Since its inception in 2010, the Network for Public Health Law has aligned with federal, state, tribal, and local public health practitioners to assess how law can promote and protect the public’s health. In 2013, Network authors illustrated major trends in public health laws and policies emanating from an internal assessment of thousands of requests for technical assistance nationally. More recently, the Robert Wood Johnson Foundation has invited the Network and other partners to consider new ideas and strategies toward building (...) a “culture of health.” Per Figure 1, RWJF’s conception of a culture of health emphasizes key action areas essential to the promotion of health across all sectors and diverse populations. But a close analysis of the debates Anabaptists had with Magisterial Reformers shows that the Anabaptists developed an extensive history of baptism using church fathers. They attempted to show that adult baptism was the norm in the earliest centuries of the church and that infant baptism was the innovation away from the Bible. This debate was about who had inherited the biblical faith around baptism.

We report the identification of a recurrent, 520-kb 16p12.1 microdeletion associated with childhood developmental delay. The microdeletion was detected in 20 of 11,873 cases compared with 2 of 8,540 controls and replicated in a second series of 22 of 9,254 cases compared with 6 of 6,299 controls. Most deletions were inherited, with carrier parents likely to manifest neuropsychiatric phenotypes compared to non-carrier parents. Probands were more likely to carry an additional large copy-number variant when compared to matched controls. The clinical (...) features of individuals with two mutations were distinct from and/or more severe than those of individuals carrying only the co-occurring mutation. Our data support a two-hit model in which the 16p12.1 microdeletion both predisposes to neuropsychiatric phenotypes as a single event and exacerbates neurodevelopmental phenotypes in association with other large deletions or duplications. Analysis of other microdeletions with variable expressivity indicates that this two-hit model might be more generally applicable to neuropsychiatric disease. © 2010 Nature America, Inc. Assuming that there is a single relation between members of each of these pairs, is the relation “strict” identity, “contingent” identity or something else?1 Although this question has generated substantial controversy recently,2 I believe that there is philo- sophical gain to be had from thinking through (...) the issues from scratch. Many of the charges and countercharges are based on the following dichotomy: For any x and y that are related as the lump of clay is to the statue that it makes up, either x is identical to y, or x and y are separate entities, independent of each other. By giving up this dichotomy, we will be able to begin to make sense, I hope, of an intermediate unity relation that holds promise for solving a raft of philosophical problems, including the problem of how persons are related to their bodies.3 And if I am correct, then this relation—constitution without identity—is ubiquitous and interesting in its own right, apart from the light that it sheds on human persons. In his provocative book, Against Decolonisation, Olúfẹ́mi Táíwò laments how a concept that once referred to escaping political and economic subjugation by powerful states has come to mean something far less precise. According to Táíwò, “because modernity is conflated with Westernism and with ‘whiteness’—and all three with colonialism—decolonisation (the negation of colonialism) has become a catch-all idea to tackle anything with any, even minor, association with the ‘West.’” Táíwò argues that such undisciplined uses of “decolonization” have a perverse effect, stymieing (...) attempts to understand, let alone improve, the situation of formerly colonized peoples. I am John's[3] brain. In the flesh, I am just a rather undistinguished looking grey/white mass of cells. My surface is heavily convoluted and I am possessed of a fairly differentiated internal structure. John and I are on rather close and intimate terms; indeed, sometimes it is hard to tell us apart. But at times, John takes this intimacy a little too far. When that happens, he gets very confused about my role and functioning. He imagines that I organize (...) and process information in ways which echo his own perspective on the world. In short, he thinks that his thoughts are, in a rather direct sense, my thoughts. In colonial states and settings, constitutional arrangements are often forged within contexts that serve to maintain structural racism against Indigenous people. In 2013 the New Zealand government initiated national conversations about the constitutional arrangements in Aotearoa. Māori leadership preceded this, initiating a comprehensive engagement process among Māori in 2010, which resulted in a report by Matike Mai Aotearoa which articulated a collective Māori vision of a written constitution congruent with te Tiriti o Waitangi by 2040.This conceptual article explores the Matike (...) Mai Aotearoa report on constitutional transformation as a novel means to address structural racism within the health system as a key domain within the constitutional sphere. Matike Mai suggests alternative conceptual structural formations through its focus on the kāwanatanga, the relational and the tino rangatiratanga sphere. This framework is informed by a range of Indigenous ethical values such as tikanga, belonging, and balance that can usefully inform the redesign of the health sector.We assert that constitutional transformation and decolonization are potentially powerful ethical sources of disruption to whiteness and structural racism. We argue that, to eliminate entrenched health disparities, change processes need to be informed by the Indigenous inspirations expressed in the Matike Mai report. (shrink)

Background: Low rates of participation of adolescents and young adults (AYAs) in clinical oncology trials may contribute to poorer outcomes. Factors that influence the decision of AYAs to participate in health research and whether these factors are different from those that affect the participation of parents of children with cancer. Methods: This is a secondary analysis of data from validated questionnaires provided to adolescents (>12 years old) diagnosed with cancer and parents of children with cancer at 3 sites in Canada (...) (Halifax, Vancouver, and Montreal) and 2 in the United States (Atlanta, GA, and Memphis, TN). Respondents reported their own research participation and cited factors that would influence their own decision to participate in, or to provide parental authorization for their child to participate in health research. Results: Completed questionnaire rates for AYAs and parents were 86 (46.5%) of 185 and 409 (65.2%) of 627, respectively. AYAs (n = 86 [67%]) and parents (n = 409 [85%]) cited that they would participate in research because it would help others. AYAs perceived pressure by their family and friends (16%) and their physician (19%). Having too much to think about at the time of accrual was an impediment to both groups (36% AYAs and 47% parents). The main deterrent for AYAs was that research would take up too much time (45%). Nonwhite parents (7 of 56 [12.5%]) were more apt to decline than white parents (12 of 32 [3.7%]; P < .01). Conclusions: AYAs identified time commitment and having too much to think about as significant impediments to research participation. Addressing these barriers by minimizing time requirements and further supporting decision-making may improve informed consent and impact on enrollment in trials. (shrink)

This piece offers a critique of what is commonly the structure of introductory philosophy textbooks, syllabi, and courses. The basic criticism is that this structure perpetuates the systematic devaluing of the views of historically marginalized and exploited people. The form my critique takes is that of a referee report on a hypothetical manuscript for an introductory philosophy textbook, authored by “Dr. Unspecified.” I examine what the manuscript chooses to focus on and what it chooses to omit from discussion. I thereby (...) outline much of the content typically used to introduce newcomers to philosophy, while illustrating that presenting exclusively that content supports a prejudiced view of philosophy. I try to show how this representation of philosophy marginalizes the concerns and insights of many and reinforces the disproportionate extent to which those who can do philosophy for a living are white, straight, men with typical body morphology. My report also identifies various ways that the content of an introductory philosophy textbook or course could be modified or supplemented in light of the sort of critique my report makes. (shrink)

What is African American Politics? What form should it take? How does it conceptualize white supremacy? In In the Shadow of Du Bois, Robert Gooding-Williams uses the work of W. E. B. Du Bois and Fredrick Douglass to provide answers to these questions. While the choices of Douglass and Du Bois make a great deal of sense, they reproduce the tendency of confining political theory to literature – a move that bounds the genre in problematic ways. FREY Can economic activity be virtuous? Can the pursuit of commerce and profits be moral? Both Hume and Adam Smith are agreed that Britain will live or die as a trading nation, and trade requires the harvesting or production of goods with which to trade. This in turn requires that people be motivated (...) to harvest or to produce these goods, and neither Hume nor Smith give any evidence of believing that people are motivated by a general love of mankind, an extensive sympathy, or a broadly-encompassing benevolence to produce them. Indeed, quite the opposite appears to be the case: both writers think the pursuit of luxury, wealth, and the general riches of life have much more to do with the harvesting and production of goods for trade than does any widespread, general concern for the well-being of others. And this fact leads straightforwardly to the question I want to consider, namely, whether this kind of what I shall call economic motivation is compatible with moral motivation.1 In Smith, our question can be seen as leading to what is sometimes called the "Adam Smith problem" (which on another occasion I should want to argue is a pseudo-problem). The Theory of Moral Sentiments gives an account of moral motivation in which sympathy and/or benevolence plays an integral role, whereas in The Wealth of Nations self-love is very much to the fore. No remark in Smith is better-known than his statement of this latter position: R. G. Frey It is not from the benevolence of the butcher, the brewer, or the baker, that we expect our dinner, but from their regard to their own interest. We address ourselves, not to their humanity but to their self-love, and never talk to them of our own necessities but of their advantages.2 Now it has sometimes been suggested that the way to solve this problem is to keep economics and ethics separate, to try to confine economic activity to a domain about which, in essence, we do not ask ethical questions. But to most of us this clearly will not do; the whole point is that we do want to ask ethical questions about economic activity. That is, in pursuing their trades, it must be possible for the butcher, brewer, and baker to be acting morally; otherwise, commerce and virtue will be incompatible, and in enjoining us to take up and to pursue the former vigorously Hume and Smith would be advocating immorality. Again, neither writer gives any evidence of taking himself to be advocating any such thing. It must be possible, then, for motivation by selflove to be moral, if a vibrant, prosperous nation is to result from and to propagate further commerce and trade. If the cost of morality is penury and a life of dreadful unhappiness, then while such a life may recommend itself to one consumed with the monkish virtues, it is far from clear that it would recommend itself to the rest of us. I am interested here in Hume and in one possible way of construing his remarks on self-love in An Enquiry Concerning the Principles of Morals.3 But first a few words on Mandeville are necessary, since it is he who sets the terms of the debate over the compatibility of moral and economic motivation. In The Fable of the Bees,4 Mandeville praises vice (or the pursuit of selfinterest ) in the cause of national prosperity and castigates virtue as threatening to undermine prosperity. Employing an egoistic account of man's passions and motivation, he argues that individual pursuit of self-interest or vice produces public benefits. Pride, avarice, and the pursuit of enjoyment, luxury, and the fine things of life create economic activity, jobs, and economic and social opportunities, and these in turn benefit society. In conventional identity politics subjective differences are understood negatively, as gaps to be overcome, as lacks of sameness, as evidence of failed or incomplete unity. In _Alterity Politics _Jeffrey T. Nealon argues instead for a concrete and ethical understanding of community, one that requires response, action, and performance instead of passive resentment and unproductive mourning for a whole that cannot be attained. While discussing the work of others who have refused to thematize difference in terms of the possibility or impossibility (...) of sameness—Levinas, Butler, Derrida, Foucault, Deleuze, Guattari, Zizek, Jameson, Heidegger, Bakhtin—Nealon argues that ethics is constituted as inexorable affirmative response to different identities, not through an inability to understand or totalize the other. _Alterity Politics_ combines this theoretical itinerary with crucial discussions of specific and diverse sites of literary and cultural production—the work of William S. Burroughs, Amiri Baraka, Andy Warhol, Ishmael Reed, Rush Limbaugh, and Vincent Van Gogh—along with analyses of the social formation of subjects as found in identity politics, and in multicultural and whiteness studies. In the process, Nealon takes on a wide variety of issues including white male anger, the ethical questions raised by drug addiction, the nature of literary meaning, and the concept of “becoming-black.” In seeking to build an ethical structure around poststructuralist discourse and to revitalize the applied use of theoretical concepts to notions of performative identity, _Alterity Politics_ marks a decisive intervention in literary theory, cultural studies, twentieth-century philosophy, and performance studies. Hare used his thesis of universalizability to generate specific normative results and a defense of utilitarianism. To accomplish the latter task, he enjoined that one consider oneself in various roles in a given situation, and that the concluding judgment must be one that is affirmable in any of the various roles.
