This paper describes the derivation of a taxonomy of interpersonal verbs which are used for the description of social acts. Starting from a theoretical delineation of the domain of social acts, a comprehensive set of 1330 interpersonal verbs was selected from a Dutch dictionary. Both the rationale of the selection criteria for this set, and the reliability of these criteria are discussed and the successive steps in the stocktaking-procedures and some adaptations of the original set are described. The development of synthetic biology calls for accurate understanding of the critical functions that allow construction and operation of a living cell. Besides coding for ubiquitous structures, minimal genomes encode a wealth of functions that dissipate energy in an unanticipated way. Analysis of these functions shows that they are meant to manage information under conditions when discrimination of substrates in a noisy background is preferred over a simple recognition process. We show here that many of these functions, including transporters and (...) the ribosome construction machinery, behave as would behave a material implementation of the informationmanaging agent theorized by Maxwell almost 150 years ago and commonly known as Maxwell’s demon (MxD). A core gene set encoding these functions belongs to the minimal genome required to allow the construction of an autonomous cell. These MxDs allow the cell to perform computations in an energy-efficient way that is vastly better than our contemporary computers. (shrink)

In "Off Track" art and philosophy are the inspiration to look differently at daily life and organizations. The book is a plea to approach the complexity of the current world with new metaphors. The author calls this "hinking around". She sees that in "square worlds" there is a need for tools to approach entrenched patterns and systems differently and to get thought processes moving. Sarai van de Boel challenges the reader to look at one's own systems from the inside with (...) a philosophical approach. In eight chapters there are eight "tracks" to follow, but it is also possible to go off the rails. More than fifty works of art by well-known and lesser-known artists and designers play a role in these traces. This paper examines some of the paradoxes and dilemmas facing firms in the extractive sector when they attempt to take on a more stakeholder-responsive orientation towards issues of environmental and social responsibility. We describe the case of Shell and the Ogoni and attempt to draw out some of the lessons of that case for more sustainable operations in the developing world. We argue that firms such as Shell, Rio Tinto and others may well exhibit increasingly stakeholder-responsive behaviours at the corporate, (...) strategic level. However for reasons of strategy, lack of competency or institutional will this increasing level of corporate responsiveness may not be mirrored effectively in dealings between subsidiary business units and their most important direct stakeholders: for example local communities and in the developing world. We contrast the struggles of Shell to replicate its corporate stakeholder-responsiveness at the local level in Nigeria with the experiences of other firms that seem to have developed managerial capabilities at a somewhat deeper level throughout the firm with consequent benefits both for stakeholders and the business. With a large number of forcibly displaced people seeking safety, the EU is facing a challenge in maintaining solidarity. Europe has seen millions of asylum seekers crossing European borders, the largest number of asylum seekers since the second world war. Endemic diseases and often failing health systems in their countries of origin, and arduous conditions during transit, raise questions around how to meet the health needs of this vulnerable population on arrival in terms of screening, vaccination, and access to timely (...) and appropriate statutory health services. This paper explores the potential role of the principle of reciprocity, defined as the disposition ‘to return good in proportion to the good we receive, and to make reparations for the harm we have done’, as a mid-level principle in infectious disease screening policies. More than half of the European countries implemented screening programmes for newly arrived asylum seekers. Screening may serve to avoid potential infectious disease risks in the receiving countries as well as help identify health needs of asylum seekers. But screening may infringe upon basic rights of those screened, thus creating an ethical dilemma. The use of the principle of reciprocity can contribute to the identification of potential improvements for current screening programmes and emphasizes the importance of certain rights into guidelines for screening. It may create a two way moral obligation, upon asylum seekers to actively participate in the programme, and upon authorities to reciprocate the asylum seekers’ participation and the benefits for the control of public health. The authors argue that the reciprocity principle leads to a stronger ethical justification of screening programmes and help achieve a balance between justifiable rights claims of the host population and the asylum seekers. The principle deserves a further and more thorough exploration of its potential use in the field of screening, migration and infectious diseases. (shrink)

Based on the most recent metanalysis on the efficacy and safety of the human papilloma virus (HPV) vaccine, thevicissitudes in the gynecological, ethical, and bioethical fields are explored. A review of the bibliography on thesubject is made. As one of the justifications for the vaccine is the prevention of endocervical cancer, viable alter-natives for its early detection and treatment are shown and discussed. Some ethical limitations that this vaccinehas shown are analyzed. It is concluded that there is a need to (...) rethink the management of certain diseases withvaccines, achieve greater transparency in the pharmaceutical industry, resizing evidence-based medicine, anddesign educational strategies that promote behaviors that are in accordance with the nature of human sexuality -/- . The Atlas Group appeals to philosophical thinking in multiple ways—both through its aesthetic figuration and its conceptual references. Presented as a foundation dedicated to the research and the compilation of documents on Lebanese contemporary history and organized in the form of an invented archive, this artistic project deliberately coalesces real and fictitious elements and confronts, subversively, Western views on the socio- political reality of the Middle East with implicit knowledge and experiences from the region. The singular constitution of this curious (...) archive subtly undermines the rational classification to which it alludes, thereby frustrating unilateral appropriations. Moreover, the question of the mediation of subjective experience and factual reality is consistently raised through the hysterical documents. This article aims to deploy how Walid Raad's project subtly criticises objectivist hegemonic claims by confronting divergent, often incommensurate approaches to the conflictual reality in Lebanon and its appropriation by media, historiography and politics. The European Union bas recently started negotiations on its enlargement with a first group of six countries. This will probably be followed by a second wave of enlargements that would include five or six more countries. A question that can be raised in whether the institutional structure of the EU is ready to cope with an expanded membership. This article aims at analyzing this question as far as the Council of Ministers is concerned. It points at the rising tension between (...) the capacity of the Council to act and the extent of control that each member states can exert on Council decision-making. The IGC that resulted in the Amsterdam Treaty basically failed to resolve this problem. The article looks at the reasons why it failed since these reasons expound the problems the EU will have to face in the near future when preparing its institutions for an expanded membership. In spite of its importance in European Union decision making, research on the functioning of the Council is scarce. Based on empirical findings this article gives some new insights in the way Council decision making is institutionalized. The first part focusses on the characteristics of Council working groups and the different positions of actors in the decision making network. Our findings confirm the definition of the Council as a highly bureaucratized institution. Interesting is that the diversity of tasks of the (...) different actors strengthens the impact of national administrations in Council decision making. The second part explores the reasons for this impact. This article adds to the functional approach, which over-emphasizes the adaptive character of the Council, the perception of the Council as an intergovernmental component in a supranational system. This article tries to answer two questions : 1) How does the cooperation between the Belgian and Flemish government work within the field of multilateral policy?; 2) How is the multilateral policy of the Belgian federation and the Flemish government received at the multilateral level? The Belgian constitution has foreseen a system in which all governments are equal. This has important consequences for Belgian delegations in multilateral fora : in 'mixed' dossiers, no government has decisive power. Thus, all Belgian governments (...) are objective allies in guarding the externally projected image of the federation. Nevertheless, this seems to be a 'grey area' in the cooperation among the various Belgian governments. (shrink)

Dèweerdt, although the method is different the results are nearly the same.Half of parliamentary work is performed by less than one fifth of the Members. The directly elected Members, who are also Members of the «Vlaamse Raad» or of the «Conseil de la Communauté française» or of the «Conseil Régional Wallon», seem also less active (...) than their indirectly elected colleagues, which does not plead for the legally organized cumulation of mandates.The Members in charge of a municipal mandate are also less active than their colleagues. On the contrary, it was impossible to trace any link between language, parliamentary position, or sex and rate of parliamentary activity. (shrink)

Istnieją, jak wiadomo liczne próby formalizacji logiki Hegla. Jak to jednak pokazuje autor, wiele z nich nie osiąga celu do jakiego zmierza formalizacja. Tym, który w rzeczywistości uwzględnia rzeczywistość tekstu Hegla, jest wedle autora D. Dominique Dubarle. W swej pracy (logique et dialectique, Paris 1972) przyjmuje on, że istnieje odpowiedniość między logiką heglowską i logiką Boel’a. Autor formułuje krytyczny komentarz do tego przedsięwzięcia. Trudności, jakie się pojawiają, skłaniają autora do sformalizowania racjonalnego jądra dialektyk i heglowskiej przy wykorzystaniu logiki intuicjonistycznej.

The notion of the archive covers two kinds of knowledge: knowledge and memories that can be articulated and objectified by convergent discursive rules, and knowledge that remains overlooked because of the same discursive rules, now working as rules of exclusion. Many contemporary art practices foreground these exclusions from the archive by presenting them as yet another archive. Artists highlight this residue of the archive by collecting images that were until then not considered to be archivable, that is, of any value (...) or importance. In this article I will discuss work of Santu Mofokeng, Akram Zataari, Walid Raad, and Darius Jablonski as examples of such archival artistic practices. (shrink)
