Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. BackgroundNational Ethics Committees (NECs) offer important oversight and guidance functions and facilitate public debate on bioethical issues. In an increasingly globalized world where technological advances, multi-national research collaborations, and pandemics are creating ethical dilemmas that transcend national borders, coordination and the joining of efforts among NECs are key. The purpose of this study is to take stock of the current NEC landscape, their varying roles and missions, and the range of bioethical topics on which they deliberated since their inception.MethodsData on (...) the availability, functions, and ethical deliberations (publications) of NECs globally were gathered through a systematic search of NEC websites and through contacts known to the authors. The search was conducted in English, French, and Spanish. The data abstraction was done in Excel and included the NEC’s country, region, functions, and deliberations on bioethical issues. Deliberation topics were classified into thematic categories through an iterative process of regrouping to arrive at the main set of themes.Results124 NECs in 100 countries were identified. 44% of the NECs are in Europe and 47% are in high-income countries. Out of the 1108 retrieved publications, 40% were on bioethics in the context of research, followed by the clinic (28%) and public health issues (22%). The top five topics of these publications were: research ethics (124; 9%), genetics and genomics (62; 6%), organ transplantation (58; 5%), assisted reproductive technology (49; 4%), and end of life (36; 3%).ConclusionOur study makes an important contribution to understanding the current interests and functions of NECs and the range of their bioethics deliberations. By making the data publicly available through this publication, it allows users to conduct tailored analyses and queries based on their interests, and to seek and strengthen collaboration and exchange. It also makes the case for the fruitfulness of developing and maintaining a global repository of current and new deliberations to more effectively advance this field for the greater good of humanity, research, and public health. Há os que percebem na narrativa uma clara referência a uma jornada interior, empreendida pelo profeta, com vistas à renovação de seu chamado ou mesmo como um retorno às fontes da fé. No entanto, a análise das estratégias de construção da narrativa pode levar ao propósito da mensagem conforme engendrada pelo narrador. O presente artigo consiste em (...) uma leitura de 1 Reis 19,1-21. O objetivo é questionar o texto a partir do instrumental oferecido pelo método da análise narrativa, com vistas a explicitar as estratégias escolhidas pelo narrador e seus efeitos sobre o leitor implícito, procurando não perder de vista as particularidades da narrativa bíblica. Além disto, pretende-se identificar o caminho que está proposto ao leitor atual, destacando a catequese envolvida na perícope. O medo na vida do fiel pode conduzi-lo para fora do lugar da obediência. Narrativa bíblica. Análise narrativa.At first glance, the message contained the episode in which the prophet Elijah flees to the desert and reaches the Mount Horeb seems to be obvious. There are some who face the narrative as a clear reference to an inner journey undertaken by the Prophet in order to renew his call or return to the sources of faith. However, the analysis of narrative strategies can lead to the message purpose as designed by its narrator. This article presents a reading of 1 Ki 19,1-21. It aims to question the text by using the tools offered by narrative analysis method in order to highlight chosen strategies and their impact on implied reader, considering the particularities of biblical narrative. The goal is also to identify the path or catechesis proposed to the current reader. The presence of fear in the believer’s life can lead him astray from obedience place. Divine intervention, however, indicates the possibility of getting back on track believer’s distorted thoughts about himself, his mission and God. Keywords: Prophet Elijah. Biblical narrative. Pollution, higher traffic noise, or a poisoned river are all examples of externalities---costs which are imposed by an action but which are not built in to the price of that action. One of the problems of economic theory is whether, when analysing the desirability of a new road, for example, the costs that occur as externalities can be fully incorporated into the price of that road. This work uses microgenetic study of classroom learning to illuminate (1) the role of pre-instructional student knowledge in the construction of normative scientific knowledge, and (2) the learning mechanisms that drive change. Three enactments of an instructional sequence designed to lead to a scientific understanding of thermal equilibration are used as data sources. Only data from a scaffolded student inquiry preceding introduction of a normative model were used. Hence, the study involves nearly autonomous student learning. In two classes, students developed (...) stable and socially shared explanations (“causal schemes”) for understanding thermal equilibration. One case resulted in a near-normative understanding, while the other resulted in a non-normative “alternative conception.” The near-normative case seems to be a particularly clear example wherein the constructed causal scheme is a composition of previously documented naïve conceptions. Detailed prior description of these naive elements allows a much better than usual view of the corresponding details of change during construction of the new scheme. A list of candidate mechanisms that can account for observed change is presented. The non-normative construction seems also to be a composition, albeit of a different structural form, using a different (although similar) set of naïve elements. This article provides one of very few high-resolution process analyses showing the productive use of naïve knowledge in learning. (shrink)

Although Hildebrand’s language differs from that of Plato, the ideas are very similar, given that both are moral absolutists who think that moral eidê are ante rem rather than in re. They agree on the structure of the moral realm and have identical views on participation of the ideal in the real. They also have similar ideas on man’s (...) relationship towards the moral realm. Economic theory has generally acknowledged the role that institutions have in shaping economic space. The distinction, however, between physical and institutional descriptions of economic activity has not received adequate attention within the mainstream paradigm. In this paper I show how a proper distinction between the physical and institutional space in economic models will help clarify the concept of externality and provide a better interpretation of the relationship between externality and nonconvexity. I argue that within the Arrow-Debreu framework externality should be (...) viewed as incongruence between the physical and institutional descriptions of the economic space. I also argue that, contrary to conventional wisdom, detrimental externality has no special association with nonconvexity. Starrett's (1972) fundamental nonconvexity has to do with the specific institutional structure of Arrow markets rather than the detrimental nature of externality. Indeed, Arrow markets may not eliminate externalities. In a similar vein, it is not detrimental externality, however intense, that causes the production possibility set to become nonconvex, as argued by Baumol and Bradford (1972), but the particular interpretation of intensity that would make even conventional production possibility sets nonconvex. These points become apparent when one distinguishes between the convexity of the physical and institutional production sets. (shrink)

Since the nineteenth century, moral philosophy in the Western world has been dominated by utilitarianism, Kantianism, and relativism. Only a few philosophers have been able to escape from this Procrustean bed. Foremost among these few is Nicolai Hartmann. Together with Henri Bergson and Martin Heidegger, Hartmann was instrumental in restoring metaphysics. Hartmann's metaphysics differs markedly from that of both Bergson and Heidegger, in his indebtedness to Plato. In 1926, Hartmann published a massive treatise, Ethik, which was translated into English by (...) Stanton Coit and published as Ethics in 1932. Ethics is probably the most outstanding treatise on moral philosophy in the twentieth century. The central concept of the book is "value." Drawing upon the pre-modern view of ethics, Hartmann maintains that values are objectively given, part and parcel of the order of being. We cannot invent values, we can merely discover them. The first part of Ethics is concerned with the structure of ethical phenomena and criticizes utilitarianism, Kantianism, and relativism as misleading approaches. After some introductory thoughts concerning the competence of practical philosophy, Hartmann discusses the essence of moral values, including their absoluteness and ideal being, and the essence of the "ought." Hartmann is both controversial and compelling. He provides a moral philosophy that rejects the subjectivism of the ruling approaches, without taking recourse to older theological notions on the foundation of the ethical. In sum: Hartmann's Ethics constitutes an impressive and preeminent contribution to moral philosophy. (shrink)

Hartmann outlines the main features of the chief virtues, and shows that the moral disposition required in any exigency is always a specific synthesis of various and often conflicting values. Specifically describing fundamental moral values-such as goodness, nobility, and vitality-and special moral values-such as justice, wisdom, courage, self-control, trustworthiness, and modesty-Hartmann takes theoretical philosophy and brings it very much into the realm of the practical. A compelling and insightful volume, Moral Values remains an essential contribution to the moral and ethical literature of the twentieth century. El ensayo ofrece una mirada histórico-crítica sobre las transformaciones que condujeron desde el kitsch de principios del siglo XX hasta el neokitsch contemporáneo: desde la génesis del kitsch hasta su afirmación como una de las manifestaciones más tangibles de la cultura de masas. The essay offers a historical-critical look at the transformations that led from the early twentieth century kitsch to the contemporary neokitsch: from the genesis of kitsch to its affirmation as one of the most tangible manifestations of mass culture. We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. The generality problem is commonly considered to be a critical difficulty for reliabilism. In this paper, we present a dynamical perspective on the problem in the spirit of naturalized epistemology. According to this outlook, it is worth investigating how token belief-forming processes instantiate specific types in the biological agent’s cognitive architecture and background experience, consisting in the process of attractor-guided neural activation. While our discussion of the generality problem assigns “scientific types” to token processes, it represents a unified account in (...) the sense that it incorporates contextual and common sense features emphasized by other authors.
