Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this (...) situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". The book presents the case for the making of a new political imagination by offering a critique of existing political institutions, philosophy and practices that are unable to provide the thinking, means and leadership to deal with the complexity and crises of specific locales and the world at large. The authors make clear that there is a fundamental disjuncture between the complexity of the combined critical conditions that are now putting life on Earth at risk, and the (...) divisions and theories of knowledge that are dominantly and instrumentally trying to understand the situation. In response this work makes the case for the need for a new political imagination that rejects the sufficiency of existing political ideologies (including democracy) being the end point of politics. The book tackles the political underpinnings of social and economic life in a world still embedded in the inequities of the afterlife of colonialism and state socialism. Scholars have recognized that contentious political action typically draws on relatively stable scripts for the enactment of claims making. But if such repertoires of political practice are generally reproduced over time, why and how do new modes of practice emerge? Employing a pragmatist perspective on social action, this article argues that change in political repertoires can be usefully understood as a result of situated political innovation—i.e., of the creative recombination of existing practices, through experimentation over (...) time, by interacting political agents for whom old repertoires were proving inadequate to the changing context of action. The utility of this approach is demonstrated by applying it to explain the historical emergence of a new set of populist mobilizing practices in early twentieth-century Peru. Audre Lorde’s account of the erotic is one of her most widely celebrated contributions to political theory and feminist activism, but her explanation of the term in her brief essay “Uses of the Erotic” is famously oblique and ambiguous. This article develops a detailed, textually grounded interpretation of Lorde’s erotic, based on an analysis of how Lorde’s essay brings together commitments expressed across her work. I describe four integral elements of Lorde’s erotic: feeling, knowledge, power, and concerted action. The (...) erotic is a way of feeling in the work a person does, which makes possible new knowledge about the self and the social environment— particularly to counteract epistemic oppression imposed by an unjust society. The erotic is a source of power by providing vision and energy for actions integrating a person’s multiple commitments and political interests. It facilitates concerted action and coalition by enhancing a person’s appreciation of their interests and values, while fostering embodied, personal connections that build trust on the basis of shared vulnerability. Thus, the erotic helps build coalitions where genuine differences of perspective and experience can be examined, in resistance against an oppressive society’s epistemic distortions. (shrink)

Changing patterns of political participation observed by political scientists over the past half-century undermine traditional democratic theory and practice. The vast majority of democratic theory, and deliberative democratic theory in particular, either implicitly or explicitly assumes the need for widespread citizen participation. It requires that all citizens possess the opportunity to participate and also that they take up this opportunity. But empirical evidence gathered over the past half-century strongly suggests that many citizens do not have a meaningful opportunity (...) to participate in the ways that many democratic theorists require, and do not participate in anything like the numbers that they believe is necessary. This paper outlines some of the profound changes that have been experienced by liberal democratic states in the 20th and early 21st Centuries, changes which are still ongoing, and which have resulted in declines in citizens participation and trust, the marginalisation of citizens from democratic life, and the entrenchment of social and economic inequalities which have damaged democracy. The paper challenges the conventional wisdom in rejecting the idea that the future of democracy lies in encouraging more widespread participation. The paper takes seriously the failure of the strategies adopted by many states to increase participation, especially among the poor, and suggests that instead of requiring more of citizens, we should in fact be requiring less of them. Instead of seeking to encourage more citizen participation, we should acknowledge that citizens will probably not participate in the volume, or in the ways, many democratic theorists would like, and that therefore we need an alternative approach: a regime which can continue to produce democratic outcomes, and which satisfies the requirements of political equality, in the absence of widespread participation by citizens. One of the main goals of contemporary media, along with the experts and professionals, who speak in them, has been to explain complex issues and provide the audience with clear descriptions of social reality. This is mostly achieved by the production of ideologically useful interpretative schemes that facilitate understanding of the issues present on the media agenda. An important strategy of shaping the public opinion in the way in which public affairs and the activity of social life participants is framed. (...) Analyses of such practices have been conducted for over thirty years within various research approaches collectively referred to as framing analysis. This research provides several arguments helping one to develop a more critical perspective on the representations of social phenomena dominant in the media and discourses of symbolic elites (e.g. opinion writers, academics, experts, journalists, politicians), along with the analyses of the origin of such phenomena, moral judgements and preferred "corrective policies". One of the phenomena defined by the media in Europe as the most important one for the past several years, is the so-called "New Right". The aim of the paper is to analyse the interpretative schemes used by the journalists of four Polish opinion-forming weeklies and to describe the activity of its German manifestation – the Patriotic Europeans Against the Islamisation of the Occident (Pegida) social movement and the Alternative for Germany party (AfD). This book examines a basic problem in critical approaches to political and social inquiry: in what way is social inquiry animated by a practical intent? This practical intent is not external to inquiry as an add-on or a choice by the inquirer, but is inherent to the process of inquiry. The practical intent in inquiry derives from the connection between social inquiry and the participant's perspective. The social inquirer, in order to grasp the sense of those who are the (...) subject of inquiry, has to adopt the perspective of the participant in the social world. Caterino opposes the view that research is an autonomous activity distinct from or superior to a participant's perspective. He argues that since the inquirer is on the same level as the participant, all inquiry should be considered mutual critique in which those who are addressed by inquiry have an equal right and an equal capacity to criticize addressors. Brian Caterino is an independent researcher who works in public media. He is the co-editor of Making Political Science Matter (2006) with Sanford Schram and has published in a variety of journals. The entwinement of affects and the public dimension seems an enigma. We cannot resolve this problem if we continue to refer to the Freudian analysis that deals with the classic dualisms opposing violence to order, love to death, and the body to social order. A feminist analysis, reworking psychoanalytical knowledge, offers another thesis. Taking the concept of `affects' – defined as one's corporeal drives in their sociocultural expression – a different analysis and new political practices emerge. This study explores the entry of new and small parties into the party system in Albania, focusing on the period from 1990 to 2017. It is a comprehensive exploration of the Albanian political landscape from 1991 to 2017, focusing on the role of electoral systems and how they influence party politics. The study underscores the necessity for strong, stable political parties in a thriving democracy and investigates how the electoral system either facilitates or hinders the representation of small (...) and new parties. It investigates the influence of institutional factors, as well as the challenges and strategies related to political survival that these parties face. The analysis reveals how the two-round majority system typically fosters a two-party system, whereas a proportional system can lead to a more fragmented party landscape, often necessitating coalitions for effective governance. The impact of these dynamics was observed during several key periods in Albanian political history, noting the consequences of changes in the electoral system on the party system. The paper also highlights how major parties often manipulate the electoral system, through practices such as gerrymandering, to their own advantage, leading to potential distortions in representation. Furthermore, it presents the challenges for new and small parties, emphasizing the importance of financial support and media coverage for their survival and competitive performance. (shrink)

This article stems from my presentation at the 2020 Symposium of the Kripke Center for the Study of Religion and Society, whose theme was "Religion and the New Politics." The article is written for an interdisciplinary audience. Drawing on resources from the philosophical tradition of phenomenology and putting them into dialogue with an important theme in Christian theology, I argue that there is a distinctly non-discursive, embodied form of racism that should be recognized and addressed by the new politics. Because (...) this form of racism occurs not at the familiar level of discourse (word), but in the often unconscious habitualities of the lived body (flesh), it resists common antiracist strategies, and seems to be outside the purview of responsibility and of willful, rational change (the logos). I situate these underlying issues with regard to the traditional opposition between mind and body, and then offer a reinterpretation of them by way of some key phenomenological concepts: intentionality, the lived body, the critique of scientism, motivation, and empathy. I conclude that embodied racism is something which is open to an extended conception of rationality that includes the lived body, and for which we are responsible. I then suggest some antiracist political strategies that put these theoretical considerations to use through attention to embodied spaces and practices. (shrink)

This article offers a reconceptualization of “the political” from the standpoint of women working in and for low-income neighborhoods, with special emphasis on the contradictions between their actions as community workers and their understandings of the political aspects of their work. The author also examines how their gender and race identity influenced their political consciousness and practice. The development of citizenship in the framework of European integration has been marked by conceptual innovations. This article concentrates on three of its elements: antidiscrimination rights, the concept of Union Citizenship, and the right to free movement. In these cases, either concepts were newly coined, or already-established concepts were newly interpreted in the context of the European Union by the European Commission or by the Council. In a second step, they were then incorporated into new EU citizenship laws and then (...) transferred into national legislation and national political and administrative practice. During the implementation phase in the member states, the innovations often led to conflicts related to the interpretation of the new concepts in political and administrative practice. In recent years, after decades of largely avoiding engagements with political economy, discussions of the new forms of capitalism, neoliberalism, and the information society have become central again to critical theory. Drawing on various historical documents, the article uses process tracing methods and analytic narratives to establish a relationship between historical contractual practices and state formation in nineteenth-century East Africa. I trace the process through which local political leaders historically sought to secure monopolistic deals over trade with foreign entrepreneurs through incomplete contracts for tangible economic goods and intangible political goods or services. By showcasing agents’ bargaining strategies in contractual agreements, the article sheds light on notions of sovereignty (...) and independence articulated through public contracting in Africa’s political development. Historical understandings of notions of independence and sovereignty by procurement practitioners in East Africa provide seeds for thought in controversial debates about government outsourcing today. Is outsourced sovereignty always threatening? Can we outsource sovereignty and remain independent? These are perhaps the most important conceptual queries that make East Africa’s historical contractual experience pertinent today as new public-private partnerships for development, including government outsourcing, increasingly call for the use of private means to solve public problems in the developing countries. Current radical democratic politics is characterized by new participatory spaces for citizens’ engagement, which aim at facilitating the democratic ideals of freedom and equality. These spaces are, however, situated in the context of deep societal inequalities. Modes of discrimination are carried over into participatory interaction. The democratic subject is judged by its physically embodied appearance, which replicates external hierarchies and impedes the freedom of self-expression. To tackle this problem, this article seeks to identify ways to increase the freedom of the (...) subject to explore its multiple self. Understanding the self as inherently fugitive, the article investigates participatory, deliberative and agonistic concepts of self-transformation. As all of them appear limited, it introduces a transformative perspective in democratic thought. Enriching the transformative perspective with queer and gender theory, the article generates the concept of a politics of becoming, which, through radical democratic practices of disidentification, advances the freedom of the subject to change. In this book the practical dimension of social justice is explained using the analysis and discussion of a variety of well-known topics. The opponents of Epicureanism in antiquity, including Cicero, Plutarch and Lactantius, succeeded in establishing a famous cliché: the theoretical and practical disinterest of Epicurus and the Epicureans in political communities. However, this anti-Epicurean literature did not provide considerations of Epicurean political theory or the testimonies about Epicurean lifestyle. Therefore, the purpose of this book is to shed light on the contribution of Epicurean thought to political life in the ancient world. Incorporating the most up-to-date archaeological material, including (...) papyri which have been recovered from Herculaneum and the Greek epigraphy of the Roman Epicureans, this volume will bring to the foreground new testimonies surrounding the public activities of the Epicureans. In this way, the reader will learn that Epicurean political theory is, in fact, a crucial ingredient of its philosophy. An Insurrectionist Manifesto contains four insurrectionary gospels based on Martin Heidegger's philosophical model of the fourfold: earth and sky, gods and mortals. Challenging religious dogma and dominant philosophical theories, they offer a cooperative, world-affirming political theology that promotes new life through not resurrection but insurrection. The insurrection in these gospels unfolds as a series of miraculous yet worldly practices of vital affirmation. Since these routines do not rely on fantasies of escape, they engender intimate transformations of the self (...) along the very coordinates from which they emerge. Enacting a comparative and contagious postsecular sensibility, these gospels draw on the work of Slavoj i ek, Giorgio Agamben, Catherine Malabou, François Laruelle, Peter Sloterdijk, and Gilles Deleuze yet rejuvenate scholarship in continental philosophy, critical race theory, the new materialisms, speculative realism, and nonphilosophy. ABSTRACTBased on an overview of the ways in which politics and the political have been thought in critical discourse analysis, the author calls for a focus on the metapolitical dimension of discourse. The author develops his notion of metapolitics on the basis of post-foundational insights into politics, the political and processes of politicization. Metapolitics refers to projects and struggles where conflicting modes and models of politics clash. Metapolitical debates potentially reshape the structure of the public realm as well (...) as the entities, borders and processes that constitute it. The author differentiates his descriptive and analytic use of the term from the way this signifier has been used programmatically by the anti-democratic New Right and its heirs. He demonstrates that metapolitical projects can be democratic as well as anti-democratic. In order to facilitate discourse analyses of metapolitical projects, debates and struggles, the author suggests that the metapolitical dimension of contemporary debates can be explored further by integrating insights from governmentality studies, studies of political rationality and the discourse theoretical logics approach with CDA. Moreover, a further exploration of the linguistic and textual underpinnings of metapolitics constitutes a promising pathway for future investigation. The study of metapolitics should be part and parcel of the transdisciplinary domain of critical discourse studies so that our understanding of the linguistic and non-linguistic features of metapolitical projects can be developed in equal measure at multiple levels of abstraction. Time here serves as an exemplary instance of Wittgenstein's manner of philosophical critique and his turn to a new practice of philosophy. His comments on time demonstrate this two-fold movement. On the one hand, he concerns himself with pointing out the“wrong turns”philosophers take when they ask:“What is time?”These include a semantic error, the over reliance on figurative language, the felt need for definitions, and a mistaken assumption about (...) the task of philosophy that underlies these problems. In response to the political and economic crises, new political and social movements appearing in mature liberal democratic countries (such as United States, Italy or Spain) call for “real democracy” and create strategies for more participatory politics. Groups of academics together with the third sector activists around the world elaborate, test and introduce new forms of participatory mechanisms which allow bottom-up, direct decision-making. Recent massive social movements try to change the dominant, but clearly obsolete model of democracy based (...) on elite groups of political representatives by promoting a new paradigm of inclusive citizen-centered politics. What are the ideological and philosophical bases for political activity of these movements and how their democratic ideals translate into political practice? What does it mean “real democracy”? Why direct participation of citizens in decision-making is so important for the new movements? How technological tools can be used to support participatory processes and democratization of public governance at different levels? How should the new democratic model of doing politics look like? Antonio Gramsci and Louis Althusser encountered Machiavelli’s work and they both attempted to rethink the very possibility of political practice through their respective readings of the Florentine thinker. In a certain way for both Gramsci and Althusser, the reading of Machiavelli was the experimental site where they elaborated their own conceptions of politics, either in the form of Gramsci’s quest for the ‘modern Prince’, the political and organizational form of a potential hegemony of the subaltern, or in the (...) form of Althusser’s constant redefinition of a potential new practice of politics in a communist perspective. The reading of Machiavelli was for Althusser also one of the terrains upon which he attempted to confront Gramsci, something that is particularly evident in a series of Althusser’s texts in the 1970s from Machiavelli and Us to the recently published Que faire? The aim of this article is to do a comparative reading of the approaches to Machiavelli offered by Gramsci and Althusser, focusing in particular on the tensions running through Althusser’s reading of Gramsci’s writings on Machiavelli. In particular, I will offer a reading of Althusser’s extensive criticism of Gramsci in 1977–1978, linking it to his critique of Eurocommunism. Then, I will go back to Gramsci, and in particular Notebook 13, in order to bring forward not only the aspects of Gramsci that Althusser tended to overlook but also how Gramsci is in fact thinking the very question that Althusser attempted to pose, namely that of a new practice of politics for communism. The issue of what is proper to nature, or life itself, is central to critical accounts of biomedicine and its complex interrelations with social, political and economic forces. These engagements, namely biopolitical accounts of medical practices and ethical-political critiques of biomedical discourse, grapple with the indistinction between the political and biological that biomedicine enacts. Making a significant contribution to both literatures, Ed Cohen’s A Body Worth Defending argues that the emergence of the concept of biological immunity (...) signals the entry of politics into life itself and, as such, constitutes a concrete example of biopolitics. This article examines Cohen’s account of how the political becomes biological, and the view of life it assumes. Seeking to open up the question of biology, it draws on the work of Georges Canguilhem, and New Materialist accounts of matter–meaning entanglement, to offer a reading of knowledge and life, or politics and biology, as ontologically entangled. Caroline New is an energetic activist who has interpolated critical realist ideas into the front-line of political activism. In this wide-ranging interview, she begins by reflecting on her life and how she became a realist and her account is illustrated with personal anecdotes recalling memories of well-known philosophers and activists from the time. She discusses how her position set her apart from other feminists and she examines the interacting threads of longstanding debates on the political left, as well (...) as longstanding debates within critical realist circles, such as the relative importance of quantitative methods in social research and the scope for agency as a source of intentional change. Finally she brings some of her ideas to bear on contemporary issues. This article investigates the often cited and dismissed, but rarely examined, relationship between legalizing same-sex marriage and polygamy. Employing a comparative historical analysis of U.S. and South African jurisprudence, ideology, and cultural politics, we examine efforts to expand, restrict, and regulate the gender and number of legally recognized conjugal bonds. South African family jurisprudence grants legal recognition to both same-sex marriage and polygyny, while the United States prohibits and resists both. However, social and material conditions make it easier to practice (...) family diversity in the U.S. than in South Africa. Our analysis of the very different histories of polygamy and same-sex marriage in the two societies suggests the centrality of racial politics to marriage regimes, yielding paradoxical narratives about the implications of legal same-sex marriage for the future of polygamy and sexual democracy. If there is a slippery marital slope, we argue, it does not tilt in a singular or expected direction. (shrink)

The dramatic recent advances and emergent trends in technologies have brought to the fore many vital and challenging questions and dilemmas for leaders and organizations. National attention on issues of public health preparedness necessarily brings into sharp focus the question of how to assure adequate, community-wide health care financing for preventive, acute care, and long-term medical care responses to public health threats. In the U.S., public and private health insurance represents the principal means by which medical care is financed. Beyond the threshold challenge of the many persons without any, or a stable form of, coverage lie challenges related to the structure and characteristics of health (...) insurance itself, particularly the commercial industry and its newly emerging market of consumer-driven health plans. States vary significantly in how they approach the regulation of insurance and in their willingness to support various types of insurance markets. This variation is attributable to the size and robustness of the insurance market, the political environment, and regulatory tradition and custom. Reconciling health insurance markets with public health-related health care financing needs arising from public health threats should be viewed as a major dimension of national health reform. Today, looking at the Middle East, through and beyond the dust and smoke of war, it is apparent that new forms of politics and democracy are being shaped in social practices and by social experimentation. We are referring to the people's councils that have been established in various places in the Kurdistan region, and through which people are taking greater responsibility for and control of their daily lives and the places where they live. Those involved refer to these councils (...) in the context of ‘democratic autonomy’ and ‘democratic confederalism’, which indicates that they are not simply to be considered as just local initiatives, but also contribute to a larger project or idea and way of thinking about and doing politics. We may not fully comprehend this form of politics, yet this should challenge academics and those interested in developing new forms of democracy to take a closer look. (shrink)

A script traditionally used exclusively among women, nüshu, was first identified in southern rural China in 1982. Its discovery opened a new window onto women’s lifeworlds and drew many scholars to explore its ethnographic and theoretical significance. Local authorities paid no attention to this “women’s script” until the 2000s. Scholarly investigation and governmental involvement over the past three decades have shaped nüshu’s cultural politics – specifically, how it is represented and practiced in contemporary society. Based on fieldwork conducted since 1992, (...) this article traces the trajectory of nüshu’s evolving function and social meanings. In the past it served as a communication platform and social forum where women could recount and release their perturbations, and this transformed their vulnerable being into a resilient and determined becoming. This power to transform, however, became a liability once nüshu was claimed as academic property and writing nüshu became a government-supervised profession. All this calls for a rethinking of where nüshu, an endangered expressive tradition, might be heading. (shrink)

This paper argues that community gardens, in addition to being economically practical, offer a promising example of an environment that fosters the new sensibility. After exploring Marcuse’s new sensibility and his critique of aesthetic experience under capitalism, the paper turns to some empirical studies of the benefits of the aesthetic qualities of community gardening. These studies correspond to Marcuse’s proposition that aesthetic environments can play a role in challenging domination.
