This volume develops a novel approach to state theory.

The paper examines the social contradictions generated by patterns of reproduction of accumulation of capital, social legitimation and by present agricultural policies fostered by the State. Through a scrutiny of the role of the State in capitalism it is argued that agricultural overproduction, the widening of the gap between small and large farms, the fiscal crisis of the State associated with agricultural programs and waste of resources are the outcomes of an attempt on the part of the (...) State to promote simultaneously accumulation and legitimation. The possibility of enhancing accumulation and maintaining legitimation clashes with the diverse socio-economic demands associated with the present agricultural production system and the general viability of the social structure as a whole. Exploitation and Economic Justice in the Liberal Capitalist State offers the first new, liberal theory of economic justice to appear in more than 30 years. The theory presented is designed to offer an alternative to the most popular liberal egalitarian theories of today and aims to be acceptable to both right and left libertarians too.

Debates about justice in political philosophy often ask which distributive end state is normatively desirable. The economic mechanisms that generate the ‘pie’ that is to be distributed are usually left unexplored. Mark R. Reiff’s new book, in contrast, asks what justice means within economic processes, and how changes in the framework of the economy could lead to more justice, including justice in the distributive sense. Everyone agrees that the world is accelerating. With advances in communication, transportation and information processing technologies, it is clear that the pace of events in global politics is speeding up at an alarming rate. The implications of this new speed however, continue to be a significant source of debate. Will acceleration lead to a more interconnected, productive, peaceful, and humane world; or a nightmarish descent into ecological devastation, economic exploitation and increasingly violent warfare? The Politics of Speed attempts to map (...) the contours of the new global space of speed, and investigates key issue areas âe" including democratic governance, warfare, capitalism, globalization and transnational activism âe" to uncover the ways in which acceleration is shaping the world. The book uses contemporary political theory (especially the works of Deleuze and Guattari) to develop an ontological account of speed, showing how its effects are frequently far more complex and surprising than we might expect. The result is an attempt to craft a way of engaging with global acceleration that might help avoid the dangers of speed, while embracing the possibilities it provides us with to produce a safer, more egalitarian, democratic and pluralistic world. The capacity to provide satisfactory nursing care is being increasingly compromised by current trajectories of healthcare funding and governance. The purpose of this paper is to examine how well Marxist theories of the state and its relationship with capital can explain these trajectories in this period of ever‐increasing austerity. Following a brief history of the current crisis, it examines empirically the effects of the crisis, and of the current trajectory of capitalism in general, upon the funding and organization of (...) the UK and US healthcare systems. The deleterious effect of growing income inequalities to the health of the population is also addressed. Marx's writings on the state and its relation to the capitalist class were fragmentary and historically and geographically specific. From them, we can extract three theoretical variants: the instrumentalist theory of the state, where the state has no autonomy from capital; the abdication theory, whereby capital abstains from direct political power and relies on the state to serve its interests; and the class‐balance theory, whereby the struggle between two opposed classes allows the state to assert itself. Discussion of modern Marxist interpretations includes Poulantzas's abdication theory and Miliband's instrumentalist theory. It is concluded that, despite the pluralism of electoral democracies, the bourgeoisie do have an overweening influence upon the state. The bourgeoisie's ownership of the means of production provides the foundation for its influence because the state is obliged to rely on it to manage the supply of goods and services and the creation of wealth. That power is further reinforced by the infiltration of the bourgeoisie into the organs of state. The level of influence has accelerated rapidly over recent decades. One of the consequences of this has been that healthcare systems have become rich pickings for the evermore confident bourgeoisie. (shrink)

This article attempts, for the first time, to link some central motives in the thought of Jürgen Habermas with the biographical experiences of the philosopher and social theorist. What are the relations which Habermas himself thematizes in his life story by means of discursive analysis? Three elements are central: the change in significance of the nation state against the backdrop of the process of European integration, the concept of a deliberative democracy, and the timely and controversial issue of the (...) taming of world capitalism. Nancy Fraser’s powerful new book documents the “movements of feminism” and the shifts in the feminist imaginary since the 1970s. Fraser follows the history of feminism from the ferment of the New Left, during which “Second Wave” feminism emerged as a struggle for women’s liberation alongside other social movements, to its emersion in identity politics following the decline of its initial utopian energies. Alongside this detailed history, Fraser recognizes the need for a reinvigorated feminist radicalism to respond to the crisis (...) in neoliberalism. She argues for a feminism that could join other egalitarian movements in struggles aimed at subjecting capitalism to democratic control, while retrieving the core utopian insights of feminism’s earlier phases. State capitalism has recently come to the fore as a transversal research object in the social sciences. Renewed interest in the notion is evident across several disciplines, in scholarship addressing government interventionism in economic life in major developing countries. This emergent field of study on state capitalism, however, consistently bypasses the remarkable conceptual trajectory of the notion from the end of the 19th century to the present. This article proposes an intellectual-historical survey of state capitalism’s many lives (...) across different ensembles of writing: early Marxist pronouncements on state capitalism at the time of the Second International; theories of state capitalism evolved in the first half of the 20th century in response to the European experience of war and fascism; dissident portrayals of the Soviet Union as state-capitalist; post-Second World War theories of state-monopoly capitalism in the Western Bloc; examinations of state capitalism as a development strategy in ‘Third World’ nations in the 1970s and 1980s; and finally, today’s scholarship on new patterns of state capitalism in emerging economies. Having contextualized each of these strands of writing, the article goes on to interrogate definitional and conceptual boundaries of state capitalism. It then maps out essential institutional features of state-capitalist configurations as construed in the literature. In sharp contrast to 20th-century theories of state capitalism, present-day scholarship on the topic tends to retreat from the integrated critique of political economy, shifting its problematics of state-market relations to meso- and micro-levels of analysis. The present paper formulates the principled anarcho-capitalist case against the state and investigates the possible minarchist replies thereto. It identifies three and only three logically available ways of undermining the anarcho-capitalist case and argues that none of them works for minarchism due to the premises from which this theory starts. The sketch of the analysis presented in the paper suggests that minarchist research program falls short of theoretical soundness or even of logical validity.

The article argues that environmental planetary discourses have coalesced into the Anthropocene crisis narrative and reformulated the state of nature apparatus of Western political theory. The Anthropocene, as an ecological state of nature of late capitalism, casts light on the logics of geopower, which assembles species thinking, a fascination with nonlife and sovereignty, and the imaginary of extinction and mutation. Geopower shifts governmental technologies from human populations and their ‘milieu’ to nonhuman species, energy flows and ecosystems, from political (...) economy and biopower to Earth science and systems ecology. This configuration of power suggests a shift in the neoliberal agenda and imposes the Earth as a political personage, generating threatening political myths and figures of chaos and sovereignty, such as Gaia, Chthulu and Climate Leviathans.
