It is often assumed that cosmopolitan thinkers since the Renaissance have simply adopted and refined concepts from classical antiquity. This study argues that modern European cosmopolitanism should be perceived as a unique phenomenon, distinct from Greek and Roman forms of cosmopolitan thinking. One key feature is its dynamism, or the idea of change built into modern theories of cosmopolitanism. This book provides the first intellectual history of cosmopolitan ideas in the early modern age. The roots of modern cosmopolitanism can be traced back to as early as the 1500s when a meta-narrative and awareness of the cosmopolitan idea came into existence. Unearthing occurrences of cosmopolitan language in popular media and analysing the writings of leading thinkers, Leigh T.I. Penman illustrates how cosmopolitanism was not, as previously thought, purely secular and inclusive but could be sacred and exclusive (...) too. A provocative defense of a forgotten Chinese approach to identity and difference Historically, the Western encounter with difference has been catastrophic: the extermination and displacement of aboriginal populations, the transatlantic slave trade, and colonialism. China, however, took a different historical path. In Chinese Cosmopolitanism, Shuchen Xiang argues that the Chinese cultural tradition was, from its formative beginnings and throughout its imperial history, a cosmopolitan melting pot that synthesized the different cultures that came into its orbit. Unlike the West, (...) which cast its collisions with different cultures in Manichean terms of the ontologically irreconcilable difference between civilization and barbarism, China was a dynamic identity created out of difference. The reasons for this, Xiang argues, are philosophical: Chinese philosophy has the conceptual resources for providing alternative ways to understand pluralism. Xiang explains that “Chinese” identity is not what the West understands as a racial identity; it is not a group of people related by common descent or heredity but rather a hybrid of coalescing cultures. To use the Western discourse of race to frame the Chinese view of non-Chinese, she argues, is a category error. Xiang shows that China was both internally cosmopolitan, embracing distinct peoples into a common identity, and externally cosmopolitan, having knowledge of faraway lands without an ideological need to subjugate them. Contrasting the Chinese understanding of efficacy—described as “harmony”—with the Western understanding of order, she argues that the Chinese sought to gain influence over others by having them spontaneously accept the virtue of one’s position. These ideas from Chinese philosophy, she contends, offer a new way to understand today’s multipolar world and can make a valuable contribution to contemporary discussions in the critical philosophy of race. From the time of our first communication, some thirty years ago, Fred Dallmayr and I have never ceased to disagree about key foundational issues in social and political theory. Our disagreements are not haphazard but consistent; they might be characterized roughly as stemming from the differences between his brand of hermeneutics and my brand of critical theory, or between his sources of inspiration in Hegel and Heidegger and my own in Kant and Habermas. But they are also “reasonable disagreements” that (...) allow for considerable “overlapping consensus” on both methodological and substantive issues. Thus we overlapped sufficiently on questions concerning the role of interpretive understanding in social inquiry to co-edit an anthology on that topic very early on.1 And I want to suggest here that we now overlap sufficiently on the idea of multicultural cosmopolitanism to make our ongoing conversation continually fruitful despite the persistent differences in our “comprehensive doctrines.” Those differences do entail, however, that we follow widely diverging paths before arriving in the same region of the political-theoretical world. And they likely also mean that we are relying on different maps of this region and of the roads leading beyond it as well. But I shall confine my remarks here to charting an alternative route to the sort of global and plural democracy that Dallmayr has set out in a series of recent works.2 It is a route that leads from Kant’s idea for a universal history from a cosmopolitan point of view, through Habermas’s conceptions of social evolution and a postnational constellation, to a sketch of multicultural cosmopolitanism that bears strong affinities to Dallmayr’s vision of “our world.” I Though the genre of universal history to which Kant gave exemplary expression was deeply implicated in colonial domination and exploitation, it cannot simply be discarded in favor of genealogical or other broadly deconstructive modes of historical.. This paper assesses the theory, first voiced by Schelling and Kant, according to which an infinite historical process will lead to cosmopolitan institutions.The assessment will mainly be done on the basis of theories about infinitely repeated games. The first part of the paper reconstructs “infinitesimal” historical cosmopolitanism as proposed by Schelling and Kant. The second part confronts this position with the results of the theory of infinitely repeated games among groups. The third part offers reflections on additional conditions and (...) contingencies of the theory and the forth part draws the conclusion: while we can reasonably assume global cooperation to increase and stabilize over time under sustainable conditions, we cannot predict the institutional design of that cooperation. Based on the theoretical reconstruction of neglected post-WWI writings and political action of W. E. B. Du Bois, this volume offers a normative account of transnational cosmopolitanism. Pointing out the limitations of Kant's cosmopolitanism through a novel contextual account of Perpetual Peace, Transnational Cosmopolitanism shows how these limits remain in neo-Kantian scholarship. Inés Valdez's framework overcomes these limitations in a methodologically unique way, taking Du Bois's writings and his coalitional political action both as text that should inform (...) our theorization and normative insights. The cosmopolitanism proposed in this work is an original contribution that questions the contemporary currency of Kant's canonical approach and enlists overlooked resources to radicalize, democratize, and transnationalize cosmopolitanism. From climate change, debt, and refugee crises, to energy security, environmental disasters, and terrorism, the events that lead nightly newscasts and drive public policy demand a global perspective. In the twentieth century the world sought solutions through formal institutions of international governance such as like the United Nations, the International Criminal Court, and the World Bank, but present-day our responses to global realities are often more provisional, improvisational, and contingent. Tracing this uneven history in order to identify principal actors, (...) contesting ideologies, and competing rhetoric, Negative Cosmopolitanism challenges the Kantian ideal of cosmopolitanism as the precondition for a perpetual global peace. Uniting researchers working on contemporary problems with those studying related issues of the past--including slavery, industrial capitalism, and corporate imperialism--essays in this volume scrutinize the entanglement of cosmopolitanism within expanding networks of trade and global capital from the eighteenth-century to the present. The question, ‘can Africa deal with a postcoloniality without reference to the colonising metropole?’ neglects that Africa must deal with many powers that were not colonisers. Dealing with China requires a relationship outside the period of formal colonial rule, and requires a new cosmopolitanism that can be difficult, yet vibrant.

In this article I discuss Kant's idea of cosmopolitanism both in its prescriptive dimension (its normative content and regulative aspirations) and also its descriptive basis (its crucial philosophical-anthropological assumptions constituting its theoretical justification). My aim is to show that the prescriptive dimension cannot be treated separately from the descriptive one for some difficulties that the latter confronts pervade the former and misinform it. I then proceed to an examination of those difficulties which I locate mainly in Kant's onto-theological commitment (...) to some anthropological tenets of his era. I explore the implications of these tenets and show that they contribute negatively to the task of the promotion of a cosmopolitanism that respects difference and heterogeneity. I conclude with some critical suggestions pro-pounding a renegotiation of the paradigmatic certainties of Kant's cosmopolitanism in order to salvage its normative import and couch it in less onto-theological terms. Contrasting Kant’s views with those of his German contemporaries, and relating them to current debates, Pauline Kleingeld sheds new light on texts that have been hitherto neglected or underestimated. This book is the first study to engage with the relationship between cosmopolitan political thought and the history of global conflicts. Accompanied by visual material ranging from critical battle painting to the photographic representation of ruins, it showcases established as well as emerging interdisciplinary scholarship in global political thought and cultural history. Latvia presents a unique and counterintuitive case in the history of postsocialist ethnic relations. Despite the USSR's having annexed Latvia by fiat and armed force in the 1940s—and despite the population transfers of so many Russians and other Soviet peoples to the region that Latvians themselves nearly became an ethnic minority in “their own” republic—there has been no ethnic violence between Latvians and Russians in the postsocialist era. Yet the events of summer 2014 have radically shifted the political imaginary (...) of this region, raising the specter of a loss of social cohesion and an eruption of violence. The essay examines one of the factors that has supported amity in Latvia for the past two decades: late-Soviet cosmopolitanism and its legacies in present-day Latvian cultural life. Analysis focuses on public art projects in Riga during the summer of 2014, in the shadow of the war in Ukraine. (shrink)

ABSTRACT This essay considers how various European novels written and published around the turn of the millennium may be grouped together as an historically and geographically contingent literary genre, while also reflecting on the implications of this. In doing so, this essay coins the term ‘melancholy cosmopolitanism’ to best describe this genre of literary works. Ultimately, this genre suggests, first of all, that the sense of melancholy obsolescence articulated by European writers at this time is not confined to discrete (...) national literary contexts. Moreover, this essay argues, it implies a form of solidarity among these writers and their works, such that they encapsulate the possibility of working through the melancholy of history precisely through the aesthetic similarities among their literary explorations of it. Contemporaneous melancholy works of European literature are understood here as ‘cosmopolitan’ in a hermeneutic sense: their aesthetics resonate with each other beyond discrete national literary contexts, while also exemplifying individually assumed poses of melancholy amid a broader collective. In construing European melancholy aesthetics as a form of cosmopolitanism, then, the literary genre proposed by this essay suggests that mutual articulations of melancholy in various European novels collectively embody a potential for the melancholy of history to be overcome. Kant’s cosmopolitanism can be read from two main perspectives: temporal and spatial. Reading cosmopolitanism from a temporal perspective means paying attention to the historical realization of the ideal of cosmopolitanism and to its related issues such as: the progress of humankind, its final destination, the purpose of universal history, the highest purpose of nature. Instead, reading cosmopolitanism from a spatial perspective means paying attention, e.g. to the ‘fact’ of the sphericity of the earth and to (...) its relationship with cosmopolitan right, territoriality, borders and freedom of movement. In this paper I would like to show how adopting a spatial perspective is useful not only in order to delimit a field of inquiry, but also to shed new light on apparently well-known and thoroughly investigated notions of Kant’s cosmopolitanism, such as the notions of the citizen of the world, of the cosmopolitan right, and of the World republic. Cosmopolitanism is not a single encompassing idea but rather comes in at least six different varieties, which have often been conflated in previous literature. This is shown on the basis of the discussion in late eighteenth-century Germany (roughly, 1780-1800). The six varieties are: (1) moral cosmopolitanism, the view that all humans belong to a single moral community; political cosmopolitanism, which advocates (2) reform of the international political and legal order or (3) a strong notion of human rights; (...) (4) cultural cosmopolitanism, which emphasizes the value of global cultural pluralism; (5) economic cosmopolitanism, which aims at establishing a global free market; and (6) the romantic ideal of humanity as united by faith and love. German Romanticism is commonly associated with nationalism rather than cosmopolitanism. Against this standard picture, I argue that the early German romantic author, Novalis (Georg Philipp Friedrich von Hardenberg, 1772–1801) holds a decidedly cosmopolitan view. Novalis’s essay “Christianity or Europe” has been the subject of much dispute and puzzlement ever since he presented it to the Jena romantic circle in the fall of 1799. On the basis of an account of the philosophical background of Novalis’s romanticism, I show that the (...) image of the Middle Ages sketched in “Christianity or Europe” plays a symbolic role and should not be taken as a literal description of the historical past or as a blueprint for the future. Rather, the romantic picture of medieval Europe serves to evoke poetically the ideal of a cosmopolitan re-unification of humanity. (shrink)

Philosophical issues of hospitality are bound up with broader issues of cosmopolitanism in thought and in practice. This paper considers the interplay of human faces, masks, forms of hospitality, and cosmopolitanizing and anti-cosmopolitanizing socio-political dynamics in the time of Covid-19. Despite confident assertions by some interested parties that it is now finished and past history, Covid-19 remains a major challenge across the globe, and so reflections on the interplay of masking, cosmopolitanism, and hospitality remain pertinent today and (...) are not merely a quaint feature of life during the early years of the pandemic. Voluntary acts of self-masking are argued to be more than just mundane forms of micro-level action and interaction among persons. Instead, freighted sometimes with political meaning, and certainly loaded with ethical force, the donning of a face mask can operate as a small but compelling quotidian act of cosmopolitan concern and hospitableness towards other people, including those perceived to be very unlike oneself. Modern accounts of Stoic politics have attributed to Zeno the ideal of an isolated community of sages and to later Stoics such as Seneca a cosmopolitan utopia transcending all traditional States. By returning to the Cynic background to both Zeno's Republic and the Cosmopolitan tradition, this paper argues that the distance between the two is not as great as is often supposed. This account, it is argued, is more plausible than trying to offer a developmental explanation of the supposed transformation (...) in Stoic political thought from isolated community to cosmopolitan utopia. The challenge of accommodating difference has traditionally proved highly problematic for cosmopolitanism proposals, given their inherently universalistic thrust. Today, however, we are acutely aware that in failing to give difference its due, we stand to perpetrate a significant injustice through negating precisely what differentiates diverse groupings and confers on them their identity. Moreover, in an increasingly pluralistic and multicultural world it has become clear that doing justice to difference is an essential prerequisite for the internal flourishing as well as (...) peaceable coexistence of diverse cultural and other groupings. Accordingly, as a corrective for the homogenising presuppositions of highly a universalistic and decontextualised template like the Habermasian, the present paper defends the need for a situated, dialogical approach that can not only accommodate difference but also treat it as a resource for promoting mutual understanding and potentially transformative learning.In thus defending the merits of a situated, dialogical template, the present paper also seeks to shed light on the conditions of its possibility. To this end, I argue the need to transcend significant structural limitations inherent in the Habermasian discourse model, while aspring to preserve and enhance its distinctive strengths. Accordingly, I press the case for a thoroughgoing reappropriation of such core Habermasian tenets as the symmetrical reciprocity requirement, the anticipation of consensus as outcome, and a one-sided emphasis on argumentative deliberation as the sole acceptable means of achieving this. Proceeding thus, I defend the merits of a situated cosmopolitanism grounded in plurivocal transformative dialogue as a counterbalance to an unqualified universalism. Correlatively, I defend openness to otherness under appropriately structured dialogical conditions as the primary prerequisite for a viable cosmopolitanism capable of meeting the needs of an increasingly pluralistic and globalised world. The goal of this essay is to analyse the influence of Johann Bernhard Basedow and Rousseau on Kant’s cosmopolitanism and concept of cosmopolitan education. It argues that both Basedow and Kant defined cosmopolitan education as non-denominational moral formation or Bildung, encompassing—in different forms—a thin version of moral religion following the core tenets of Christianity. Kant’s encounter with Basedow and the Philanthropinum in Dessau helps to understand the development of Kant’s concept of cosmopolitanism and educational theory ‘in weltbürgerlicher Absicht’. (...) Rousseau’s role is more complex: he clearly influenced Kant; he is usually considered a precursor of modern nationalism and national education; and recent studies have stressed the cosmopolitan dimension of his educational programme. I claim that the dilemma of education according to Rousseau is that one has to choose between education of homme or education of citoyen, and that there is no way to avoid or go beyond this stark alternative. Kant’s reinterpretation of Rousseau is favourable and creative and has found many followers up to the present, but is misleading, as he ignores the dilemma and imposes his own conception of cosmopolitanism, of cosmopolitan education and of (possible) progress in history on Rousseau while claiming that this was actually Rousseau’s message. In doing so, the chapter looks at the moral principles behind Kant's cosmopolitanism and the problem of Kant's cosmopolitan teleology, and develops a brief overview of Kant's more coherent principles of cosmopolitan law. It makes a connection between Kant's critical philosophy and the moral foundations of his cosmopolitanism. By framing Kant's overall cosmopolitan vision, this chapter further explores Kant's theory of history and suggests that it is (...) based on a problematic teleology. The chapter concludes by linking the various aspects of Kant's cosmopolitanism into a single coherent narrative that provides a basis for future developments. (shrink)

Recent discussions around education for global citizenship continues to retrace notions of cosmopolitanism first laid out in Europe. Ostensibly seeking global inclusivity, much of this work ultimately returns to a rather narrow set of ontological and epistemic themes, primarily Stoicism and Pauline Christianity. The Kyoto School offers a constructive reconstruction of these core premises of European cosmopolitanism. In resisting the ontologizing of autonomous individualism and abstract universalism, Kyoto School thinkers offered an alternative tripartite structure that drew greater attention (...) to the specific : individual and universal are inevitably mediated by the ‘logic’ of specific histories, languages, institutions, and communities. Rather than naïve nationalism, this view emerged within a radically relational worldview: ‘continuity-in-discontinuity’ emplaced within absolute nothingness. Kimura Motomori, a leading Kyoto School educational thinker, explicitly extended these Nishidian ideas to challenge Rousseau’s contracting individualism, Kantian abstract universalism, and Hegelian teleological temporality, thus offering a fresh vision of cosmopolitanism: self-aware citizens engaging concretely in the task of opening their specific societies. In conclusion, in part to demonstrate the very forms of critique we envisage, we trace historically the impacts of Kyoto School cosmopolitanism ideas on postwar policy in Japan and lament the recent regressive closing. Kantian moral theory is construed as the paradigm of deontology, where such an approach to ethics is opposed to consequentialism and perfectionism. However, in Idea for a Universal History with a Cosmopolitan Aim, Kant understands historical progress in terms of the realisation of our rational capacities, to the extent that such emphasis on capability actualisation amounts to a form of moral perfectionism: wars and incessant periods of armed conflict lead rulers to grasp the value of peace, because war and (...) armed conflict prevent human beings from achieving self-realisation. For Kant, in order to enable self-realisation, states must work together to establish a federal union of republican governments. The aim of this chapter is to (i) articulate and defend a perfectionist dimension of Kantian ethics; and (ii) propose that an insightful way of articulating Kantian Cosmopolitanism can be provided by paying significant attention to recognition theory. Following Honneth’s model of diagnostic social philosophy, I argue that armed conflict is best understood in terms of a particularly complex form of social pathology, where the peaceful resolution of such conflict requires a complex form of diagnosis and therapy. Under such an account, leadership involves taking the lead in diagnosing armed conflict as arising from an especially traumatic asymmetrical recognition order, and in proposing genuinely practical therapeutic solutions to resolving conflict by advocating specific progressive transformations to the current asymmetrical recognition order. While early theory and research on cosmopolitanism have been criticized for their European focus, a number of works have incorporated non-Eurocentric perspectives. This article contributes to this literature by examining the colonial production of cosmopolitan orientations as evidenced in the writings of Frantz Fanon. Colonialism has been treated as a deviation in the historical sociology of cosmopolitanism, but Fanon helps disclose how colonialism has also contributed to a particular form of cosmopolitanism that has been overlooked in existing (...) theory and research: postcolonial cosmopolitanism. This form of cosmopolitanism, forged from the spaces of colonialism’s contradictions, emphasizes global citizenship and humanism but strives to remember rather than repress the history of modern empire. It seeks to negate colonialism’s contradictions and thus realize the ideals which Europe had initially pronounced but which it failed to institute. (shrink)

The political practice of the Left is going through a deep crisis, an important part of which is connected to the crisis of modernity and the rise of the postmodern era. It is true that postmodernity is a relatively confused phenomenon. J.-F. Lyotard, who is more committed to providing clear definitions than some other philosophers, has attempted various descriptions: from postmodernity understood as a nascent state of rupture with modernity, to that which defines it as the paradox of a “previous (...) future”, or that which defines it as a process of “ana-”. It seems, however, that in general terms, postmodernity claims to represent the dissolution of modernity and the experience of the end of History and/or the end of ideologies. But this view of postmodernity as rupture has more than one problem. There are those who think that if ours is a postmodern epoch then “Postmodernity is in every respect parasitic on modernity: it lives and feeds on its achievements and its dilemmas.” Others contend that what we are going through is a phase of the radicalization of modernity but in no way its end. Still others argue that “the aspiration to become postmodern is one of the paradigmatic ways to be modern”. (shrink)

This article explores Adam Smith's (1723-90) cosmopolitanism by examining his conception of the ideal global regime and his attitudes to classical cosmopolitanism, British imperialism, American independence, war, mercantilism, benevolence, global integration, specialization, patriotism and his own alleged nationalism. It is argued that Smith shares with the Stoics the ideal of a world community but his cosmopolitanism is based, not on the sympathetic workings of universal benevolence, but on mutual enablement and the desire for and satisfaction of exponential (...) material enrichment. Such a state precludes conflict and territorial rivalry. Patriotism will not disappear but will be moderated by a pacific desire for prosperity via free trade. Eventually fierce nationalistic sentiments and intense alliances between security allies will be subdued by a development-induced aversion to conflict and the habits of amicable strangership underlying commercial cosmopolitanism. The article outlines the efficient mechanisms by which this is to be achieved and, in so doing, shows why, for Smith, economic cosmopolitanism is at once desirable, necessary and natural. (shrink)

In Hegel on Political Identity, Lydia Moland provocatively draws on Hegel's political philosophy to engage sometimes contentious contemporary issues such as patriotism, national identity, and cosmopolitanism. Moland argues that patriotism for Hegel indicates an attitude toward the state, whereas national identity is a response to culture. The two combine, Hegel claims, to enable citizens to develop concrete freedom. Moland argues that Hegel's account of political identity extends to his notorious theory of world history; she also proposes that his (...) resistance to cosmopolitanism be reassessed in response to our globalized world. By focusing on Hegel's depiction of political identity as a central part of modern life, Moland shows the potential of Hegel's philosophy to address issues that lie at the heart of ethical and political philosophy. Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations 'from below'. These are: (1) the counter-hegemonic globalization represented by the 'movement of movements' of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization 'from above;' (2) the non-hegemonic globalization enacted by 'ant traders' that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose (...) entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization 'from below' that paralleled (and outlived) the 1870-1914 globalization 'from above.' This book identifies their common features and uses them to define the concept of globalization 'from below' as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. They are enacted by entrepreneurial or activistic individuals who either take advantage of the normative power of the hegemon at the origin of an international order and an associated globalization 'from above,' or - explicitly or implicitly - transgress, contest, and try to redefine dominant economic, legal, political, and socio-cultural norms, thus challenging the existing international order and globalization 'from above.' By constructing a unified theoretical framework, this book attempts to open a new field of interdisciplinary research that should take globalizations 'from below' out of their current scholarly marginality. This is one of the first scholarly works to collectively present more than one globalization 'from below,' and will be of great interest to students, scholars, and researchers of International Relations, International Political Economy, Development Studies, Economic History, Anthropology, Diaspora Studies, and Chinese Studies. Integrar o estudo de um jornal como o Índia Nova: jornal de expansão da cultura indiana numa publicação dedicada a estudos sobre revistas justifica-se por estarmos perante um projecto cultural, com inevitáveis ressonâncias políticas. Órgão dos estudantes goeses nas Universidades portuguesas, a sua criação deveu-se à iniciativa de um grupo de jovens intelectuais goeses, criados sob os auspícios da República, que, sob o signo da ruptura, vinham chamar a si a responsabilidade de intervenção na cidade. A publicação, se buscava atingir (...) o público europeu metropolitano, sensibilizando-o para a magnitude da civilização indiana, visava essencialmente os goeses na Metrópole e em Goa, assumindo o objectivo de recuperar uma identidade goesa formatada na tradição civilizacional indiana e de promover uma actividade cultural e científica centrada em temas e referências indianos. Através desta proposta, associava-se ao movimento político-cultural nacionalista que atingia a “Grande Índia” e, mais globalmente, aos diversos nacionalismos que despontavam por todo o continente asiático nas primeiras décadas do século XX. Finalmente, o grupo de estudantes goeses e os seus colaboradores goeses e metropolitanos, efectuando o percurso da particularidade goesa para a reflexão sobre os destinos da humanidade, integravam, por essa via, a corrente que a Ocidente e Oriente se batia por um novo humanismo, assentando a universalidade na harmonização da diversidade e tornando todos os indivíduos e povos coniventes na construção do futuro da humanidade.
