This paper argues that the “Canberra Plan” picture of physicalistic reduction of mind--a picture shared by both its proponents and opponents, philosophers as diverse as David Armstrong, David Chalmers Frank Jackson, Jaegwon Kim, Joe Levine and David Lewis--neglects ground (Fine, 2001, 2012). To the extent that the point of view endorsed by the Canberra Plan has an account of the physical/functional ground of mind at all, it is in one version trivial and in another version implausible. In its most general form, the point of view of the Canberra Plan is committed to unacceptably treating indexical or name-related facts as part of the ultimate physical/functional ground of the mental. This encylopedia entry describes the "Canberra Plan" approach to conceptual analysis, a method closely related to the Ramsey-Carnap-Lewis approach to analysing the meaning of theoretical terms.

In this paper I argue that the Canberra Plan is ill-equipped to offer a satisfactory theory of gender. Insofar as the Canberra Plan aims to provide a general and unified approach to philosophical theorising, this is a significant problem. I argue that this deficit in their method stems from the robust role assigned to pre-theoretical beliefs in constructing philosophical analyses. I utilise a critical conception of ideology to explain why our pre-theoretic beliefs about certain social kinds (...) are likely to deliver politically dubious metaphysics of the social world. The first half of the paper is dedicated to exercising this theoretical shortcoming. In the second half, I suggest a way in which the Canberra Plan can address and rectify this problem, with a view to maintaining the theoretical viability of the Canberra Plan with respect to politically important concepts. A popular approach in philosophy, the so-called Canberra Plan, is critically scrutinized. Two aspects of this research program, the formal and the informal program, are distinguished. It is argued that the formal program runs up against certain serious technical problems. It is also argued that the informal program involves an unclear leap at its core. Consequently, it is argued that the whole program is much more problematic than its advocates recognize.

Jackson argues that conceptual analysis plays a modest, albeit crucial, role in ‘serious metaphysics’: roughly, the project of demystifying phenomena we take to be mysterious by locating them in the natural world. This defence of conceptual analysis is associated with ‘the Canberra Plan’, a philosophical methodology that has its roots in the works of both Lewis :427–446, 1970, Australas J Philos 50:249–258, 1972) and Jackson. There is, however, a distinction to be drawn between conceptual analysis, as it is (...) typically employed in the Canberra plan, and a version of it defended by Jackson himself. In this paper, I elucidate this distinction, and employ examples from the history of science to argue the use of the former, but not the latter, incurs certain problems of conceptual change. Moreover, I also argue neither can be used to undertake serious metaphysics—the former because of the aforementioned problems, and the latter due to the machinery it employs to solve them. (shrink)

Conceptual analysis has been typically recognized as a traditional methodology within analytic philosophy, but many philosophers have heavily criticized it. In contrast, the methodology of Carnapian explication has been undergoing a revival as a methodological alternative due to its revisionary aim. I will make explicit the shared structural properties and goals of Carnapian explication and the kind of conceptual analysis advanced by the advocates of the Canberra Plan. Also, I will argue that although their goal to make philosophy (...) more scientific is desirable, they cannot achieve their goal of clearly distinguishing philosophy from science. Moreover, since traditional conceptual analysis is an element of both revisionary methodologies, it is also unable to mark a clear distinction between them. The comparison throws some light on the relationship between traditional conceptual analysis and the two revisionary methodologies, their implicit theoretical commitments and deficiencies. (shrink)

David Lewis has a general recipe for analysis: the Canberra Plan. His analyses of mind, color, and value all proceed according to the plan. What is curious is that his analysis of causation – one of his seminal analyses – doesn't. It doesn't and according to Lewis it can't. Lewis has two objections against using the Canberra Plan to analyze causation. After presenting Lewis' objections I argue that they both fail. I then draw some lessons (...) from their failure. The paper argues for a metaphysics in the vein of the Canberra plan, namely to single out a minimal, basic set of entities and then to show how everything else is located in that set by being identical with something in that set and how the propositions that describe the basic entities entail all the other true propositions. The paper conceives the Canberra plan for the domain of the natural sciences as a naturalized metaphysics that is (...) not committed to a priori entailment. The proposal is that the minimal set of entities is defined by the following two axioms: There are distance relations that individuate simple objects, namely matter points. The matter points are permanent, with the distances between them changing. Finally, the paper explains how the Canberra plan sets a clear standard for ontological issues that go beyond the natural sciences. (shrink)

On the other hand, explication has been undergoing a revival as a methodological alternative due to the revisionary element associated with it. This allows for a scientific reconstruction of our ordinary notions, which would share virtues associated with scientific concepts. However, there is now a popular variant of conceptual analysis which resembles closely the explicative methodology: the two-step methodology advanced by (...) the advocates of the Canberra Plan. Although explication is a wider and more ambitious program, I will argue that both methodologies can be regarded as attempts to bring philosophical methodology and its products closer to scientific ones. However, I will also point out that, although the goal is advantageous, there still remain some theoretical problems. (shrink)

This was also a moment in which the imperial connections and imperial ambitions of settler capitalist societies coincided with national projects. The curious co-existence of these ambitions was embodied in the capital city projects of the time – simultaneously imperial and national, and developed through an exchange (...) of utopian ideas about architecture, planning, nature and modernity. Of these, Canberra is exemplary; the most fully realized. A hundred years later, its story is still largely told in narrow terms, as a parochial tale of incomplete nationalism. Shifting focus to explore Canberra in relation to other capital city building projects during the period offers a better understanding of the complex overlays of imperialism, nationalism and regionalism at play in new world settler societies, and the cultural traffic across the Anglophone world. I take up the task of examining how someone who takes seriously the ambitious programme of conceptual analysis advocated by the Canberra School can minimise the eliminative consequences which I argue the Ramsey-Carnap-Lewis recipe of conceptual analysis is likely to have for many folk discourses. The objective is to find a stable means to preserve the constative appearance of folk discourse and to find it generally successful in its attempts to describe an external world, albeit in non-scientific terms that (...) do not reflect the nature of things. The view I settle on, quasi-fictionalism, is modelled on a modified descriptivist version of Kendall Walton’s account of prop-oriented games of make-believe. (shrink)

The so-called Canberra Plan is a grandchild of the Ramsey-Carnap treatment of theoretical terms. In its original form, the Ramsey-Carnap approach provided a method for analysing the meaning of scientific terms, such as “electron”, “gene” and “quark”—terms whose meanings could plausibly be delineated by their roles within scientific theories. But in the hands of David Lewis (1970, 1972), the original approach begat a more ambitious descendant, generalised and extended in two distinct ways: first, Lewis applied the technique to (...) analyse the meaning of terms introduced not just by explicit scientific theories, but also by implicit folk theories such as folk psychology; second, he supplemented the theory to provide an account of the way in which the referents of the analysed terms might be identified on the basis of empirical investigation. Three proponents of the Canberra Plan, namely Jackson, Pettit, and Smith, have developed a collective functionalist program—Canberra Functionalism—spanning from philosophical psychology to ethics. They argue that conceptual analysis is an indispensible tool for research on cognitive processes since it reveals that there are some folk concepts, like belief and desire, whose functional roles must be preserved rather than eliminated by future scientific explanations. Some naturalists have recently challenged this indispensability argument, though the point of that challenge has (...) been blunted by a mutual conflation of metaphysical and methodological strands of naturalism. I argue that the naturalist’s challenge to the indispensability argument, like naturalism itself, ought to be reformulated as a strictly methodological thesis. So understood, the challenge succeeds by showing (1) that we cannot know a priori on the basis of conceptual analysis of folk platitudes that something must occupy the functional roles specified for beliefs and desires, and (2) that proponents of Canberra Functionalism sometimes tacitly concede this point by treating substantive psychological theories as the deliverances of a priori platitudes analysis. This is an unpublished piece from July 1998. It discusses the use of semantic notions such as reference in the Canberra Plan, the question whether this use creates a problematic circularity if the Canberra Plan is applied to the semantic notions themselves, and the relation of this question to Putnam’s model-theoretic argument. I used some of the ideas in later papers such as (Price 2004, 2009) and (Menzies & Price, 2009), but the bulk of discussion of (...) the relation of my concern to Putnam’s argument (and to responses to Putnam by others) never made it into print. The term ‘continuous’ in real analysis wasn’t given an adequate formal definition until 1817. However, important theorems about continuity were proven long before that. How was this possible? In this paper, I introduce and refine a proposed answer to this question, derived from the work of Frank Jackson, David Lewis and other proponents of the ‘Canberra plan’. In brief, the proposal is that before 1817 the meaning of the term ‘continuous’ was determined by a number of ‘platitudes’ which (...) had some special epistemic status. (shrink)

Desde el advenimiento de la segunda ha querido la primera ver en ella una vía para la superación del positivismo que la atenazaba desde su mismo origen. Uno de sus intentos más logrados fue el del psiquiatra Ludwig Binswanger a lo largo de los años veinte del pasado siglo. Recorrió en ese tiempo las Investigaciones lógicas de Husserl y ensayó su acercamiento a la psicología estructural. Proponemos que una (...) deficiente lectura de las posibilidades de la fenomenología ―comprensible en su prematuridad, desgraciada en su ímpetu anti-(neo)kantiano― impidió que reconociera su horizonte trascendental y así pudiera entrever caminos de acceso al mundo, a la persona y a su concreto sufrimiento. Para concluir presentamos el intento que supone el proyecto La mirada filosófica como mirada médica por recuperar aquella problematicidad y ahondar en una aproximación respetuosa al padecer, tal como aparece, sin violentarlo por el concepto. This project is aided by Friedman and Sheard’s groundbreaking analysis of twelve logical platitudes for truth. It turns out that, because of the paradoxes like the liar, the platitudes for the concept of truth are inconsistent. Moreover, there are (...) so many distinct paradoxes that only small subsets of platitudes for truth are consistent. The result is that there is no property of being true. The failure of the Canberra plan analysis of the concept of truth, points the way toward a new methodology: a conceptual engineering project for the concept of truth. Conceptual engineering is assessing the quality of our concepts, and when they are found defective, offering new and better concepts to replace them for certain purposes. Still, there are many aletheic properties, which are properties satisfied by reasonably large subsets of platitudes for the concept of truth. We can treat these aletheic properties as a guide to the multitude of new aletheic concepts, which are concepts similar to, but distinct from, the concept of truth. Any new aletheic concept or team of concepts might be called on to replace the concept of truth. In particular, the concepts of ascending truth and descending truth are recommended, but the most important point is that we need a full-scale investigation into the space of aletheic properties and new aletheic concepts—that is, we need an Aletheic Principles Project. Concentrating on their treatment of folk psychology, this paper seeks to establish that, in the form advocated by its leading proponents, the Canberra project is presumptuous in certain key respects. Crucially, it presumes (1) that our everyday practices entail the existence of implicit folk theories; (2) that naturalists ought to be interested primarily in what such theories say; and (3) that the core content of such theories is adequately characterized by establishing what everyone finds intuitively obvious about the topics (...) in question. I argue these presumptions are a bad starting point for any naturalistic project and, more specifically, that in framing things in this way proponents of the Canberra plan have led us unnecessarily into philosophical quagmires. I here defend microphysical manyism. According to microphysical manyism, each composite or higher-level object is a mere plurality of microphysical particles. After clarifying the commitments of the view, I offer two physicalist-friendly arguments in its favour. The first argument appeals to the Canberra Plan. Here I argue that microphysical particles acting in unison play the theoretical roles associated with composite objects - that they do everything that we think of composite objects as doing - and thus that composite (...) objects are to be identified with pluralities of microphysical particles. Along the way I rebut the objections that pluralities of particles don’t display the right emergent, ‘lingering’, or modal properties to be good candidates for identification with higher-level objects. In the second argument I claim that microphysical manyism is uniquely able to capture a compelling and widespread physicalist intuition concerning the intimate nature of the relationship between higher-level, composite objects and the microphysical world. We review three broadly geometrodynamical---and in part, Machian or relational---projects, from the perspective of spacetime functionalism. We show how all three are examples of functionalist reduction of the type that was advocated by D. Lewis, and nowadays goes by the label `the Canberra Plan’. The projects are: the recovery of geometrodynamics by Hojman et al. ; the programme of Schuller and collaborators to deduce a metric from the physics of matter fields; the deduction of the ADM Hamiltonian by (...) Gomes and Shyam. We end by drawing a positive corollary about shape dynamics: namely, it has a good rationale for the Hamiltonian it postulates. (shrink)

The discussion of the nature of consciousness seems to have stalled, with the “hard problem of consciousness” in its center, well-defined camps of realists and eliminativists at two opposing poles, and little to none room for agreement between. Recent attempts to move this debate forward by shifting them to a meta-level have heavily relied on the notion of “intuition”, understood in a rather liberal way. Against this backdrop, the goal of this paper is twofold. First, we want to highlight how (...) the ontological and epistemological status of intuitions restricts the arguments in the debate on consciousness that rely on them. Second, we want to demonstrate how the deadlock in those debates could be resolved through a study of a particular, “positive” kind of intuitions. We call this approach “The Canberrish Plan for Consciousness” as it adopts elements of the methodological “Canberra Plan”. (shrink)

Gödel argued that intuition has an important role to play in mathematical epistemology, and despite the infamy of his own position, this opinion still has much to recommend it. Intuitions and folk platitudes play a central role in philosophical enquiry too, and have recently been elevated to a central position in one project for understanding philosophical methodology: the so-called ‘Canberra Plan’. This philosophical role for intuitions suggests an analogous epistemology for some fundamental parts of mathematics, which casts a (...) number of themes in recent philosophy of mathematics (concerning a priority and fictionalism, for example) in revealing new light. In this piece I characterise global expressivism, as I understand it, by contrasting it with five other views: the so-called Canberra Plan; Moorean non-naturalism and platonism; ‘relaxed realism’ and quietism; local expressivism; and response-dependent realism. Some other familiar positions, including fictionalism, error theories, and idealism, are also mentioned, but as sub-cases to one of these five.

While naturalistic theories have come to dominate the philosophical landscape, there is still little consensus on what “naturalism” means. I trace the origins of contemporary naturalism to a view, called the “fundamental naturalistic impulse,” that originates in Quine’s turn against Carnap and which I take to be necessary for naturalism. In light of this impulse, some “substantively naturalistic” theories are examined: a weak version of non-supernaturalism, Railton’s a posteriori reduction of moral terms, and “Canberra plan” conceptual analyses of (...) moral property terms. I suggest that if we take the fundamental naturalistic impulse seriously, then there is no need to differentiate substantive versions of naturalism over and above methodological versions. Substantive thesis in ontology or semantics can be had on account of one’s methodological commitments. This not only cuts against the distinction between methodological and substantive naturalisms, but also demonstrates just how far method can reach. (shrink)

Ramsification is a well-known method of defining theoretical terms that figures centrally in a wide range of debates in metaphysics. Prior's puzzle is the puzzle of why, given the assumption that that-clauses denote propositions, substitution of "the proposition that P" for "that P" within the complements of many propositional attitude verbs sometimes fails to preserve truth, and other times fails to preserve grammaticality. On the surface, Ramsification and Prior's puzzle appear to have little to do with each other. But Prior's (...) puzzle is much more general than is ordinarily appreciated, and Ramsification requires a solution to the generalized form of Prior's puzzle. Without such a solution, a wide range of theories will either fail to imply their Ramsey sentences, or have Ramsey sentences that are ill-formed. As a consequence, definitions of theoretical terms given using the Ramsey sentence will be either incorrect or nonsensical. I present a partial solution to the puzzle that requires making use of a neo-Davidsonian language for scientific theorizing, but the would-be Ramsifier still faces serious challenges. (shrink)

This paper has three objectives: arguing against levels of reality by employing the Lewis-Jackson method for doing metaphysics, also known as the Canberra plan; showing how this method renders the idea of levels of reality incoherent, but nevertheless leaves the conceptual space open for dualism; sketching out a concrete proposal for a dualism of mind and matter that relies on normativity and that employs ontic structural realism.

This dissertation is primarily concerned with the subjects of disagreement, argument, and the methodology of philosophy. The first chapter sets out and attempts to answer the question of what the connection between disagreement and disputing is. The second chapter is primarily a investigation into the nature of verbal disputes. The answer the chapter puts forward is that there is a justificatory relation between disagreeing and disputing, so that, for example, if two parties do not disagree in the right way, then (...) they should not dispute. In the second chapter I will look at a few theories of verbal disputes, and I will discuss some of the features such a theory should have. I go on to explicitly endorse a version of David Chalmers's theory of verbal disputes, and defend it from some potential objections. The third chapter is a defence of the method of conceptual analysis in philosophy. I introduce some potential objections to the Canberra plan style of conceptual analysis, and show how a different conception of conceptual analyses could get over these problems. The conception of conceptual analysis I argue for is heavily inspired by Rudolf Carnap's system of explication. The main way Carnapian explication would differ from the Canberra plan style of conceptual analysis is in the way that it would allow one to move further away from the original concept in analysing it, by balancing closeness to the original concept against other specific criteria.
