The two traditional justifications for bicameralism are that a second legislative chamber serves a legislative-review function (enhancing the quality of legislation) and a balancing function (checking concentrated power and protecting minorities). I furnish here a third justification for bicameralism, with one elected chamber and the second selected by lot, as an institutional compromise between contradictory imperatives facing representative democracy: elections are a mechanism of people’s political agency and of accountability, but run counter to political equality and impartiality, and are insufficient (...) for satisfactory responsiveness; sortition is a mechanism for equality and impartiality, and of enhancing responsiveness, but not of people’s political agency or of holding representatives accountable. Whereas the two traditional justifications initially grew out of anti-egalitarian premises (about the need for elite wisdom and to protect the elite few against the many), the justification advanced here is grounded in egalitarian premises about the need to protect state institutions from capture by the powerful few and to treat all subjects as political equals. Reflecting the “political” turn in political theory, I embed this general argument within the institutional context of Canadian parliamentary federalism, arguing that Canada’s Senate ought to be reconstituted as a randomly selected citizen assembly. Pope John Paul II called for an intense dialogue between science and theology, “a common interactive relationship,” in which each discipline is “open to the discoveries and insights of the other” while retaining its own integrity. This essay seeks to be responsive to that call and is an initial exploration of relationships between contemporary neuroscience and Catholic theological ethics. It examines neuroscientific data on the bicameral brain and theological ethical data on marital ethics, including divorce and remarriage, and asks (...) what insight the former might provide into both the latter and the different ethical methods that respond to marital ethics. The analysis is undertaken in the hope of illuminating a pathway that opens the insights of one way of doing theological ethics to the insights of another way, thereby eliminating the unnecessary, unhelpful, and sometimes un‐Christian polarizations that presently separate them. If K is an index of relative voting power for simple voting games, the bicameral postulate requires that the distribution of K -power within a voting assembly, as measured by the ratios of the powers of the voters, be independent of whether the assembly is viewed as a separate legislature or as one chamber of a bicameral system, provided that there are no voters common to both chambers. We argue that a reasonable index – if it is to (...) be used as a tool for analysing abstract, ‘uninhabited’ decision rules – should satisfy this postulate. We show that, among known indices, only the Banzhaf measure does so. Moreover, the Shapley–Shubik, Deegan–Packel and Johnston indices sometimes witness a reversal under these circumstances, with voter x ‘less powerful’ than y when measured in the simple voting game G1 , but ‘more powerful’ than y when G1 is ‘bicamerally joined’ with a second chamber G2 . Thus these three indices violate a weaker, and correspondingly more compelling, form of the bicameral postulate. It is also shown that these indices are not always co-monotonic with the Banzhaf index and that as a result they infringe another intuitively plausible condition – the price monotonicity condition. We discuss implications of these findings, in light of recent work showing that only the Shapley–Shubik index, among known measures, satisfies another compelling principle known as the bloc postulate. We also propose a distinction between two separate aspects of voting power: power as share in a fixed purse (P-power) and power as influence (I-power). (shrink)

Structural problems are examined with pairing two chambers, one selected by election and the other by sortition, into a traditional bicameral system. It is argued that an all-purpose legislative chamber modeled on existing elected chambers is a mismatch for sortition and that purported benefits of maintaining partisan elections alongside sortition are illusory. Alleged benefits of a hybrid bicameral system are shown to be outweighed by a variety of harmful effects. Furthermore, even if those harms are not substantiated, the (...) continued existence of an elected chamber will likely result in the delimitation of the sortition chamber. Combining many different sorts of minipublics with different characteristics and functions is preferable, and a possible multibody sortition legislative system is presented. Finally, an alternative way forward for sortition is proposed by peeling away individual topic areas from elected bodies and transferring them to sortition bodies. (shrink)

The idea of a hybrid bicameral system combining election and sortition is investigated. More precisely, the article imagines how an elected and a sortition chamber would interact, taking into account their public perception and their competing legitimacies. The article draws on a survey of a representative sample of the Belgian population and Belgian members of parliament assessing their views about sortition in political representation. Findings are combined with theoretical reflections on election’s and sortition’s respective sources of legitimacy. The possibility (...) of conflicting legitimacies and mutually detrimental interactions leads to considerations of the effects of different possible distributions of power between the chambers as a crucial determinant of their interactions and perceived legitimacy. In this article, we review the intrinsic democratic flaws in electoral representation, lay out a set of principles that should guide the construction of a sortition chamber, and argue for the virtue of a bicameral system that combines sortition and elections. We show how sortition could prove inclusive, give citizens greater control of the political agenda, and make their participation more deliberative and influential. We consider various design challenges, such as the sampling method, legislative training, and deliberative procedures. Since antiquity, individuals have attempted to relate mental processes to circumscribed areas of the brain. In 1935 the neurologist Wilder Penfield purported to know, “the humming of the mind's machinery, and where words come from,” after he electrically stimulated areas of the exposed human cortex. Recent theories have suggested a functional separation of the dominant and the nondominant hemispheres, the right brain/left brain concept of thought and personality. One author has even proposed that human consciousness and modern civilization developed when (...) the bicameral mind broke down, and the left brain achieved mastery over the right nondominant temporal lobe.Compared to these mechanistic approaches to brain function and human personality, the Russian neurologist, Alesandr Romanovich Luria, and his American follower, Oliver Sacks, have developed a more intellectually satisfying and clinically useful approach which relies on a fuller understanding of the doctor-patient dialogue and the clinical tale. An analysis of Luria's writing about language reveals that mechanistic approaches to language are inadequate; a review of the work of several well-known poets confirms that knowing what a poem means involves more than a recital of its localized contents. Westworld portrays a world where humans and human‐like machines coexist. When systems of observation are referred, Nolan's predilection is considered for adding computational science subjects to his storylines. According to the theorist Katherine Hayles, they present a geometrical pattern of the relationship between the observer and the observed worlds. Westworld is a posthuman narrative that develops essential characteristic from Nolan's productions, which is the bidirectional line between science and fiction. The storytelling mythologies result in the design of the backstories of (...) some characters being integrated within the collective imaginary of Westworld and its visitors. The characters from Westworld are placed in the blurred borderline between memory and imagination. The blurred borderline between memory and imagination is seen in the creation of an internal otherness in the form of a collective bicameral mind, considered as a split personality or doppelganger, and as a new manifestation of the semiosis of virtuality. In Westworld, viewers learn that the timid and mild‐mannered William is the younger version of the violent, sinister, mission‐driven Man in Black. This chapter considers what it means for William to have, as Sartre calls it, an existential project. It shows how Sartre's theory explains quite cogently William's change in essence from his young self to the violent Man in Black. In a Sartrean framework, William did not discover himself in the park, rather, his experience in the park, or new (...) “situation”, led him to make a new choice of himself in the world and pursue a new set of ends. The chapter then examines Maeve's choice to leave the train at the end of the “The Bicameral Mind”. Although Maeve is a programmed android, she is able to resist her programming and formulate her own goal and, perhaps, start her own existential journey. (shrink)

Semi-parliamentarism is a compelling design with attractive features, including those discussed by Ganghof, and also its likely tendency to break preference cycles and moderate politics. However, I argue that semi-parliamentarism may be a difficult system to sustain. My contribution concludes with consideration of how such systems might be preserved.

Fully embracing one's embodied suffering, rather than denying it or mentally explaining it away, can open an individual to a broader sense of interbeing, to the ability to endure, survive, and move through pain and toward a deeper sense of compassion, peace, joy, and liberation. The self benefits from exploring interbeing using an environmental metaphor to consider the human body: the body as terroir. Terroir is analogous to the specific microclimate and natural environment in which quality wine is produced. Appreciation (...) of oneself as a unique mobile terroir can reveal estranged aspects of the host/guest relationship of interbeing within the individual body/self. Perhaps this is what those who practice interbeing in the real world have come to understand. (shrink)

ABSTRACT Republic Act 9710, or the Magna Carta of Women (MCW), is considered the Philippine version or national law translation of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Using the concept of impact translation as a framework and the Feminist Critical Discourse Analysis (FCDA) approach, this article examines the MCW and the minutes of committee meetings, particularly the bicameral conference committee meeting where lawmakers agreed on the finalized version of the bill. It applies (...) the concept of gender relationality in examining how legislators negotiated the provisions of the MCW, particularly those on reproductive health and the definition of gender. The analysis shows that these provisions challenged Catholic doctrines specifically on gender, childbearing, and pre-marital sexual relations. It argues that the Catholic conception of gender norms and women’s role in society shaped the law’s final version, disregarding the CEDAW Committee recommendations on abortion. Findings suggest that the legislators’ fear that the law’s ratification would serve as an opening for the legalization of abortion led to a weakened version of the law, particularly the section on women’s reproductive health. The five years that separate the election of Hugo Chávez as president of Venezuela in 1999 and the publication of Federico Vegas's Falke in 2004 were filled with change, political polarization, and outbursts of violence. In December 1999, a new constitution was approved along with a plan to replace the traditional bicameral system with an all-elected National Assembly. Thanks to a Chavista majority, the assembly approved the ley habilitante two years later. Its reforms included the expropriation of unused lands, (...) the nationalization of mixed companies, price control, and the creation of several agencies that functioned as a social network to benefit the poor. This paper explores the possibility that the human mind underwent substantial changes in recent history. Assuming that consciousness is a substantial trait of the mind, the paper focuses on the suggestion made by Julian Jaynes that the Mycenean Greeks had a "bicameral" mind instead of a conscious one. The suggestion is commonly dismissed as patently absurd, for instance by critics such as Ned Block. A closer examination of the intuitions involved, considered from different theoretical angles , reveals that the (...) idea of 'Greek zombies' should be taken more seriously than is commonly assumed. They introduce a notion of civil society that has proven of inestimable importance to diverse philosophical and social agendas. This transcription of the lectures, which remained in obscurity until 1982, presents the philosopher's social thought with clarity and boldness. It differs in some significant respects from Hegel's own published version of 1821. Nowhere does Hegel make plainer the difference between (...) his concept of objective spirit and traditional concepts of natural law or offer a more prominent treatment of the key notion of recognition. His description of poverty is more forceful and his critique of existing social conditions more thorough than in the published edition, which had to satisfy the Prussian censor. The strictly limited powers of the monarch are more clearly delineated in the Heidelberg lectures, and the arguments for a bicameral legislature are more explicit. Hegel formulates in a more dynamic way his understanding of the relationship between rationality and actuality--the rational is not what exists but what is coming into being--and sets forth more simply and clearly the central themes of his political philosophy--freedom, justice, and community. The Heidelberg lectures are an indispensable resource for understanding the edition of 1821 and an invaluable supplement to one of the great classics of political philosophy. (shrink)

It is sometimes assumed that federal States are a novelty introduced at the end of the 18th century in America. The word «federal» is indeed a recent invention but since antiquity politica! structures have existed in Europe having characteristics which may be qualified as federal or confederal.Originally the only power given to the «supra-national institutions» was common defence, but later other powers were added such as external relations, money, federal taxation, direct applicability of federal decisions, common nationality. A bicameral (...) parliament was not introduced until the United Provinces of the Netherlands, but a federal chamber and executif were in existence since the early greek federations. In this paper we study three-valued simple games as a natural extension of simple games. We analyze to which extent well-known results on the core and the Shapley value for simple games can be extended to this new setting. To describe the core of a three-valued simple game we introduce vital players, in analogy to veto players for simple games. Moreover, it is seen that the transfer property of Dubey can still be used to characterize the Shapley value for three-valued (...) simple games. We illustrate three-valued simple games and the corresponding Shapley value in a parliamentary bicameral system. (shrink)

The study analyzes the philosophy of artificial consciousness presented in the first season of TV series 'Westworld' and as a result of the analysis shows the collision of two opposite philosophical views on consciousness and the possibility of creation of artificial consciousness from the standpoint of two characters of TV series - Arnold Weber and Robert Ford. Arnold Weber proceeds from two philosophical assumptions: consciousness really exists and human consciousness can be a prototype for modeling consciousness in an artificial intelligence (...) bearer. And he has to choose: either to pick out one of the already existing conceptions of consciousness to implement the emergence of artificial consciousness within artificial intelligence or to invent his own; Arnold Weber chooses the Julian Jaynes' conception of consciousness as a basis for artificial consciousness what means that artificial consciousness must have the following features: 1) artificial consciousness has to be the result of the breakdown of the bicameral mind, the state of mind in which cognitive functions are divided into two part, a 'speaking' part and 'hearing' part, until the breakdown that makes the bicameral mind the unified mind; 2) artificial consciousness has to be a mind-space based on language and characterized by introspection, concentration, suppression, consilience and an analog 'I' narratizing in the mind-space. Robert Ford believes that consciousness does not exist at all and that there are only stories which human beings and artificial beings, modeled in the image and likeness of human beings, tell each other and always the basis of all those stories is suffering. The study reviews the Julian Jaynes' hypothesis that explains the origins of consciousness; it is so called "Bicameralism" or "Philosophy of bicamerality". The hypothesis is a combination of four hypotheses. According to the first hypothesis consciousness is considered as that what is based on natural language and is a functional mind-space, that is, a subjective conscious mind based on metaphors. For the explanation of a metaphor Julian Jaynes created his own conception of metaphor within the framework of which a metaphor (...) is considered as a mental action expressed in words through a paraphrasing and consists of two elements - metaphier and metaphrand. Moreover, consciousness has the following characteristics: 'I', concentration, suppression, and consilience. According the second hypothesis the other mentality preceded consciousness in evolution and history. The bicameral mind is based on auditory verbal hallucinations. According the third hypothesis about 1200 BC there was a breakdown of the human being bicameral mind that caused the origination of human being consciousness. Under the fourth hypothesis the bicameral mind was resulted by the double brain, a state of cerebrum by which experiences and memoirs of the right cerebral hemisphere were transmitted into the left cerebral hemisphere by the means of auditory verbal hallucinations because each normal cerebral hemisphere was constantly communicated with another one through corpus callosum. In view of the fact that some changes within corpus callosum were occurred the breakdown of the bicameral mind and the origination of consciousness came to pass. (shrink)

El proyecto transhumanista de mejoramiento humano viene proponiendo ya desde hace tiempo una superación de los límites humanos que nos permita convertirnos en una nueva especie. A pesar de que dicha posibilidad es todavía lejana en la práctica, las hipótesis han invadido la ciencia ficción y están generando la imagen colectiva de lo que se considera posible o, incluso, deseable. Al mismo tiempo en la ciencia ficción esos desarrollos artificiales se llevan hasta sus últimos límites y se ponen en cuestión. (...) En el presente estudio se revisan las tensiones en relación con el posthumanismo que aparecen en la serie de ficción Westworld. En concreto, el artículo estudia cómo se desarrolla en ella el concepto de identidad, uno de los que más están cambiando en nuestra época. El análisis revela la necesidad de abordarlo desde un punto de vista complejo, en el que se dé una importancia especial a la vivencia personal, tanto desde el punto de vista corporal como psicológico para el despertar de la conciencia. A su vez, dichos elementos se mostrarán esenciales para comprender la propuesta de identidad narrativa que subyace en la serie. Por todo ello, los planteamientos de Westworld suponen una interesante reflexión sobre cómo se concibe la identidad hoy en día. (shrink)

In democracies around the world, the rich exercise a disproportionate share of political power. Democratic theorists universally condemn this. The current paper brings balance to this conversation by mustering a defense of limited oligarchy. I have two goals. First, I shall argue that we need not be overly despondent about the wealthy's outsized influence, for overrepresentation of the wealthy performs some good for us—good which might not be entirely obvious at first glance. Second, I hope to temper reform efforts that (...) seek to limit the wealthy's influence. While the people should have a greater say than they currently do, the wealthy's influence should still be greater than what their numbers suggest. I ultimately embrace oligarchic bicameralism, an old idea that proposes ordinary persons be represented in the lower chamber of the legislature, and property be represented in the upper. This is accomplished through a combination of sortition and elections. (shrink)

For humans, Westworld is a fun, Old West Disneyland; for theartificial humans, it is a “living hell”, as robot Android Bernard describes it in “Bicameral Mind”. Ruled by a despot and controlled through programmed indoctrination, omniscient surveillance, and secret police, Westworld resembles a concentration camp as described by philosopher Hannah Arendt in The Origins of Totalitarianism. This chapter explores the parallels between Westworld and historical instances of totalitarian oppression and colonialization as well as the justified use of violence as (...) a revolutionary weapon, drawing on the work of Hannah Arendt and Frantz Fanon. Fanon viewed colonialism and occupation as violence personified and systematic enslavement. His most influential work The Wretched of the Earth analyzed the effects of occupation and provided a handbook to combat those effects. This book achieves significance as an essay on the nature and morality of violent liberation from the perspective of the persecuted victim. (shrink)

The Australian political system is in some ways democratic, and in some ways not. The relationship between Prime Minister, Parliament and electorate seems to me the most democratic part of the system. The undemocratic features include bicameralism, federalism, monarchy, and some others. In calling certain features undemocratic I don't necessarily mean they're bad. For the views of 19th century liberals on whether democracy is a good thing, and if so subject to what limitations (if any), and several similar questions, see (...) Liberal Democracy . My own view is that democracy (in the sense of deciding by majority vote) is not an absolute or basic political value. There is no guarantee that democratic decision making will produce justice for racial, linguistic, religious and other minorities, or that it will produce just and wise decisions about relations with other nations (e.g. on war, trading policies), or about environmental questions and other matters affecting the interests of future generations . Democracy needs to be tempered by culture or by institutions, e.g. by a liberal legal tradition, by education, by a Bill of Rights (perhaps), by special representation ("over"-representation by democratic standards) of minorities, etc. These things are connected with the "liberal" tradition, rather than with democracy. There is no reason why individuals or minorities should not press for such balances to democracy, undeterred by any opposition from the majority -- there is no political obligation " to conform to majority views. Having got that off my chest, I will look at Australia's political institutions from a democratic point of view: How democratic are they? (shrink)
