Growing awareness of the ethical implications of neuroscience in the early years of the 21st century led to the emergence of the new academic field of “neuroethics,” which studies the ethical implications of developments in the neurosciences. However, despite the acceleration and evolution of neuroscience research on nonhuman animals, the unique ethical issues connected with neuroscience research involving nonhuman animals remain underdiscussed. This is a significant oversight given the central place of animal models in neuroscience. To respond to these concerns, (...) the Center for Neuroscience and Society and the Center for the Interaction of Animals and Society at the University of Pennsylvania hosted a workshop on the “Neuroethics of Animal Research” in Philadelphia, Pennsylvania. At the workshop, expert speakers and attendees discussed ethical issues arising from neuroscience research involving nonhuman animals, including the use of animal models in the study of pain and psychiatric conditions, animal brain-machine interfaces, animal–animal chimeras, cerebral organoids, and the relevance of neuroscience to debates about personhood. This paper highlights important emerging ethical issues based on the discussions at the workshop. This paper includes recommendations for research in the United States from the authors based on the discussions at the workshop, loosely following the format of the 2 Gray Matters reports on neuroethics published by the Presidential Commission for the Study of Bioethical Issues. It may be that the overworn analogy between the history of philosophy and a river system has still a value, and if so, it is a value beyond that usually claimed for it. The grosser likenesses between the stream of history and the stream of geography have been, it is true, too often pointed out, while the subtler similarities are neglected. For instance, there are points in both kinds of stream where it runs deep, others where it is shallow; at (...) one point it may run swiftly, as through a gorge, and at another the valley may be wide and the stream broad, and sluggish. However, whereas in the stream of science the running waters often purify themselves, in that of philosophy there are many stagnant pools where the current of criticism has never set in. Further, there are discernible here and there canalizations by which arid plains are artificially irrigated. And it must be admitted that, at other points, outhouses have been built over the stream and its waters sullied. (shrink)

The time has long passed when it was necessary to explain or to justify philosophy of science to a convention of scientists. The growing intent among philosophers and scientists to clarify and perhaps to unify the programs, methods, and results of the disciplines of philosophy and science is matched by a growing determination among the special sciences to cooperate in the examination of fundamental concepts and presuppositions in the light of the positive results of science, to cooperate in the systematic (...) doubting of these positive results, and to cooperate in the thoroughgoing analysis and critique of logic and of language,—all of which are projects which can be carried out only by the joint effort of philosophers and scientists. In short, it has long since been realized that the special sciences cannot safely be abandoned to their devotees, exclusively. It was only twenty-five years ago that Santayana was able to say “I would gladly learn more of contemporary thinkers if they would only learn more of each other.” The implication that lies in that statement is hardly the case today, when the synoptic enterprise of philosophy-of-science is helping the scientific thinker to recognize the limitations of his task and the assumptions with which he starts, and to save him from being too easygoing in the criticism of his categories. Is helping those whose subsistence needs are not meet a matter of charity or an obligation? What role should ordinary citizens of developed nations play? In a globalized world, the causes, connections, and responsibilities become complicated. Agriculture subsidies that keep food prices low for many in relatively rich countries may, for example, negatively impact poor farmers in developing countries. Students in Ethics/Philosophy 352 report on their project examining whether, and to what extent, a true obligation to aid exists.

As the 20th century began, few effective therapies existed. This soon changed with major therapeutic discoveries turning the century into what has been called the golden age of therapeutics.1 The emphasis of most of these developments was on medicines for common disorders as they presented the greatest need. However, it also allowed pharmaceutical manufacturers to produce blockbuster drugs that provided a large return on investment. Rare disorders were overlooked because most are genetic in origin and scientific knowledge was lacking, making (...) it difficult to find treatments. The first genetic disorder with a therapy was phenylketonuria. The biochemist who proposed the first successful treatment in the 1950s was actively discouraged as phenylketonuria was genetic and ‘incurable’.2 Another reason was an absence of incentives to invest in developing medicines for which the return was limited, given the small numbers of potential patients. This changed from 1983 as several countries began introducing orphan drug policies, with Canada being a notable exception. As the millennium changed, some drugs for rare disorders were available, but the sequencing of the human genome in the early 2000s provided scientific knowledge to develop many more. The new therapies are often costly because they require millions, even billions, of dollars and years to develop, test and satisfy regulatory standards. …. (shrink)
