We give a short, critical review of the issue of decoherence. We estab- lish the most general framework in which decoherence can be discussed, how it can be quantified and how it can be measured. We focus on environment induced decoher- ence and its degree of usefulness for the interpretation of quantum theory. We finally discuss the emergence of a classical world. An overall emphasis is given in pointing at common fallacies and misconceptions.

Any theory of information needs to comply with what we call the implementation, formalization, and representation constraints. These constraints are justified by basic considerations concerning scientific modelling and methodology. In the first part of this paper, we argue that the implementation and formalization constraints cannot be satisfied because the relation between Shannon information and IIT must be clarified. In the second part of the paper, we focus on the representation constraint. We argue that IIT cannot succeed in satisfying this constraint (...) for semantic contents without offering models for concepts, conceptual roles, and context sensitivity. In the final part of the paper, further complications are raised with respect to the distinction between consciousness and attention, which apply more specifically to the representation constraint. We conclude with some recommendations as to how IIT may succeed in solving these problems, highlighting the advantages and enormous potential of IIT as a scientific theory. (shrink)

Ten new essays critique the practice of armed humanitarian intervention, whereby one state sends its armed forces into another to protect citizens against major human rights abuses. The contributors examine a range of concerns, for instance about potential adverse effects and about ulterior motives.

Fractal time fluctuations of the spectral “1/f” form are universal in natural self-organizing systems. Neurobiology is uniquely infused with fractal fluctuations in the form of statistically self-similar clusters or bursts on all levels of description from molecular events such as protein chain fluctuations, ion channel currents and synaptic processes to the behaviors of neural ensembles or the collective behavior of Internet users. It is the thesis of this essay that the brain self-organizes via a vertical collation of these spontaneous events (...) in order to perceive the world and generate adaptive behaviors. REM sleep, which coalesces from self-similar clusters of burst-within-burst behavior during ontogeny, is essential to cognitive-emotional function, and has recurrent fractal organization. Empirical fMRI observations further support the association of fractal fluctuations in the temporal lobes, brainstem and cerebellum during the expression of emotional memory, spontaneous fluctuations of thought and meditative practice. Cognitive-emotional integration arises as amygdaloid-brainstem-cerebellar systems harmonize the vertical “1/f” symphony of coupled isochronous cortical oscillations in the pursuit of mindfulness. A premise which seems to be preponderate in the philosophy of medical practice developed by Pellegrino and Thomasma is the medical prescription to save life whenever possible. This premise is confronted with a polemical vitalism and examined in the light of some reading principles derived from G. Canguilhem's philosophy of the life-sciences. It is argued that the primarity of life in the account given by Pellegrino and Thomasma of the foundations of medical practice is closely related to biological concepts of (...) life. This relation is shown to be problematic. The biological concept results in an ontology of the living body as the condition of possibility of medical practice, thus linking up this practice with an uncriticized biological value and finality. Few ontologies in the ecological domain exist, but their development can take advantage of gained experience in other domains and from existing modeling practices in ecology. Taxonomies do not suffice because more expressive modeling techniques are already available in ecology, and the perspective of flow with its centrality of events and processes cannot be represented adequately in a taxonomy. Therefore, formal ontologies are required for sufficient expressivity and to be of benefit to ecologists, which also enables future reuse. We have (...) created a formal mapping between the software-supported ecological modeling method and software tool STELLA and ontology elements, which simplifies bottom-up ontology development considerably and has excellent potential for semi-automated ontology development. However, the conducted experiments also revealed that ontology development for ecology is close to being part of ecological research that through the formalized representation of the knowledge more clearly points to lacunas and suggestions for further research in ecology. Humans and other animals are capable of thought, emotion, consciousness, and understanding. Galaxies, trees, rocks, and chairs are not. Why is this? Is it merely that we are more complicated, or that we are made out of a different kind of material? Or is it that we are not entirely material at all? That is, what does it mean to say that something has a mind? In this course, we will focus on the mind-body problem, the question of how the (...) mind is related to the body, but we will also address a number of related questions: Can computers think? How is it that our thoughts manage to be about other things? What is the nature of consciousness? What do psychology, neuroscience, and artificial intelligence have to tell us about the fundamental nature of the mind? (shrink)

This paper criticizes Jerome Wakefield’s harmful dysfunction analysis of disorder by arguing that the conceptual linkage it establishes between the medical concepts of health and disorder and the prudential notions of well-being and harm makes the account inapplicable to nonsentient organisms, such as plants, fungi, and many invertebrate animals. Drawing on a previous formulation of this criticism by Christopher Boorse, and noting that Wakefield could avoid it if he adopted a partly biofunction-based account of interests like that often advocated in (...) the field of environmental ethics, I argue that integrating such an account of interests into the HDA would generate serious concerns. Specifically, it would make dysfunction sufficient for disorder and so reestablish between dysfunction and disorder precisely the kind of sufficiency relation that harm-requiring accounts of disorder strive to avoid; blur the line between the HDA’s dysfunction and harm components and, in so doing, deprive the HDA of its alleged main advantage over monistic dysfunction-based accounts of disorders like Boorse’s; and tie the HDA to an understanding of harm that is in itself problematic. I argue that these three concerns, and the dilemmas they generate, rob the HDA of much of its prima facie appeal, ultimately indicating that a satisfactory account of disorder should most likely eschew all references to prudential notions of well-being and harm. This paper focuses on examination of women’s participation in clinical trials as it was regulated by the two official regulations Costa Rica used to norm the clinical research. Both regulations were derogated some months ago. The point of view of the paper is the difference between men and women concerning participation in clinical trials, even though the moral principles are the same for all citizens. Its meanings are not the same depending to the gender. Autonomy is enough requirements for male (...) participants but not for female participants: in the name of their reproductive ability, they suffer a decrease of their self-determination. According to this, regulations not also has incurred into a contradiction, but also involving beneficence, against the aims of clinical research. (shrink)
