Résumé La Russie participe à la régionalisation du monde et à l’intégration régionale en Europe. Pendant des siècles, elle a construit une réalité territoriale impé-riale, tout en entretenant des relations fortes avec l’Europe. Dans cet article, on montre que la problématique de l’intégration régionale appliquée à la Russie renvoie ainsi à deux espaces de référence – l’Europe et l’empire – qui renvoient eux-mêmes à problématiques différentes. The city of Bruges went through an amalgamation operation already in 1971. The number of personnel increased considerably, though there was no question of a surplus. This increase is only partially to be ascribed to the amalgamation. The integration of the personnel from the formel municipalities proceeded quite well, although the coordination had to be improved on some points. On the political level, all of the former municipalities are represented with a predominance of the outskirts. For the provision of services, (...) a decentralised approach was chosen. Except for centralisation of the Registry for Births, Deaths, and Marriages, the ordinary administrative services were decentralised to the former municipal halls. The financial capacity increased steadily, which was necessary to cover the greater financial needs, which can be reduced to the supplementary expenses resulting from the amalgamation, which brought with it an expansion of the task package. On the level of the input and participation facilities, functional and territorial advisory councils were created, which function quite satisfactorily. Neighbourhood meetings are organised on the occasion of large projects. Globally, the Bruges amalgamation succeeded. A more flexible supervisory authority would be able to give more efficiency and effectiveness to the policy. (shrink)

A partir de seis preguntas fundamentales se intenta mostrar sus principales planteamientos: (1) qué es la Psicología clínica, (2) qué es la salud psíquica, (3) qué es el desorden psíquico, (4) en qué consiste el diagnóstico clínico, (5) en qué consiste el proceso de sanar psíquicamente y (6) cuál es el rol del terapeuta.

Il contributo mira a presentare metodi e risultati del progetto di restauro virtuale di un settore dell’antica Porto Torres/Turris Libisonis (Terme centrali, via adiacente e botteghe prospicienti - cd. palazzo del Re Barbaro), frutto di un accordo di collaborazione tra la Direzione Regionale Musei Sardegna e l’Università degli Studi di Padova. Il metodo applicato si basa su tecnologie di fruizione in Realtà Virtuale e ha permesso il restauro virtuale, geolocalizzando il modello virtuale 3D on-site: una App comanda la visualizzazione di (...) immagini equirettangolari all’interno di visori VR, permettendo visite guidate “aumentate”. Il lavoro è partito da una raccolta bibliografica ragionata, alla quale è seguita una campagna di rilievo fotogrammetrico da drone (G. Alvito, Teravista); infine, intrecciando i dati raccolti, si è proceduto alla ricostruzione 3D virtuale degli edifici. Le evidenze strutturali oggi conservate sono state integrate nella scena 3D con puntuali confronti coevi (III sec. d.C.), virtualmente ricostruiti e ricollocati in contesti d’uso verosimili, accrescendo così l’affidabilità ricostruttiva. L’intera attività ricostruttiva è stata vincolata a un rigoroso processo di validazione scientifica basato sul metodo dell’Extended matrix e l’esito finale è ora fruibile sia mediante proiezioni tradizionali (off-site, tourismA 2020), sia mediante l’utilizzo di dispositivi mobili VR (on-site, Giornate europee del patrimonio 2020). In queste e altre occasioni si è riscontrata una eccellente risposta del pubblico, agevolato dal virtuale nella percezione e nella comprensione delle evidenze e delle volumetrie antiche. (shrink)

El presenta trabajo describe y caracteriza de manera breve y concisa lo que podría ser una ontología del arte. En la primera sección se presentan las dificultades actuales, así como las nociones y preguntas principales de la ontología. En la sección segunda, se bosquejan las definiciones y caracterizaciones actuales de la ontología, se hace especial hincapié, en la ontología aplicada. En la tercera, cuarta y quinta sección se caracteriza y configura lo que podría ser una ontología del arte, se evidencian (...) sus limitaciones así́ como sus perspectivas y trazabilidad para hacer viable dicha ontología; adicionalmente se abordan los aportes del realismo anglosajón a la cuestión. El propósito de esta caracterización es hacer evidente que es plausible dar un tratamiento integral al problema de la realidad y su configuración y desarrollo en los mundos regionales, como, el mundo del arte. La question de la liberté politique effective des hommes dans un monde globalisé travaille la crise de l’État-nation. Cette crise ne renvoie nullement à un déclin mais à une double contradiction, celle d’être à la fois le lieu de naissance de la liberté du citoyen et celui d’une volonté collective contrainte, pour ne pas dire contrariée dans certains cas. Il ne s’agit pas de louer ou blâmer la dynamique de la mondialisation mais d’en comprendre l’ambivalence dès lors que l’on envisage (...) l’alliance de la puissance et de la volonté comme facteur d’une liberté nationale plus effective au plan interne et dans l’ordre international. À la fois irréductible et dépassable, l’État-nation comme réalité critique surgit dans l’entre-deux-guerres dans les débats qui animent tous les milieux intellectuels, notamment catholiques comme en témoignent les positions clivées entre Joseph Delos et Gaston Fessard. Ce premier moment fonde les interrogations qui travaillent notre réflexion présente balancée entre la volonté de replacer les nations démocratiques au cœur de la marche globalisée du monde et la nécessité d’intégrations stratégiques régionales. Très ambitieuse, l'entreprise épistémologique exposée dans ce livre «est générale et non régionale, descriptive plutôt que normative, décrit le savoir par des modèles structuralistes logico-diachroniques, et s'appuie sur une théorie matérialiste critique de la connaissance ». L'auteur entend couvrir toute l'histoire de la pensée, et il emprunte des concepts fondamentaux à Freud, Marx, Piaget, Barthes et Foucault, sans se priver cependant de modifier ces concepts de façon à les rendre intégrables dans la synthèse qu'il tente de réaliser.

1. A short analysis of the institutional reform legislation of August 1980 allows the ascertainment that the competences «granted» by the central power to the regions are truncated.2. Financial means are also «granted». They consist in merely listing sources of revenues : receipts other then tax, black grants, tax shares, limited tax entitlement and borrowing power. Those financial means are arbitrary chosen, they are not related to the competences granted, they are insufficient.3. Anyway, the existing budgeting system does not allow (...) connecting policies and financial means. A new classification should be of more adequacy to achieve this end.4. Actual regional sovereignty implies that all competences explicitely attributed to the federal level should belong to the regions. In the countries where such a system exists, the regions are mastering 40 to 60 % of the revenues. The kind of regionalisation implemented in Belgium only grants about 8 % to the regions.It is pointed out that 65 % of the current revenues and 46 % of the expenditures could technically be subject to federalisation. Should also the financial system of social security be federalized, then should the part of both ressources and expenditures belonging to the regions increase to 7 5 %.On the long way to federalism in Belgium, the new legislation is just a step, not an arrival. Health disparities education is an integral and required part of medical professional training, and yet existing curricula often fail to effectively denaturalize injustice or empower learners to advocate for change. We discuss a novel collaborative intervention that weds the health humanities to the field of health equity. We draw from the health humanities an intentional focus retraining provider imaginations by centering patient narratives; from the field of health equity, we draw the linkage between stigmatized social identities and health disparities. We (...) describe a longitudinal health equity curriculum for the Hospice and Palliative Medicine fellowship in Memphis, Tennessee, to give trainees exposure to the concept of structural violence and how it affects clinical care. The curriculum was developed in partnership with humanities and social sciences faculty who staff a Health Equity academic program at a small liberal arts college in Memphis. This curriculum has been implemented for the past four years in support of 22 hospice and palliative medicine fellows. Group debriefs and a mixed methods survey have revealed widespread and lasting impact towards understanding health equity concepts, enhanced communication and treatment of patients, and empowerment to address the broader needs and policies affecting patients and the communities in which they live. Ultimately, we model an educational initiative that integrates equity across the full scope of healthcare practice and equips learners with skills for sustaining compassionate practices, focusing on equity-oriented, person-centered care across the full scope of healthcare practice. The visuospatial system integrates inner and outer functional processes, organizing spatial, temporal, and social interactions between the brain, body, and environment. These processes involve sensorimotor networks like the eye–hand circuit, which is especially important to primates, given their reliance on vision and touch as primary sensory modalities and the use of the hands in social and environmental interactions. At the same time, visuospatial cognition is intimately connected with memory, self-awareness, and simulation capacity. In the present article, we review issues associated (...) with investigating visuospatial integration in extinct human groups through the use of anatomical and behavioral data gleaned from the paleontological and archaeological records. In modern humans, paleoneurological analyses have demonstrated noticeable and unique morphological changes in the parietal cortex, a region crucial to visuospatial management. Archaeological data provides information on hand–tool interaction, the spatial behavior of past populations, and their interaction with the environment. Visuospatial integration may represent a critical bridge between extended cognition, self-awareness, and social perception. As such, visuospatial functions are relevant to the hypothesis that human evolution is characterized by changes in brain–body–environment interactions and relations, which enhance integration between internal and external cognitive components through neural plasticity and the development of a specialized embodiment capacity. We therefore advocate the investigation of visuospatial functions in past populations through the paleoneurological study of anatomical elements and archaeological analysis of visuospatial behaviors. Wie wird das Leben zum Objekt des Wissens? Und wie gestaltet sich das Verhältnis von Leben, Wissenschaft und Technik? Donna J. Haraway und Georges Canguilhem verstehen diese Fragen als politische Fragen und Epistemologie als eine politische Praxis. Die besondere Aktualität von Canguilhems Denken leitet sich aus der von ihm gestellten Frage her, wie sich eine Geschichte der Rationalität des Wissens vom Leben schreiben lässt. Niemand hat die politische Intention dieser Frage besser verstanden als Foucault, der in Canguilhems Nachfolge den Menschen (...) als Lebewesen und dessen Geschichte als Teil der Geschichte der Rationalisierung des Lebens problematisierte. Haraway bezieht sich nicht explizit auf Canguilhem, schließt jedoch in ihrer Auseinandersetzung mit der amerikanischen feministischen Wissenschaftskritik, der Actor-Netzwerk-Theorie, der Philosophie des Pragmatismus und Whiteheads relationistischen Philosophie an die von ihm gestellte Frage an. In dem vorliegenden Band diskutieren namhafte PhilosophInnen, EpistemologInnen und MedienwissenschaftlerInnen aus Frankreich, Belgien und Deutschland offenliegende und verborgene Bezüge, Relationen und Differenzen zwischen dem Konzept des „situierten Wissens“ Haraways und der „regionalen Epistemologie“ Canguilhems. Es ist eine Diskussion, die zugleich interdisziplinär und international ist und damit in doppelter Weise versucht, dem Anspruch der Situiertheit und der Regionalität des Wissens gerecht zu werden. In Cognitive Integration: Attacking The Bounds of Cognition Richard Menary argues that the real pay-off from extended-mind-style arguments is not a new form of externalism in the philosophy of mind, but a view in which the 'internal' and 'external' aspects of cognition are integrated into a whole. Menary argues that the manipulation of external vehicles constitutes cognitive processes and that cognition is hybrid: internal and external processes and vehicles complement one another in the completion of cognitive tasks. However, we cannot (...) make good on these claims without understanding the cognitive norms by which we manipulate bodily external vehicles of cognition. -/- Shaun Gallagher: “Menary sets out some extremely welcome clarifications that help to integrate the models of embodied and extended cognition. He not only provides convincing responses to all of the main objections that have been made against these approaches, he also puts flesh on the integrated model by incorporating concepts such as epistemic action, by expanding the discussion to include a Peircean view of representation, by demonstrating its evolutionary roots, and by exploring its implications for language and cognition. Daniel Weiskopf has recently raised an apparently powerful objection against the so-called “extended mind thesis” with regard to beliefs. His argument is that since alleged cases of “extended beliefs” lack a characteristic feature of beliefs properly so called (newly acquired beliefs are usually integrated with already existing beliefs rapidly, automatically and unconsciously), they do not count as genuine beliefs properly so called. We defend the extended mind thesis by arguing that Weiskopf is wrong. First, we suggest an alternative account of (...) informational integration that is compatible with externally stored beliefs’ being beliefs properly so called, emphasizes the crucial role action plays for cognition, and stresses the embodied and situationally embedded nature of human cognizers. Second, we argue that even if informational integration were usually rapid, automatic, and unconscious, this would not be an essential feature of beliefs. Third, we argue that even if rapid, automatic, and unconscious informational integration were characteristic of our commonsense conception of beliefs, externally stored “beliefs” would still be sufficiently similar to beliefs properly so called for them to be grouped together for all practical and scientific purposes. An Integrative Model of Moral Deliberation suggests that the inadequacy of models of moral deliberation to deal effectively with contemporary moral complexity is a result of the lack of an inadequate theory of moral cognition. Drawing from work in neuroscience, evolutionary psychology, social theory, dual process cognitive theory, and the work of William James, this book develops a theory of moral cognition to be used as the basis for a model of moral deliberation. Political philosophers often draw their conclusions on how political systems ought to be by first investigating human nature and then proposing recommendations extrapolating from those investigations. They attempt to do this by creating a hypothetical ‘state of nature’ where human beings would be unaffected by social, political, and cultural paradigms and can act freely in pursuit of their instincts, thereby revealing their true nature. English philosopher Thomas Hobbes followed this method of investigation and found that human beings are naturally violent, (...) individualistic, warlike and therefore concluded that political theory ought to be as such to prevent human beings from acting out their baser impulses through draconian authoritative measures when necessary. In this paper, I challenge Hobbes’s claim on human nature by citing contemporary research on cognitive sciences which demonstrates that human beings have a natural predisposition to believe in supernatural agency (God/s) and therefore in the state of nature must behave in such a way as contemporary psychologists discovered investigating the effect of religiosity on human beings such as increased cooperation, selfless behavior towards genetically unrelated strangers, reduced crime rate deterred by supernatural punishment, etcetera. I argue that if we take into account the human propensity to believe in the supernatural agency then the state of nature hypothesized by Hobbes would need to be modified and therefore so would his political theory. Given the integration of cognitive science of religion into the state of nature, I conclude that the ideal political system must be centered around religion. This paper sets out from the hypothesis that the embodied competences and expertise which characterise dance and sports activities have the potential to constructively challenge and inform phenomenological thinking. While pathological cases present experiences connected to tangible bodily deviations, the specialised movement practices of dancers and athletes present experiences which put our everyday experiences of being a moving body into perspective in a slightly different sense. These specialised experiences present factual variations of how moving, sensing and interacting can be like (...) for us as body-subjects. To use of these sources inevitably demands that qualitative research methodologies – especially short-term ethnographical fieldwork – form part of the research strategy and qualify the way the researcher involves a second-person perspective when interviewing dancers and athletes about their experiences. In the subsequent phases analysing the data generated, I argue that researchers first strive to achieve internal consistency of empirical themes identified in the case of movement practices in question thus keeping to a contextualised and lived perspective, also denoted as an emic perspective. In subsequent phases phenomenological insights are then actively engaged in the exploration and discussion of the possible transcendental structures making the described subjective experiences possible. The specialised and context-defined experiences of ‘what a moving body can be like’ are accordingly involved as factual variations to constructively add to and potentially challenge phenomenological descriptions. Lastly, I exemplify how actual research strategies have been enacted in a variety of projects involving professional dancers’, golfers’ and sports dancers’ practices and experiences, respectively. Policing in South Africa reached notoriety for its extensive history of oppressive law enforcement. In 1994, as the country's apartheid system was replaced with a democratic order, the new government faced the significant challenge of transforming the South African police force into a democratic police agency-the South African Police Service (SAPS)-that would provide unbiased policing to all the country's people. More than two decades since the initiation of the reforms, it appears that the SAPS has rapidly developed a reputation as (...) a police agency beset by integrity challenges. This book offers a unique perspective by providing in-depth analyses of police integrity in South Africa. It is a case study that systematically and empirically explores the contours of police integrity in a young democracy. Using the organizational theory of police integrity, the book analyses the complex set of historical, legal, political, social, and economic circumstances shaping police integrity. A discussion of the theoretical framework is accompanied by the results of a nationwide survey of nearly 900 SAPS officers, probing their familiarity with official rules, expectations of discipline within the SAPS, and their willingness to report misconduct. The book also examines the influence of the respondents' race, gender, and supervisory status on police integrity. This paper argues that in the case of mental illnesses whose somatic bases are not known or do not exist, a promising route to understand mental illness is to see it as the lack of a patient’s engagement with some moral values that are necessary for a good human life. The paper explains how the first-person perspective, which is constitutive for mental illnesses, makes it impossible to provide an adequate, third-person explanation of the pathological. Because of its irreducible first-personal nature, (...) mental illness must be understood in terms of a moral harm to the patient, and so an integration of ethics and psychiatry is required. This view is further illustrated with A. Kępiński’s idea of psychiatry as therapy with moral values. (shrink)
