The recent crises of BSE and FMD in the United Kingdom have revealed widespread concerns on the part of farmers and consumers about government regulations and handling of animal movements, animal welfare, and food safety. Both crises raised issues of government accountability and the lack of openness in public debate. The issues of democratic process and decision-making were especially strong in relation to the mass slaughter policy of the government to control FMD. This article explores public disquiet about these (...) matters, as expressed through the reports of two public inquiries, and the perceived links between government decision-making and the needs of global agribusiness, to the detriment of family farms and animal welfare. In light of the growing evidence about the environmental and economic costs of agribusiness, the argument is made that strong programs of citizen action, such as the Devon Foot and Mouth Inquiry, that are grounded in an ethical stance on animal welfare can challenge the perspectives of central governments about concepts of cost, efficiency, and safety in agriculture. As the issue of food safety became one of the important public agenda, consumer concern for food safety became the general public concern. The Korea U.S. Free Trade Agreement (KORUS FTA) completion allowing import of U.S. beef to Korea has turned into a massive public uproar and a series of demonstrations, revealing widespread concerns on the part of Korean producers and consumers about government food safety regulations and mishandling of the beef trade requirement. The mishandling of public concerns (...) for BSE on U.S. beef import by the administrators led to a breakdown of the relationship between the public and the government and a loss of consumer confidence in Korea’s food safety system. The KORUS FTA beef crisis raised the issues of government accountability and the importance of understanding moral and ethical aspects of food safety management that pose perceived risk for BSE by the Korean citizen. The aim of this paper is to address the importance of understanding consumer concerns, food ethics and of appropriate risk communication in dealing with politically and publically sensitive food safety issues. This is achieved by assessing the factors that contributed to the conflict between the Korean government and the Korean public over the KORUS FTA beef agreement. (shrink)

Holdsworth (bio)On 18 September 2008, the U.S. Food and Drug Administration (FDA) issued a draft set of guidelines for those involved in developing genetically engineered animals with heritable recombinant DNA (rDNA) constructs and is requesting comment from industry and the public about their content. The document does not impose new regulations but details (...) how existing laws and regulations apply to genetically engineered (GE) animals and offers advice to developers on how to negotiate the laws in the most efficient and productive manner. The draft guidance document is not legally enforceable at this juncture, but the guidelines are recommendations reflecting the FDA's "current thinking on a topic."The modification of GE animals being developed for commercialization, which are the focus of the document, fall into six categories: modifications intended to (1) enhance food quality—e.g., faster growing fish and meats with better nutritional profiles; (2) improve animal health via increased resistance to disease—e.g., mastitis in dairy cattle and Bovine Spongiform Encephalopathy (BSE); (3) create so-called "biopharm" animals capable of producing therapeutic products such as insulin, clotting factors, and tissues for human transplantation; (4) reduce the barriers to human animal interaction—e.g., hypoallergenic pets; (5) develop valid animal models of human disease—e.g., Parkinson's disease, Lesh-Nyhan's syndrome, and cancer; and (6) improve production of industrial or consumer products such as fiber. [End Page 393]Before proceeding to a review of the draft guidelines, it is important briefly to set the controversies around GE animals in historical and ethical context.The Ethical DebateFrom its inception, the intentional genetic modification or genetic engineering of molecules, plants, and animals by the techniques of gene splicing has consistently elicited strong responses from both the scientific community and the public. There are some data to suggest that although the concerns of scientists fall primarily into the category of possible biohazards, those of the public also reflect great concern about the intrinsic moral issues, such as whether there is something fundamentally wrong with this line of work, making it a form of forbidden knowledge (see, e.g., Gaskell 1997). When news of Paul Berg's attempts in 1970 to graft the primate tumor virus (SV 40) onto the intestinal tract bacteria Escherichia coli for the purpose of studying how normal cells may be transformed into cancerous cells was shared with colleagues, he was strongly encouraged to reflect on the potential public health risks if somehow the altered bacteria broke containment and entered the environment. Thanks to Berg's leadership, these concerns soon resulted in conferences held in Asilomar, California, and New Hampton, New Hampshire, where the ethical responsibilities of microbiologists involved in this research were discussed. These initial discussions resulted in what has come to be known as "The Moratorium Letter" (Shattuck 1996) published in the journal Science in 1974. This letter, signed by 11 leaders in the field, actually recommended restrictions on several types of experiments that were considered to be particularly risky and stated "that adherence to our major recommendations will entail postponement or possibly abandonment of certain types of scientifically worthwhile experiments" (Berg 1974). An international conference on the issues came to similar conclusions about the need for a research moratorium for the sake of public safety. The Brent Spar oil platform farrago, the hugely costly BSE-CJD upsets, the continuing (...) uproars around genetically modified plants and foods ­ central in all of these have been challenges to the political authority of official patterns of scientifically-backed reassurance, concerning the impacts of deep and open-ended trajectories of technological transformation.To understand what is likely to be at stake in such matters for the politics of industrial democracies in the 21st century, there is now an urgent need to develop richer pictures than those currently dominant, of the cultural and epistemological architecture on which our regulatory institutions have been coming to rely. The 2000 BSE Inquiry report points out that the most serious failure of the UK Government was one of risk communication. This paper argues that the government''s failure to communicate the risks BSE posed to humans to a large degree can be traced back to a lack of transparency in the first risk assessment by the Southwood Working Party. This lack of transparency ensured that the working party''s risk characterization and recommendations were ambiguous and thus hard to interpret. It also (...) meant that uncertainties were not addressed in a satisfactory way. In the recommendations, the attitude to uncertainty was implicit rather than explicit.The risk communication based on the report amplified these flaws. Most importantly, it did not address the uncertainty at all. Apparently, the reason for this was fear of overreaction by the public. However, the result was counter-productive, because the risk communication did not then appear trustworthy. Later risk assessments and risk communication omitted to correct these flaws. Indeed, the fact that, following receipt of new information, advisory experts and policy makers had changed their views of the risk to humans was never clearly communicated to the public. There seemed to be little faith in the public''s ability to reach a balanced judgment regarding the uncertainties. (shrink)

It is a feature of scientific inquiry that it proceeds alongside a multitude of non-scientific interests. This statement is as true of the scientific inquiries of previous centuries, many of which brought scientists into conflict with institutionalised religious thinking, as it is true of the scientific inquiries of today, which are conducted increasingly within commercial and political contexts. However, while the fact of the coexistence of scientific and non-scientific interests has changed little over time, what has changed with time is (...) the effect of this coexistence on scientific inquiry itself. While scientists may no longer construct their theories with various religious dictates in mind, growing commercial and political interests in science have served to distort the interpretation of science. Using the U.K.’s recent crisis with bovine spongiform encephalopathy (BSE) as my context, I examine two ways in which this distortion has occurred – the interpretation of the science of BSE by politicians and by commercial parties for the purposes of justifying policy decisions and informing the public of risk, respectively. Fallacious reasoning, I contend, is the manifestation of this distortion in these contexts. In demonstration of this claim, I examine how politicians and commercial parties alike have employed two fallacies in their assessments of the science of BSE. These fallacies extend in novel ways the set of so-called traditional informal fallacies. The interpretation of science, I conclude, is a rich context in which to conduct a study of fallacious reasoning; moreover, such a study can contribute in significant ways, I argue, to the public understanding of science. David Hume's Enquiry concerning Human Understanding is the definitive statement of the greatest philosopher in the English language. His arguments in support of reasoning from experience, and against the "sophistry and illusion"of religiously inspired philosophical fantasies, caused controversy in the eighteenth century and are strikingly relevant today, when faith and science continue to clash. The Enquiry considers the origin and processes of human thought, reaching the stark conclusion that we can have no ultimate understanding of the physical world, or indeed (...) our own minds. In either sphere we must depend on instinctive learning from experience, recognizing our animal nature and the limits of reason. Hume's calm and open-minded skepticism thus aims to provide a new basis for science, liberating us from the "superstition" of false metaphysics and religion. His Enquiry remains one of the best introductions to the study of philosophy, and his edition places it in its historical and philosophical context. (shrink)

Advancements in science and technology have not only brought hope to humankind to produce disease-free offspring, but also offer possibilities to genetically enhance the next generation’s traits and capacities. Human genetic enhancement, however, raises complex ethical questions, such as to what extent should it be allowed? It has been a great challenge for humankind to develop robust ethical guidelines for human genetic enhancement that address both public concerns and needs. We believe that research about public concerns is necessary (...) prior to developing such guidelines, yet the issues have not been thoroughly investigated in many countries, including Malaysia. Since the novel often functions as a medium for the public to express their concerns, this paper explores ethical concerns about human genetic enhancement expressed in four Malay science fiction novels namely Klon, Leksikon Ledang, Transgenesis Bisikan Rimba and Transgenik Sifar. Religion has a strong influence on the worldview of the Malays therefore some concerns such as playing God are obviously religious. Association of the negative image of scientists as well as the private research companies with the research on human genetic enhancement reflects the authors’ concerns about the main motivations for conducting such research and the extent to which such research will benefit society. Using the case of food safety governance reform in Japan between 2001 and 2003, this paper examines the relationship between science and trust. The paper explains how the discovery of the first BSE positive cow and consequent food safety scandals in 2001 politicized the role of science in protecting the safety of the food supply. The analysis of the Parliamentary debate focuses on the contestation among legislators and other participants over three dimensions of risk science, including “knowledge,” “objects,” and “beneficiaries.” (...) The metaphor of “seven samurai” and the relationally situated roles of “samurai,” “bandits,” and “beneficiaries” are used to show that in the process of policy making certain moral and ethical expectations on a new expert institution for food safety were contested and negotiated to frame responsibilities and commitments of social actors for creating the food system based on trust. This article provides a comparative analysis of the contents of two parliamentary hearings on BSE carried out in Portugal in 1993 and 1996 as instances of interaction between science and politics. One question to be addressed is the extent to which relationships between science and politics in Portugal as a so-called “semiperipheral society” differ from those of more advanced states, and how one can possibly explain those differences. Another issue to be considered is whether the Europeanization of BSE crisis after (...) March 1996 has played a role and, if so, what role in the evolution of the attitudes and behavior of Portuguese policy makers toward science and toward risk. The question is whether political and administrative culture is changing in Portugal under the effect of both the Europeanization of regulatory processes and the emergence of a “risk society.”. Despite wholeheartedly endorsing Lycan's commonsensism on display in On Evidence in Philosophy, this paper raises concerns about three views Lycan defends in that book. The first view is compatibilism about free will and determinism. The paper argues that Lycan's Moorean defense of compatibilism fails and that it is plausible for commonsensists to think that, in their dispute with incompatibilists, the burden of proof is on compatibilists. The second view is Lycan's Principle of Humility, offered as an account of the (...) conditions under which recognized disagreement undermines knowledge. The paper considers a permissive and a demanding way of understanding his Principle of Humility and suggests that, contra Lycan, commonsensism fits better with a permissive understanding. The third view discussed is his coherentism about justification. The paper concludes that commonsensism is best understood in foundationalist terms and that Lycan's coherentism is, in fact, an inadequately motivated version of foundationalism. (shrink)

Justice, after all, is said to be blind and imposes demands on persons that ought to be impartial, at least in some respects, to personal ties and relationships. Yet individual special concerns are obviously of moral importance and are deeply valued by participants in these relationships. Thus any conception of justice to be plausible (...) has to be able to accommodate to some extent the various types of valuable and valued special concern characteristic of ordinary social life. Three things often recognized as central to morality are concern for others’ welfare, respect for their self-expression, and cooperation in worthwhile collective activity. When philosophers have proposed theories of the substance of morality, they have typically looked to one of these three sources to provide a single, fundamental principle of morality – or they have tried to formulate a master-principle for morality that combines these three ideas in some way. This book views them instead as three independently important foundations of (...) morality. It sets out a plural-foundation moral theory with affinities to that of W.D. Ross. There are major differences: the account of the foundations of morality differs from Ross’s, and there is a more elaborate explanation of how the rest of morality derives from them. However, the overall aim is similar. This is to illuminate the structure of morality by showing how its complex content is generated from a relatively simple set of underlying elements – with the complexity resulting from the various ways in which one part of morality can derive from another, and the various ways in which they can interact. Plural-foundation moral theories are sometimes criticized for having nothing helpful to say about cases in which their fundamental norms conflict. Responding to this, the book concludes with three detailed applications of the theory: to the questions surrounding paternalism, the use of others as means, and our moral responsibilities as consumers. The founders of linguistics frequently spoke of languages as living organisms, practically autonomous, invisible and sonorous parasites of man, imposing their variations on him according to their whims or mysterious laws. Mutatis mutandis, this long out-moded point of view is finding new favor today. Our beautiful languages are truly organic constructions which render a mutually comprehensible service and assure regularized relations. We can do no more than use them well. However, as opposed to animals and societies, these organisms are immortal. (...) They can disappear, of course, through suppression or denationalization of their human support, but not through old age or disease. The corruption of a previous state is already the maturation of a successive state just as young and healthy as the other. With uninterrupted adjustments and retouchings, each generation expresses all its knowledge and all its hopes with as many nuances as its own sensitivity requires. Thus the history of a language is a never-ending embryology which passes through metamorphoses without disjunction. Ever since humankind raised its head toward the heavens in search of universal understanding and spiritual fulfilment, wars, pogroms, persecution, prejudice, and contempt have been the means of resolving the many and varied disagreements that have arisen over matters religious. In his Letter Concerning Toleration, Locke offers a compelling plea for freedom of conscience and religious expression. He outlines the limits of social and political incursion into the realm of personal belief or non-belief, discusses the dangers of mixing church and (...) state, and strikes hard at those who would use the power of the state to fulfil religious or political goals. Rational persuasion is always to be encouraged in the hope that wayward souls may find a moral direction in life, but the use of force in such matters is unwarranted and unacceptable. Locke also addresses the question of denominational infighting and relations among the major religions. Talk of heresy and schism should be set aside in favour of understanding and co-operation to achieve mutually desirable social ends. (shrink)
