This paper focuses on how African national leaders can make global democracy relevant to sustainable development in Africa. Seeing the problem of sustainable development in Africa from the structural and functional angles, this paper begins with an introduction and a clarification of terms such as ‘democracy’, ‘globalization’ and ‘development’. It then analyzes the underlying foundations of global democracy and its implications to cultures of the African peoples. This paper tries to place the impact of global democracy on Africa in perspectives (...) by weighing the pros and cons of global democracy. Tracing the genesis of functional and developmental problems in the post-colonial Africa to structural problems occasioned by Africa’s colonial experience, this paper however strongly contends that the main problem militating against sustainable development in the post-colonial Africa is bad politics and mismanagement of national resources. African peoples need to be taught that some of the African national leaders are responsible for the bad condition of underdevelopment in the global period because of bad political governance ranging from the inability of African leaders to calculate all the relevant factors in the making of their policies as well as failing to provide effective technologies and competent staff to deal with rigging of elections and other electoral problems in addition to corruption and mismanagement of public funds. There is no way for the African nations to survive without production of goods and services in terms of farming, agriculture and diversification of their revenue base. National leaders of the various African nations cannot avoid policies that enable the industrialization of African nations through the provision of the basic infrastructures and viable amenities for social, economic, and political development. They should however be wary of debt traps of International Monetary Fund and World Bank because borrowing nations are often given difficult conditions that often make it difficult for them to obtain the desired benefits in terms of sustainable development. The study recommends that for sustainable development to take place in Africa there is need for national leaders to embrace good political governance that places the people at the centre of development to be manifested in guileless electoral process and effective management of the resources. This paper contends that the realization of sustainable development in African nations requires moral, political, and economic integration. We give the first publicly known proof of Gödel's claim that there is superrecursive (in fact. unbounded) proof speedup of (i + 1)st-order arithmetic over ith-order arithmetic, where arithmetic is formalized in Hilbert-style calculi with + and · as function symbols or with the language of PRA. The same results are established for any weakly schematic formalization of higher-order logic: this allows all tautologies as (...) axioms and allows all generalizations of axioms as axioms. Bearing Society in Mind disrupts the disciplinary boundaries of economic, political and cultural theory by exploring the theory and politics of the social formation.

In many cases of criminality within large corporations, senior management does not commit the operative offense—or conspire or assist in it—but nonetheless bears serious responsibility for the crime. That responsibility can derive from, among other things, management’s role in cultivating corporate culture, in failing to police effectively within the firm, and in accepting lavish compensation for taking the firm’s reins. Criminal law does not include any doctrinal means for transposing that form of responsibility into punishment. Arguments for expanding doctrine—including broadening (...) of the presently narrow “responsible corporate officer” doctrine—so as to authorize such punishment do not fare well under the justificatory demands of criminal law theory. The principal obstacle to such arguments is the large industrial corporation itself, which necessarily entails kinds and degrees of delegation and risk-taking that do not fit well with settled concepts about mens rea and omission liability. Even the most egregious and harmful management failures must be addressed through design and regulation of the corporation rather than imposition of individual criminal liability. (shrink)

We give a new proof of Reckhow's theorem that any two Frege proof systems p-simulate each other. The proofs depend on polynomial size propositional formulas defining the truth of propositional formulas. These are already known to (...) exist since the Boolean formula value problem is in alternating logarithmic time; this paper presents a proof of this fact based on a construction which is somewhat simpler than the prior proofs of Buss and of Buss-Cook- Gupta-Ramachandran. Small numbers are spontaneously associated with left space and larger numbers with right space (the SNARC effect), for example when classifying numbers by parity. This effect is often attributed to reading habits but a causal link has so far never been documented. We report that bilingual Russian-Hebrew readers show a SNARC effect after reading Cyrillic script (from left-to-right) that is significantly reduced after reading Hebrew script (from right-to-left). In contrast, they have similar SNARC effects after listening to texts in either (...) language. These results support the view that spatially directional scanning habits contribute to the spatial association of numbers but also emphasize its flexibility. (shrink)

Economic institutions governing such activities as food sharing among non-kin, the accumulation and inheritance of wealth, and the division of labor and its rewards are human-constructed environments capable of imparting distinctive direction and pace to the process of biological evolution and cultural change. Where differing structures of these institutions take the form of distinct conventions sustained by (near) mutual adherence, small initial differences may support divergent evolutionary trajectories even in the absence of conformist behaviors.

This article is about nationalism from an unlikely perspective: Hannah Arendt. Though Arendt is famously no supporter of nationalism, I argue that her writing on narrative provides an illuminative way of examining the phenomenon. In the first section, I build upon Arendt’s narrative theory—and Leah Bradshaw’s analysis of it—to develop a distinction between narratively true stories and false ones, or reveries. I argue that while Arendt’s work on the matter often pertain to the tales of individuals, the thought is transferable (...) to the stories of nations. In the latter half of the paper, I turn these two questions on to instances of contemporary nationalism. Section two is on England, and section three is on Israel. I do not suggest that my conclusion about these case studies are definitive, but I do hope that their inclusion in this paper helps to demonstrate how Arendt’s philosophic analysis could be turned on the world. Like process theism, Christian theology affirms the immanence of God in the world and of the world in God. Unlike process theism, it also affirms the ontological priority of God over the world. As a result, Christian theologians will object to describing God’s relation to the world by analogy with the mind’s relation to the body or in terms of whole-part relations. In Christian history, the God-world relation has been more often described in terms of “participation.” The world is said (...) to participate in God, keeping in mind that this language is highly metaphorical. The idea of participation is a development of themes enunciated by Plato and Aristotle, but adapted by Christian theologians to trinitarian ends. In the U.S.A., advocates of academic freedom—the ability to pursue research unencumbered by government controls—have long found sparring partners in government officials who regulate technology trade. From concern over classified research in the 1950s, to the expansion of export controls to cover trade in information in the 1970s, to current debates over emerging technologies and global innovation, the academic community and the government have each sought opportunities to demarcate the sphere of their respective authority and autonomy and assert themselves in (...) that sphere. In this paper, we explore these opportunities, showing how the Social Contract for Science set the terms for the debate, and how the controversy turned to the proper interpretation of this compact. In particular, we analyze how the 1985 presidential directive excluding fundamental research from export controls created a boundary object that successfully demarcated science and the state, but only for a Cold War world that would soon come to an end. Significant changes have occurred since then in the governance structures of science and in the technical and political environment within which both universities and the state sit. Even though there have been significant and persistent calls for reassessing the Cold War demarcation, a new institutionalization of how to balance the concerns of national security and academic freedom is still only in its nascent stages. I intend reviewing, in the first place, the contributions to some aspects of the realism issue's discussion coming from some important representatives of the so-called "analytic philosophy". With this in view, I intend to show that Austin's conceptual framework, beyond its elucidating power, excludes main aspects of the aforementioned use. In the second place, starting from some of Moore's contentions, we offer an elucidation of the meaning of the expression ''this is real" in terms of "this may be sought and (...) found". The concept of solidarity has achieved relatively little attention from philosophers, in spite of its signal importance in a variety of social movements over the past 150 years. This means that there is a certain amount of preliminary philosophical work concerning the concept itself that must be undertaken before one can ask about its potential use in arguments concerning the provision of health care. In this paper, I begin with this work through a survey of some of the most prominent (...) bioethical, political philosophical and intellectual historical literature concerned with the project of determining a philosophically specific and historically perspicacious meaning of the term ‘solidarity’. This provides a conceptual foundation for a sketch of a four-tiered picture of social competition and cooperation within the nation-state. Corresponding to this picture is a four-tiered account of health care provision. These two models, taken together, provide a framework for articulating the conclusion that, while there are myriad examples of solidarity in claiming health care for some, or even many, the concept does not provide a basis for claiming health care for all. ABSTRACT While democratic states may manipulate public opinion and mobilize society to serve their interests, a focus on such active efforts may distract us from the passive, default condition of ignorance‐based state autonomy. The electorate’s ignorance ensures that most of what modern states do is unknown to “society,” and thus need not even acquire social approval, whether manipulated or spontaneous. Similarly, suggestions that democratic states may be “captured” by societal groups must take cognizance of the factors that enable elites to (...) serve the interests of specific societal groups at the expense of the larger society. Bringing studies of voter ignorance into the analysis of state’s autonomy from society provides a novel approach to the study of democratic states’ autonomy, while also serving to explain how societal “capture” of state policies is possible.
