1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. The integration of biomedical terminologies is indispensable to the process of information integration. When terminologies are linked merely through the alignment of their leaf terms, however, differences in context and ontological structure are ignored. Making use of the SNAP and SPAN ontologies, we show how three reference domain ontologies can be integrated at a higher level, through what we shall call the OBR framework (for: Ontology of Biomedical Reality). G. W. Leibniz has been praised as an exemplar of tolerance on both theological and political grounds. His irenic efforts within Christendom as well as his positive attitude towards pagans like the Chinese is well documented. He thought that “the great majority of mankind” were already “civilized”. This paper highlights Leibniz’s political treatment of the “uncivilized” peoples, whom he termed “barbarians” and “savages”. Given Leibniz’s worldly outlook and prodigious reading, including writings detailing the horrors inflicted on the natives of the (...) Americas, he blithely ignored a reality that was quite at odds with his own vision for such peoples. The dissonance between his ideas on how to treat “barbarian” peoples (whom he considered to be fully human and deserving of mutual respect) and his awareness of their actual treatment in many nascent European colonies is striking. The only conclusion that can be reached (though Leibniz never says so explicitly) is that their conversion to Christianity and the consequent enlightenment of their posterity trumped their present suffering. Predictive judicial analytics holds the promise of increasing efficiency and fairness of law. Judicial analytics can assess extra-legal factors that influence decisions. Behavioral anomalies in judicial decision-making offer an intuitive understanding of feature relevance, which can then be used for debiasing the law. A conceptual distinction between inter-judge disparities in predictions and inter-judge disparities in prediction accuracy suggests another normatively relevant criterion with regards to fairness. Predictive analytics can also be used in the first step of causal inference, where the (...) features employed in the first step are exogenous to the case. Machine learning thus offers an approach to assess bias in the law and evaluate theories about the potential consequences of legal change. (shrink)

Limited air strikes present an attractive “middle-ground approach” for policymakers, as they are less costly to coercers than deploying troops on the ground. Policymakers believe that threatening and employing limited air strikes signal their resolve to targets. In this essay, as part of the roundtable on “The Ethics of Limited Strikes,” I debunk this fallacy and explain how the same factors that make limited air strikes attractive to coercers are also those that undermine their efficacy as a coercive tool of (...) foreign policy. The limited nature of these air strikes undermines the ability of coercers to effectively signal their resolve. In turn, coercive threats of limited air strikes are less likely to be credible, creating a vicious cycle: policymakers threaten to employ air strikes because they are less costly but then often need to follow through on those threats as target states fail to acquiesce to their demands, precisely because limited air strikes are less costly for the coercer. Limited air strikes, therefore, can actually be a source of conflict escalation and lead policymakers to engage in military action that they would prefer to avoid. I further explain why failing to follow through on such coercive threats can undermine a leader's reputation for resolve and lead to future crisis escalation. Finally, I discuss what this quagmire means for the ethics of the threat and the use of air strikes, particularly for the principles of right intention, likelihood of success, and probability of escalation. A productive way to think about imagistic mental models of physical systems is as though they were sources of quasi‐empirical evidence. People depict or imagine events at those points in time when they would experiment with the world if possible. Moreover, just as they would do when observing the world, people induce patterns of behavior from the results depicted in their imaginations. These resulting patterns of behavior can then be cast into symbolic rules to simplify thinking about future problems and (...) to reveal higher order relationships. Using simple gear problems, three experiments explored the occasions of use for, and the inductive transitions between, depictive models and number‐based rules. The first two experiments used the convergent evidence of problem‐solving latencies, hand motions, referential language and error data to document the initial use of a model, the induction of rules from the modeling results, and the fallback to a model when a rule fails. The third experiment explored the intermediate representations that facilitate the induction of rules from depictive models. The strengths and weaknesses of depictive modeling and more analytic systems of reasoning are delineated to motivate the reasons for these transitions. (shrink)

User satisfaction as the ultimate goal of recreation planning and management is contested by a discussion of human adaptability which makes it possible for people to adjust to a progressively lower quality of recreation opportunities without loss of satisfaction. Recreation planning and management based on such satisfaction levels are then shown to perpetuate a deterioration in the quality of recreationenvironments themselves. To arrest this trend, a new goal for recreation planning and management is proposed based on the equation of quality (...) of opportunity with diversity of environmental settings. Rhetoric, Composition, Life is written for teacher-scholars of rhetoric and composition who grapple with the following question: Can my teaching not only make a positive difference in the lives of my students but also, in so doing, contribute to making the world a better place? This dissertation argues that in order to be able to answer this question in the affirmative with a greater sense of possibility for the future, that a re-understanding of how the world and its populations or (...) multiplicities of "actors" co-exist is necessary. Such conceptual work is needed because, under the influence of critical pedagogy, teacher-scholars in rhetoric and composition have placed too much emphasis on consciousness and its role in the dynamics of subjectivity, agency, and social transformation. In an effort to open a new space for thought and pedagogy in rhetoric and composition, Rhetoric, Composition, Life engages in a protracted performance of encounter and response with the work of Martin Heidegger. The dissertation argues that Heidegger's thought not only invites us to think of the aforementioned issues in more ecological and existential-affective terms, but does so in a way that is rooted in and extends a concept at the heart of Aristotle's ethics and politics: phronesis. What emerges from the project is an ethos of pedagogy and politics rooted in the phronetic dynamics of "question-ability" and "response-ability," one that attends to and works with-in dynamics and rhythms of power, life, temporality, agency, and social change from a non-representational, ecological, and existential-affective perspective. Gadamer’s question “Are Poets Falling Silent?” is motivated by the “linguistic need” of modern lyric indicative of the “forgetfulness of language” that prevails today. In Paul Celan’s late work, Gadamer finds poetry that, bordering on the cryptic, stands on the verge of silence. Nevertheless, he insists that these poems do speak and that the title of Celan’s poem series, Breath-crystal, figures the truth of the poetic word. From this standpoint the paper discusses Gadamer’s hermeneutic understanding of the poetic word treating (...) the constitutive elements of the poetic word as an event of language, the way this conception of the poetic word both embraces and yet departs from the usual understanding of the radical turn to language in modern lyric, and the meaning of Gadamer’s claim regarding the truth of the poetic word that fulfills the original saying power of language. Surveillance is a core function of all public health systems. Responses to the COVID-19 pandemic have deployed traditional public health surveillance responses, such as contact tracing and quarantine, and extended these responses with the use of varied technologies, such as the use of smartphone location data, data networks, ankle bracelets, drones, and big data analysis. Applying Foucault’s (1979) notion of the panopticon, with its twin focus on surveillance and self-regulation, as the preeminent form of social control in modern societies, we (...) examine the increasing levels of surveillance enacted during this pandemic and how people have participated in, and extended, this surveillance, self-regulation, and social control through the use of digital media. Consideration is given to how such surveillance may serve public health needs and/or political interests and whether the rapid deployment of these extensive surveillance mechanisms risks normalizing these measures so that they become more acceptable and then entrenched post-COVID-19. Biomedical images and ontologies are closely related conceptually, yet currently they are studied in isolation. Biomedical ontologies provide a representation of the canonical entities considered in biomedical research and clinical observations, and the relations among them. Images reveal instances of those entities and, taken in aggregate, inform the construction of ontologies describing the pertinent domain content revealed in the images. The legal requirements and justifications for collecting patient-identifiable data without patient consent were examined. The impetus for this arose from legal and ethical issues raised during the development of a population-based disease register. Numerous commentaries and case studies have been discussing the impact of the Data Protection Act 1998 and Caldicott principles of good practice on the uses of personal data. But uncertainty still remains about the legal requirements for processing patient-identifiable data without patient consent for research purposes. This is (...) largely owing to ignorance, or misunderstandings of the implications of the common law duty of confidentiality and section 60 of the Health and Social Care Act 2001. The common law duty of confidentiality states that patient-identifiable data should not be provided to third parties, regardless of compliance with the DPA1998. It is an obligation derived from case law, and is open to interpretation. Compliance with section 60 ensures that collection of patient-identifiable data without patient consent is lawful despite the duty of confidentiality. Fears regarding the duty of confidentiality have resulted in a common misconception that section 60 must be complied with. Although this is not the case, section 60 support does provide the most secure basis in law for collecting such data. Using our own experience in developing a disease register as a backdrop, this article will clarify the procedures, risks and potential costs of applying for section 60 support. (shrink)

This paper's first goal is to evaluate the evolution and state of scholarship in public administration. It begins with a question: How far have public administration theory and research advanced since 1940, when the self-aware study of public administration, as a field if not a discipline, took root in the United States? This paper argues that scholars of public administration in the U.S. and abroad continuously advance the scientific rigor of research and are cognizant of the real-world challenges faced by (...) policymakers and public servants of all sorts. Nonetheless, it is further argued, there remains room for improving our scientific understanding of the public service in the twenty-first century. Turning to practice, the second section identifies how we might better link our scientific findings to the lessons we provide in the classroom. Finally, the paper concludes with a discussion on preparing the public service of the twenty-first century and beyond to manage some of the considerable challenges it will encounter. (shrink)

Biological models are useful not only because they can simulate biological behaviors, but because they may shed light on the inner workings of complex biological structures and functions as deduced by top-down and/or bottom-up reasoning. Beyond the stylistic appeal of specific implementation methods, a model should be appraised according to its ability to bring out the underlying organizing and operating principles – which are truly the model's heart and soul.
