El fenómeno de la corrupción es un cáncer que afecta a nuestro país y que es necesario erradicar; éste diluye las oportunidades de desarrollo económico y social, privilegiando la sola conjunción de intereses particulares, de actores políticos en acuerdos no legales en beneficio propio, los cuales derivan en actos de corrupción. Estudios recientes señalan que el nivel de corrupción presente en un sistema político está directamente relacionado con el tipo de estructura institucional que lo defina (Boehm y (...) Lambsdorff, 2009), así como de la ineficacia de los organismos de control (Casar, 2015; Cárdenas, 2010; Rojas, 2010; Carbonell, 2009; Restrepo, 2004), por lo que se requiere de la acción ciudadana para combatir la corrupción (Sandoval, 2010; Villanueva, 2006). Este trabajo, centra nuestra atención en la administración pública federal, presentando como propuesta para empoderar la acción ciudadana en el combate de la corrupción y en el Sistema Nacional Anticorrupción; la figura de Whistleblowers o generador de alerta ciudadana, desde dos principios fundamentales: i) reconociendo la obligación del ciudadano de informar sobre actos de corrupción y ii) el otorgamiento por parte de la autoridad de la protección de testigos. Estas dos acciones derivarán en dos resultados importantes: i) Consolidar la denuncia ciudadana para informar a la sociedad sobre actos de corrupción y ii) y el ejercicio de la libertad de la información a fin de que la sociedad este en posibilidades de ser informada sobre actos de corrupción. Estas acciones permitirán promover y consolidar una cultura de la denuncia de actos de corrupción que pueden ser constitutivos de delito como pilar fundamental en el Sistema Nacional Anticorrupción en México. La corrupción política presenta diversas definiciones en la doctrina según se enmarque en términos legales estrictamente o abarque a supuestos de moral pública. De ahí deriva también la mayor o menor extensión del abanico de tipos de corrupción política y sus causas. Objetivo central del artículo es señalar y explicar los remedios para la aminoración de la corrupción política: la independencia y autonomía de los poderes públicos, la conciencia y práctica de la moral pública ciudadana, la asunción (...) de responsabilidades políticas, la institucionalización de la moral pública por medio de la creación de órganos de supervisión y control en las instituciones públicas y los partidos y la limitación de la discrecionalidad administrativa. Las democracias modernas no son perfectas. Por un lado, se ven afectados por problemas como la corrupción, el nepotismo y el populismo. Por otro lado, están moldeados por tecnologías, desde la impresión hasta la web. En los últimos años, académicos y tecnólogos han comenzado a explorar alternativas para aumentar, modificar, o mejorar la democracia. Estas incluyen propuestas teóricas y prácticas basadas en el uso de herramientas digitales, desde algoritmos que buscan maximizar la representatividad de foros deliberativos, a sistemas de (...) datos abiertos, recomendación de votos, y presupuestos participativos. Estas y otras propuestas tienen como objetivo mejorar la participación pública; reducir la vulnerabilidad de los sistemas democráticos representativos; aumentar la responsabilidad de los políticos; o simplemente ofrecer a los ciudadanos un mayor control y escrutinio de las acciones y decisiones políticas. El problema se ha nombrado de muchas maneras: incapacidad de proveer políticas acertadas, corrupción, desencanto o abstención electoral, entre otros indicadores de la crisis de legitimidad que atraviesan al sistema. En la búsqueda de soluciones, se discute la viabilidad de mecanismos alternativos o complementarios a los representativos: ¿Es el referendo un buen instrumento para incluir a la ciudadanía en la toma de decisiones? ¿Pueden los procesos deliberativos contrarrestar los efectos de las fake news? ¿Debería el gobierno de los expertos (...) reemplazar a los "incompetentes políticos"? o ¿Debería promoverse el gobierno de "los comunes", seleccionados por sorteo? Aquí discutimos determinados modelos de democracia disponibles -representativa, participativa, deliberativa, aleatoria y monitorizada- para proponer una "ecología de la participación". En otras palabras, sugerimos entender los mecanismos de ejercicio del poder, en un sistema determinado, como estructuras de incentivos socio-políticos que promueven la formación de consensos o la polarización, el control o la delegación, la ampliación de la agenda pública o su restricción, la demagogia o el debate informado. Proponents of evidence-based medicine (EBM) provide the “hierarchy of evidence” as a criterion for judging the reliability of therapeutic decisions. EBM's hierarchy places randomized interventional studies (and systematic reviews of such studies) higher in the hierarchy than observational studies, unsystematic clinical experience, and basic science. Recent philosophical work has questioned whether EBM's special emphasis on evidence from randomized interventional studies can be justified. Following the critical literature, and in particular the work of John Worrall, I agree that many of the (...) arguments put forward by advocates of EBM do not justify the ambitious claims that are often made on behalf of randomization. However, in contrast to the recent philosophical work, I argue that a justification for EBM's hierarchy of evidence can be provided. The hierarchy should be viewed as a hierarchy of comparative internal validity. Although this justification is defensible, the claims that EBM's hierarchy substantiates when viewed in this way are considerably more circumscribed than some claims found in the EBM literature. A useful case against voluntary euthanasia. This short article summarises at least ten reasons why voluntary euthanasia should not be legalised.On the subject of voluntary euthanasia she argues that institutionalizing medically assisted death - erodes respect for human life, underestimates human capacity for error and vice and is intrinsically discriminatory. She argues that it plays into the hands of illicit interests and trades on an improper understanding of human autonomy. She warns against dismissing “the army of corporate, financial, medical and (...) political interests that there are in controlling death, euthanasia’s corrosive effects on public and professional attitudes, and the discrimination implicit in its implementation.”. The United Kingdom's Human Fertilisation and Embryology Bill, introduced into Parliament on the 8th of November 2007 contains a number of controversial proposals inter alia expressly permitting the creation of inter-species embryos for research and destruction and increasing the scope for human cloning also for destructive research. It is supposed that there ought not to be a blanket ban on the creation of human clones, hybrids, cybrids and chimeras because these embryos are valuable for research purposes. The prohibition on the (...) gestation of non-permitted embryos and interspecies embryos is used to generate confidence that embryos with compromised origins would not be gestated and reared. The argument outlined here demonstrates how uncertain are any legal prohibitions on gestation. Accordingly, the practical import of the distinction between compromised embryos for research and the same for live birth is equally dubious. The legislation would not, on this analysis, supply effective controls over this reproductive technology. (shrink)

This article presents a Hybrid Artificial Bee Colony for uncapacitated examination timetabling. The ABC algorithm is a recent metaheuristic population-based algorithm that belongs to the Swarm Intelligence technique. Examination timetabling is a hard combinatorial optimization problem of assigning examinations to timeslots based on the given hard and soft constraints. The proposed hybridization comes in two phases: the first phase hybridized a simple local search technique as a local refinement process within the employed bee operator of the original ABC, while the (...) second phase involves the replacement of the scout bee operator with the random consideration concept of harmony search algorithm. The former is to empower the exploitation capability of ABC, whereas the latter is used to control the diversity of the solution search space. The HABC is evaluated using a benchmark dataset defined by Carter, including 12 problem instances. The results show that the HABC is better than exiting ABC techniques and competes well with other techniques from the literature. (shrink)

Corruption involves greed, money, and risky decision-making. We explore the love of money, pay satisfaction, probability of risk, and dishonesty across cultures. Avaricious monetary aspiration breeds unethicality. Prospect theory frames decisions in the gains-losses domain and high-low probability. Pay dissatisfaction (in the losses domain) incites dishonesty in the name of justice at the individual level. The Corruption Perceptions Index, CPI, signals a high-low probability of getting caught for dishonesty at the country level. We theorize that decision-makers adopt avaricious love-of-money aspiration (...) as a lens and frame dishonesty in the gains-losses domain (pay satisfaction-dissatisfaction, Level 1) and high-low probability (CPI, Level 2) to maximize expected utility and ultimate serenity. We challenge the myth: Pay satisfaction mitigates dishonesty across nations consistently. Based on 6500 managers in 32 countries, our cross-level three-dimensional visualization offers the following discoveries. Under high aspiration conditions, pay dissatisfaction excites the highest- (third-highest) avaricious justice-seeking dishonesty in high (medium) CPI nations, supporting the certainty effect. However, pay satisfaction provokes the second-highest avaricious opportunity-seizing dishonesty in low CPI entities, sustaining the possibility effect—maximizing expected utility. Under low aspiration conditions, high pay satisfaction consistently leads to low dishonesty, demonstrating risk aversion—achieving ultimate serenity. We expand prospect theory from a micro and individual-level theory to a cross-level theory of monetary wisdom across 32 nations. We enhance the S-shaped Curve to three 3-D corruption surfaces across three levels of the global economic pyramid, providing novel insights into behavioral economics, business ethics, the environment, and responsibility. Monetary Intelligence theory asserts that individuals apply their money attitude to frame critical concerns in the context and strategically select certain options to achieve financial goals and ultimate happiness. This study explores the bright side of Monetary Intelligence and behavioral economics, frames money attitude in the context of pay and life satisfaction, and controls money at the macro-level and micro-level. We theorize: Managers with low love of money motive but high stewardship behavior will have high subjective well-being: pay satisfaction and (...) quality of life. Data collected from 6586 managers in 32 cultures across six continents support our theory. Interestingly, GDP per capita is related to life satisfaction, but not to pay satisfaction. Individual income is related to both life and pay satisfaction. Neither GDP nor income is related to Happiness. Our theoretical model across three GDP groups offers new discoveries: In high GDP entities, “high income” not only reduces aspirations—“Rich, Motivator, and Power,” but also promotes stewardship behavior—“Budget, Give/Donate, and Contribute” and appreciation of “Achievement.” After controlling income, we demonstrate the bright side of Monetary Intelligence: Low love of money motive but high stewardship behavior define Monetary Intelligence. “Good apples enjoy good quality of life in good barrels.” This notion adds another explanation to managers’ low magnitude of dishonesty in entities with high Corruption Perceptions Index. In low GDP entities, high income is related to poor Budgeting skills and escalated Happiness. These managers experience equal satisfaction with pay and life. We add a new vocabulary to the conversation of monetary intelligence, income, GDP, happiness, subjective well-being, good and bad apples and barrels, corruption, and behavioral ethics. (shrink)

Evidence-based policy has support in many areas of government and in public affairs more generally. In this paper we outline what evidence-based policy is, then we discuss its strengths and weaknesses. In particular, we argue that it faces a serious challenge to provide a plausible, over-arching account of evidence. We contrast evidence-based policy with evidence-based medicine, especially the role of evidence in assessing the effectiveness of medicines. The evidence required for policy decisions does not easily lend itself to randomized controlled (...) trials, nor, for that matter, being listed in a single all-purpose hierarchy. (shrink)

Proponents of Evidence-based medicine (EBM) do not provide a clear role for basic science in therapeutic decision making. Of what they do say about basic science, most of it is negative. Basic science resides on the lower tiers of EBM's hierarchy of evidence. Therapeutic decisions, according to proponents of EBM, should be informed by evidence from randomised studies (and systematic reviews of randomised studies) rather than basic science. A framework of models explicates the links between the mechanisms of basic science, (...) experimental inquiry, and observed data. Relying on the framework of models I show that basic science often plays a role not only in specifying experiments, but also analysing and interpreting the data that is provided. Further, and contradicting what is implied in EBM's hierarchy of evidence, appeals to basic science are often required to apply clinical research to therapeutic questions. © 2010 Springer Science+Business Media B.V. The stable differentiation of cells into other cell types typically involves dramatic reorganization of cellular structures and functions. This often includes remodeling of the cell cycle and the apparatus that controls it. Here we review our understanding of the role and regulation of cell cycle control elements during cell differentiation in the yeast, Saccharomyces cerevisiae. Although the process of differentiation may be more overtly obvious in metazoan organisms, those systems are by nature more difficult to study at a mechanistic (...) level. We consider the relatively well‐understood mechanisms by which mating‐type switching and the pheromone‐induced differentiation of gametes are coupled to the cell cycle as well as the more obscure mechanisms that govern the remodeling of the cell cycle during meiosis and filamentous growth. In some cases, the cell cycle is a primary stimulus for differentiation whereas, in other cases, the signals that promote differentiation alter the cell cycle. Thus, despite relative simplicity of these processes in yeast, the nature of the interplay between the cell cycle and differentiation is diverse. This article examines the dual consolatory approach of Theodoret of Cyrus, a fifth-century Syriac bishop. Theodoret's method of grief counseling may be examined by drawing upon several of his letters of consolation as guiding examples. Using the philosophical theme of reason's control of the passions together with the Christian hope of the resurrection, Theodoret consoled his mourning friends, yielding an instructive model for contemporary pastors and counselors to consider. Theodoret practiced letter writing as a valid and constructive consolatory medium, (...) demonstrated a balance of faith and reason in Christian counseling, and modeled theologically robust grief counseling. A number of arguments have shown that randomization is not essential in experimental design. Scientific conclusions can be drawn on data from experimental designs that do not involve randomization. John Worrall has recently taken proponents of randomized studies to task for suggesting otherwise. In doing so, however, Worrall makes an additional claim: randomized interventional studies are epistemologically equivalent to observational studies, providing the experimental groups are comparable according to background knowledge. I argue against this claim. In the context of testing (...) the efficacy of drug therapies, well-designed interventional studies are epistemologically superior to well-designed observational studies because they have the capacity to avoid a type of selection bias. Although arguments for interventional studies are present in the medical literature, these arguments are too often presented as an argument for randomization. Randomization in interventional studies is defended on Bayesian grounds. (shrink)

Some evolutionary psychologists claim that humans are good at creating superstimuli, and that many pleasure technologies are detrimental to our reproductive fitness. Most of the evolutionary psychological literature makes use of some version of Lorenz and Tinbergen’s largely embryonic conceptual framework to make sense of supernormal stimulation and bias exploitation in humans. However, the early ethological concept “superstimulus” was intimately connected to other erstwhile core ethological notions, such as the innate releasing mechanism, sign stimuli and the fixed action pattern, notions (...) that nowadays have, for the most part, been discarded by ethologists. The purpose of this paper is twofold. First, we will reconnect the discussion of superstimuli in humans with more recent theoretical ethological literature on stimulus selection and supernormal stimulation. This will allow for a reconceptualisation of evolutionary psychology’s formulation of (supernormal) stimulus selection in terms of domain-specificity and modularity. Second, we will argue that bias exploitation in a cultural species differs substantially from bias exploitation in non-cultural animals. We will explore several of those differences, and explicate why they put important constraints on the use of the superstimulus concept in the evolutionary social sciences. (shrink)

Evidence-based medicine (EBM) puts forward a hierarchy of evidence for informing therapeutic decisions. An unambiguous interpretation of how to apply EBM's hierarchy has not been provided in the clinical literature. However, as much as an interpretation is provided proponents suggest a categorical interpretation. The categorical interpretation holds that all the results of randomised trials always trump evidence from lower down the hierarchy when it comes to informing therapeutic decisions. Most of the critical replies to EBM react to this interpretation. While (...) proponents of EBM can avoid some of the problems raised by critics by suitably limited the claims made on behalf of the hierarchy, further problems arise. If EBM is to inform therapeutic decisions then a considerably more restricted, and context dependent interpretation of EBM's hierarchy is needed. (shrink)

En este artículo conceptualizamos a los mass media como dispositivos sociales de control destinados a reproducir una violencia simbólica que pretende mantener los esquemas de dominación derivados del consenso entre dominantes y dominados. En este contexto, analizamos cómo el término “antisistema” es utilizado por los medios de comunicación de masas, en un sentido claramente peyorativo, para designar a los colectivos que se posicionan en contra del funcionamiento del sistema político y económico actual. Así, intentaremos vislumbrar cómo el discurso dominante (...) consigue crear una vinculación directa entre los grupos que llevan a cabo acciones violentas en las movilizaciones y los movimientos sociales de protesta. El principal objetivo de esta forma de control social es conectar la protesta social con la violencia, y en última instancia, conseguir la criminalización de los movimientos sociales. Argumentamos que este control social persigue luchar contra la idea misma de movilización a favor de un sistema económico alternativo. (shrink)

Most agree that, if all else is equal, patients should be provided with enough information about proposed medical therapies to allow them to make an informed decision about what, if anything, they wish to receive. This is the principle of informed choice; it is closely related to the notion of informed consent. Contemporary clinical trials are analysed according to classical statistics. This paper puts forward the argument that classical statistics does not provide the right sort of information for informing choice. (...) The notion of probability used by classical statistics is complex and difficult to communicate. Therapeutic decisions are best informed by statistical approaches that assign probabilities to hypotheses about the benefits and harms of therapies. The aim of this research is focused on analyzing the alteration of the psychophysiological and cognitive response to an objective computerized stress test, when the behavioral response is controlled. The sample used was sports science students, with a mean age of 22.82 A quasi-experimental design was used in which the response of each participant to the DT test was evaluated. The variable “number of hours of physical activity per week” and the variable “level of behavioral response to stress” were controlled. (...) Before and after this test, the following parameters were measured: activation and central fatigue, and perceived exertion. Significant differences were found in all of the measures indicated. The usefulness of this protocol and the measures used to analyze the stress response capacity of the study subjects are discussed. (shrink)

This article advocates for a hermeneutic model for children-AI interactions in which the desirable purpose of children’s interaction with artificial intelligence systems is children's growth. The article perceives AI systems with machine-learning components as having a recursive element when interacting with children. They can learn from an encounter with children and incorporate data from interaction, not only from prior programming. Given the purpose of growth and this recursive element of AI, the article argues for distinguishing the interpretation of bias within (...) the artificial intelligence ethics and responsible AI discourse. Interpreting bias as a preference and distinguishing between positive and negative bias is needed as this would serve children's healthy psychological and moral development. The human-centric AI discourse advocates for an alignment of capacities of humans and capabilities of machines by a focus both on the purpose of humans and on the purpose of machines for humans. The emphasis on mitigating negative biases through data protection, AI law, and certain value-sensitive design frameworks demonstrates that the purpose of the machine for humans is prioritized over the purpose of humans. These top–down frameworks often narrow down the purpose of machines to do-no-harm and they miss accounting for the bottom-up views and developmental needs of children. Therefore, applying a growth model for children-AI interactions that incorporates learning from negative AI-mediated biases and amplifying positive ones would positively benefit children’s development and children-centric AI innovation. Consequently, the article explores: What challenges arise from mitigating negative biases and amplifying positive biases in children-AI interactions and how can a growth model address these? To answer this, the article recommends applying a growth model in open AI co-creational spaces with and for children. In such spaces human–machine and human–human value alignment methods can be collectively applied in such a manner that children can become sensitized toward the effects of AI-mediated negative biases on themselves and others; enable children to appropriate and imbue top-down values of diversity, and non-discrimination with their meanings; enforce children’s right to identity and non-discrimination; guide children in developing an inclusive mindset; inform top-down normative AI frameworks by children’s bottom-up views; contribute to design criteria for children-centric AI. Applying such methods under a growth model in AI co-creational spaces with children could yield an inclusive co-evolution between responsible young humans in the loop and children-centric AI systems. Algunos autores contrarios a la práctica constitucional actualmente dominante han defendido una rigidez constitucional “mínima” como una forma “débil” del constitucionalismo en la que la voluntad mayoritaria puede identificar el alcance de los derechos fundamentales por encima de las determinaciones judiciales. El objetivo de este trabajo es plantear algunas reflexiones críticas sobre dicha propuesta, adoptando para ello como parámetro normativo la racionalidad intrínseca de la práctica constitucional contemporánea en las democracias liberales. Dicha argumentación crítica avanza del siguiente modo: en primer (...) lugar, se discute la distinción formal entre sistemas de control jurisdiccional “fuerte” y “débil”; en segundo lugar, se pone en duda la supuesta relevancia de la reforma constitucional en la concreción histórica de los derechos básicos; y, por último, se rechaza la rigidez constitucional mínima entendida como parte de un modelo constitucional genuinamente alternativo diseñado para superar la práctica constitucional dominante. Since March 2020, many countries throughout the world have been in lockdown in response to the COVID-19 pandemic. In Italy, the quarantine began on March 9, 2020, and containment measures were partially reduced only on May 4, 2020. The quarantine experience has a significant psychological impact at all ages but can have it above all on adolescents who cannot go to school, play sports, and meet friends. In this scenario, this study aimed to provide a general overview of the perceived (...) risk related to COVID-19 and the psychological experience of quarantine in a large sample of Italian adolescents. 978 adolescents (males = 339; females = 639) living in 13 Italian regions and attending upper secondary school (age range: 13–20, M = 16.57, SD = 1.20), responded to an internet-based questionnaire about perceived health risk related to COVID-19, knowledge and information on measures to control the pandemic, beliefs and opinions on stage two of the quarantine, and psychological experiences related to quarantine. 31.1% of the participants lived in "red zones," which are places where the government has imposed stricter measures of containment due to exponential and uncontrolled growth in contagion cases compared to other areas in Italy. According to our results, Italian adolescents had a low perception of risk of COVID-19. Perceived comparative susceptibility and perceived seriousness were also very low. However, they were aware of the restriction measures necessary to contain the spread of the virus, and they agreed with the limitations imposed by the government. Females and adolescents living in a “red zone” showed more significant psychological negative feelings about the quarantine experience. However, no significant differences were found about the regions where the teenagers of our sample live and the other variables related to the COVID-19 experience. This is very interesting data, leading us to hypothesize that the participants' negative feelings may be more related to the adolescent period than to the pandemic itself. (shrink)

Paper-based stool records are used in public and private residential homes throughout Denmark. Although they represent a simple technology, they are an important tool in ensuring proper personal hygiene for residents. This article shows how the use of stool records involves both scientific and everyday forms of knowledge. While the activity of keeping stool records derives its legitimation from the scientific study of feces, those who work with the stool records on a daily basis have found some very different applications (...) for the technology. These applications foster a variety of understandings of stool records in residential homes. Is it their aim to help satisfy biological needs? Is it to ensure control? Is it to ensure individual freedom? Is it to ensure efficiency? Is it to display professionalism? Is it to maintain order in the everyday operation of the residential home? To explore the answers to these questions, the article introduces insight from the work of the German sociologist Niklas Luhmann that bear upon how a mundane technology like stool records can function as a mediator between theory and practice, the body and the social, and between different care tasks in residential homes. ObjectiveTo investigate the association of pre-existing migraine in patients hospitalised and who recovered from severe acute respiratory syndrome coronavirus 2 infection with the presence of post-coronavirus disease symptoms.BackgroundNo study has investigated the role of migraine as a risk factor for development of post-COVID symptoms.MethodsA case-control study including individuals hospitalised during the first wave of the pandemic was conducted. Patients with confirmed previous diagnosis of migraine were considered cases. Two age- and sex-matched individuals without a history of headache per case (...) were also recruited as controls. Hospitalisation/clinical data were collected from hospital medical records. Patients were scheduled for a telephone interview. A list of post-COVID symptoms was systematically evaluated, but participants were invited to freely report any symptom. The Hospital Anxiety and Depression Scale and the Pittsburgh Sleep Quality Index were used to assess anxiety/depressive symptoms and sleep quality. Multivariable conditional logistic regression models were constructed.ResultsOverall, 57 patients with confirmed diagnosis of migraine and 144 non-migraine controls who had recovered from COVID-19 were assessed at 7.3 months after hospital discharge. The number of post-COVID symptoms in the migraine group was significantly greater than in the non-migraine group. Fatigue was significantly more prevalent in the migraine group. However, no between-groups difference in the prevalence of headache as a post-COVID symptom was detected.ConclusionPatients with a history of migraine who recovered from COVID-19 exhibited more long-term fatigue as post-COVID sequelae than those without migraine. Some of the pathophysiological changes associated with migraine could predispose to the occurrence of post-COVID symptoms. (shrink)

On Hindu Dharma with special reference to Mimamsa philosophy.

The numerical study of a glycolytic model formed by a system of three delay differential equations reveals a multiplicity of stable coexisting states: birhythmicity, trirhythmicity, hard excitation and quasiperiodic with chaotic regimes. For different initial functions in the phase space one may observe the coexistence of two different quasiperiodic motions, the existence of a stable steady state with a stable torus, and the existence of a strange attractor with different stable regimes (chaos with torus, chaos with bursting motion, and chaos (...) with different periodic regimes). For a single range of the control parameter values our system may exhibit different bifurcation diagrams: in one case a Feigenbaum route to chaos coexists with a finite number of successive periodic bifurcations, in other conditions it is possible to observe the coexistence of two quasiperiodicity routes to chaos. These studies were obtained both at constant input flux and under forcing conditions. (shrink)

We revisit the nonrelativistic problem of a bound, charged particle subject to the random zero-point radiation field, with the purpose of revealing the mechanism that takes it from the initially classical description to the final quantum-mechanical one. The combined effect of the zpf and the radiation reaction force results, after a characteristic time lapse, in the loss of the initial conditions and the concomitant irreversible transition of the dynamics to a stationary regime controlled by the field. There is no consensus in the literature about the nature of terrorism. The authors’ main claim is that this is ultimately the result of the coexistence of two senses of the term, the action and the actor sense, which are not fully congruent. Rather than trying to advocate a specific conceptualization, the authors provide in this article a map of the different ways in which scholars talk about terrorism. They identify first the set of terrorist actions and the set of (...) terrorist actors. Terrorist tactics are a variety of the power to hurt, based on the lack of military power. Terrorist groups are underground ones with no territorial control. When the two criteria meet, the core of terrorism exists: coercive violence perpetrated by underground groups. The ambiguity that surrounds terrorism is caused by two other possibilities: actors with some measure of territorial control adopting coercive tactics and underground actors adopting military tactics. Although it is not possible to remove this ambiguity in empirical research, scholars can at least identify it and analyze it. The authors illustrate the two senses of terrorism and their interaction by using the most comprehensive dataset on terrorist incidents, the Global Terrorism Database. (shrink)

The process of merging the political, economic and media power in Italy and the role of the Italian prime minister Silvio Berlusconi are discussed. “La Repubblica” and “L’Unita” publications are investigated (2009–2010) and compared via the famous European media as “The Financial Times”, “The Times”, “The Independent”, ”Le Monde”, “La Liberation”, “Le Nouvel Obstrvateur”, “El Pais” and “Der Spigel”. In particular the author pays the attention to polemics devoted to the information freedom protection. The existence of media empires in modern (...) mass media hinders one of the main functions of the press, namely the spreading of objective and full information on all sides of the society life directed by plurality in informational and analytical material. At the same moment in time the mass media influence on the fates of the leading political figures, Silvio Berlusconi in particular. A topical problem of complex relations of modern press and different political, social and power structures is analyzed on the Italian example. (shrink)

An experimental breast-feeding education programme conducted at the Philippine General Hospital in Manila demonstrated that women could be motivated to improve their breast-feeding practices and lengthen their period of lactational amenorrhoea in comparison to a control group. Mothers who participated in the programme breast-fed their babies more frequently, delayed the introduction of regular supplements, used fewer bottles and pacifiers and maintained night feeding longer than mothers who were not exposed to the positive breast-feeding messages. The programme was successful in (...) lengthening the period of amenorrhoea among women with elementary, high school, or technical school education, but not among college-educated women. Forests play fundamental roles in the Earth’s ecosystems. With the great capability of carbon sequestration, tropical forests are expected to contribute substantially to reducing the CO2 in Earth’s atmosphere. However, global tropical forest areas have declined drastically over the last few decades due to pressures from socio-economic development pursuit. The current essay aims to demonstrate the ongoing global deforestation crisis and its underlying drivers and discuss the vital roles of tropical forests in the socio-economic development in the face of climate (...) change when developed countries start to tighten the carbon emission control regulations (e.g., European Union’s Carbon Border Adjustment Mechanism). It suggests why developing countries in tropical regions, particularly Vietnam, should not sacrifice forests for short- and medium-term socio-economic goals but capitalize on them to leverage long-term development. Moreover, evidence of Vietnamese political leaders’ commitment to forest protection and sustainable development is also provided. (shrink)

La comparaison des diverses cultures religieuses entre elles permet de discerner le travail original de la foi d’un peuple sur les symbolismes dont il a hérité.In the line traced by the works of Paul Ricœur, familiar to exegetes, biblical hermeneutics should be preoccupied with the connection between human thought and the life of the universe, the rapport of scripture to law and ethics, and the profound harmony of religious thought with symbolic language. Scripture is, indeed, one of the techniques by which human beings, since their origin, assure their control over the universe. Writing serves to codify life in society and the functioning of authority. The comparison of diverse religious cultures allows us to discern the original work of the faith of a people on their inherited symbolisms. (shrink)

Algunos autores contrarios a la práctica constitucional actualmente dominante han defendido una rigidez constitucional “mínima” como una forma “débil” del constitucionalismo en la que la voluntad mayoritaria puede identificar el alcance de los derechos fundamentales por encima de las determinaciones judiciales. El objetivo de este trabajo es plantear algunas reflexiones críticas sobre dicha propuesta, adoptando para ello como parámetro normativo la racionalidad intrínseca de la práctica constitucional contemporánea en las democracias liberales. Dicha argumentación crítica avanza del siguiente modo: en primer (...) lugar, se discute la distinción formal entre sistemas de control jurisdiccional “fuerte” y “débil”; en segundo lugar, se pone en duda la supuesta relevancia de la reforma constitucional en la concreción histórica de los derechos básicos; y, por último, se rechaza la rigidez constitucional mínima entendida como parte de un modelo constitucional genuinamente alternativo diseñado para superar la práctica constitucional dominante. As a result of the complexity inherent in some natural systems, mathematical models employed in ecology are often governed by a large number of variables. For instance, in the study of population dynamics we often find multiregional models for structured populations in which individuals are classified regarding their age and their spatial location. Dealing with such structured populations leads to high dimensional models. Moreover, in many instances the dynamics of the system is controlled by processes whose time scales are very (...) different from each other. For example, in multiregional models migration is often a fast process in comparison to the growth of the population.Approximate reduction techniques take advantage of the presence of different time scales in a system to introduce approximations that allow one to transform the original system into a simpler low dimensional system. In this way, the dynamics of the original system can be approximated in terms of that of the reduced system. This work deals with the study of that approximation. In particular, we work with a non-autonomous discrete time model previously presented in the literature and obtain different bounds for the error we incur when we describe the dynamics of the original system in terms of the reduced one. This chapter introduces and discusses the concepts that are in-depth articulated in the volume. International migration is presented here as a test bench where the normative limits of institutional order, its contradictions and internal tensions are examined. Migrations allows to call into question classical political categories and models. Pointing at walls and fences as tools that reproduce enormous inequalities within the globalized neo-liberal system, this chapter presents the conceptual tensions and contradictions between migration policies and global justice. We challenge the (...) conceptualization of justice as a relationship between citizens of the same country and the State and argue that, in our globalized world, nation-state cannot constitute the basic unit of the theories of justice. We argue that an integral approach that includes the complex and interconnected forms of structural inequalities and transcends the borders of national sovereign states is required. Avoiding the methodological nationalism and the exclusionary biases that inform current migration and border control policies, this chapter finally places attention on the most marginalized subjects of the migration chain: migrant women workers. We point out the importance of addressing transnational structural inequalities and bringing social reproduction to the center of global justice theories. (shrink)

John Mair, Scotland's leading theologian in the half-century prior to the Scottish Reformation, argued that an assent of faith requires a movement not only of the intellect but also of the will, and that, to that extent, the assent of faith is subject to voluntary control and is therefore a free act. Mair's argument is expounded and analysed, and attention is paid to his relationship to his great predecessor John Duns Scotus.

Since the mid-20th century, the study of Self-Regulated Learning has aimed to identify the distinctive characteristics that enable individuals to acquire new knowledge and skills under their control. The theory of Internal Self-Regulation vs. External-Regulation in Learning has postulated that a large number of self-regulatory variables are mediated by regulated/non-regulated or dysregulated features of the context. After signing their informed consent, a total of 616 university students completed validated instruments of SRL vs. ERL, behavioral regulation, regulatory teaching, and metacognitive (...) study control strategies. Using an ex-post facto design and correlation, regression, structural equation model and mediation analyses, the present research aimed to establish multicausal predictive relationships among the analyzed variables. Results indicated positive predictive effects between the external regulation variables on the self-regulation variables in learning [regulation /non-regulation /dysregulation ]; as well as positive predictive effects between SRL on SRB, RT and metacognitive SRS. Additionally, external regulation not only predicted but mediated numerous relations among the variables studied. Other findings and important considerations for future research in the field of self-regulation are discussed. (shrink)

Evidence-based policy is gaining support in many areas of government and in public affairs more generally. In this paper we outline what evidence—based policy is then discuss its strengths and weaknesses. In particular, we argue that it faces a serious challenge to provide a plausible account of evidence. This account needs to be at least in the spirit of the hierarchy of evidence subscribed to by evidence-based medicine (from which evidence—based policy derives its name and inspiration). Yet evidence-based policy’s hierarchy (...) needs to be tailored to the kinds of evidence relevant and available to the policy arena. The evidence required for policy decisions does not easily lend itself to randomised controlled trials (the "gold standard" in evidence-based medicine), nor, for that matter, being listed in a single all—purpose hierarchy. In Spain, the state of alarm declared on March 14, 2020 caused changes in the population in relation to the habits of physical activity and sports practice. This study analyzed what motivational variables predicted the self-efficacy and commitment to sports practice, as well as the differences according to gender, during lockdown and the progressive de-escalation caused by COVID-19, using the theory of self-determination as a theoretical framework. The study sample was conformed of 179 subjects between 18 and 65 years of (...) age. The Behavioral Regulation in Sport Questionnaire, the Psychological Need Satisfaction in Exercise Scale, the Physical Activity Self-Efficacy scale, and the Sport Commitment scale were applied. The most relevant results have showed significant differences in favor of the male gender in terms of levels of controlled motivation and amotivation, as well as higher levels of self-efficacy and basic psychological need of autonomy. Furthermore, the regression analysis has revealed that self-efficacy and current commitment to sports practice were explained by a variance of 57 and 64%, respectively, due to autonomous motivation and the basic psychological need of competence. Therefore, the basic psychological need of competence should be fostered in order to increase the levels of self-determined motivation, self-efficacy, and commitment to sports practice of the population. In this article, we present our work to provide a navigation and localization system on a constrained humanoid platform, the NAO robot, without modifying the robot sensors. First, we tried to implement a simple and light version of classic monocular Simultaneous Localization and Mapping algorithms, while adapting to the CPU and camera quality, which turned out to be insufficient on the platform for the moment. From our work on keypoints tracking, we identified that some keypoints can be still accurately tracked (...) at little cost, and used them to build a visual compass. This compass was then used to correct the robot walk because it makes it possible to control the robot orientation accurately. (shrink)

The role of mechanistic evidence tends to be under-appreciated in current evidencebased medicine (EBM), which focusses on clinical studies, tending to restrict attention to randomized controlled studies (RCTs) when they are available. The EBM+ programme seeks to redress this imbalance, by suggesting methods for evaluating mechanistic studies alongside clinical studies. Drug approval is a problematic case for the view that mechanistic evidence should be taken into account, because RCTs are almost always available. Nevertheless, we argue that mechanistic evidence is central (...) to all the key tasks in the drug approval process: in drug discovery and development; assessing pharmaceutical quality; devising dosage regimens; assessing efficacy, harms, external validity, and cost-effectiveness; evaluating adherence; and extending product licences. We recommend that, when preparing for meetings in which any aspect of drug approval is to be discussed, mechanistic evidence should be systematically analysed and presented to the committee members alongside analyses of clinical studies.
