This paper examines ethical, legal and economic dimensions of the decision facing employers regarding whether it is appropriate to monitor the electronic mail (e-mail) communications of its employees. We review the question of whether such monitoring is lawful. Recent e-mail monitoring cases are viewed as a progression from cases involving more established technologies (i.e., phone calls, internal memoranda, faxes and voice mail).The central focus of the paper is on the extent to which employer monitoring of employee e-mail presents (...) a structure of costs and benefits to the employer which are unlikely to make such a practice profitable or practical to the employer. Gandhi's background and his thinking aboutswadeshi andswaraj. Gandhi's ideas, which emerged out of an "Indic" meta-cultural background, are based on an emphasis on equity. Gandhi's syncretic Indic background includes a belief in what Bateson, writing about Bali, Indonesia, has called the "steady state." Development activities should be carried out in a phased manner that does not disturb the beneficial aspects of dynamic equilibrium, but that does promote "positive development." A.T. is particularly useful within the context of a basic needs approach to international development because use of A.T. is probably more likely to lead to equitable growth. The "economic growth" strategy, utilizing "advanced technology" exclusively, has caused unemployment and has not led to effective "trickle down," much less "high mass consumption." In many developing countries the poorest 20% of the population are worse off in 1990 than they were in 1980. By making use of the "advantage of backwardness" and viewing development in terms of long-term impacts, a basic needs approach using A.T. is more likely to lead to a positive impact on third world food systems than a pure "economic growth" strategy. The article gives a definition of the technical and economic potential of the application of the deforming broaching process. Research of the consequences of introducing deforming broaching into technological processes at manufacturing enterprises is carried out on the basis of application of system resource and matrix approach. On the basis of the performed researches, a methodological basis for the economic evaluation of the results of applying deforming broaching on the pro-duction has been developed. The article has improved the (...) well-known scientific and methodological foundations for the determination of technical and economic results of the application of deforming broaching due to the complex identifica-tion of production-organizational decisions - in technical and forms of evaluation in economic spheres. The developed approach gives an opportunity to more accu-rately assess the economic effect of introducing deforming broaching on the min-ing, metallurgical and machine building industries. This work focuses exclusively on the modern economic aspects of imperialism. We define it as a persistent and long-term net appropriation of surplus value by the high-technology imperialist countries from the low-technology dominated countries. This process is placed within the secular tendential fall in profitability, not only in the imperialist countries but also in the dominated ones. We identify four channels through which surplus value flows to the imperialist countries: currency seigniorage; income flows from capital investments; (...) unequal exchange through trade; and changes in exchange rates. We pay particular attention to the theorisation and quantification of international UE and of exchange-rate movements. Concerning UE, we extend Marx’s transformation procedure to the international setting. We use two variables in the analysis of UE: the organic composition of capital and the rate of exploitation, and we measure which of these two variables is more important in contributing to UE transfers. We research a time span longer than in any previous study. We also introduce the distinction between narrow and broad unequal exchange according to whether two countries are assumed to trade only with each other or also with the rest of the world. As for the analysis of the exchange rates as a channel for appropriation of international surplus value, we reject conventional approaches because they are rooted in equilibrium theory. We find very strong empirical evidence that exchange rates tend towards the point at which the productivities are equalised. This is only a tendency because this equalisation is inherently incompatible with the nature of imperialism. Finally, given its topicality, we apply our analysis to the relation between the US and China and find that China is not an imperialist country according to our definition and data. (shrink)

Druhou hlavnou témou je informačný sektor, kde skúmame využitie informačných technológií a umelej inteligencie vo vojne. Tretím (...) aspektom je ekonomická stránka vojny, kde opisujeme zdroje financovania ruskej armády, obchody prebiehajúce vo vojenskom sektore, ale aj dopady opatrení spojené s konfliktom na Ukrajine: sankcie, zákaz využívania SWIFT systému a podobne. The commodification of science—often identified with commercialization, or the selling of expertise and research results and the “capitalization of knowledge” in academia and beyond—has been investigated as a threat to the autonomy of science and academic culture and criticized for undermining the social responsibility of modern science. In From Commodification to the Common Good, Hans Radder revisits the commodification of the sciences from a philosophical perspective to focus instead on a potential alternative, the notion of public-interest science. Scientific knowledge, he (...) argues, constitutes a common good only if it serves those affected by the issues at stake, irrespective of commercial gain. Scrutinizing the theory and practices of scientific and technological patenting, Radder challenges the legitimacy of commercial monopolies and the private appropriation and exploitation of research results. This paper, the first of two on science and technology in Modern China, sets out to estimate the success of China's technology strategy since 1949. It focuses on a clarification of such key terms as ‘appropriate technology’ and ‘alternative technology’. We argue that any statement about technology policy or its success involves an analysis of institutions as well as physical artifacts or production processes. A review of Chinese economic development in terms of technological (...) phases suggests that recent changes designed to improve the capacity of the Chinese technological system to absorb advanced technology from outside are not, in fact, a denial of the past, but are one measure of the reasonable success of past technological strategies. Drawing on William F. Ogburn's cultural lag thesis, an inherent conflict is proposed between the rapid speed of modern technological advances and the slower speed by which ethical guidelines for utilization of new technologies are developed. Ogburn's cultural lag thesis proposes that material culture advances more rapidly than non-material culture. Technology is viewed as part of material culture and ethical guidelines for technology utilization are viewed as an adaptive aspect of non-material culture. Cultural lag is seen as a (...) critical ethical issue because failure to develop broad social consensus on appropriate applications of modern technology may lead to breakdowns in social solidarity and the rise of social conflict. Reasons for cultural lag between technology and ethics include the social structural and market conditions under which each are developed. The thesis is illustrated by reviews of technological trends involving computer-telecommunications electronics and bio- genetic engineering, and the implications of these and other technologies for privacy rights, electronic commerce, control of essential resources and social definitions of life are discussed. The Dark Posthuman: Dehumanization, Technology, and the Atlantic World explores how liberal humanism first enlivened, racialized, and gendered global cartographies, and how memory, ancestry, expression, and other aspects of social identity founded in its theories and practices made for the advent of the category of the posthuman through the dimensions of cultural, geographic, political, social, and scientific classification. The posthuman is very much the product of world-building narratives that have their beginnings in the commercial franchise and are fundamentally (...) rooted in science, governance, and economics around the hegemonic appropriation of environments and commodification of bodies that initially fuelled white settler life worlds and continue to be operational in the way we conceive of these worlds as continuous ontological formations. The want has always been for ownership of any of these dimensions of being without regard to condition, to not remain stranded as the subsidiary of another's being, to another's claim to humanity, and finally, to escape the suffocating confines of an instrumental ontology that suggests a subcategory of humanity without rights onto itself. The Dark Posthuman distinguishes the posthuman's place within both the liberal and neoliberal imaginary and reveals how its appearance first entrenched itself through the avarice of English settler colonialism, and subsequently, through the paranoia of American slavery. This same figure of the posthuman played a crucial role in the functional adaptation of Cold War behavioural cybernetics, and thereafter, in the fetishization of technology within the era of global financialization. The shadowing of this arrangement during and beyond the long duration of humanity's domination of this world becomes the structural web work of this book. Stephanie Polsky is an interdisciplinary writer and academic working in the areas of Media Studies and Visual Culture. Her work explores the confluence of power around race and gender as technologies of governance. She has lectured widely in media and cultural studies, critical theory, and visual culture at a number of prestigious institutions including Goldsmiths University, Regent's University London, University of Greenwich, and Winchester School of Art. Handling the impacts and consequences of technology has become a problem of political, social and scientific relevance since the Sixties. The earlier assumption that technological evolution would automatically lead to social and human progress in an emphatic sense can no longer be sustained. The ambivalence of technology has become a standing topic in the public, philosophical and scientific debate .In this situation new challenges to technology policy are emerging. Functions of an `early warning' with respect to the (...) risks or potentials of new technologies or to ways of avoiding or, at least, resolving technology conflicts by compromise have been postulated . Technology policy pursued by parliament or government, therefore, is in need of scientific consultation . Since the Seventies a number of institutions in this field have been founded , either primarily as parliamentary bureaus of knowledge-transfer to the decision-makers , as networks with a low degree of institutionalization or as independent scientific institutes .The scientific discussion on how to acquire and establish orientational knowledge for decision-makers facing the ambivalence of technology is sectoralized into two branches: the ethics of technology and technology assessment . These two branches are based on fundamentally different assumptions concerning how to give orientation to technology policy: the philosophical ethics, of course, emphasizes the normative implications of decisions on technology and the importance of moral conflicts , while technology assessment relies mainly on sociological or economic research .Both approaches have largely been developed and practised without regard to one another. In Germany, at the beginning of the Nineties the conceptual discussion around these questions was initiated. At first, a lot of misunderstandings appeared, both parties fundamentally criticizing each other, often one denying the competence of the other to deal appropriately with technology problems . In this paper the conflict is analyzed by looking at the situation in Germany, summarizing and weighing the main arguments which have been brought up by TA and the ethical approach to technology.As a result it will be shown that both are partly right, whereby the relative weight of both approaches in their capacity to give orientation is dependent on contextual circumstances. A non-reductionistic overall approach must take into account the normative aspects of the ethics of technology when handling moral conflicts as well as the need for operationalization, concreteness and established knowledge about the processes of “managing technology in society” postulated by TA. The scientific development of 3D bioprinting is rapidly advancing. This innovative technology involves many ethical and regulatory issues, including theoretical, source, transplantation and enhancement, animal welfare, economic, safety and information arguments. 3D bioprinting technology requires an adequate bioethical debate in order to develop regulations in the interest both of public health and the development of research. This paper aims to initiate and promote ethical debate. The authors examine scientific aspects of 3D bioprinting technology and explore (...) related ethical issues, with special regard to the protection of individual rights and transparency of research. In common with all new biotechnologies, 3D bioprinting technology involves both opportunities and risks. Consequently, several scientific and ethical issues need to be addressed. This chapter is a product of a study undertaken to investigate the influence of gender related factors as regards to adoption of fish farming technology in selected villages of Morogoro Region, Tanzania. Data for this chapter had been collected in various studies conducted earlier and results published by the author about the study area from November 2005 to May 2008. These data were supplemented by primary data which had been collected by the author but not used before, and secondary (...) information from other sources. Descriptive statistics was used to report findings and data were validated by the level of significance and mean percentages. The overall results indicate that the adoption of fish farming technology was not gender neutral. More specifically, the results revealed that the probability of women to adopt fish farming technology was higher than that of men. This was likely because fish farming met women objectives of food security, immobility as they attend to household chores, and lack of alternative opportunities among themselves. Yet, women had lesser access to resources necessary for adoption of fish farming technology and were less reached by extension services than men. This was mainly attributed to the kinship system which favoured men than women, lack of legal information on ownership of productive resources and social-cultural and economic barriers to adoption among women such as high levels of illiteracy, low formal education, immobility, poverty in terms of low income and very heavy workload. In addition, although women participated in all activities of fish farming, men controlled income accruing from the activity. Three recommendations emerge from this study: First, there has to be alignment of extension methodology and activities to the task, needs, objectives, appropriate time and place and socio-cultural and economic barriers of women to technology adoption. Extension staff should be trained to take such aspects into account and plan for training sessions at times and locations suitable for women. Secondly, socio-cultural and economic barriers that hinder women’s access to productive resources should be identified and dealt with during project design. Finally, efforts should be made by women and other organizations to ensure that they are heard and they should exert pressure, through advocacy and lobbying, in order to bring equal distribution of income accruing from using fish farming technology. In contemporary society, information unsurprisingly morphed into commodity. The IT industry that functions in the market economy and that perceives information as commodity encountered numerous problems that are related to specific features of information. These problems triggered two parallel developments aiming at the protection of intellectual property claimed for the creation of informational contents. On the one side, traditional intellectual property laws were expanded to cover certain aspects of privately owned or privately claimed cultural information. On the other side, (...) new technological devices were developed to provide technological protection for information defined as private property. Tensions and rivalry between both areas of regulation, legal and technological, became particularly visible within the debate about Digital Rights Management (DRM). This debate emerged as a response to institutionalized legal protection of intellectual property that was frequently perceived in the concerned industry as rigid and inadequate. Nowadays, tensions between legal and technological means of protection remain problematic in the emerging law of information. These tensions are rooted in mutually excluding economic interests, yet also in the concepts in which they are expressed and regulated. Therefore, this essay analyzes processes of concept creation in the named approaches to information perceived as commodity. It shows that the adequate solution of regulatory problems depends upon the clarification of conceptualization processes in legislative initiatives rather than on compromises related to economic interests of stakeholders taking part in the debate about the appropriate attribution of digital property rights. This essay concludes upon the idea that legislative measures constitute the most efficient mechanism to regulate social conflicts, not only in the area of digital law. As a further consequence of this finding, the author proposes an overhaul of the concept of copyright as the first step towards a better conceptual framing of the law of cultural contents. (shrink)

The hydrogen economy has received increasing attention recently. Common reasons cited for investigating hydrogen energy options are improved energy security, reduced environmental impacts, and its contribution to a transition to sustainable energy sources. In anticipation of these benefits, national and local initiatives have been launched in the United States, creating pilot “roadmaps” and technology partnerships to explore hydrogen economy platforms. Although hydrogen can provide several positive improvements over a carbon- or uranium-based energy system, several problems are also likely. As (...) well, competitive technologies (e.g., hybrid vehicles) may offer comparatively greater economic and/or environmental advantages. Before policies to advance a hydrogen energy economy proceed, it is vital that all aspects of hydrogen be compared with other available alternatives. Important questions to ask in this regard are whether a hydrogen economy can fulfill key energy needs and whether there are appropriate roles for hydrogen to play in a sustainable energy future. This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial aspects (...) of ICT development, applications and management. These include arguments about how we should conceptualize ICTs on the basis of their different roles in extending human communication and in performing or facilitating the remote control of humans and animals, machines and systems operations; about the entanglement between telecommunications, transport networks, urban development and work and organization; and about the relations between ICTs, culture and human values. The problems of transhumanism cannot be considered in isolation from the very rapidly changing advancements of modern technology which has become an immanent part of the modern scientific paradigm and is beginning to affect all people more and more. Focusing the discussion on epistemological and ethical issues alone, while identifying the utopian assumptions of the transhumanism ideology, does not allow to create any useful tools that could restrain the negative phenomena in the world of technoscience. Understanding certain technological concepts (...) developed in environments sensitive to the transhumanist ideas requires appropriate expertise. Many of them touch on the most important aspects of Christian anthropology. In order to understand them properly, it is necessary to investigate the most important results of scientific research carried out in the last few years in the largest scientific laboratories. Economists have long treated technological phenomena as events transpiring inside a black box and, on the whole, have adhered rather strictly to a self-imposed ordinance not to inquire too seriously into what transpires inside that box. The purpose of Professor Rosenberg's work is to break open and examine the contents of the black box. In so doing, a number of important economic problems be powerfully illuminated. The argument is put forward in three steps: First, I show the importance of the (...) new technology's discursive integration, arguing that the development of specialized electric discourse led to a social shaping of technology that was highly compatible with generalized cultural patterns of late nineteenth-century Swiss society. The expressive dispositions and instituted means of expression that constitiute the elextric discourse were constantly pursuing and achieving effective resonances in other discursive fields. This allowed for a solid integration of the electrotechnical discourse in late nineteenth-century Swiss society.Second, I argue that electrotechnology was modeled in such a way that it became coupled with existing technological practices, such as the national mapping endeavor, the urban gas and water supply, the sewer system, and the telegraphic networks. It is noteworthy that making electrotechnology compatible with other technological practices led not only to similar patterns in the design and management of both the old and the new technologies but also to operated with the existing water supply station.Using the example of the electrification of Zurich, I then, in a third step, combine the two elements – discursive accommodation and practical assimilation – to demonstrate their effects on the selection and construction of technology. The article's somewhat complex argumentative strategy allows for a differentiated interpretation of the phenomenon and shows the importance of taking into consideration the sociocultural dimension of economic growth that had its roots in the diffusion of a new technology. And what do we do about it? Technology is Dead attempts to answer both of those questions. The book's premise is that technology (like capitalism) has been an unprecedented force for prosperity, while at the same time bringing unrelenting, and unplanned downsides. Technology has insinuated itself into every nook and cranny of modern society, ignoring many of our human truths while preying on our vulnerabilities. It has resulted in both profound economic progress and a multitude of troubling unintended consequences, from deepening divides and loss of collective responsibility to a growing list of existential threats. The only viable response is to reconnect with our collaborative roots and undertake what the authors call a humanist revolution, a global effort to redefine human progress, rebuild our core systems to contribute to that progress, and reset our all too human behaviors and aspirations, while becoming the active, careful human-first stewards of technology itself. The revolution, guided by what the authors call a 21st Century Humanist Code asks all of us to work towards the world we want to live in - for each and every human to become the center and source of change in their lives, in their communities and the world beyond. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic (...) system as a key factor of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. Infinite scroll as a digital technology feature was introduced in 2006 and instantly gained momentum in a variety of platforms. The efficient and engaging technology experience brought by infinite scroll aligns well with the French sociologist Jacques Ellul’s concept of technique. Ellul does not perceive technique as technology, instead, he views it as a phenomenon of efficiency, permeating the societal, political and economic fields of human activity. By applying the characteristics of Ellul’s technique to the infinite (...) scroll feature within social media, this paper uncovers insights into how it aligns with Ellul’s concept. In such a way, the Ellulian perspective allows an understanding of infinite scroll as part of a broader sociotechnical phenomenon. The article does not aim to spread a negative approach towards technology but rather to provide another perspective upon which digital technology might be analysed. (shrink)

Changes in the productive forces and, consequently, in the economic structure of socialist society as a whole are being prepared by the current relationships of production. We refer particularly to the influence of socioeconomic processes under the conditions of the revolution in science and technology on the development of the individual as a factor in the productive forces and as subject in production relationships.

Although the ethical evaluation of plant gene technology, regarding the notion of sustainable development, besides ecological dimension also takes into consideration economical and social dimensions, here will be presented exclusively components of the relation to the environment. The paper focuses primarily on environmental stability of agro-ecological systems exposed to the effects of genetically modified strains, introducing them into the environment and growing on large areas. It brings up questions whether these plants present a new threat to the ecological balance (...) and how they correspond to the principles of sustainable development and, regarding the mentioned, whether they are ethically acceptable. Phenomena observed while introducing such plants into the environment – such as: vertical and horizontal gene transfer, effects on pests and weed, but also on useful organisms, as well as creating greater resistance and increasing the application of agro-chemicals, which can in return have a negative feedback on the stability of ecological systems – instigate special ethical questions which an evaluation of plant gene technology must face. Technology and Ethics. A European Quest for Responsible Engineering, edited by B. Heriard Dubreuil and his team (University Lille) is in many regards an innovative publication. It is the first fully European contribution to the field of engineering ethics and the result of an intensive cooperation between ethicists and engineers from all the member countries of the European Union. The basic structure of the book is both the distinction and interaction between three levels of analysis: personal responsibility of engineers, (...) the institutional level (business organisations) and the impact of technology on society and culture. On the personal level, the book deals with problems such as the role of professional codes and the fact that engineers must cope with flexibility, shorter lines of decision and erosion of the boundaries between private and professional life. On the meso level, the book deals with different aspects of decision making in the context of business organizations, such as quality management, technology assessment procedures, business ethics committees etc... On the macro level, the authors focus on the power of technology. Together with the influences from other social, economic and political actors, the decisions of engineers change the world in a way which is of moral significance. (shrink)

This collection is a multidisciplinary and multicultural contribution to the current sustainability discourse. It is focused on two main dimensions of our world: complexity and diversity. Desirable and urgent transition of socio-technological systems toward a sustainability trajectory of development requires a better understanding of technological trends and social transformations. General advancement of technology does not produce identical changes in various societies, differentiated economically and culturally. Moreover, the abilities to approach sustainable development change over time and space. As a result (...) there is a constant need for continuing research, analyses, and discussions concerning changing contexts and adequacy of strategies and policies. Authors from twelve countries and of different academic and cultural settings present their insights, analyses and recommendations. The collection is focused both on contexts and on activities leading to sustainable trajectories in various domains of economy and social life. Continuing research and discussion is needed to better understand these challenges and to prepare the appropriate strategies and solutions. Development of socio-technological systems is nowadays very complex; moreover, the world we live in is extremely diverse. The aim of this article is to draw attention to the breadth and importance of Mumford's philosophical outlook by exploring his critical appropriation of the theories of Marx and Jung which he employed to create a penetrating, visionary collection of works that offer us a powerful and timely insight into the ills besetting our current technological civilization. Mumford partially accepted Marx's matter–psyche dynamic but expanded it to include architecture, technology and urban planning. He surpassed the one-way process of Marxist (...) historical-economic teleology to form a conception of historical process based upon a dialectic interaction between mind and material conditions. He constructed a Jungian model of mind and explored its formative effect on material conditions. At the same time he criticized Jung's failure to engage with the external world, namely with those material conditions in urgent need of transformation. Like Jung he was concerned by the exclusion of religion from the modern scientific idolum, the dominant ideological presence, yet unlike Jung he extended his analysis further, considering not only the effect of religion on the individual but also its effect on the community. His theory of the dialectic interaction of material conditions and psyche is partly drawn from these two thinkers but transcends both by refusing to commit wholly to either. His incorporation, modification and rejection of elements of both Marx and Jung contributed more significantly than has so far been noted to his own critique of the present civilization and vision for the future. This vision involved a deeper awareness of the human personality, liberation from automatism and increased sensitivity to others and the natural world. This, according to the Mumfordian project, would be inexorably followed by a gradual withdrawal from the consumerism of the current technological civilization, the construction of a more personal and organic ideology and the subsequent regeneration of material conditions to nurture human nature. I therefore argue that it is essential to our understanding of Lewis Mumford that we witness his critical engagement with Marx and Jung and see the ways in which they inform and inspire this project. Factory floors throughout the global economy are rapidly transforming themselves into potentially fertile laboratories for research in the cognitive sciences. The information revolution has challenged our understanding of perception and cognition. Innovations in information technologies have also provided us with new methods and environments for the study of cognition. On the business and economic front, information technology is supporting the development of new corporate information systems-Enterprise Systems-that will revolutionize the decision-making, reporting and reward environments in corporations. These systems (...) are pervasive and transforming. At all levels, employees will be presented with potentially unlimited amounts of accurate, real-time information and will be expected to use that information effectively. The possibilities for research, especially for modeling the learning and decision-making processes, are unparalleled. Research conducted in these environments offers extraordinary opportunities to address research questions formerly requiring limited synthetic environmental situations. Data collected in firms as they deploy enterprise information systems can be more extensive and accurate and more easily quantified than data from traditional synthetic experiments. Research programs in these settings can also address more complex problems of human interaction and collaborativity. This article describes the aspects of enterprise systems that will be of greates interest to cognitive scientists. It also outlines the nature of potential collaboration between economists and cognitive scientists and offers a list of outstanding questions for systems design and development. (shrink)

Technologies are being developed for significantly altering the traits of existing persons (or fetuses or embryos) and of future persons via germ line modification. The availability of such technologies may affect our philosophical, legal, and everyday understandings of several important concepts, including that of personal identity. I consider whether the idea of personal identity requires reconstruction, revision or abandonment in the face of such possibilities of technological intervention into the nature and form of an individual's attributes. This requires an account (...) of the work done by the concept of personal identity, and an explanation of what “conceptual impacts of technology” and “conceptual reconstruction” might mean. Our existing notions of personal identity and related ideas such as personhood and autonomy may seem unable to comfortably accommodate the possibilities of technologically directed trait formation and development. This is a matter of moral and legal importance because the idea of personal identity embeds major values and reflects value-laden beliefs and attitudes. The assumed endurance of identity underlies interpersonal relationships, the assignment of rewards and punishments, and the very idea of what constitutes an autonomous person. Perhaps radical restructuring or even abandonment of concepts are sometimes called for when the world changes drastically, but I suggest that conceptual modification is not “compelled” for personal identity except under extreme circumstances—the remote possibility of rapid human “shape shifting” where physical and mentational attributes can be transformed quickly and continuously. Efforts to enhance human traits, including merit attributes and other resource-attractive characteristics (e.g., intellectual and athletic aptitudes, physical size and appearance), may generate legal problems wherever the persistence of identity is presupposed. Some advance speculation is thus warranted on how trait change generally will be managed within our legal and socioeconomic systems, and more particularly on rights of access to trait-altering technologies. I mention the possible distributive effects of enhancing highly-resource attractive traits, including the strengthening individual powers to acquire still more increments in such traits in a self-reinforcing cycle. A brief review of some constitutional issues bearing on trait change completes the discussion. I conclude that existing and projected technologies do not impel the abandonment or remodeling of the idea of personal identity. We may, however, have to reconsider some uses of this concept in different settings, to rethink our understandings of ideas of merit and desert, and to deal with the distribution of resources that may enlarge and entrench the “distances” between social and economic groups. Technology transfer is the movement of technical and organizational skills, knowledge, and methods from one individual or organization to another for economic purposes. This process usually involves a group that possesses specialized technical skills and technology that transfers it to a target group of receptors who do not possess those skills, and who cannot create that technology themselves.

By reconsidering the theme of isolation in the philosophy of technology, and by drawing upon recent developments in social ontology, Lawson provides an account of technology that will be of interest and value to those working in a variety of different fields. Technology and Isolation includes chapters on the philosophy, history, sociology and economics of technology, and contributes to such diverse topics as the historical emergence of the term 'technology', the sociality of technology, the (...) role of technology in social acceleration, the relationship between Marx and Heidegger, and the relationship between technology and those with autism. The central contribution of the book is to provide a new ontology of technology. In so doing, Lawson argues that much of the distinct character of technology can be explained or understood in terms of the dynamic that emerges from technology's peculiar constitutional mix of isolatable and non-isolatable components. Introduction: Screen-based and mobile technology has grown at an unprecedented rate. However, little is understood about whether increased screen-use affects executive functioning, the range of mental processes that aid goal attainment and facilitate the selection of appropriate behaviors. To examine this, a systematic review was conducted.Method: This systematic review is reported in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement. A comprehensive literature search was conducted using Web of Science, MEDLINE, PsycINFO and Scopus databases (...) to identify articles published between 2007 and March 2020, examining the use of mobile technologies on aspects of EF in healthy adults aged 18–35 years. In total 6079 articles were screened by title, and 39 screened by full text. Eight eligible papers were identified for inclusion. Our methods were pre-registered on the PROSPERO international prospective register of systematic reviews.Results: A total of 438 participants were included across the eight studies. Five of the eight studies examined more than one EF. Five studies measured inhibition, and four studies measured decision-making. Smartphone use was negatively associated with inhibition and decision-making. Working memory performance was found to be improved by increased time engaging in video games and by refraining from smartphone use prior to bedtime. Quality assessments indicated high risk of methodological biases across the studies and a low quality of evidence for determining the relationship between technology use and executive functioning.Conclusions: This review highlights the scarcity of the literature in this area. It presents a call for rigorous and objective research to further our understanding of the impact of mobile technology on different aspects of executive function. (shrink)

He addresses three main issues: first, the historical means by which economics has consciously surrendered its original association with ethical categories and criteria; second, the need to articulate the appropriate thoughtforms and vocabulary of ethical theory; and third, the illustration of areas in economics where ethical awareness is desirable and should be allowed to exert influence.

Technology, in order to be human, needs to be informed by a reflection on what it is to be a tool in ways appropriate to humans. This involves both an instrumental, appropriating aspect (‘I use this tool’) and a limiting, appropriated one (‘The tool uses me’).

This book highlights both the relation between technology and care, and the normative aspects of economic analyses in health care. A series of concrete examples from various clinical fields (prenatal diagnosis, genetic tests, digital imaging in psychiatry, tube feeding in care for the elderly, and palliative sedation) helps the authors to consider how to integrate these technologies in a care context aimed upon humaneness. Each topic is analysed by leading European clinicians and health care ethicists.

“With great power comes great responsibility.” In today’s world, with our growing technological power and the knowledge about its impact, we are considered to be responsible for many instances that not long ago would have been deemed a matter of fate. At the same time, the looming options of, e.g., genome editing or neuroprosthetics, threaten traditional notions of responsibility if no longer the person but the technology involved is deemed to be responsible for a specific behaviour. The growing ethical (...) debate on the expansion of human responsibility, e.g. when it comes to human-machine-interaction, ambient intelligence, or reproductive technologies, thus intertwines with the challenge to formulate an appropriate understanding of the concept of personal responsibility and our respective anthropological self-understanding in today’s technological world. The volume brings together both perspectives and aims at illuminating crucial dimensions of responsibility in light of technological innovation and our self-understanding as responsible beings.
