Comment est né l'Etat moderne que d'aucuns disent en crise? Quel rôle a-t-il joué dans la relative pacification des sociétés occidentales au cours des cinq derniers siècles? Une théorie de la civilisation peut-elle comprendre et expliquer Auschwitz? L'œuvre de Norbert Elias s'est confrontée sans faux-semblants aux principaux défis légués par le XXe siècle aux sciences humaines. Atypique et longtemps méconnue, cette sociologie historique assume la tentative de penser ensemble, et dans la longue durée, l'évolution des structures psychiques des individus et (...) celle des structures sociales des entités qu'ils forment. Aujourd'hui, les conséquences de la mondialisation et les questions soulevées par l'intégration européenne lui offrent une actualité nouvelle. Les transformations affectant l'organisation politique des hommes n'ont certes aucune raison de s'arrêter aux frontières des Etats-nations, peut-être appelés à disparaître sous l'effet d'interdépendances devenues planétaires. Mais quand l'appartenance à l'humanité peine à créer du sens, peut-on éviter que la communauté ne se fonde sur un sentiment, par définition toujours exclusif d'un " autre "? La tâche du sociologue se voit alors redéfinie : mettre les problèmes en histoire afin de les mettre à distance. De même que sa mission : rapprocher les individus en leur faisant connaître et reconnaître les liens qui les unissent. C'est à la lumière de cette double ambition que se laisse décrypter la réflexion d'Elias. Une réflexion sur le devenir de la civilisation et de l'Etat aussi originale que contestée, et dont les enjeux politiques et épistémologiques ne sauraient être dissociés. (shrink)

Substantially increased wealth inequality across the developed world has prompted many philosophers, economists and legal theorists to support comprehensive taxes on all forms of wealth. Proposals include levying taxes on the basis of total wealth, or alternatively the change in the value of capital holdings measured from year-to-year. This contrasts with most existing policies that tax capital assets at the point they are transferred from one beneficiary to another through sale or gifts. Are these tax reforms likely to meet their (...) aims of greater economic and political equality? We argue that these policies are likely to fail because, following neoclassical economic theory, they are based on a conception of capital as possessing given values in what amounts to a static equilibrium. This mischaracterizes the dynamic and subjective character of market economies and the contested value of real instantiations of capital goods. This makes them very difficult, often impossible, to value apart from at the point of voluntary transfer or profit realization. This means most taxes levied on a mark-to-market basis will be arbitrary and unfair. We propose alternative policies based on an income realization approach to taxation that are more likely to curb excessive wealth holdings. This includes introducing international treaties that prohibit preferential tax treatment for individual companies and specific sectors, and broadening the income tax base to include the imputed rent of personal housing wealth. Barbara Fried takes the view that uniform taxation—that is, a single rate applicable to all income levels—cannot be defended on any grounds of justice. She goes further by saying that, of all possible rate structures, it might be “the hardest one”? to ground in “a”? theory of fairness. Using the contractarian-constitutional perspective advanced by John Rawls and James Buchanan, this article argues that tax uniformity can be seen as a requirement of justice. After modelling how the political world realistically decides (...) to distribute tax shares (self-interested parties act under a majority constraint), I show how the uniformity principle could emerge from the constitutional contract. In other words, rational individuals would choose uniformity as a procedural constraint under a “veil of uncertainty”?; that is, with limited knowledge regarding their positions under the future application of the rule. Moreover, I elucidate how the uniformity requirement integrates generalized criteria of fairness and efficiency into fiscal politics as it precludes fiscal exploitation and constrains majorities, and their most influential subgroups, to opt for policies in the direction of the Pareto frontier, and as such promotes outcomes acceptable to all participants. The distributive justice literature has recently formulated several tax proposals, with limitarians or property-owning democrats proposing new or higher taxes on wealth or capital income intended to decrease the growing wealth gap. This essay joins this debate on inequality and redistributive taxation through the lens of the “benefit principle for public policy.” This principle says that specific rules and institutions are acceptable to the extent that they create benefits for all individuals in society, or at least don’t make anyone worse (...) off. This benefit principle opposes wealth accumulation to the extent that wealth was generated through rent-seeking—that is, income unrelated to economic productivity, which is not embedded in mutually beneficial exchanges. I maintain, however, that ruling out rent-seeking requires not ex post taxation, but primarily a more “predistributive corrective policy,” that is, reconfiguration of market institutions to prevent wealth accumulation through rent-seeking in the first place. The alternative response is, thus, not to tackle inequality as such but to reform the market to promote the occurrence of mutually beneficial exchange. (shrink)

La scénographie se caractérise par une hétéronomie qui, loin d’affaiblir la discipline, permet d’en concevoir l’originalité et les pouvoirs propres. Il s’agit en effet, pour la scénographie, de faire place, au double sens de l’expression, ce qui permet finalement à ses créations de s’imposer avec une vraisemblance qui n’a rien de la simple illusion. Sa puissance phénoménale peut davantage s’affirmer à partir d’une compréhension phénoménologique de la chair, en tant qu’elle constitue un principe d’espace.

If the idea of a phenomenological aesthetic evidence is far from being obvious, it may yet become necessary in the description of the aesthetic experience. For the way a work of art can imperiously impose on the viewer reveals a kind of power that may suggests that this evidence is more than just a subjective feeling. Although Husserl’s phenomenology doesn’t consider such an evidence, and although this concept may even be regarded as a contradiction—since evidence particularly characterizes the givenness of (...) perceptive objects—we may yet find the conditions of possibility of such an aesthetic evidence in Husserl’s work.
