Emphasis on cutting edge science is common today. This paper shows that the concept, which selects some science at any given time as epistemically preferable and therefore better, actually gained acceptance by the turn of this century in biology and began immediately to have consequences for what biological research was done. The result, that some research is cut out while other work is privileged, can have pernicious results. Some of what is designated as not cutting edge (...) may, in a different — and equally defensible epistemological framework, prove just as good as the officially cutting edge research. Cutting edges cut both ways, and those who study science should begin exploring the implications of that fact. (shrink)

An examination of conceptually and rhetorically equivocating positions among academic philosophers and other theorists who are sympathetic to constructivist epistemological developments but unwilling to relinquish key aspects of traditional understandings of truth and knowledge and/or anxious to avoid charges of relativism. A major problem with the resulting hybrid formulations is that, seeking, as they often claim, to “steer a course between Scylla and Charybdis” and being composed of essentially incompatible elements, they can do little theoretical work. In an age where developments in biotechnology offer new possibilities for overcoming disease at a breathtaking rate, there is a certain timeliness in recalling C S Lewis’s farsighted depiction of “the magician’s bargain”, “that process whereby man surrenders object after object, and finally himself, to nature in return for power”.1 Lewis’s reflections on the implications of science’s quest for mastery over nature, outlined in his renowned essay The Abolition of Man, highlight the coercive tendencies of this yearning for control. In (...) practice, he argues, “power over nature turns out to be a power exercised by some men over other men with nature as its instrument”, and ironically proves not to be a power that humanity can wield for its chosen ends, but rather one that enslaves its pursuers to their appetite for domination . In seeking, through technical control, to transcend our bodily limits we embrace a technocratic mindset that, if adopted unconditionally, will lead us to regard our given identity as raw material to be “improved” by mechanical means.This collection of essays aims to give fresh voice to this warning in the face of the very latest in biotechnological innovations. In the words of the editors, it is intended as a “wake up call,” informing readers of the exciting possibilities for health care in the future, and equipping them with the concepts with which to appraise them from a Christian perspective. The Animal Breeding Research Organisation in Edinburgh (ABRO, founded in 1945) was a direct ancestor of the Roslin Institute, celebrated for the cloning of Dolly the sheep. After a period of sustained growth as an institute of the Agricultural Research Council (ARC), ABRO was to lose most of its funding in 1981. This decision has been absorbed into the narrative of the Thatcherite attack on science, but in this article I show that the choice to restructure ABRO pre-dated major government (...) cuts to agricultural research, and stemmed from the ARC's wish to prioritize biotechnology in its portfolio. ABRO's management embraced this wish and campaigned against the cuts based on a promise of biotechnological innovation, shifting its focus from farm animal genetics to the production of recombinant pharmaceuticals in sheep milk. By tracing interaction between government policies, research council agendas and local strategies, I show how novel research programmes such as genetic modification could act as a lifeline for struggling institutions. Cesarean delivery rates have been steadily increasing worldwide. In response, many countries have introduced target goals to reduce rates. But a focus on target goals fails to address practices embedded in standards of care that encourage, rather than discourage, cesarean sections. Obstetrical standards of care normalize use of technology, creating an imperative to use technology during labor and birth. A technological imperative is implicated in rising cesarean rates if physicians or patients fear refusing use of technology. Reproductive autonomy is at (...) stake since a technological imperative undermines patients’ ability to choose cesareans or refuse use of technology increasing the likelihood of cesareans. To address practices driven by a technological imperative I outline three physician obligations that are attached to respecting patient autonomy. These moral obligations show that a focus on respect for autonomy may prove not only an ideal ethical response but also an achievable practical response to lowering cesarean rates. (shrink)

In October 2015 the UK enacted legislation to permit the clinical use of two cutting edge germline-altering, IVF-based embryonic techniques: pronuclear transfer and maternal spindle transfer. The aim is to use these techniques to prevent the maternal transmission of serious mitochondrial diseases. Major claims have been made about the quality of the debates that preceded this legislation and the significance of those debates for UK decision-making on other biotechnologies, as well as for other countries considering similar legislation. In (...) this article we conduct a systematic analysis of those UK debates and suggest that claims about their quality are over-stated. We identify, and analyse in detail, ten areas where greater clarity, depth and nuance would have produced sharper understandings of the contributions, limitations and wider social impacts of these mitochondrial interventions. We explore the implications of these additional considerations for the protection of all parties involved, should the techniques transfer to clinical applications; the legitimacy of focussing on short-term gains for individuals over public health considerations, and the maintenance and improvement of public trust in medical biotechnologies. We conclude that a more measured evaluation of the content and quality of the UK debates is important and timely: such a critique provides a clearer understanding of the possible, but specific, contributions of these interventions, both in the UK and elsewhere; also, these additional insights can now inform the emerging processes of implementation, regulation and practice of mitochondrial interventions. A review of Joan Hawkins' Cutting Edge: Art-Horror and the Horrific Avant-gard.

OBJECTIVES: To investigate the need for hospital clinical ethics committees by studying the frequency with which ethical dilemmas arose, the perceived adequacy of the process of their resolution, and the teaching and training of staff in medical ethics. DESIGN: Interviews with individuals and three multidisciplinary teams; questionnaire to randomly selected individuals. SETTING: Two major London children's hospitals. RESULTS: Ethical dilemmas arose frequently but were resolved in a relatively unstructured fashion. Ethical concerns included: the validity of consent for investigations and treatment; (...) lack of children's involvement in consent; initiation of heroic or futile treatments; resource allocation. Staff expressed the need for a forum which would provide consultation on ethical issues, develop guidelines for good ethical practice, undertake teaching and training, and provide ethical reflection outside the acute clinical setting. CONCLUSION: Multidisciplinary, accountable and audited clinical ethics committees with predominantly advisory, practice development and educational roles could provide a valuable contribution to UK clinical practice and perhaps in other countries that have not developed hospital clinical ethics committees. Modern and Postmodern Cutting Edge Films closely examines a wide variety of major filmic texts that have established permanent, iconic shifts in modern and postmodern US culture and filmic practices. These films and their often visionary, trend-setting auteurs each introduced new manners of seeing that were imitated by later directors and ultimately, absorbed by popular culture itself. The primary rationale for writing this collection was quite simple: it is new and different. No anthology exists that examines the concept (...) of the cutting edge film across such a remarkably wide variety of genres and with such a diversity of theoretical approaches and subject matter. Equally important, all the contributors bring a unique voice and multi-disciplinary perspective to their respective chapters. This anthology will be of great interest to scholars from a variety of disciplines, including film studies, historical studies, and gender and genre studies. As far as possible, contributors have minimized a great deal of typical theoretical terminology so that lay readers who possess some familiarity with basic film analysis and theory can understand the text. Unfortunately Heinrichs' very thoughtful contribution to the discussion (...) is unlikely to move such disinterest. Pragmatically successful paradigms in the phase of Kuhnian "normal science" are highly resistant to change. There is no crisis that besets triumphalist biological psychiatry that might lead to clinical or scientific revolution. At the same time, as I suggest at the end of this commentary, the ideas of nonlinear dynamics may not be revolutionary enough, remaining staunchly within the framework of modernity.In what follows I discuss four issues related to Heinrichs' article. First, I try to enrich his presentation of nonlinear dynamics by bringing in the role of self-organization in the evolution of nonlinear dynamical brain systems and by making the nonlinear dynamics "tunable." Second, I discuss whether Heinrichs succeeds in avoiding the dualism of the biopsychosocial model that he criticizes. Third, I look at the issue of "free will," which Heinrichs would understandably like to avoid. Finally, I mention a new form of dynamics, namely thermofield dynamics, which I think is more promising than nonlinear dynamics. Self-Organizing Self-Tuning Nonlinear Dynamical Systems In the case of psychiatry, we are not considering nonlinear dynamical systems like the weather or an ecosystem, but the brain's neural networks in terms of nonlinear dynamics with all its chaos. There is a principle of such systems of neural networks that Heinrichs does not bring out, although it is extremely important for them. These systems are self-organizing under a Hamiltonian principle of "least energy." To use Hopfield and Tank's (1986) terms, nonlinear dynamical neural networks self-organize toward attractors that minimize the "computational energy" of the system, or for Smolensky (1988), self-organize toward "harmony," or for Globus (1995, 2003), in a Heideggerian vein, self-organize to maximize "belonging-together." In this elaborated framework, rational deliberation is one constraint among many on a self-organizing nonlinear dynamical process. [End Page 229]Heinrichs brings out beautifully the nonlinear dynamical way of thinking clinically. This is not the dynamics of mechanistic psychodynamics, which features psychological forces in vectorial conflict—id versus superego and their compromises—but a flowing evolution of states in which small changes in initial state may have large effects (nonlinearity) on the state trajectory. To live a life is often to feel surprise, which nonlinear dynamics with its chaotic regimes well portrays.But there is a way that classical Freud and nonlinear dynamical neural networks do come together—in the "economics," discharges and conservations of libidinal energy, expenditures and credits in Derrida's (1978) accounting. Heinrichs does not mention this similarity. The economic principles differ between Freud's late nineteenth-century thermodynamics and Heinrichs' late twentieth-century nonlinear dynamics, it is true, but it is all economics.Freud called this economic functioning the "pleasure principle" in which "libido" seeks to discharge its instinctual energy store, reducing the level of instinctual tension. This "primary process" proceeds to an attractor by the quickest, most direct way possible, whereas the "secondary process" defers reduction in instinctual tension, subjecting the primary process to thought. Self-organizing directly to the attractor is the primary process with which the secondary process interferes, introducing deferral.The economy of nonlinear dynamics pictures a "landscape," a variegated topography with peaks and valleys. Each point on the topography represents a state. Peak points are repellors—for example, states in which the phobic object is approached—and the lowest points of the valleys are attractors—for example, obsessions and compulsions. The path of occupied states self-organizes away from repellors and toward attractors. This topography is an energy landscape. The article addresses the potential impact of functional brain imaging (functional magnetic resonance imaging and positron-emission tomography) on surrogate end-of-life decision-making in light of varying state-law definitions of consciousness, some of which define awareness behaviorally and others functionally. The article concludes that, in light of admonitions by neuroscientists that functional brain imaging cannot yet replace behavioral evaluation to determine the existence of consciousness, state legislatures, courts and drafters of written advance healthcare directives should consider treating behavior, not function, as the (...) touchstone for end-of-life decision-making. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Jonathan Moreno argues that a pragmatic approach is the best approach for bioethicists and health care practitioners to use when confronted with difficult ethical problems. There is no one formula to which to appeal in determining which course of action is right or wrong when making decisions about hastening or prolonging life, for example. Instead the best decision that can be expected under the circumstances emerges as the result of a slow process of consensus building, negotiation, and compromise. This text is part of an on going research. It deals with the relationship between the production and experience of the places on the edge of the Trans-Amazon Highway (BR 230), which cuts the North and a Northeast portion in the East-West direction. Considering its programmatic sense of occupation of the territory, as opposed to the explanation already accepted, which expresses the road as an engineering system, therefore, means to flow, is that I propose to think the road as (...) an everyday living space, emphasizing the educational dimension to understand the existence of places. My purpose is to analyze the spatial imagination underlying the external understanding to the Trans-Amazon, in the educational plan, regarding the unique geographicity produced by local groups living near the road. Methodologically, I seek a dialogue between a phenomenological design and the existentialism, developing field of research procedures, literature review that supports the concepts of spatial imaginations, place and field education, critical reading of official documents in the MEC sites imagery record in dialogue with the representation of those that live on the edge of “Strip”. As an indication of preliminary findings point out: 1. The denial of places as a geopolitical strategy which is materialized in the educational process and planning politics; 2. The inescapable geographicity of groups that self recognize and are related contradictorily to the Trans-Amazon Highway; 3. The Countryside Education as opening or denial of the place, both for those who live it, and for those who do not live it, which can be ignorance widespread factor in terms of knowledge of the Amazon spatiality or coping and creation of a new geographic and cartographic knowledge about the places cut by “Strip”. American outlier writer William S. Burroughs was a creative force – an homme de lettres in his own right, yes, but as a cultural theorist as well, particularly his anticipation of what we now regularly call ‘a society of control’ or ‘a surveillance culture’, and, moreover, as a textual embodiment as well. That is, Burroughs was as much a media theorist and performance artist as he was a traditional literary figure, what we generally call a writer, or novelist, although he (...) lauded those latter categories. Through such multimodality he offered critiques of a ‘control society’ and of ‘thought control’ by a media that strips us of volition. In his lectures on Michel Foucault delivered at the Université de Paris VIII in the 1980s, Gilles Deleuze detailed Burroughs's influence on both philosophers with his critique of our ‘control societies’, a term they adopted from him. These critiques of what Burroughs calls ‘thought control’ were and currently remain inseparable from his emergence as a performance artist, such embodiment of his art readily available amid our own image-obsessed electronic revolution. That is, the products of this period are currently being recirculated through commercial media outlets and through multiple open access formats to suggest – to confirm – that the artist whom many another ‘outsider’ has called ‘the Priest’ and who saw himself as a ‘cosmonaut of inner space’ and ‘a technician of consciousness’, this dystopic modernist author, visionary science fiction writer, and aesthetic weapons maker was one of the major media artists, social critics, cultural theorists and literary figures not only of his but of our ‘postpersonal’ time. Michel Foucault closes The Order of Things by imagining a time when ‘man will be erased, like a face drawn in sand at the edge of the sea’. The closing image was crafted some fifteen years before Foucault met Burroughs in New York in 1975, but in the 1960s Burroughs, too, was already imagining and theorising the disappearing author and a post-human, media-dominated world. Such lines of thought suggest parallel trajectories that Deleuze will see as bridging philosopher and artist if not philosophy and art. (shrink)
