Cet article cherche à comprendre en quoi les initiatives d'économie solidaire can generate a process of democratisation of economic practices through local public spheres of deliberation and co-operation. The use of the political and philosophical concept of public space to explain certain economic regulation phenomena questions the common representation of the economic and political as two separate social spheres. After presenting different kind of local public spheres, we study the question of whether going beyond the public legitimization of (...) other economic local initiatives than market-exchanged oriented they can act as a new form of economic regulation which can influence the model of development. Un foisonnement d'expériences associatives et coopératives s'est manifesté dans les différents pays européens depuis les années 1970, particulièrement dans le champ des initiatives locales et des nouveaux services relationnels. Selon la grille d'analyse adoptée qui privilégie le potentiel de démocratisation, ces pratiques peuvent être mieux comprises à travers une perspective d'économie solidaire que par les références habituelles au tiers secteur, à l'économie sociale et aux organisations non gouvernementales. Néanmoins, comme l'interdépendance entre actions collectives et publiques s'avère déterminante (...) dans l'histoire européenne pour organiser une résistance à l'utopie d'une « société de marché », le devenir de l'économie solidaire est étroitement lié à la reconnaissance par les pouvoirs publics. Tant au niveau national qu'international celle-ci reste partielle et la pertinence d'un soutien ne fait pas consensus comme le montre la position de l'Union européenne.A large amount of associative and cooperative experiments has arisen everywhere in Europe since the 1970s particularly in the fields of local initiatives and new “relational” services. Our framework of analysis shows these practices are better understood by a civil and solidarity-based economy perspective, emphasizing their potential of economic democratization, rather than by the usual references to third sector, social economy or non-governmental organizations. Nevertheless, since collective and public action has interacted decisively in European history to organize resistance against the utopic vision of the “market society”, the future of this solidarity-based economy appears to be closely linked to its recognition by public policies. But at the European and national levels, this still remains partial and the relevance of such an economy is a highly controversial subject as the European Union’s position demonstrates. (shrink)

Historique mais parfois perdue de vue, la place de l’économie sociale et solidaire (ESS) dans le secteur agricole connaît un regain d’intérêt et d’actualité dans le cadre des transitions en cours. La transition alimentaire illustre tout particulièrement le rôle renouvelé et innovant des acteurs de l’ESS pour contribuer aux enjeux de réduction des impacts environnementaux de la production alimentaire tout en œuvrant en faveur d’une reconquête de la valeur ajoutée pour les territoires. Les projets alimentaires territoriaux, dynamiques systémiques (...) à l’échelle locale, sont les outils de ces stratégies multi-acteurs qui donnent une large place aux acteurs de l’ESS. Les pouvoirs publics accompagnent ces démarches qui misent davantage sur la coopération que sur la mise en concurrence, tout en n’abandonnant pas complètement la logique concurrentielle libérale. Cet article décrit ces dynamiques multiples en cours et insiste sur le rôle clef des expérimentations et des volontés politiques locales pour accélérer les transitions. (shrink)

Comprendre les pratiques d'économie solidaire au regard de la notion d'espace public suppose de mettre en évidence les tensions que ces pratiques mettent en oeuvre : à partir des solidarités et de réciprocités éprouvées dans les « mondes vécus » et leurs espaces culturels, ces pratiques combinent des ressources du marché, de l'économie publique et de la réciprocité dans la visée d'une économie juste répondant à une délibération démocratique entre les acteurs concernés. Une telle perspective oblige (...) à affronter une conception pluraliste et agonistique des espaces publics où sont en tension l'agir stratégique des acteurs, leurs « mondes vécus », sources d'identités et conditions de l'autonomisation du sens de l'action, et des espaces d'argumentation et de débats où s'élabore un bien commun reconnu comme juste. Ces tensions doivent être aussi comprises dans leur ouverture conflictuelle aux espaces politico-administratifs institués et aux espaces d'influence d'acteurs poursuivant leurs intérêts particuliers dans le territoire local. Mais, sous couvert de partenariat et de coopération entre les acteurs, les nouvelles politiques locales entérinent les rapports inégalitaires entre les acteurs et conduisent la société civile à taire ses dissensions sous peine de voir se tarir leur légitimité politique et leurs financements publics.In order to evaluate the practices of civil and solidarity-based economy, it is necessary to be aware of the tensions that they generate. They combine market resources, public support, and ideas of reciprocity, aiming to create fair economies and to democratically mobilize those concerned. Such a perspective requires a pluralist and conflictual conception of public spheres. In this perspective, tensions become important between strategic action and identities. These tensions must also be understood as they arise in political and administrative arenas and in the context of local actors motivated by self-interest in the local community. Although there appears to be a partnership between all the actors concerned, new policies directed towards local communities confirm the existence of social inequalities between the various stakeholders. The result is often that civil society keeps silent about these tensions lest their political influence and sources of public finance should dry up. (shrink)

Un grand nombre d'organismes de ce secteur ont un projet politique sous-jacent qui consiste à replacer l'homme au coeur de l'économie.The starting point of this article is to watch how, in France, some organizations give loans to unemployed people to help them create their enterprise. What is called « microcredit » in international development programs is known in France as « financial solidarity ». In this case also, creditors are not looking for benefits. With this point of view, credit isn't only an economic tool but also a medium of solidarity. But financial solidarity insn't only a tool to struggle against unemployment. Researchers in political sciences, communication or sociology who are interested in the public sphere are not as concerned with a civil and solidarity-based economy perspective. Conversely, economists and sociologists working on the civil and solidarity-based economy often do not use the concept of the public sphere in their conceptual equipment. This type of compartmentalization is partly due to an opposition between work, defined as an alienating activity, and political activity defined as an action typical of the free man that many (...) authors claim to borrow from Hannah Arendt and introduces a radical dichotomy between the economic and public spheres. However, as a historical investigation clearly indicates, the analytical distinction between the political order and the economic order cannot be transformed into an empirical dissociation. The civil and solidarity-based economy thus invites the researcher to think about economic activity and political activity together in order to look further into the concept of public sphere. En tant qu’acteur important dans la gouvernance rurale, les organisations économiques collectives jouent un rôle primordial dans le processus d’urbanisation rurale et constituent un point de vue important pour comprendre l’évolution des relations entre zones urbaines et zones rurales en Chine. En même temps, ces organisations constituent le noyau de la communauté locale, qui représente les individus sur la base d’une même appartenance ethnique, par proximité locale ou par proximité de valeurs communes, voire par proximité économique. Ainsi, les individus partagent (...) une forme de cohésion solidaire, fondée affectivement. Toutefois, au fur et à mesure du développement économique et social, le système, la notion et la nature de l’économique s’évoluent et les valeurs des individus changent, tandis que ces organisations s’adaptent mal au changement économique et social, ce qui provoque la controverse de la société chinoise rurale au cours de la modernisation de la Chine. S’appuyant sur une recherche de terrain et l’analyse des données du village de Liede à Guangzhou, cet article porte sur le processus d’intégration urbaine-rurale du village urbain et explore l’intégration du village urbain dans la ville à travers l’organisation économique collective de Liede, notamment Liede Economic Development Co., Ltd. Dans ce processus, il existe des contradictions entre le rôle du village et le rôle des organisations économiques collectives. Les organisations collectives ont des fonctions économiques, mais elles assument toujours aussi des coûts importants concernant des fonctions publiques telles que la sécurité sociale. On verra que la réforme de la « séparation politique et économique » après la période de l’économie planifiée des années 1980 n’a pas eu d’effet au niveau local. L’évolution du rôle des organisations économiques reflète la mutation de l’économie chinoise, c’est-à-dire, le passage de l’économie communiste à l’économie de marché. Toutefois, l’engagement solidaire existe toujours dans l’économie collective et celle-ci essaie de limiter la cupidité et soutenir l’intérêt commun au lieu de le marginaliser, ce qui constitue un caractère spécifique de l’économie collective en Chine. Il est en effet nécessaire d'avoir des échanges démocratiques dans ce type de relation sociale, car la solidarité implique que soient pris en compte tous les points de vue, et en particulier celui des populations démunies avec leur participation. Democratic exchanges are necessary in this type of social relation because solidarity implies that all viewpoints should be heard particularly those of disadvantaged population groups. The liberal economy is the opposite of this as only the “profitability” viewpoint and the “invisible hand of market forces” are taken into account and all others ignored. Este Modelo de Optimización Social de Cobertura y Calidad propone una respuesta nueva a la antigua cuestión de política económica y social, de identificar la mejor combinación (o tamaño) en que operen los sectores Mercado y Estado, en términos de maximizar la cobertura y optimizar la calidad de las prestaciones que ambos sectores ofrecen a la población para satisfacer sus necesidades de educación, salud, vivienda, etc. Más que analizar las ventajas y desventajas de cada sector, se busca la mejor combinación (...) de ambos, buscando el óptimo social. En una primera instancia se elabora un modelo que considera dos sectores (mercado y Estado), y luego se integra al modelo un tercer sector que se identifica como Sector Solidario. Se comprueba que sólo incluyendo este Sector Solidario es posible transitar desde la situación presente (de insuficiente cobertura y calidad de las prestaciones sociales) a la situación que el Modelo identifica teóricamente como Optimo Social. Uno de los movimientos que buscan alternativas al sistema hegemónico en este principio de milenio es el de la Economía Solidaria que, entre otras propuestas, lanza el dinero alternativo con el fin de dinamizar el movimiento de los productos y con ello una economía alternativa que propugna nuevos valores éticos como la reciprocidad y la redistribución de la riqueza. El dinero alternativo tiene posibilidades que van más allá de facilitar los intercambios entre los individuos: permite que las personas se apoyen (...) mutuamente desde lo que saben hacer (productos y servicios) y, al mismo tiempo que adquieren ingresos, conformen comunidades basadas en la confianza y la solidaridad. Sin embargo, el uso de las monedas comunitarias (como se le llama al dinero alternativo en un contexto de economía solidaria) no se ha extendido en México debido a diversos factores, entre los cuales se pueden mencionar: la necesidad de la gente de ganar pesos para pagar cuentas y deudas; la falta de oferta de bienes básicos para ser adquiridos con dichas monedas y, sobre todo, la poca comprensión de muchos usuarios potenciales de que con estas monedas se pueden hacer cambios radicales en el Mercado y con ello en la sociedad actual. Cet article analyse les liens entre les SEL et l'économie solidaire. Les SEL sont définis comme des associations au sein desquelles des personnes échangent services et biens au moyen d'une comptabilité interne tenue en une monnaie propre ; elles émergent en 1983. SEL et économie solidaire partagent certains objectifs communs. Les SEL revendiquent en effet par leurs actions l'institution de nouveaux rapports économiques procédant d'une solidarité sous la forme d'une proximité relationnelle et spatiale, à laquelle ne (...) répondent pas l'échange marchand et la redistribution étatique. Cependant les SEL peuvent voir leur projet solidaire remis en cause, en particulier pour deux raisons : le risque d'instrumentalisation politique d'une part, la contrainte juridique et sociale d'autre part.This article analyzes links between LETS and a civil and solidarity-based economy. LETS are defined as associations in which individuals exchange services and goods by means of an internal accounting system based on its own currency. The first LETS appeared in 1983. These LETS and the new social economy share some common purposes. By their actions, LETS aim to set up a new system of economic relations based on solidarity proceeding from relational and spatial proximity. Market exchanges and State redistribution do not provide an efficient response to these needs. However, there are certain threats to the solidarity aimed at by LETS such as firstly the risk that politicians may instrumentalize these initatives and secondly legal and social constraints. L'espace public apparaît alors fragmenté par des inégalités et des injustices là où les individus et les groupes se mobilisent pour l'accès à une « place » et aux biens moraux. Mais en même temps l'espace public contient des espaces intermédiaires où des résistances collectives au processus de précarisation salariale et la lutte pour la reconnaissance produisent des micro-organisations (...) sociales qui naissent de l'agencement, voire la superposition de formes économiques marchandes et non-marchandes liées à une économie solidaire.Growing precarity within wage-based societies has led to the advent of parallel economies that are neither mercantile nor money-based, as well as informal economies and economies of subsistance. The public sphere thus appears to be fractured by inequalities and injustices, given the mobilising of individuals and groups in the struggle for a "place" and access to moral goods. Yet at the same time, we can find intermediate spaces in the public sphere in which collective forms of resistance to the increasing precarity of wage-based existences and the struggle for recognition have led to the emergence of social micro-organisations borne of the coexistence or even interpenetration of market and non-market economic forms related to an economy of solidarity. À partir d'une lecture critique de H. Arendt et J. Habermas, cet article se propose d'articuler d'un point de vue théorique et historique espace public, espace économique et question sociale. Développant une lecture associationniste de l'approche arendtienne, il souligne combien pour celle-ci le mouvement ouvrier fut historiquement porteur de l'espoir d'un nouvel espace public. Dans le prolongement de cette interprétation, il esquisse une analyse de la tradition associationniste française qui, au sein du mouvement ouvrier et socialiste, avait tenté de politiser (...) la question sociale pour redéfinir les frontières de l'espace public. Bref, comme l'économie solidaire le propose aujourd'hui en réactualisant l'héritage de cette tradition, d'inscrire dans l'espace économique de nouvelles formes de solidarité et de citoyenneté.Using a critical reading of H. Arendt and J. Habermas as a starting point, this article proposes to articulate the public and economic spheres and social questions from a theoretical and historical point of view. Developing an associationist reading of the “Arendtian” approach, it underlines how much in this approach the labour movement was historically seen as representing hopes for a new public sphere. Going further with this interpretation, the article offers an analysis of the French Associationist tradition which, within the labour and socialist movement, attempted to politicize the social question with the aim of redefining the borders of the public sphere. In short, by reviving the heritage of this tradition, the interdependent economy today seeks to include new forms of solidarity and citizenship in the economic sphere. (shrink)

Face au règne hégémonique d un capitalisme financier globalisé particulièrement brutal, la quête manifeste d une autre économie sociale, solidaire, alternative se développe aujourd hui. Lyotard is considered one of the most brilliant and influential of French post-structuralist thinkers. Economy and Theology: Cusanus' Theory of Value, a study from the field of the history of philosophy, responds to the present-day interest in what is referred to as economic theology. This study aims to show that value (valor), one of the fundamental concepts of contemporary philosophy and economics, has its genealogy in the thought of Nicholas of Cusa. Starting from the economic context (the concept of price/pretium), Cusanus proposes the theory of value that, on the one hand, is objectively rooted (...) in the Divine act of creation (God as the Minter) and, on the other hand, requires reading by human beings (human mind as a banker). While this theory appears in Cusanus' late work The Bowling-Game, it is underpinned by his theory of knowledge, theory of human beings and human cognition against the background of his vision of the universe. Thus, the aim of the book is to try to answer the question about the role and tasks of human being as a principal player in economic and social game. This description of human position emerges from the creative tension between human philosophical and theological reflection and certain economic solutions. (shrink)

Real living wages (RLWs) are an important ethical and moral policy to ensure that employees earn enough to live on. In providing ‘a fair day's pay for a fair day's work’, they set an ethical foundation for liveability. This article explores the ethics and moral economy of the RLW for lower-paid staff in the overlooked economy context of UK professional football, illustrated by a qualitative case study of Luton Town Football Club (LTFC). The article provides theoretical insights grounded in moral (...) economy concepts about how a RLW contributes to a broader common good means of enabling fuller human participation in decent working and living conditions. Applying these concepts using a multi-disciplinary moral economy interpretation offers deeper theoretical contributions than economistic interpretations restricted to mainly technocratic economic distributive issues. LTFC are evidently ethically embedded in a moral economy as a local community club paying a RLW, and part of the overlooked economy. The research also contributes to contemporary debates on ‘Common Good’ HRM regarding the role of living wages in addressing grand common good challenges like inequality and quality of working lives. Stephen Nathanson's clear-sighted abridgment of Principles of Political Economy, Mill's first major work in moral and political philosophy, provides a challenging, sometimes surprising account of Mill's views on many important topics: socialism, population, the status of women, the cultural bases of economic productivity, the causes and possible cures of poverty, the nature of property rights, taxation, and the legitimate functions of government. Nathanson cuts through the dated and less relevant sections of this large work and includes significant material omitted in (...) other editions, making it possible to see the connections between the views Mill expressed in Principles of Political Economy and the ideas he defended in his later works, particularly On Liberty. Indeed, studying Principles of Political Economy, Nathanson argues in his general Introduction, can help to resolve the apparent contradiction between Mill's views in On Liberty and those in Utilitarianism, making it a key text for understanding Mill’s philosophy as a whole. Building on previous works which argued that scalar implicatures can be computed in embedded positions, this paper proposes a constraint on exhaustification which restricts the conditions under which an exhaustivity operator can be licensed. We show that this economy condition allows us to derive a number of generalizations, such as, in particular, the ‘Implicature Focus Generalization’: scalar implicatures can be embedded under a downward-entailing operator only if the scalar term bears pitch accent. We argue that the economy of nature constitutes an invocation of structure in the biological sciences, one largely missed by philosophers of biology despite the turn in recent years toward structural explanations throughout the philosophy of science. We trace a portion of the history of this concept, beginning with the theologically and economically grounded work of Linnaeus, moving through Darwin’s adaptation of the economy of nature and its reconstitution in genetic terms during the first decades of the Modern Synthesis. What (...) this historical case study reveals, we argue, is a window into the shifting landscape of the explanatory and ontic uses of structural concepts. In Linnaeus, the economy of nature has both ontic and explanatory import; in Darwin the ontic and explanatory aspects start to come apart ; and finally, in the Modern Synthesis, the economy of nature is replaced by the conceptual toolkit of population genetics, the structural elements of which are nearly entirely explanatory. Having traced a historical trajectory of structural concepts that moves from an ontic formulation to an increasingly explanatory one, we conclude by outlining some insights for structural realism. That, in turn, has raised new concerns about the ideologies and theoretical paradigms upon which such political and economic policies are based. Many now (...) call for a rejection of free marketFree Market economies to make room for more centrally planned economic systems. Even the idea of Homo EconomicusHomo Economicus – the primary actor in the modern free marketFree Market economy – is under fire in favor of a new conceptualization of the primary actor: Homo CuratorHomo Curator. This essay explains why these changes are both unnecessary and dangerous. I argue they are unnecessary by showing: (1) Homo Economicus and excessive consumptionConsumption are not the root of the problem, and (2) how the theory of market failure already gives us proven means to address problems like global warming. I argue that abandoning Homo Economicus and the free marketFree Market economy is dangerous because it will inevitably lead to a world that is far less likely to support individual and collective human flourishing; one that poorer, less free, and less respectful of the sanctity of the individual. Circular economy thinking has become the subject of academic enquiry across several disciplines recently. Yet whilst its technical and business angles are more widely discussed, its philosophical underpinnings and socio-economic implications are insufficiently investigated. In this article, we aim to contribute to their understanding by uncovering the circular economy role in shaping a new vision, highlighting the social and economic dimensions of future imaginaries and the mechanisms that can enable them to bring about change in the social context. We believe (...) that defining the vision that the circular economy is contributing to shape is key to explain its conceptual framework and activities. Drawing on the concept of fictional expectations, we uncover one of the plausible social dimensions inherent to the circular economy thinking thereby opening up a new perspective on the current debate in the circular economy literature wherein authors, by contrast, are emphasising the lack of an explicit social dimension. Fictional expectations are introduced to refer to those imaginaries of the future that can catalyse social action in the present and counteract societal addictions, in which modern society seems to be trapped. We show how a circular economy inspired vision can be instrumental to the emergence of a fictional expectation that can provide therapies to the current societal addiction of wasteful production and consumption systems. This philosophical background allows us to provide, in conclusion, a new conceptualisation of the circular economy as a cognitive framework instrumental to the emergence of a future imaginary. ‘Moral economy’ has become a popular concept in empirical research in disciplines such as history, anthropology, sociology and political science. This research utilizes normative concepts and has obvious normative implications and relevance. However, there has been little to no dialogue between this research and philosophers working on normative ethics. The present article seeks to remedy this situation by highlighting fertile points of dialogue between descriptive and normative ethicists. The proposition is that empirical researchers can become more precise and stringent in (...) their descriptions of moral attitudes and traditions with a greater understanding of normative ethics; and, at the same time, philosophers have much to gain from a closer examination of the realities of moral thinking and social action.
