Citizen participation today needs to be understood as both an empowerment practice to create urban futures as well as the perpetuation of entrepreneurial and neoliberal modes of planning. The exponential progress of technologies and the digitalisation of everyday life have led to a surge of innovation. Since hybridity has become a key factor, citizen participation now involves citizens and governments meeting online and offline in a multi-stakeholder setting to plan the city in parallel layers, often according to controversial or even (...) contradictory logic (Horelli et al., 2015). As digital citizen participation opens up new tools and means to mobilise people and shape urban futures, this chapter analyses these new aspects through the categories of top-down/bottom-up participation as well as formal/informal practices. Using four case studies comparatively, our aim with this chapter is to find a new theoretical basis and contextualisation for digital citizen participation. The case studies are situated across Europe and North America: we study participatory budgeting in Helsinki, digitalising citizen participation in Lubbock, Texas, the National Map of Security Threats in Poland, and digital placemaking by a grassroots movement in an urban planning participation process in Zürich, Switzerland. The findings of the article show that (1) digital citizen participation fosters novel multi-actor networks negotiating governance of the urban space, (2) studies of citizen participation need to acknowledge the multi-layered hybridity and (3) new modes of governance enable novel senses of informality in participation. Participatory budgeting (PB) is a paradigm that empowers residents to directly decide how a portion of the public budget is spent. Specifically, residents deliberate over spending priorities and vote over how the budget should be allocated to different public projects. As such it is a mechanism of top-down transfer of decisions on the part of budgetary expenditure to citizens. In recent years, PB has become a central topic of discussion and an important field of innovation for those involved in local (...) development, considered one of the most successful democratic innovations of the last 25 years. Participatory budgeting contributes significantly to participatory democracy, inclusiveness processes and placemaking, but some factors limit the scale of these aspects. However, a relatively simple idea – that “ordinary citizens” should have a direct say in public budgets that impact them – has travelled the world by the most unexpected routes and landed in unlikely sites. There is no precise model for PB programmes. While there are similar tenets and institutional mechanisms, PB programmes are structured in response to each city or state’s particular political, social and economic environment. Therefore, it is necessary to consider to what extent PB strengthens the discussed processes, whether it allows reaching new, inactive groups of citizens and includes them in the decision-making process regarding shaping public spaces. The popularity of this tool carries the risk that it will be used to build the image of local government instead of significantly increasing the participation of citizens in deciding on local public spaces. The chapter aims to present and analyse participatory budgeting practices in four European and North American countries (Switzerland, Poland, North Macedonia and the United States of America) to show the role of PB in placemaking processes by the levels and forms of participation, the analysis of representativeness of PB participants (inclusiveness), placemaking impact and its level of digitisation. The proposed comparative analysis allows for assessing the importance of the tool for increasing social participation, which is participatory budgeting, for understanding its limitations and suggesting directions for its improvement to shape more inclusive, friendly and open public spaces. Este artigo tem como objetivo apresentar uma análise do riso no filme Coringa (Todd Phillips, 2019) enquanto paródia de elementos constituintes da sociedade atual, a qual incorpora uma sociedade humorística nos termos de Gilles Lipovetsky (2014) e onde os fenômenos do riso grotesco e dos Charivaris marcam presença sob formas reinventadas. Coringa apresenta diversos pontos de reflexão, dentre os quais, destacaremos o contexto social, onde a “leveza do humor” e o vínculo entre riso e violência prevalece. A atmosfera do humor (...) é a ambientação geral da atual sociedade, onde tudo precisa ter “graça” (os acontecimentos sérios, a vida política, as catástrofes etc.), uma sociedade humorística (LIPOVETSKY, 2014). Lipovetsky (2014) caracteriza essa sociedade por um clima de “leveza” geral. Mostraremos, porém, que o riso comumentemente assume sua face violenta, ou sob sua forma menos recorrente, o grotesco, apreendido sob o signo da inquietude, estranheza. Sua natureza é de denúncia, de apreensão do real (BAUDELAIRE, 1998); ou sob a outra mais comum, o riso de Charivari, que é de natureza grupal, segregadora e excludente, um riso inscrito na “lógica simbólica do ruído” que tem suas origens na Idade Média (GAUVARD, 1974; MINOIS, 2003). The Annual Biosemiotic Achievement Award was established at the annual meeting of the International Society for Biosemiotic Studies (ISBS) in 2014, in conjunction with Springer and Biosemiotics. It seeks to recognize papers published in the journal that present novel and potentially important contributions to biosemiotic research, its scientific impact and its future prospects. Se vorbește îndeobște mai mult despre un spirit al timpului (Zeitgeist) și amprenta acestuia asupra modului în care noi înțelegem și reflectăm lumea – asemenea cerului, al cărui joc de lumini și umbre oferă un contur de culoare lucrurilor. Nu trebuie însă să uităm solul din care ideile încolțesc și spiritul locului (Raumgeist) care le‐a animat creșterea. În acest orizont au loc întâlnirile, împlinirile, speranțele și dezamăgirile care ne edifică ca oameni și ne orientează busola căutărilor filosofice și spirituale. Există (...) roade pentru care dăm socoteală în secerișul vieții de zi cu zi și există resturi de care recolta zilei nu pare să ia seama – aparent neînsemnate pentru logica zilei, aceste resturi de roade sunt tocmai cele care la urmă, la apus, dau sens întregii strădanii. Avem sarcina existențială de a nu lăsa iarna vieții să se aștearnă pe resturile rămase în urma secerișului. Acesta este și imboldul volumului de față, care se dorește a fi un spicilegium, care în limba latină înseamnă „un mănunchi de resturi de spice rămase în urma recoltei”. Așadar, o antologie de paisprezece texte filosofice de diferite dimensiuni și subiecte, dar care reprezintă expresia unei comunități de cercetători, profesori, doctoranzi și pasionați de filosofie aduși împreună de filosofia studiată sau trăită cândva la Cluj‐Napoca. Chiar dacă este compus din texte eterogene, cititorul atent al acestui volum va putea sesiza cum spiritul acestui loc subîntinde toate tematizările: propensiunea față de idealism, profunzimea psihanalizei, subtilitatea fenomenologiei, pasiunea realist speculativă și fervoarea căutării autentice a binelui, adevărului și frumosului în lume, în gândire și artă sunt predispozițiile care însuflețesc și textele de față. - Dan Siserman. This paper explores a semiotic notion of body as starting point for bridging biosemiotic with social semiotic theory. The cornerstone of the argument is that the social semiotic criticism of the classic view of meaning as double articulation can support the criticism of language-centrism that lies at the foundation of biosemiotics. Besides the pragmatic epistemological advantages implicit in a theoretical synthesis, I argue that this brings a semiotic contribution to philosophy of mind broadly. Also, it contributes to overcoming the polemic (...) in linguistics between, loosely put, cognitive universalism and cultural relativism. This possibility is revealed by the recent convergence of various semiotic theories towards a criticism of the classic notion of meaning as double articulation. In biosemiotics, the interest to explicate meaning as multiply articulated stems from the construal of Umwelt as relying on the variety of sense perception channels and semiotic systems that a species has at its disposal. Recently, social semiotics developed an unexplored interest for embodiment by starting from the other end, namely the consideration of the modal heterogeneity of meaning. To bridge these notions, I employ the cognitive semantic notion of embodiment and Mittelberg’s cognitive semiotic notion of exbodiment. In light of these, I explore the possible intricacies between the biosemiotic notion of primary modeling system and concepts referring to preconceptual structures for knowledge organization stemming from cognitive linguistics. Further, Mittelberg’s concept of exbodiment allows for a construal of meaning articulation as mediation between the exbodying and embodying directions of mind. (shrink)

This book offers a conceptual history of compromise that demonstrates the connection between different understandings of compromise and corresponding differences in understandings of political representation.

This paper reconsiders semiotic modelling in light of recent scholarship on Charles Peirce, particularly regarding his concept of proposition. Conceived in the vein of Peirce’s phenomenological categories as well as of his taxonomy of signs, semiotic modelling has mostly been thought of as ascending from simple, basic sign types to complex ones. This constitutes the backbone of most currently accepted semiotic modelling theories and entails the further acceptance of an unexamined a priori coherence between complexity of cognition and complexity of (...) signification. Following recent readings of Peirce’s post-1900 semiotic, we engage in a discussion as to what are the limits of this approach. From Stjernfelt’s conception of the dicisign in nature, we derive a perspective that affords understanding the practice of modelling as a reciprocal interplay between decomposition of complexity and recombination into further complexity. This discussion is facilitated by the recent extrapolation of the constructivist concept of scaffolding in biosemiotics research. Cognition, we argue, begins with a fundamental irritation of trying to make sense of a structure that is more complex than what can directly be derived from experience and, in so doing, urges meaning-seeking processes. The yet unknown object is decomposed into more tangible objects and is subsequently reassembled from these more manageable conceptions of the object. In support of our argument, we discuss the notions of semiotic competences and resources in light of such a naturalized account of meaning-making. (shrink)

At workplaces where nanomaterials are produced or used, risk assessment and risk management are extremely difficult tasks since there is still limited evidence about the risks of nanomaterials. Measurement methods for nanoparticles are contested and safety standards have not yet been developed properly. To support compliance with the legal obligation of the employer to care for safe workplaces a large number of ‘soft’ regulatory tools have been proposed (e.g. codes of conduct, benchmarks, standards). However, it is not clear whether and (...) under which conditions soft regulation is complied with. This article discusses the potential advantages and drawbacks of soft regulation. It explores compliance issues when exposure measurement devices and other technology-related factors are involved. The exploration of three examples of soft regulation on occupational health and safety (a ministerial recommendation on preliminary exposure benchmarks, a nano-specific guidance of a chemical company and a public–private OHS guideline) shows that the capacity of the regulated parties to comply depends on the availability of appropriate technological devices and methods, technical expertise and other resources. When technological prerequisites are met, compliance is likely to increase. (shrink)

The choice to pursue fertility treatments is a complex one. In this paper I explore the issues of choice, agency, and gender as they relate to assisted reproductive technologies (ARTs). I argue that narrative approaches to bioethics such as those by Arthur Frank and Hilde Lindemann Nelson clarify judgments about autonomy and fertility medicine. More specifically, I propose two broad narrative categories that help capture the experience of encounters with fertility medicine: narratives of hope and narratives of resistance. This narrative (...) typology captures the inevitable conflict that women feel when they become subjects of fertility medicine. On the one hand, they must remain hopeful; on the other, they must not surrender themselves completely. Nelson's account of counterstories as narratives of resistance helps us see how women can reconcile the experience of a strong desire to have children with the desire to remain authentic and whole. Interest in proportionalism as an important trend in Catholic moral theology seems to have faded in the recent decade. This has led some to view it as a movement that was somehow defeated. I suggest that proportionalism's influence can still be seen in contemporary Catholic ethics, most noticeably in the current interest in virtue ethics, casuistry, and feminist ethics. I argue that proportionalism encouraged a reappraisal of the methodology for evaluating moral action in a direction that was more hospitable to (...) concerns about the particularity and context of the agent. A Short Modern History of Studying Sacrobosco’s De sphaera. The treatise generally known as De sphaera offered at the beginning of the 13th century a general image of the structure of the Cosmos. In this paper I’m first trying to present a triple stake with which this treaty of Johannes de Sacrobosco (c. 1195 - c. 1256). This effort is intended to draw a context upon the treaty on which I will present in the second part of this paper namely, (...) a short modern history of studying this treaty starting from the beginning of the 20th century up to this day. The first stake consists in the well-known episode of translation of the XI-XII centuries in the Latin milieu of the Greek and Arabic treaties. The treatise De sphaera taking over, assimilating and comparing some of the new translations of the texts dedicated to astronomy. The second consists in the fact that Sacrobosco`s work can be considered a response to a need of renewal of the curriculum dedicated to astronomy at the University of Paris. And the third consists in the novelty and the need to use the De sphaera treatise in the Parisian University’s curriculum of the 13th century. (shrink)

As case management is under development in France for elderly people, this study sets out to identify and analyse key situations responsible for ethical dilemmas for French case managers. We based our study on the analyses of individual interviews made with case managers and focus-group discussions, bringing together all case managers working in local organisations running for at least a year. We identified three situations giving rise to ethical dilemmas: in the order of importance, the refusals of care, the practicalities (...) of collecting and sharing personal data and the allocation of resources. These three situations can lead to conflict between the principle of beneficence and those of respect for autonomy, non-maleficence and justice. Desde o início da teorização freudiana, inibição, defesa e censura são processos que devem incidir sobre as pulsões. O primitivo pulsional precisa ser reprimido ou transformado. Este artigo problematiza a relação entre as pulsões sexuais e a defesa psíquica, ao longo do período pré-psicanalítico e da primeira tópica freudiana. Situamos o conflito entre sexualidade e repressão, apontado por Freud como característico das psiconeuroses, enquanto que nas neuroses atuais a angústia está relacionada a um registro quantitativo e não exatamente a um (...) conflito psíquico. Nesse caso, revela-se desencontros entre um sexual corpóreo e sua representação psíquica. Pretende-se, neste trabalho, evidenciar o caráter negativo das pulsões e pôr em relevo a natureza do antagonismo que se opõe às pulsões sexuais. A formulação das pulsões de autoconservação como aquilo que deve se contrapor às pulsões sexuais não esclarece completamente porque é imperativo que algo aconteça face às vivências pulsionais fundantes do aparelho. A satisfação em estado bruto acarreta prejuízos, tanto do ponto de vista psíquico quanto social; logo, a repressão das pulsões sexuais é condição necessária para a existência individual e coletiva. Evidencia-se assim algo específico do humano, afinal, se toda a natureza funciona afirmando o instinto, a espécie humana somente se desenvolve a partir de sua negação. A partir de tais construções teóricas, questiona-se se a psicanálise ainda permanece demasiadamente tributária de uma concepção de natureza revestida de pressupostos morais, sustentando a noção de que tenha que ser continuamente negada, afastada, coagida e domesticada, em prol de construções sociais bastante questionáveis, porém acatadas como necessárias. As narrativas fabulísticas foram transmitidas, no início, oralmente, pelos antigos. Assim que o homem começou a falar e a observar o que acontecia à sua volta, sentiu a necessidade em expor, através das fábulas, o comportamento humano. A presente pesquisa tem como objeto a exposição de alguns instrumentos, na fábula de Fedro “O boieiro e a Lebre”, que possibilitam em maior ou menor grau aproximar-se da oralidade. Julgamos que o texto, apesar de todas as limitações, não deixa de sugerir alguns (...) conceitos da análise da conversação através do diálogo, ou seja, há vestígios da oralidade no texto selecionado, embora o latim não seja mais falado. Convém enfatizar que a língua falada não deixa de estar refletida na fábula. (shrink)

The Supreme Court and lower courts have not articulated a clear or consistent framework for First Amendment analysis of speech restrictions in health care and with respect to abortion. After offering a coherent doctrine for analysis of speech restrictions in the doctor-patient relationship, this piece demonstrates how potential legislation restricting patient access to information from reproductive testing intended to limit “undesirable” reproductive choices would violate the First Amendment.

Two types of truth table task are used to examine people's mental representation of conditionals. In two within-participants experiments, participants either receive the same task-type twice (Experiment 1) or are presented successively with both a possibilities task and a truth task (Experiment 2). Experiment 3 examines how people interpret the three-option possibilities task and whether they have a clear understanding of it. The present study aims to examine, for both task-types, how participants' cognitive ability relates to the classification of the (...) truth table cases as irrelevant, and their consistency in doing so. Looking at the answer patterns, participants' cognitive ability influences their classification of the truth table cases: A positive correlation exists between cognitive ability and the number of false-antecedent cases classified as ?irrelevant?, both in the possibilities task and the truth task. This favours a suppositional representation of conditionals. (shrink)

O teórico Michael Löwy afirmou que o campo científico é social e politicamente condicionado, não sendo viável estabelecer um distanciamento entre ciência e ideologia. No atual momento, é possível visualizar a clareza dessa afirmação, na medida em que o campo científico se demonstra obstruído diante do cenário político vivenciado. O pensamento crítico e problematizador é tido como um perigo eminente perante a conjuntura conservadora e antidemocrática que se acentua. Com isso, a produção de pensamento crítico e o posicionamento de resistência, (...) diante da formação conservadora, assume a denominação de doutrinação, e o debate gerador de reflexão tende a ser calado, sobretudo se não confirmar a lógica dominante. Ao compreendermos a necessidade de reafirmar o teor questionador da produção de conhecimento, como elemento central na formação social, entende-se sua relevância na construção de um caminho democrático do pensamento social. Neste trabalho, buscamos levantar reflexões a partir de uma revisão bibliográfica, procurando entender produção de conhecimento em um período de anti-intelectualismo. Em contraposição ao conceito positivista de neutralidade do conhecimento, pretende-se investigar a relação dialética entre representação política e formação intelectual. Nossa concepção de pesquisa científica situa-se em um campo que não é neutro, mas permeado de diferentes concepções de mundo, de ser humano e de conhecimento, bem como engendrada por relações que ocorrem entre sujeitos, que propendem a produzir conhecimentos científicos a partir do seu lugar social, um lugar suficientemente privilegiado. Este trabalho se propõe examinar essas questões, ao referenciar a formação social como aspecto determinante na produção de conhecimento. Aponta-se à figura do intelectual orgânico como elemento essencial para pensar essa questão, ao salientar a contraposição ao retrocesso científico imposto no último período e a valorização do pensamento crítico, mais do que nunca como pensamento que resiste no campo da pesquisa e diante do sistema produtivista que o concebe. Contract cheating – outsourcing student assignments for a fee – presents a growing threat to the integrity of higher education. As contract cheating is based on students purchasing assignments that are original, traditional plagiarism detection tools remain insufficient to detect contract cheating. Part of the problem is that proving contract cheating is difficult. As a result, instructors may find it hard to prosecute students. To help address the problem, this conceptual paper builds upon extant scholarship on contract cheating and argues (...) that a novel evidence-based approach is needed. Such an approach should allow instructors to detect and prosecute cases of contract cheating effectively and efficiently. The paper then presents an outline of such an approach and calls it the “Doping Test” approach as it mimics some aspects of doping testing in professional sport. (shrink)

O presente artigo objetivou apresentar uma revisão sistemática da produção científica brasileira sobre a inclusão de crianças autistas no ensino regular, publicada entre os anos de 2010 e 2020. As buscas foram realizadas nas bases de dados SciELO, BIREME, Redalyc, EBSCO e Scopus, tendo como descritor “a inclusão de crianças autistas”. Após a verificação dos estudos, e contemplando-se os critérios de inclusão e exclusão da presente pesquisa, foram selecionados oito artigos. Nos principais resultados, pôde-se perceber que a maioria das pesquisas (...) empíricas utilizaram-se de métodos quantitativos e buscaram investigar se a relação das escolas regulares com a inclusão de crianças autistas nesse meio ocorre de forma positiva ou negativa. Outro dado importante foi a falta de preparação dos ensinos regulares frente à inclusão dessas crianças, no sentido de que muitos professores não se sentem aptos para trabalhar com estas. Por fim, discutiram-se os achados mais relevantes e propuseram-se novos temas para futuras pesquisas acerca deste tema. (shrink)

O Jornalismo Esportivo utiliza-se da memória como forma de fortalecer conceitos e ideias associadas ao futebol, aos clubes e seus torcedores. No Brasil, o diário esportivo Lance! recorreu ao passado na cobertura anterior da final do Campeonato Carioca de 2009, como parte da estratégia de lançamento de uma promoção. O trabalho avalia a produção, nesta circunstância, do discurso para atrair o torcedor do Botafogo.

A leitura pode ser analisada sob vários ângulos: social, pedagógico, cultural, cognitivo, dentre outros. Contudo, abordar os aspectos mencionados, em conjunto ou sequencialmente, demanda uma verticalização prodigiosa da pesquisa; por isso este artigo busca apenas apresentar e discutir alguns aspectos cognitivos relevantes para a prática leitora, dando ênfase à memória e, por isso mesmo, ao conhecimento prévio. Acreditamos que, conhecendo melhor os tipos de memória e não ignorando o vínculo necessário entre memória e conhecimento prévio, se torne mais viável para (...) o professor mobilizar meios eficazes para propor atividades de leitura compreensiva e, também, mais importante ainda, para mostrar e explicar aos alunos como fazer uma leitura desse tipo. A concepção subjacente à presente escolha decorre do entendimento de que a leitura é um processo sociocognitivo complexo não redutível a seu resultado imediato, obtido em testes padronizados e avaliado em termos positivos ou negativos, de modo negáabsoluto. Na verdade, não nos interessa exclusivamente conferir ao leitor a condição de leitor proficiente ou não, desconhecendo as práticas leitoras com as quais o sujeito testado tem ou teve contato até o momento. O que nos instiga e motiva, de fato, é o ensino-aprendizagem da compreensão do texto escrito. Assim, abordaremos ao longo deste artigo questões atinentes ao processamento cognitivo de textos, com a finalidade de elucidar a sua importância decisiva para o ensino-aprendizagem da habilidade de compreensão leitora, no contexto escolar. The principle of energy conservation is widely taken to be a se- rious difficulty for interactionist dualism (whether property or sub- stance). Interactionists often have therefore tried to make it satisfy energy conservation. This paper examines several such attempts, especially including E. J. Lowe’s varying constants proposal, show- ing how they all miss their goal due to lack of engagement with the physico-mathematical roots of energy conservation physics: the first Noether theorem (that symmetries imply conservation laws), its converse (that conservation (...) laws imply symmetries), and the locality of continuum/field physics. Thus the “conditionality re- sponse”, which sees conservation as (bi)conditional upon symme- tries and simply accepts energy non-conservation as an aspect of interactionist dualism, is seen to be, perhaps surprisingly, the one most in accord with contemporary physics (apart from quantum mechanics) by not conflicting with mathematical theorems basic to physics. A decent objection to interactionism should be a posteri- ori, based on empirically studying the brain. (shrink)

This commentary addresses the concept of learning stemming from Eva Jablonka and Simona Ginsburg’s theory of the emergence of consciousness. Jablonka and Ginsburg find strong support in biosemiotics for their argument that learning offers an evolutionary transition marker for the emergence of consciousness. Indeed, biosemiotics embraces a view on evolution that integrates both phylogeny and ontogeny. It does not polarize learning and evolving. At the same time, Jablonka and Ginsburg’s argument gives both biosemiotics and learning theory a shake, forcing scholarship (...) in these fields to tackle difficult questions on agency, selfhood, consciousness and anthropological difference. I explore some of the main questions that arise from this theoretical development, particularly in reference to Andrew Stables’ semiotic learning theory, which has been easily nested in a biosemiotic framework. The Gongsun Longzi is often considered the only extant work of the Classical Chinese “School of Names”, an early intellectual tradition mainly concerned with logic and the philosophy of language. The Gongsun Longzi is a heterogeneous collection of five chapters that include short treatises and largely fictive dialogues between an anonymous persuader and his opponent, which typically revolve around a paradoxical claim. Its value as a testimony to Early Chinese philosophy, however, is somewhat controversial due to the intricate textual history (...) of the text and our limited knowledge about its intellectual backgrounds. This volume gathers contributions by leading specialists in the fields of Classical Chinese philosophy, philology, logic, and linguistics. Besides an overview of the scholarly literature on the topic and a detailed account of the reception of the text throughout time, it presents fresh insights into philological and philosophical problems raised by the Gongsun Longzi and other closely-related texts equally attributed to the “School of Names”.
