The binary divide between traditional cognitivist and enactivist paradigms is tied to their respective commitments to understanding cognition as based on knowing that as opposed to knowing how. Using O’Regan’s and No¨e’s landmark sensorimotor contingency theory of perceptual experience as a foil, I demonstrate how easy it is to fall into conservative thinking. Although their account is advertised as decidedly ‘skill-based’, on close inspection it shows itself to be riddled with suppositions threatening to reduce it to a rules-and-representations approach. Although O'Regan & Noë (O&N) claim that the world may serve as the viewers' external visual memory, findings from the field of memory research have demonstrated the existence of internal visual representations. These representations are stored in the viewer's brain, contain information regarding visual objects and their relations, guide subsequent exploration of the visual world and promote change detection.

Most individuals realise that we have a moral obligation to avoid the evils of war. But this realization raises a host of difficult questions when we, as responsible individuals, witness harrowing injustices such as ""ethnic cleansing"" in Bosnia or starvation in Somalia. With millions of lives at stake, is war ever justified? And, if so, for what purpose? In this book, Richard J. Regan confronts these controversial questions by first considering the basic principles of just-war theory and then applying those (...) principles to historical and ongoing conflicts. Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress and, most importantly, the UN Security Council in determining when long-term US military involvement is justified. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals - whether in self-defense or in defense of others - remains the ""only"" classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. In considering acceptable war conduct, Regan elaborates the specific principle of discrimination and proportionality; he maintains that civilians uninvolved in the enemy's war should not be directly targeted and that the costs of military action must be proportionate to the anticipated benefits of destroying military targets. The second part of the book presents case studies of eight historical wars - World War I, the Vietnam War, the Falklands War, the revolution and civil war in Nicaragua, the civil war in El Salvador, the Gulf War, the intervention in Somalia, and the Bosnian War - and poses several provocative questions about each. It invites readers and students to apply just-war principles to complex war-related situations and to understand the factual contingencies involved in moral judgements about war decisions. It is common to think of warfare as a setting in which emotion can lead combatants to engage in unethical behavior. On this view, it is natural to conceptualize the aim of military ethics training as quelling the influence of emotion in combat in order to reduce the risk that military personnel are vulnerable to its influence. Recent research, however, indicates that what is called “emotion processing” is connected in important ways with moral judgment and behavior. In this view, acting (...) ethically is not simply a matter of subordinating emotion to reason, but of responding with appropriate rather than inappropriate emotion. In this respect, such research challenges the powerful “rationalist” account of moral judgment and behavior. More fundamentally, it calls into question the distinction between reason and emotion as a way to understand our moral sensibilities. This article describes this research and discusses work on naturalistic decision-making and neuroscience that provide support for its insights. It then suggests ways in which such research is consistent with Aristotelian notions of character and virtue. Finally, it identifies ways in which some military training implicitly draws on lessons from this body of research, and suggests how it might do so more deliberately. (shrink)

Many current neurophysiological, psychophysical, and psychological approaches to vision rest on the idea that when we see, the brain produces an internal representation of the world. The activation of this internal representation is assumed to give rise to the experience of seeing. The problem with this kind of approach is that it leaves unexplained how the existence of such a detailed internal representation might produce visual consciousness. An alternative proposal is made here. We propose that seeing is a way of (...) acting. It is a particular way of exploring the environment. Activity in internal representations does not generate the experience of seeing. The out- side world serves as its own, external, representation. The experience of seeing occurs when the organism masters what we call the gov- erning laws of sensorimotor contingency. The advantage of this approach is that it provides a natural and principled way of accounting for visual consciousness, and for the differences in the perceived quality of sensory experience in the different sensory modalities. Sev- eral lines of empirical evidence are brought forward in support of the theory, in particular: evidence from experiments in sensorimotor adaptation, visual “filling in,” visual stability despite eye movements, change blindness, sensory substitution, and color perception. This study examined self-reported academic dishonesty at a midsize public university. Students (N = 492) rated the likelihood they would cheat after accepting to abide by each of eight honor code pledges before Internet-based assignments and examinations. The statements were derived from honor pledges used by different universities across the United States and varied in length, formality, and the extent to which the statements included consequences for academic dishonesty. Longer, formal honor codes with consequences were associated with a lower likelihood (...) to cheat. Results showed a significant three-way interaction and suggest how to best design honor codes. We describe the design and evaluation of a sub-clinical digital assessment tool that integrates digital biomarkers of depression. Based on three standard cognitive tasks on which people with depression have been known to perform differently than a control group, we iteratively designed a digital assessment tool that could be deployed outside of laboratory contexts, in uncontrolled home environments on computer systems with widely varying system characteristics. We conducted two online studies, in which participants used the assessment tool in their own (...) homes, and completed subjective questionnaires including the Patient Health Questionnaire —a standard self-report tool for assessing depression in clinical contexts. In a first study, we demonstrate that each task can be used in isolation to significantly predict PHQ-9 scores. In a second study, we replicate these results and further demonstrate that when used in combination, behavioral metrics from the three tasks significantly predicted PHQ-9 scores, even when taking into account demographic factors known to influence depression such as age and gender. A multiple regression model explained 34.4% of variance in PHQ-9 scores with behavioral metrics from each task providing unique and significant contributions to the prediction. (shrink)

Nanotechnology has been a focal area of United States (US) Science and Technology policy since President Clinton's administration. The Unites States is investing more funds in nanotechnology research and development than any other nation. The US National Laboratory community and Sandia National Laboratories in particular is responding to their country's interest by generating exceptional Nano-based science and technology and focusing these efforts on national security and safety concerns. The United States and others are finding that the technological, safety, ethical, economic, (...) and policy considerations centered on nanotechnology are complex and interconnected. Further, that tomorrow's decision makers need an expanded educational background for them to make optimal choices concerning nanotechnology. Sandia National Laboratories responded to this need by initiating the National Institute for Nanotechnology Engineering (NINE). NINE is prototype educational effort designed to provide an exceptional foundation for the next generation of US nanotechnology decision makers. (shrink)

Striedter's accessible concept-based book is strong on the macroevolution of brains and the developmental principles that underlie how brains evolve on that scale. In the absence of greater attention to microevolution, natural selection, and sexual selection, however, it is incomplete and not fully modern on the evolution side. Greater biological integration is needed.

In this important study D. M. Armstrong offers a comprehensive system of analytical metaphysics that synthesises but also develops his thinking over the last twenty years. Armstrong's analysis, which acknowledges the 'logical atomism' of Russell and Wittgenstein, makes facts the fundamental constituents of the world, examining properties, relations, numbers, classes, possibility and necessity, dispositions, causes and laws. All these, it is argued, find their place and can be understood inside a scheme of states of affairs. This is a comprehensive and (...) rigorously this-worldly account of the most general features of reality, argued from a distinctive philosophical perspective, and it will appeal to a wide readership in analytical philosophy. The sensorimotor theory of perceptual consciousness offers a form of enactivism in that it stresses patterns of interaction instead of any alleged internal representations of the environment. But how does it relate to forms of enactivism stressing the continuity between life and mind? We shall distinguish sensorimotor enactivism, which stresses perceptual capacities themselves, from autopoietic enactivism, which claims an essential connection between experience and autopoietic processes or associated background capacities. We show how autopoiesis, autonomous agency, and affective dimensions of experience (...) may fit into sensorimotor enactivism, and we identify differences between this interpretation and autopoietic enactivism. By taking artificial consciousness as a case in point, we further sharpen the distinction between sensorimotor enactivism and autopoietic enactivism. We argue that sensorimotor enactivism forms a strong default position for an enactive account of perceptual consciousness. (shrink)
