roots in Western culture. It is a liberating force that can lead to greater cultural enrichment. By understanding the changes now underway, we can ensure that the new pattern of society that emerges from exploitation of the new technologies retains man at its center and so benefits the whole of humanity. The guide dog robot (GDR) is a low-speed companion robot that serves visually impaired people and is used to guide blind people to walk steadily, carrying a variety of intelligent technologies and needing to have the ability to guide with optimal energy consumption in specific scenarios. This paper proposes an innovative technique for virtual-real collaborative path planning and navigation of the GDR specific indoor scenarios, and designs an experimental method for virtual-real collaborative path planning of the GDR specific scenarios. The (...) energy consumption integral equation is used to solve for the energy consumption of the GDR with virtual-real synergy, and the difference in energy consumption is compared for three different navigation directions: horizontal, vertical and oblique obstacle avoidance. The results show that the optimized GDR saves 6.91% in rectilinear movement and 10.60% in curved movement. The efficiency of planning and navigating the GDR in specific domestic scenarios is verified by a virtual-real cooperative. The realization of optimal path planning for energy consumption is instrumental in exploring many of the most significant thought in the path planning and navigation of mobile robots in indoor specific scenarios. Education-business partnership in the United Kingdom has a long history. The promotion of links between the partners at all levels and in all sectors of the economy has become a service industry in its own right. In 1991, the UK government established a regional network of Education-Business Partnerships (EBPs) in an attempt to coordinate these activities. Education-business links embrace curriculum enrichment for students at all levels of education; professional development for teachers, lecturers, and business employees; and institutional development and mutual (...) benefits arising from collaboration between educational institutions, business, and the wider community. The authors review the development of education-business links in the United Kingdom and raise a number of issues about definition and purpose. This article draws on contributions from the Sociology of Science and Technology and Science and Technology Studies, the Sociology of Risk and Uncertainty, and the Sociology of Work, focusing on the transformations of employment regarding expanded automation, robotization and informatization. The new work patterns emerging due to the introduction of software and hardware technologies, which are based on artificial intelligence, algorithms, big data gathering and robotic systems are examined closely. This article attempts to “open the black boxes” of the “black (...) carpet” (robotic sorting system) and examine the reorganization of Greek postal services through the introduction of software and hardware technologies, highlighting a) the high risk of flexible, pluralistic, decentralized (under)employment and aspects of the sub-politics of automation, b) the new forms of work organization and c) aspects of labor precariousness as a result of de-specialization or “flexible expertise” interconnected with new forms of inequalities based on AI, algorithms, big data and robots as reflected in the lived experiences of workers. The primary goal is to comprehend the ways in which new age art raises living standards and general well-being. The results demonstrate the lasting contributions that new-age art makes to enjoyment, cultural transmission, and education, thereby reaffirming its important position in society. The paper emphasizes how crucial the socialist culture sector with Chinese characteristics will become to the future economic framework. This study found that new-age art continuously produces excellent literary and artistic works in addition to preserving traditional Chinese culture and fostering cultural self-confidence through its support for the improvement of living standards and industrial growth. In the age of globalization, economic growth and the welfare of nations decisively depend on basic innovations. Therefore, education and knowledge is an important advantage of competition in highly developed countries with high standards of salaries, but raw material shortage. In the twenty-first century, innovations will arise from problem-oriented research, crossing over traditional faculties and disciplines. Therefore, we need platforms of interdisciplinary dialogue to choose transdisciplinary problems and to cluster new portfolios of technologies. The clusters of research during the (...) excellence initiative at German universities are examples of converging sciences. The integration of natural and engineering sciences as well as medicine can only be realized if the research training programs generate a considerable added value in terms of multidisciplinary experience, international networking, scientific and entrepreneurial know-how, and personality development. In The Main Enterprise of the World, Philip Kitcher identifies an over-specialized and over-loaded curriculum as a particular affliction of education in our time. Kitcher criticizes a narrow view of education on which it is conceived as being no more than job training and proposes a more humane set of educational goals to be pursued in school. For Kitcher, the problem of the narrowness of the economic aims of education and the problem of the over-loaded curriculum are connected (...) and, in Chapter 2 of the book, he presents a thoroughgoing critique of educational specialization as a distinguishing feature of education today. He holds that the economic value of education cannot capture education's full value and that true education should build children and young people's capacities for meaningful life and work. In this paper, I discuss Kitcher's critique of educational specialization. I note that Kitcher draws most of his inspiration from considerations about what makes a human life go well and therefore situates his thinking about education in the realm of ethics, rather than in his home discipline of the philosophy of science. Defending educational specialization, I turn to some of Kitcher's earlier work in the philosophy of science to show that the epistemic division of labour calls for a considerable degree of specialization in educational curricula on epistemic, rather than on economic, grounds. Global economic and advanced capitalist agendas have taken on ideological dimensions that are flat, precise and which assert ‘undeniable’ facts. These agendas are gradually shaping a society and its education based on consumerism and a global economic order which is ‘not accidentally or superficially spectacular, it is fundamentally spectaclist. In the spectacle … goals are nothing, development is everything. The spectacle aims at nothing other than itself’. In this paper, I argue, in line with Debord, that (...) teachers’ work has moved from being predominantly controlled by technicist accountability and pedagogical conformity to become a form of decentred labour. Teachers’ work has been transformed into the role of spectator, one who is destined to simply monitor events in the classroom and in technologized environments, caught between the economic world view and student consumer desire. In such a view, the teacher can do little more than watch while education, subjugated to economic dogma and digitized appearances, presents life as a spectacle of accumulation and desire. (shrink)

This is the story of a seductive idea and its sobering consequences. The twentieth century brought a new cultural confidence in the social powers of invention – but also saw the advance of consumerism, world wars, globalisation and human-generated climate change. Techno-Fixers traces how passive optimism and active manipulations were linked to our growing trust in technological innovation. It pursues the evolving idea through engineering hubris, radical utopian movements, science fiction fanzines, policy-maker soundbites, corporate marketing, and consumer culture. It (...) explores how evangelists of technological fixes have proselytised their faith, and critically examines the examples and products of their followers. The new technological confidence mixed together beliefs that were simultaneously compelling and unsettling. As motor vehicles, electricity supplies and radio became part of modern life in the early decades of the century, it was hard to argue against the transformative effects and inevitability of such transitions. Like it or not, social consequences seemed to come inexorably with the Machine Age, the Space Age and the Information Age. This deterministic vision implied an ever more technological future with unavoidable social consequences. For many, innovative technologies promised appealing new lifestyles and powers. But for a narrower band of proponents – the first generation of technological fixers – wise engineering invention was touted as a guaranteed route to positive human benefits and societal progress. Socially-engaged engineers and designers argued that such improvements could be directed, hastened and amplified. These engineering adventurers argued that modern societies could be guided only by rational designers. They contended that adroit technological solutions could solve contemporary problems better than any traditional method, including economic initiatives, citizen education, political ideology, lifestyle changes, legal frameworks and moral guidance. Their seductive claims were tamed by more mainstream American enthusiasts, and eventually boiled down to the concept of the technological fix. Their shared confidence infused policy-makers, broadcasters and science popularisers. Trust in technological fixes shaped a new generation of managers and law-makers, engineers and educators, futurists and citizens – and continues to drive a new generation of techno-fixers today. This cultural wave, its promoters and detractors, have championed the promise and voiced concerns that we have inherited, still unresolved. This book tracks the hubristic influencers and weighs up the confidences and concerns associated with them: the dramatic potential for novel technologies to work alongside longer human traditions to meet our enduring ambitions – or to reshape society for the worse. In this paper I explore the pedagogical and political shift marked by the meaning and practice of diversity offered through New Labour education policy texts, specifically, the policy and practice of personalized learning . The aim of this paper is to map the ways in which diversity relays and mobilizes a set of neoliberal positions and relationships in the field of education and seeks to govern education institutions and education users through politically circulating norms and values. These norms and values, (...) I want to argue, echo and redeem the kinds of frameworks, applications and rationalities typically aligned with modes of neoliberal or advanced liberal governance, e.g. marketization, monetarization, atomization and deregulation. I conclude the paper by considering how diversity in education renders problematic conventional antinomies of the citizen and consumer, public and private, state and civil society, etc., and forces us to confront the rhizomatic character of contemporary governance and education in the era of neoliberalism. The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce effectively (...) its structural and functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. In the article, the authors attempt to analyze the various origins of libertarian paternalism - political, social, cultural, and try to explore the essence of this social and social phenomenon. Libertarian paternalism has both positive and negative features, which are actualized, in turn, by modern planetary challenges.The aim and the tasks: analysis of the essence of the social phenomenon of libertarian paternalism, and the study of its origins - political, social, cultural. Research methods are historical, structural and functional, systemic and (...) equitable.For the revision of specific projects, it is also the principle of consistency, objectivity, convergence from the abstract to the concrete. Research results: Democracy and human rights have found themselves in the grip of challenges, to which both the government and the private sector of the economy in particular react in a peculiar way. In the civilized world, the problem of social protection is acute; an ordinary person dramatically perceives the massive pressure of advertising, the media, certain structures that are interested, first of all, in the early sale of their products - material, spiritual and social. Libertarian paternalism is seen by the authors as a possible way to reconcile these issues, especially from the point of view of protecting the human rights and freedoms. Discussion. In this regard, other authors note that in the practical implementation of Nudge technology, people rarely follow the ideal interpretation of private well-being in terms of full satisfaction of needs. Opponents suggest in this regard that people can be guided by temporary benefits in terms of irrational consumer behavior, that is, the socio-psychological bases of consumerism are affected. Conclusion. Libertarian paternalism was created as a reaction to political, economic and sociocultural changes in society under the impact of globalization, informatization and revision of social programs in the governments.The concept of libertarian paternalism and its practical implementation of nudge technology is relevant and promising in the context of a constant increase in the level of welfare of citizens. Libertarian paternalism affects the most subtle sociophilosophical, socio-psychological elements of the consciousness of an individual who has become hostage to government programs and private projects. The price of a rational choice of an individual is his own freedom, in the context of modern realities of social life. (shrink)

Introduction. The development of legal culture and a culture of human rights in the modern world through media technologies, is acquiring special significance in connection with the processes of globalization and the spread of media in recent decades. The purpose of the article is to study the prospects for the use of media education in the formation of the legal social culture and a culture of human rights. Materials and methods. Based on a study of domestic and foreign sources, issues (...) of media education, media literacy, spiritual and moral education, the legal culture of society, the phenomenon of post-truth and ways of forming critical, creative thinking are considered. The use of general scientific, philosophical, and socio-pedagogical methods has made it possible to study media education as a dialogue of learning, stimulating the development of rational, critical thinking, focused on the search for the value foundations of intellectual and social activity. Results. The development of the field of information and communication technologies determines the principles for the formation of the content and orientation of modern education. Media education is interlinked with the development of democracy and human rights. It influences the formation of a culture of citizen participation, their active social position, civic and political culture. Media education plays a significant role in shaping the legal culture of society since critical media research and information research focuses on the analysis of power structures and structures of dominance in the media. A study of the interpretations of the concepts of "media education" and "media literacy" made it possible to show that media education focuses a person on a critical approach to media content. One of the main issues of media education is teaching a person the skills to critically study media and media technologies, which involves addressing the technological, cultural and historical specifics of specific media used at a specific time and place. Information and communication technologies have changed the way of life, work, communication, and ways of selfpresentation, the formation of values, participation in socially significant events. Therefore, a critical approach to mass media should be based on knowledge of socio-philosophical theories, ethics and research in the field of mass media. Discussion. Mass media are constructing a history of human rights, which updates the topic of the media policy of human rights, combining socio-legal, cultural and media theories. Education in the field of acquiring information perception skills, the ability to correctly understand the importance of audiovisual images, to competently handle and navigate information flows are necessary for the life of a modern person in society. Focused on city-scale automation, and using self-driving cars (SDCs) as a case study, this article reflects on the role of AI—and in particular, computer vision systems used for mapping and navigation—as a catalyst for urban transformation. Urban research commonly presents AI and cities as having a one-way cause-and-effect relationship, giving undue weight to AI’s impact on cities and overlooking the role of cities in shaping AI. Working at the intersection of data science and social research, this paper aims to counter (...) this trend by exploring the reverse perspective: how do cities affect the development, and expose the present limits, of SDCs? The contribution of this paper is threefold. First, by comparing urban and nonurban environments and thoroughly examining the relationship between computer vision and city-specific sociality and form, it defines machine autonomy/automation as a function of the sociotechnical milieu in which an AI system operates. Second, and related, the paper problematizes the notion of SDCs as autonomous technologies and the role it plays in envisioning contending policy arrangements and technical solutions for achieving full driving automation. Finally, the article offers insight into a materialist and spatialized understanding of AI—namely, not as an abstract quality susceptible to replication within discrete machines, but rather as a distributed property emerging through embodied interactions among a multiplicity of agents (human, non-human, and technological) within/with their environments. PurposeThe purpose of this paper is to argue that in spite of the widely optimistic held view on the effect of information and communication technologies (ICTs) in promoting the “knowledge society” in Europe and economic development elsewhere, evidence suggests that ICT's could be strengthening labour duality world wide.Design/methodology/approachThe paper addresses these issues by presenting a brief assessment of the “Washington Consensus” and the emergence of ICTs in terms of trade, growth and inequality in different regions of our planet. (...) The paper also describes the effects of globalisation and ICTs on European economies. Finally, the paper presents the key finding and raises some policy implications to exploit ICT potentialities to ensure welfare systems in advanced economies and development in emerging countries.FindingsThe lack of sufficient institutional mechanism of distribution in developing economies is not only making it more difficult for economic growth to translate into development but it is also favouring relocations of production, pressures to deregulate employment, control salaries and social expenditure in Europe. This feeds complex processes of social segmentation world wide. To meet this challenge Europe has no choice but to opt for the development of avant‐garde sectors. However, measures linked to the development of the knowledge society may not be sufficient to maintain our welfare states in the current context of globalisation. Europe must play a more internationally active role in the design of another model of globalisation that would encompass social policies at a global scale as one of its pillars.Originality/valueThere are very few studies of ICTs' role in the relationship between openness‐growth‐development‐inequality. England, known as “the empire without sun settling down” and being among the final winners of the World War I (1914-1918), had one of the heaviest defeats of its history against the Ottoman Empire in the Kut al-Amara, which happened on 29 April 1916 close to Baghdad. Following the defeat of Kut al-Amara, which was the most important war trauma for England during the World War I, the Turks and Germans, as winner side of the battle were evaluated by British (...) prisoners from military, political, cultural and socio-psychological aspects in their memories. Content analysis method is used in the article for qualitative evalution of the data related to the Turkish and German image reflected in the memories of British prisoners after the siege of Kut al-Amara. The alliance between Turks and Germans is regarded as contrast in terms of important elements as national and ethnic identity, language, religion and culture in the main sources of the research as My Compain by Charles Townshend, Besieged in Kut and After by Barber, A Kut Prisoner by Bishop, In Kut and Captivity with the Sixth Indian Division by Sandes, The Secrets of a Kuttite by Mousley which occationally use exaggerated language and the subjective information due to the impact of traumatic defeat.Summary: Being a heroic epic in the war history of Turkey, Kūt al-‘Amāra has been the subject of very fewer researches until recently, despite its importance in Turkey’s history. This argument is supported by the fact that the memoirs by Ottoman soldiers related to the WWI, which also encompass information about Kūt al-‘Amāra, were published half a century after the war at the earliest. Unlike the records of Turkish soldiers participating in Kūt al-‘Amāra, the memoirs and the war diaries of British soldiers were published shortly after the war, as early as possible, between the years of 1918-1921. The authors of these memoirs and war diaries informed the public on the reasons for the defeat of Kūt al-‘Amāra on the one hand, and on the other hand created the Ottoman and Turkish image which was concidered differently in the British society in terms of culture and civilization. They also strengthened this image over that of German’s, with whom they shared many common values despite the fact that they represented the opposite fronts of the war.It is worthy mentioning that the role of the Ottoman army in the victory of Kūt al-‘Amāra was highly underestimated by the memoirs of the British prisoners. According to the authors, it is not the Turkish army that has achieved real victories over the British, but Germany’s support, notably General von der Goltz, the great strategist of Europe. The effects of bad weather conditions and geographical situation are also emphasized among the reasons of the defeat of Kūt al-‘Amāra. Consequently, the success of the Turkish army in the victory of Kūt al-‘Amāra was ignored, except for the role of Halil Pasha. The image of an army that knows the trench and defence techniques well, but fails to attack is one of the prominent evaluations in the memoirs related to the Turkish military characteristics.The British prisoners of war, who evaluate the Turkish and German image through the economic and political situation, draw a very desperate picture of the situation of the Turks in the mentioned areas. According to this image, corruption and bribery prevails at every stage of the Turkish government. The Turks are unable to repay their dept to Germany, which dominates the economy of the country completely. According to these records, besides ordinary people, the army is also facing great difficulties in meeting basic requirements. To convert the Ottoman Empire into their own property and keep the Turks under their control in military, economic and political spheres, the Germans lend a high amount of money.On the basis of Turkish soldiers encountered in Kūt al-‘Amāra, the British prisoners characterizes the Turks as physically large, hard and strong-bodied people. The authors also note that the Turks are not as cold-blooded, calm and obedient as they seem at first sight, rather they become rude people when they get angry. Another feature that British prisoners evaluate as a potential of the Turks, is their childish spirit. In as much as they are happy with small things and can be offended by small things. According to the memoirs, the Germans should not be allowed to benefit from these characteristics of the Turks, but the British should take the advantage of their potential power.The moral characteristics of the Turks and the Germans are among the most emphasized subjects. Written in exceptional time such as war, sometimes the diaries include exaggerated and sentimental phrases related to the moral attitudes enemy soldiers exhibited during siege, as well as captivity. Turks are regarded as negligent and careless rather than cruel or ruthless. They owe these characteristics to their Eastern identity, which is different from the Europeans having virtues such as task responsibility and diligence. The moral characteristic of the Turks regarding the duty, responsibility and kindness is evaluated comparatively with the civilized and humanistic behaviors of the Germans towards the prisoners. Being Europeans, the Germans often come to the fore because of their more polite treatment towards the British prisoners. Although the Germans as an enemy fought against the British on the front, they were kind to them in the Ottoman territories as the only civilized people among the barbarian peoples of the East.The Turks and the Germans are compared in the field of education, as well as other areas of development. The authors emphasize that the education level of the Turks is very low; Armenian and Greek subjects of the Empire are its brain and financial resources, which is the reason why the Turks are anxious about them. The Germans have the superiority in both transportation and communication technology in the Ottoman territories. One of the reasons they had a huge investment on the Ottoman territories is the Berlin-Istanbul-Baghdad-Basra railway. The British prisoners give details on the German communication technology they encountered during both the battle and the captivity days in Anatolia. In addition to the transport and communication technology, they also record much German-made military equipment, from weapons to maps.Evaluating the Turks and the Germans as opposites, the British prisoners draw an image for the latter, with whom they share a common cultural legacy, as a fully equipped enemy in terms of technology and strategy on the front, and the civilized Europeans characterized with their virtue in non-war situations. On the contrary, the Turks are described as a strong defender and daredevil soldiers on the front line, but strategically weak on the front. In terms of duties and responsibilities, the Turkish soldiers are presented with negligent and irresponsible approach towards their prisoners. The images of the Turks and the Germans, which are compared by the British prisoners, are often based on their Eastern and Western identity. The Turks symbolize the East with economic, political and cultural backwardness, yet quite the contrary, the Germans symbolize the West in terms of development, modernity and civilization. The British prisoners sometimes used exaggerated expressions in their approaches regarding both sides, as well as different details in terms of information and interpretation about the same event, due to the trauma of defeat. The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request to (...) form specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism. The authors of this article have proved that the synergy of the economic and educational-scientific spheres is capable of changing the global laws of society's existence and returning the course of history to a truly humanistic, technological and divinely attentive course. The development of innovative activities, the introduction of new technologies, which in the long term to overcome the negative trends, primarily related to the need for structural reform of the educational sector in Ukraine and other regions, which are attractors of world change. In this book Joel Spring explores three major international educational ideologies that are shaping global society: neo-liberal educational ideology, human rights education, and environmentalism. _Neo-liberal ideology_ reflects a rethinking of nationalist forms of education as the nation-state slowly erodes under the power of a growing global civil society. Traditional nationalist education attempts to mold loyal and patriotic citizens who are emotionally attached to symbols of the state, whereas the goal of neo-liberal educational ideology is to (...) change nationalist education to serve the needs of the global economy. These changes are fueling a clash between the ideas of free-market and consumer-based neo-liberals and those of human rights and environmental educators. _Human rights education_ is concerned with creating activist global citizens. It is rooted in the idea that inherent in human rights doctrines is a collective responsibility to ensure the rights of all people. _Environmentalism_ is the most radical of the ideologies because it rejects the industrial and consumerist paradigm that has dominated most economic thought, including capitalism and communism. Spring synthesizes and analyzes the effect of these educational ideologies on shaping the future of the global society. Intelligence on mass media audiences was founded on representative statistical samples, analysed by statisticians at the market departments of media corporations. The techniques for aggregating user data in the age of pervasive and ubiquitous personal media build on large aggregates of information analysed by algorithms that transform data into commodities. While the former technologies were built on socio-economic variables such as age, gender, ethnicity, education, media preferences, Big Data technologies register consumer choice, geographical position, web movement, and behavioural information (...) in technologically complex ways that for most lay people are too abstract to appreciate the full consequences of. The data mined for pattern recognition privileges relational rather than demographic qualities. We argue that the agency of interpretation at the bottom of market decisions within media companies nevertheless introduces a ‘heuristics of the algorithm’, where the data inevitably becomes translated into social categories. In the paper we argue that although the promise of algorithmically generated data is often implemented in automated systems where human agency gets increasingly distanced from the data collected, one can observe a felt need among media users and among industry actors to ‘translate back’ the algorithmically produced relational statistics into ‘traditional’ social parameters. The tenacious social structures within the advertising industries work against the techno-economically driven tendencies within the Big Data economy. (shrink)

Beginning from the standpoint that technologically mediated education is widely prescribed for developing countries, the author first probes the nature, meaning, and impact of this agenda through its economic and political context. He argues that this context produces and shapes the rush to technology. He then examines the notion of education and the nature of the claimed technological mediation of this process, concluding that the constraints of technological mediation, and its destructive impact on teaching, show its inability to (...) provide for adequate educational development (which is necessarily grounded in a concrete human relationship in a real—not virtual—dynamic social and cultural context). The conducive economy challenges both the conceptual foundations and the practices of present-day economies. In the Netherlands, a few initiatives during the 1980s and early 1990s looked promising, in particular, as these initiatives focused on work quality as one major precondition for reducing disability and enhancing labor participation. Prospects are less bright today. Ever larger slices of governmental monetary, financial, economic, and social policies become market oriented, as distinct from conducivity oriented. Like previous educational technologies, artificial intelligence in education threatens to disrupt the status quo, with proponents highlighting the potential for efficiency and democratization, and skeptics warning of industrialization and alienation. However, unlike frequently discussed applications of AI in autonomous vehicles, military and cybersecurity concerns, and healthcare, AI’s impacts on education policy and practice have not yet captured the public’s attention. This paper, therefore, evaluates the status of AIEd, with special attention to intelligent tutoring systems and anthropomorphized artificial educational (...) agents. I discuss AIEd’s purported capacities, including the abilities to simulate teachers, provide robust student differentiation, and even foster socio-emotional engagement. Next, to situate developmental pathways for AIEd going forward, I contrast sociotechnical possibilities and risks through two idealized futures. Finally, I consider a recent proposal to use peer review as a gatekeeping strategy to prevent harmful research. This proposal serves as a jumping off point for recommendations to AIEd stakeholders towards improving their engagement with socially responsible research and implementation of AI in educational systems. Education is increasingly vocational and structured to serve the ongoing exponential increase in economic growth. Climate change is an outcome of these same economic values and praxes. Attempts to shift these values and our approach to technology are continually absorbed and overcome by the pressing motif of economic growth. In this article, Ruth Irwin uses Martin Heidegger's concept of the technological enframing of modernity to view economic growth. John Maynard Keynes's notion of economic growth has (...) impacted the pace of consumerism that now permeates every aspect of knowing about the world we live in. Irwin asks us to think through technological enframing anew by looking to an early mechanical Greek artifact, the Antikythera mechanism, which depicts a cyclical notion of time used by ancient cultures to define the rhythm of economic productivity. The earth-centric cosmos embodied by this mechanism helped the Mesopotamian economy stay within the parameters of the local ecology and demonstrates that cyclical economic growth may enable a civilization to maintain a steady state over time and survive for millennia. An earth-centric cosmology creates a different set of values, one that emphasizes the need to regulate the pace of consumerism rather than allowing it free rein “as by an Invisible Hand.” The role of education in this exploration is twofold: first, it is a pivotal site for cultural exploration and transformation; and second, the expectations of the state strictly limit the forms education can take, so that as long as promoting economic growth defines state expectations, education will remain subservient to these values. If we aim to overcome climate change, Irwin concludes, we need to transform the expectations for education from society as well as from teachers. (shrink)

The evolution of teaching is examined in three stages: apprenticeship, classical schooling, and mass schooling. All three stages use different social technologies to operate. The mass schooling is analyzed from the point of view of economic anthropology developed by Karl Polanyi, as a non-market economic system. Mass schooling uses the forms of motivation found in archaic, tribal economies: students do their homework and attend school out of considerations of reciprocity. Schools must be treated differently with respect to their (...) improvement. China's domestic labor market has limited demand for tertiary graduates due to an unbalanced industrial structure, with a weak contribution to economic performance over the past decade. This study estimates the asymmetric effects of higher education progress (highly educated employed workforce), higher education utilization (highly educated unemployed workforce), and the separate effects of higher education utilization interactions with high-tech industries on economic growth in China from 1980 to 2020. Using a Nonlinear Autoregressive Distributed Lag (NARDL) model, this (...) study finds that the expansion of higher education progress (the employed workforce with higher education) promotes economic growth, while contraction of higher education progress (employed workforce with higher education) reduces economic growth. Likewise, an increase in higher education utilization (the unemployed labor force with higher education) suppresses economic growth, while a decline in the higher education utilization (the unemployed labor force with higher education) promotes economic growth. The study also found that the expansion of high-tech industries and government spending on education significantly stimulate economic growth. The moderating role of higher education utilization (unemployed labor force with higher education) in the impact of high-tech industries on economic growth is significantly positive. This study strategically proposes that China's higher-educated unemployed labor force can be adjusted to high-tech industries, which need to be developed equally in all regions. Moreover, the country is required to invest more in higher education and the development of high technological industries across all regions, thus may lead to higher economic growth. (shrink)

There is a common tradition in European education going back to the Middle Ages which long played a part in providing the curriculum of schools which catered both for the wealthy and for able sons of less well-to-do families. Physiocracy is still sometimes seen as an oddly archaic programme of agricultural development. The aim of this paper is to show that one of the Physiocrats’ prime concerns was to take the subject of agriculture out of international relations. The fiscal regime that was central to Physiocracy was designed to make every large territorial state self-sufficient and, by doing so, to break the connection between modern great power politics, the international division of labour, and the politics of necessity. An economic agenda, characterized by the mastery of subject knowledge or expertise, increasingly dominates higher education. In this article, I argue that this agenda fails to satisfy the full range of students’ aspirations, responsibilities and needs. Neither does it meet the needs of society. Rather, the overall purpose of higher education should be the morphogenesis of the agency of students, considered on an individual and on a collective basis. The article builds on recent critical realist theorizing to (...) trace the generative mechanisms that affect the morphogenesis of such agency. I argue that reflexive deliberation shapes the agency of students as they engage in teaching–learning interactions. It may be possible to enhance the agency of students if approaches are used that consider curricular knowledge, the presence of supportive social relations and the dedication of students. This book provides a novel framework for understanding and revising labor markets and education policies in an era of machine learning. It posits that while learning and knowing both require thinking, learning is fundamentally different than knowing because it results in cognitive processes that change over time. Learning, in contrast to knowing, requires time and agency. Therefore, “learning algorithms”—that enable machines to modify their actions based on real-world experiences—are a fundamentally new form of artificial intelligence that have potential to (...) be even more disruptive to labor markets than prior introductions of digital technology. To explore the difference between knowing and learning, Turing’s “Imitation Game,”—that he proposed as a test for machine thinking—is expanded to include time dependence. The arguments presented in the book introduce three novel concepts: (1) Comparative learning advantage: This is a concept analogous to comparative labor advantage but arises from the disparate times required to learn new knowledge bases/skillsets. It is argued that in the future, comparative learning advantages between humans and machines will determine their division of labor. (2) Two dimensions of job performance—expertise and interpersonal: Job tasks can be sorted into two broad categories. Tasks that require expertise have stable endpoints, which makes these tasks inherently repetitive and subject to automation. Tasks that are interpersonal are highly context-dependent and lack stable endpoints, which makes these tasks inherently non-routine. Humans compared to machines have a comparative learning advantage along the interpersonal dimension, which is increasing in value economically. (3) The Learning Game is a time-dependent version of Turing’s “Imitation Game.” It is more than a thought experiment. The “Learning Game” provides a mathematical framework with quantitative criteria for training and assessing comparative learning advantages. The book is highly interdisciplinary—presenting philosophical arguments in economics, artificial intelligence, and education. It also provides data, mathematical analysis, and testable criteria that researchers in these fields will find of practical use. The book calls for a rethinking of how labor markets operate and how the education system should prepare students for future jobs. It concludes with a list of counterintuitive recommendations for future education and labor policies that all stakeholders—employers, employees, educators, students, and political leaders—should heed. The process of integration of digital technologies into the structure of social production and distribution leads to a series of definite trends in capitalist development. These trends are regular and interdependent. The acceleration of information exchange provides an opportunity to replace the Fordism with a thriftier network model, which involves outsourcing and reducing the longevity of contractual obligations and hiring relationships, which leads to the precarization of labor of a certain social group, which can be described as “precariat”. The (...) change in working conditions leads to the change in ways of increasing labor productivity, which is the reason for the emergence of “societies of control” characterized by: distributed power, embedding previously external coercion into the personality, affective engineering, prolongation of the educational process, increasing tempo and rhythm of work, spreading the project as the form of work replacing routine forms, and the emergence of a liquid short-term identity inherent in representatives of the precariat. This article aims to discover and demonstrate the interconnection between these processes. Achieving this goal will open the way to a more thorough separate study of each of these processes in the future but this research will be made from the perspective of their systemic unity. According to the purpose of the article, the structure of work is the following: the first section is devoted to the acceleration of social time, which is connected with the compression of social space and with the change in scale in which commercial and state enterprises can operate. Quick positive feedback, which is provided by the digital network, leads to changes in the infrastructure of enterprises and the transformation of production and logistics models. In addition, the acceleration of the feedback between the employee and the employer leads to the precarization of labor, which is accompanied by the appearance of “societies of control”. (shrink)

Women continue to be in charge of most childrearing; men continue to be responsible for most breadwinning. There is no consensus on whether this state of affairs, and the informal norms that encourage it, are matters of justice to be tackled by state action. Feminists have criticized political liberalism for its alleged inability to embrace a full feminist agenda, inability explained by political liberals’ commitment to the ideal of state neutrality. The debate continues on whether neutral states can accommodate (...) two feminist demands: to enact policies aimed at dismantling the feminization of caregiving, especially childrearing, and to compensate women for some of the disadvantages they incur by being primary care-givers. I contribute to this debate with three arguments in support of policies meant to de-gender care-giving and compensate care-givers. The first appeals to equality of opportunity to positions of advantage and justifies policies that prevent or mitigate statistical discrimination and implicit biases. The second draws attention to a possible causal relationship between the specialization of women in early childcare and misogyny; since the latter is incompatible with political liberal justice, it yields the conclusion that political liberals ought to further investigate the causal hypothesis with the aim of establishing or refuting it. The third argument concludes that legitimate childrearing prohibits adults from socializing children or, at least girls, into gender norms; it justifies duties of justice on the side of parents, educators, and economic agents, and state policies meant to offset foreseeable breaches of some of these duties.
