Dagger argues for a republican liberalism that, while celebrating the liberal heritage of autonomy and rights, solidly places these within social relations and obligations, which while ubiquitous, are often obscured and forgotten.

This paper defends a neorepublican account of civic virtue as consisting of stable traits of character, understood in broadly Aristotelian terms, that exhibit excellences associated with the role of citizen, and that contribute to the secure protection of freedom as non-domination. Such an account is important for the neorepublican project because neither laws nor social norms can yield reliable support for republican freedom without a parallel input from civic virtue. The paper emphasizes the need to distinguish (...) civic virtue from desirable norms, which can operate in tandem. Against other neorepublican accounts of civic virtue, it argues that the primary function of such virtue is not to support the stability of republican regimes. Rather, it has a corrective function, and may in fact challenge institutions, laws, and informal norms if they allow for the exercise of arbitrary power. Finally, the paper argues that this account of civic virtue is better positioned than a stability-focused account to shed light on the relationship between civic virtue and the common good. (shrink)

This paper begins by summarizing the chief, original contributions to technology ethics in Shannon Vallor’s recent book, Technology and the Virtues: A Philosophical Guide to a Future Worth Wanting, highlighting especially the book’s distinctive inclusion of not only the western virtue ethics tradition but also the analogous traditions in Buddhist and Confucian ethics. But the main point of the paper is to suggest that the theoretical framework developed in the book be extended to include an analysis of the distinctive (...) civic virtues that are crucial to the well functioning of communities of makers, marketers, consumers, and regulators of technology, constituting, as it were, technomoral civic virtue ethics. It is suggested that prominent among these civic virtues is what is dubbed “Socratism,” the habit of regular querying of community aims and practices for the purpose of keeping community action focused on the goods internal to community practice, and the goods of the larger communities in which these local communities are embedded. Civic virtue is a bulwark against authoritarianism, but also against the worst excesses of democracy. It has been appropriated by the proponents of republicanism and communitarianism, focusing upon duties rather than rights, and the collective rather than the individual. This paper demonstrates, however, that republicanism and community values are not mutually exclusive with the concept of universal individual human rights. It considers traditional interpretations of civic virtue from both West and East, then introduces a conceptualization of (...) the relationship between rights and responsibilities which alienates neither the liberal concept of individuals as universal human rights bearers, nor the communitarian perspectives. According to the commonsense view of civic virtue, the places to exercise civic virtue are largely restricted to politics. In this article, I argue for a more expansive view of civic virtue, and argue that one can exercise civic virtue equally well through working for or running a for-profit business. I argue that this conclusion follows from four relatively uncontroversial premises: (1) the consensus definition of “civic virtue”, (2) the standard, (...) most popular theory of virtuous activity, (3) a conception of the common good widely shared by liberal political philosophers, and (4) the mainstream economic theory of for-profit business. Political polarization is on the rise, undermining the shared space of public reason necessary for a thriving democracy and making voters more willing than ever to dismiss the perspectives of their political opponents. This destructive tendency is especially problematic when it comes to issues of race and gender, as informed views on these topics necessarily require engaging with those whose experiences may differ from our own. In order to help our students combat further polarization, we created a course on "The (...) Philosophy of Race, Class, and Gender" that incorporated intergroup dialogues - small, diverse, semester-long discussion groups-that focused on building the civic virtues of toleration, egalitarianism, and solidarity. In this article, we describe our approach, including the evidence that intergroup dialogue can act as a catalyst for democratic dialogue. We hope that the practice of intergroup dialogue can help other instructors cultivate the civic virtues in their philosophy classrooms as well. (shrink)

Tocqueville’s claim in Democracy in America about the link between associations and a vibrant public sphere is interpreted especially by neo-republicans in political theory as aligned with their argument that civic virtue can and ought to be fostered in today’s democracies. This paper challenges such a reading of Tocqueville by considering his notion of enlightened self-interest. Tocqueville’s ideas about the nature of political activity differ markedly from the republican ideal of a citizenry marked by civic virtue, (...) as Tocqueville appeals to self-interest, albeit an enlightened sort, as the primary motive for involvement. Tocqueville also suggests that the character of political behaviour he describes in contrast to civic virtue contributes to a more nuanced understanding of what motivates citizens to engage in public life in modern democracy. Today, a major technological trend is the increasing focus on the person: technical systems personalize, customize, and tailor to the person in both beneficial and troubling ways. This trend has moved beyond the realm of commerce and has become a matter of public governance, where systems for citizen risk scoring, predictive policing, and social credit scores proliferate. What these systems have in common is that they may target the person and her ethical and political dispositions, her virtues. Virtue ethics (...) is the most appropriate approach for evaluating the impacts of these new systems, which has translated in a revival of talk about virtue in technology ethics. Yet, the focus on individual dispositions has rightly been criticized for lacking a concern with the political collective and institutional structures. This paper advocates a new direction of research into civic virtue, which is situated in between personal dispositions and structures of governance. First, it surveys the discourse on virtue ethics of technology, emphasizing its neglect of the political dimension of impacts of emerging technologies. Second, it presents a pluralist conception of civic virtue that enables us to scrutinize the impact of technology on civic virtue on three different levels of reciprocal reputation building, the cultivation of internal goods, and excellence in the public sphere. Third, it illustrates the benefits of this conceptions by discussing some paradigmatic examples of emerging technologies that aim to cultivate civic virtue. (shrink)

A democratic society cannot flourish if its citizens merely pursue their own narrow interests. If it is to do more than survive, at least a substantial proportion of its citizens must fulfill responsibilities that go beyond simply avoiding the violation of others' rights and occasionally casting a vote. The vitality and success of a democracy requires that many citizens — ideally all of them — contribute something to their communities and participate responsibly in the political process. The disposition to do (...) these things is a large part of what constitutes civic virtue. But that virtue encompasses considerably more. My task here is to explore civic virtue. I first outline a conception of virtue in general and, with that set out, pursue the question of what makes a virtue civic. My special concern is to articulate what constitutes civic virtue in relation to an enduring problem for democratic societies and especially for the pluralistic democracies of the Western world: how to determine what constitutes a proper relation between religion and politics and, in the lives of religious citizens having civic virtue, an appropriate balance between religious and secular considerations. This paper articulates Aquinas’s account of the duties citizens have toward the nation, focused specifically on the virtues of piety and observance. In the first section, I discuss justice as the foundation of good citizenship. In the second, I delineate the acts of justice which primarily orient citizens toward serving the nation, focusing specifically on piety and observance. Finally, in the third section I reflect on how religion, or the virtue by which humans render proper worship to God, has (...) a moderating effect on what we owe to the nation. Reverence for political authorities easily becomes state idolatry unless a strong religious commitment to loving God first and neighbor second is present among the citizenry. Thus, religion is shown to be a bulwark of freedom from tyranny. (shrink)

Opponents of biomedical enhancement frequently adopt what Allen Buchanan has called the “Personal Goods Assumption.” On this assumption, the benefits of biomedical enhancement will accrue primarily to those individuals who undergo enhancements, not to wider society. Buchanan has argued that biomedical enhancements might in fact have substantial social benefits by increasing productivity. We outline another way in which enhancements might benefit wider society: by augmenting civic virtue and thus improving the functioning of our political communities. Scholars are divided on the relationship between cynicism and political life. In this chapter, I describe and endorse what I call 'institutional cynicism' and suggest it can feature within kinds of virtuous civic stances in democratic societies. I accept that some forms of cynicism can be as destructive and as anti-democratic as critics insist. Institutional cynicism, of the sort I describe, can actually make us better citizens. It turns our attention towards sub-optimal aspects of the political institutions of democratic (...) societies, teaching us things about those institutions we need to know, without necessarily leading us into fatalism or despair. In this article, I distinguish personal autonomy from heteronomy, and consider whether autonomy provides a suitable basis for liberalism. I argue that liberal government should not promote autonomy in all its citizens, on the grounds that not all members of liberal democracies require autonomy for a good life. I then outline an alternative option that I call a liberalism of conscience, describing how it better respects heteronomous citizens. I subsequently clarify how a liberalism of conscience is different than, and superior (...) to, autonomy‐based versions of liberalism. (shrink)

Vice crimes, crimes prohibited in part because they are viewed as morally corrupting, engage legal theorists because they reveal importantly contrasting views between liberals and virtue-centered theorists on the very limits of legitimate state action. Yet advocates and opponents alike focus on the role law can play in suppressing personal vice; the role of law is seen as suppressing licentiousness, sloth, greed etc. The most powerful advocates of the position that the law must nurture good character often draw on (...) Aristotelian theories of virtue to ground the connection between law and virtue. While Aristotle believed that law and character were linked, it is ironic to note that he did not argue for the position evidenced in our vice laws that law was likely to succeed in instilling virtue. Indeed, Aristotle thought the project of using law to instill private virtue was nearly certain to fail. Aristotle’s deep concern was not for the way law protected private virtue within each person but the way law had to protect civic virtue between citizens. This article argues that even from its foundations, the project of vice crimes as moral instruction is misconceived. The use of law for overly instrumental or narrow reasons opens law and legal institutions to abuse and factionalism. Lawyers, judges and others specially connected to law must first and foremost aim at addressing “legal vices,” vices internal to the institutions of law. Particularly, increasing factionalism and instrumentalism which disconnects law from the pursuit of the common good threatens our civic bonds. Most importantly, where civic bonds are disrupted, citizens have no reason to remain law abiding. The striking lesson, captured both in ancient philosophy and modern history, is that when legal vices grow unchecked and factions use the law to pursue narrow interests, ultimately law abidingness is corrupted and interest groups harm themselves as much as others. In this essay I defend the following prima facie argument: civic virtue is not dependent on integration and in fact may be best fostered under conditions of segregation. I demonstrate that civic virtue can and does take place under conditions of involuntary segregation, but that voluntary separation—as a response to segregation—is a more effective way to facilitate it. While segregation and disadvantage commonly coexist, spatial concentrations, particularly when there is a strong voluntary aspect present, often aid (...) in fostering civic virtue. Accordingly, so long as separation provides the conditions necessary for the promotion of civic virtue, integration is not an irreducible good. (shrink)

This anthology explores the nexus between scientific values and civic virtues, arguing that both scientific norms and scientific institutions can provide badly needed resources for improving the rationality of public deliberation in democratic society. In response to the growing cynicism about corruption and the influence of special interest groups, political scientists have placed more emphasis on the importance to civil society of traditional civic virtues such as justice, fairness, honesty, tolerance, and intellectual pluralism. But where are the good (...) exemplars for such attributes? In this volume, philosophers of science show how the scientific values of truthfulness, trust, candor, integrity, empirical adequacy, and critical thinking are exemplified in scientific research. Essays by historians explore the common roots of science and democracy. This paper explores the question whether perfectionism amounts to a political doctrine that is more attractive than liberalism. I try to show that an egalitarian liberalism that is open to questions of value and that holds a conception of limited neutrality can meet the perfectionist challenge. My thesis is that liberalism can be reconciled easily with perfectionism read as a moral doctrine. Perfectionism as a political doctrine equally stays within the value framework of liberalism. Finally, I try to show that (...) liberalism can give an account of civic virtue that is a sufficient basis for developing the normative guidelines of a rich and meaningful social life. (shrink)

Once upon a time, civic virtue described an ethic of political involvement for all citizens. As American democracy evolved, however, the public and private spheres separated. The latter became domesticated and disengaged from public life by an ideology based on gender and a "disinterested love" of neighbor. Private passion was to be isolated from public reason, private love from public justice. But it need not be so. Drawing on examples of ordinary heroes, Ann Mongoven argues for a transformed (...) civic virtue that articulates "just love": passionate care for fellow citizens as such. By connecting theory to practice, Mongoven dramatizes the challenges raised through tangible political examples and lets ordinary heroes suggest the path toward civic renewal. (shrink)

The western tradition of civic virtue originates in the context of the small city-state political dynamics of Athens and Florence. As a result of this developmental context, the traditional civic virtues themselves are geared to the ends associated with small states. Established wisdom before the foundation of (...) the United States suggested that any republic, of necessity, would have to remain small. With the expansion of modern democratic states, failure to sustain citizen participation has been recognized as a threat to continued sustainability of the large-scale republic. As a result of this realization, the revivalist civic theory has emphasized participatory virtues. The development of these virtues, however, is hindered by political alienation resulting from the bureaucratic structure of the large-scale state. The suggestion here is that civic theory in the modern world can be advanced by learning from the classical Chinese civic theorists what civic virtues they associated with large state dynamics, and it is suggested that these virtues can act as antecedents to the participatory virtues necessary for democracy. This article addresses the question of how, if at all, citizens can sustain an effective sense of political belonging without sacrificing other sources of ethical identity. We begin with a critical analysis of Rousseau's classic considerations of politics and religion, which concludes that membership of a sub-political ethical community is incompatible with an effective sense of political belonging. This critique leads us to a consideration of the basic character of contemporary constitutional-democratic polities (drawing on the work of James Tully) and (...) of Waldron's account of the circumstances of politics. These considerations are developed into the claim that we can identify two sources of political belonging: recognition and acknowledgement - which correspond to two aspects of democratic citizenship: as status and as mode of being. On the basis of this claim, we argue that an effective sense of political belonging can be compatible with membership of sub-political ethical communities iff members of the political community are characterised by the majoritarian virtue of civic responsiveness and the minoritarian virtue of civic endurance. We sketch the character of these virtues and the relationship to one another in arguing that only the widespread presence of both kinds of virtue is sufficient to secure citizens' confidence in the polity and hence its stability. Is the virtue of the good citizen the same as the virtue of the good man? Aristotle addresses this in Politics 3.4. His answer is twofold. On the one hand, (the account for Difference) they are not the same both because what the citizen’s virtue is depends on the constitution, on what preserves it, and on the role the citizen plays in it, and because the good citizens in the best constitution cannot all be good men, whereas (...) the good man’s virtue is uniform. On the other hand, (the account for Identity) the two virtues are identical in the good men in the best constitution, in which all are good citizens, each possessing the ability for ruling and for being ruled. This nuanced answer can be seen as Aristotle’s synthesis of a Periclean view (contribution to state blots out personal wrongs) and a Socratic view (no good citizen is without justice). Its nuances reflect the extent to which Aristotle’s conceptions of good citizenship and the best constitution accommodate deviations of what is probable from the human ideal set out in his ethical writings. In the present chapter, I will first address three puzzles regarding the nuances of Aristotle’s answer. Second, I will consider one question about its implication: Does Aristotle’s account for Difference turn out to entail something ultra-Periclean: that no one can simultaneously be a good man and a good citizen in any constitution other than the best? This thesis examines the concept of civil disobedience, and the role the latter can play in a democratic society. It aims to offer a moral justification for civil disobedience that departs from consequentialist or deontological considerations, and focuses instead on virtue ethics. By drawing attention to the notion of civic virtues, the thesis suggests that, under some circumstances, an act of civil disobedience is the very act displaying a virtuous disposition in the citizen who disobeys. Such disposition is (...) interpreted in light of a duty each individual has to respect her fellow citizens as autonomous agents. This grounds, in turn, a moral obligation to respect the law. The central claim of the thesis is that the obligation towards the law is fulfilled not only through acts of obedience but also, under different circumstances, through acts of disobedience. The status of non-violence as a necessary component of civil disobedience is questioned, and it is argued that a degree of force or violence may be permissible in civil disobedience, when it is compatible with the duty to respect others’ autonomy. Subsequently, the thesis offers an analysis of ‘reasonableness’ as a civic virtue, and by comparing three different approaches to the issue of reasonable disagreement among democratic citizens, it defends the deliberative approach as the most suited for treating fellow citizens as autonomous agents. The last two chapters focus on the importance, for an act of civil disobedience, of the agent’s willingness to accept the legal consequences of her law-breaking behaviour. It is argued that a civil disobedient has an obligation to face the prospect of being punished for the breach of the law. However, in considering the behaviour of a virtuous civil disobedient who appears at her criminal trial, it is also claimed that she should plead not guilty and aim to persuade her fellow citizens that she does not deserve to be punished, because what she did does not constitute a criminal wrong. In doing so, this thesis depicts civil disobedience not as a merely permissible form of behaviour, but as a morally praiseworthy conduct within a democratic community. (shrink)

Bloch and Buddha are very different (and notoriously obscure; I do not attempt an exegesis). But they share a metaphysics (...) of change, foundational for making any sense of hope.Buddhism would seem to repudiate hope; it is a source of suffering (i.e., pain in living with reality). Seen more deeply, however, Buddhism offers material for a carefully limited virtue of hope: the habits of noticing good and acknowledging transience. This disposition, acquired through Buddhist practice among other ways, shields one against despair. The habit also frees up energy that would otherwise be wasted. Ernst Bloch gives us insight into how to use that energy, teaching us to value the yearning implicit throughout culture. Open hope becomes a civic virtue when it concerns civic matters; it can be threatened by hyperbolic discourse in political life. (shrink)

The article is an attempt to indicate the presence of the ethics of civic virtues in Polish ethics, both old and modern, which is worth in-depth attention. Problems of civic morality have constantly accompanied ethics and morality in Poland since the Renaissance. Its content was usually a reflection of critical reflection on the defects of civic morality, especially of the nobility, and over time of the bourgeoisie, and at the same time it was normatively constructive as historical (...) and political changes and the scope of civil society expanded, formulating “the ideal of the citizen in a democratic system”. The author of the article selects from the history of Polish ethics the most important figures who address the issue of virtue ethics, showing its constant presence in history, using the prism of civic ethos as a key element for the ethics of public life. It was difficult to prove the existence of a specialized section of civic ethics, but the normative civic ethos can be reconstructed from the perspective of the ethics of virtue and social ethics in a broader sense. From the historical perspective, this ethos appears both as a certain set of practices, which was only outlined in the context of the article, and as an ordered product of normative thought. In this paper I argue that political liberalism is not the “minimalist liberalism” characterised by Michael Sandel and that it does not support the vision of public life characteristic of the procedural republic. I defend this claim by developing two points. The first concerns Rawls's account of public reason. Drawing from examples in Canadian free speech jurisprudence I show how restrictions on commercial advertising, obscenity and hate propaganda can be justified by political values. Secondly, political liberalism also attends to the (...) identity, and not just the interests, of its citizens. It attempts to cultivate certain virtues of character. But it does so in a way that does not entail the acceptance of a comprehensive or perfectionist doctrine. Rawls's defence of neutrality of aim does not mean the state should be neutral towards all the views its citizens espouse. I conclude that political liberalism shares little with the doctrine Sandel claims is embedded in American law. (shrink)
