Selecting provincial leaders is a fraught task for authoritarian regimes. Although central authorities more readily trust provincial leaders with close ties to the center, such loyalists may lack the local knowledge and connections necessary to govern adeptly. Using an original data set on the tenures and backgrounds of China’s provincial party standing committee members, this article explores how Beijing fine-tunes provincial leadership teams to resolve this dilemma. The analysis challenges the conventional wisdom that Beijing exerts its tightest personnel control (...) in strategically important provinces. It shows that Beijing tolerates significant embeddedness of local leadership in provinces with complex governance challenges even when these provinces are important. Moreover, it finds that when the center reasserts control through appointments of loyalist personnel during times of crisis, it does so in a balanced manner. These calibrated personnel strategies highlight the extent to which authoritarian systems rely on local expertise and experience as well as top-down control. (shrink)

The misleading and propagandistic tendencies in American news reporting have been a part of public discussion from its earliest days as a republic (Innis, 2007;Sheppard, 2007). “Fake news” is hardly new (McKernon, 1925), and the term has been applied to a variety of distinct phenomenon ranging from satire to news, which one may find disagreeable (Jankowski, 2018;Tandoc et al., 2018). However, this problem has become increasingly acute in recent years with the Macquarie Dictionary declaring “fake news” the word of the (...) year in 2016 (Lavoipierre, 2017). The international recognition of fake news as a problem (Pomerantsev and Weiss, 2014;Applebaum and Lucas, 2016) has led to a number of initiatives to mitigate perceived causes, with varying levels of success (Flanagin and Metzger, 2014;Horne and Adali, 2017;Sample et al., 2018). The inability to create a holistic solution continues to stymie researchers and vested parties. A significant contributor to the problem is the interdisciplinary nature of digital deception. While technology enables the rapid and wide dissemination of digitally deceptive data, the design and consumption of data rely on a mixture of psychology, sociology, political science, economics, linguistics, marketing, and fine arts. The authors for this effort discuss deception’s history, both old and new, from an interdisciplinary viewpoint and then proceed to discuss how various disciplines contribute to aiding in the detection and countering of fake news narratives. A discussion of various fake news types (printed, staged events, altered photographs, and deep fakes) ensues with the various technologies being used to identify these; the shortcomings of those technologies and finally the insights offered by the other disciplines can be incorporated to improve outcomes. A three-point evaluation model that focuses on contextual data evaluation, pattern spread, and archival analysis of both the author and publication archives is introduced. While the model put forth cannot determine fact from fiction, the ability to measure distance from fact across various domains provides a starting point for evaluating the veracity of a new story. The finely tuned mechanisms that control cell cycle progression go awry in cancer, pointing to proto‐oncogene products as important players in cell‐cycle regulation. One such proto‐oncoprotein, c‐Src, has previously been directly implicated, based on its requirement for growth factor‐stimulated DNA synthesis. Roche et al.(1) have now shown that c‐Src or its close relatives are also required for cell division to occur. The demonstration of essential functions for the Src family at multiple points in the cell cycle raises important questions about (...) the normal and transforming activities of these and other proto‐oncoproteins. The October 2016 publication of the 2015 convegno on Peter of John Olivi begins with a fine survey of Provence and Languedoc in Olivi's time. J. Chiffoleau, with C. Lenoble, supplies the reader with much detail and some summary, along with abundant reference, on Olivi's home turf. In the come and go of life religious and lay, Olivi saw to critical support for business while trying to stabilize Franciscan life. He did very well by both. In cases where the best interests of the child are disputed or finely balanced, Clinical Ethics Committees (CECs) can provide a valuable source of advice to clinicians and trusts on the pertinent ethical dimensions. Recent judicial cases have criticised the lack of formalised guidance and inconsistency in the involvement of parents in CEC deliberations. In Manchester University NHS FT v Verden [2022], Arbuthnot J set out important procedural guidance as to how parental involvement in CEC deliberations might be managed. She (...) also confirmed substantive guidance on the role of parental views in determining the child’s best interests. We agree that it is good practice to ensure that the patient voice is heard in ethics processes, but how that is achieved is controversial. Surely it is best that what matters most to a patient and their family, whether facts or values, is conveyed directly to those considering the moral issues involved, rather than via a prism of another party. The approach suggested in theVerdencase has much in common with the process used by our CEC. In this article, we commend Arbuthnot J’s approach, provide an example of its effective operation and consider what it might mean for ethics processes. (shrink)

I build a case for the impossibility of natural necessity as anything other than a species of metaphysical necessity – the necessity obtaining in virtue of the essences of natural objects. Aristotelian necessitarianism about the laws of nature is clarified and defended. I contrast it with E.J. Lowe’s contingentism about the laws. I examine Lowe’s solution to the circularity/triviality problem besetting natural necessity understood as relative necessity. Lowe’s way out is subject to serious problems unless it is given an essentialist (...) turn, which he declines to do. Further, his defence of contingency in terms of possible variation in the natural constants is found wanting, as is a related defence given by Kit Fine. I examine and raise problems for a recent, Lowe-inspired defence of a hybrid view of the modal status of laws given by Tuomas Tahko. Aristotelian necessitarianism, by contrast, can account for the sorts of phenomena to which contingentists typically appeal. (shrink)

'Wolterstorff (2009) provides an important explanation to the question: What caused the surprising resurgence in philosophical theology that has occurred over the last 50 years—a resurgence that rivals its zenith in the Middle Ages? This article supplements that with a more fine-grained answer to the question. Recent discoveries in Arthur Norman Prior’s correspondence with J.J.C Smart and Mary Prior, between November 1953 and August 1954 on the possibility of necessary existence, demonstrates the importance of Prior’s discussion of the Barcan (...) formulae in Time and Modality (1957) for the resurgence of analytic theology. The correspondence establishes that Prior’s discovery of tense-logic, and his discussion of quantified tense-logic constituted the perfect opportunity for him to challenge key anti-metaphysical assumptions in analytic philosophy, from which four important consequences can be drawn for the resurgence of philosophical theology. First, Prior’s discussion of time and existence challenged the idea of Russell (1945) and Findlay (1948) on the logical status of a necessary existing being. Second, the discussion challenged the Analytic school’s view of analysis and gave Prior the opportunity to introduce a different perspective on the relationship between logic and metaphysics. Third, it gave Prior a good opportunity to demonstrate that the then-prevailing attitude towards medieval logic was wrong. Fourth, it made it possible for Prior to demonstrate that the highly surprising metaphysical conclusions of quantified tense-logic brings modern logicians into a discussion with the theologically minded medieval logicians. I consider an alleged example of a non-transitive causal chain, on the basis of which J. Lee has argued that causation is non-transitive. I show that his analysis of the example rests on too coarse-grained an approach to causal relata. I develop a fine-grained analysis of events which owes much to Dretske’s notion of an allomorphic event, and I use this analysis to show that in the example all the genuine causal chains are indeed transitive. This paper outlines Lewis’s favoured foundational account of linguistic representation, and outlines and briefly evaluates variations and modifications. Section 1 gives an opinionated exegesis of Lewis’ work on the foundations of reference—his interpretationism. I look at the way that the metaphysical distinction between natural and non-natural properties came to play a central role in his thinking about language. Lewis’s own deployment of this notion has implausible commitments, so in section 2 I consider variations and alternatives. Abstract Philosophical discussions of experiment usually focus exclusively on testing predictions. In this paper I compare G. Morpurgo's experimental test of the Gell?Mann/ Zweig quark hypothesis with two neglected uses of experiment: constructing representations of new phenomena and inventing the instruments that produce such phenomena. These roles are illustrated by J. B. Biot's 1821 observations of electromagnetism and by Michael Faraday's invention of the first electromagnetic motor, also in 1821. The comparison identifies similarities between observation and experiment, showing how both (...) observation and experiment actively engage the natural world and how each engagement shapes representation and subsequent empirical work. This challenges the post?empiricist assumption of the sufficiency of knowing only the outcomes of experiments. I conclude that traditional views of observational access have looked in the wrong place for empirical constraints on theorizing. The active character of observation implies that a realist interpretation of experimenters? discourse should be grounded in the fine structure of experimental practice rather than the supposedly decisive, golden events favoured by hypothetico?deductive methodology. The Endosomal Sorting Complexes Required for Transport (ESCRTs) drive membrane remodeling in a variety of cellular processes that include the formation of endosomal intralumenal vesicles (ILVs) during multivesicular body (MVB) biogenesis. During MVB sorting, ESCRTs recognize ubiquitin (Ub) attached to membrane protein cargo and execute ILV formation by controlling the activities of ESCRT‐III polymers regulated by the AAA‐ATPase Vps4. Exactly how these events are coordinated to ensure proper cargo loading into ILVs remains unclear. Here we discuss recent work documenting the (...) ability of Bro1, an ESCRT‐associated Ub‐binding protein, to coordinate ESCRT‐III and Vps4‐dependent ILV biogenesis with upstream events such as cargo recognition. Sobre la moralidad que Rawls propone, ante todo, hay que saber que la justicia como imparcialidad (Justice as fairness como él llama a su teoría) (...) no pretende la completa especificación de la conducta, sino más bien aproximarse a unos límites, a un marco dentro de los cuales los individuos y asociaciones son libres de perseguir sus fines (Rawls, 1978: 566). Acaso sean la indefinición o la poca importancia de pensar acerca de dichos fines los que hagan considerar a Rawls la moralidad como una simple preferencia (1978: 244), rasgo común en las tradiciones con las que se relaciona (utilitarismo y contractualismo). El concepto de bien se halla implícito en toda la teoría de la justicia de Rawls y sus conceptos (sociedad, individuo, deber, etc.), y, por tanto, en muchos debates que Rawls ha generado, aunque, a nuestro juicio, no ha sido examinado con suficiente detenimiento. In response to concern over the numeracy skills deficit displayed by student nurses, an online computer programme, ?Authentic World??, which aims to simulate a real-life clinical environment and improve the medication dosage calculation skills of users, was developed (Founded in 2004 Authentic World Ltd is a spin out company of Glarmorgan and Cardiff Universities, Cardiff, Wales UK.). Two randomised controlled trials were conducted, each at a UK University, in order to investigate the impact of Authentic World? on student nurses? general (...) numeracy abilities. All first year nursing students who gave consent were randomised equally into an intervention or control group. The intervention group were given access to Authentic World?. The primary outcome measure was the students? scores on a general numeracy test. The Intention to Treat (ITT) analysis in both trials revealed a small negative effect of Authentic World? on general numeracy, which was statistically significant in one trial. However, compliance with the intervention was very low in both trials, with only 24 and 12% of students allocated to the intervention groups spending more than 15 minutes using the programme. Providing nursing students with access to Authentic World? is not an effective use of resources since use of the programme appears to be very low. (shrink)

Kit Fine has proposed a new solution to what he calls ‘a familiar puzzle’ concerning modality and existence. The puzzle concerns the argument from the alleged truths ‘It is necessary that Socrates is a man’ and ‘It is possible that Socrates does not exist’ to the apparent falsehood ‘It is possible that Socrates is a man and does not exist’. We discuss in detail Fine’s setting up of the ‘puzzle’ and his rejection, with which we concur, of two (...) mooted solutions to it. (One of these uses standard, Kripkean, notions, and the other rests on work done by Arthur Prior.) We set out, and reject, the philosophy of modality underlying Fine’s new solution, and we defend an alternative response to the alleged puzzle. Our solution follows the work of David Wiggins in distinguishing between the sentential operator ‘It is necessary that’ and the predicate modifier ‘necessarily’. We briefly provide this distinction with a possible- world semantics on which it is neither a necessary truth, in some sense, that Socrates exists nor true, in some sense, that Socrates necessarily exists. David Bostock revisits Aristotle’s theory of matter which was already discussed in some papers of volume 1. He warns the reader that Aristotle would have been surprised by the explanations some propose of his doctrine. Prime matter is, in the first place, the stuff the four elements are made of ; the elements function in their turn as matter for still higher things. Bostock believes that there are several ultimate kinds of matter which cannot change into one another. The (...) atoms would be the basic elements of the bodies, a function fulfilled by matter according to Aristotle. Obviously Bostock does not distinguish between substantial and accidental reality. In a fine paper Gottfried Heinemann explains the sense of such terms as “nature,” “matter,” and “craft” in Aristotle. He attempts to approach matter not from the ontological point of view as a potential component of being, but as that which is used in artifacts. From there it comes to mean what underlies the coming-to-being of natural things. (shrink)

This book argues against the common view that there are no essential differences between Plato and the Neoplatonist philosopher, Plotinus, on the issues of mysticism, epistemology, and ethics. Beginning by examining the ways in which Plato and Plotinus claim that it is possible to have an ultimate experience that answers the most significant philosophical questions, David J. Yount provides an extended analysis of why we should interpret both philosophers as mystics. The book then moves on to demonstrate that both (...) philosophers share a belief in non-discursive knowledge and the methods to attain it, including dialectic and recollection, and shows that they do not essentially differ on any significant views on ethics. Making extensive use of primary and secondary sources, Plato and Plotinus on Mysticism, Epistemology and Ethics shows the similarities between the thought of these two philosophers on a variety of philosophical questions, such as meditation, divination, wisdom, knowledge, truth, happiness and love. [This is an edited version of a keynote talk at the conference on Neural Information Processing Systems (NeurIPS) on November 28, 2022, with some minor additions and subtractions.] -/- There has recently been widespread discussion of whether large language models might be sentient or conscious. Should we take this idea seriously? I will break down the strongest reasons for and against. Given mainstream assumptions in the science of consciousness, there are significant obstacles to consciousness in current models: for example, their (...) lack of recurrent processing, a global workspace, and unified agency. At the same time, it is quite possible that these obstacles will be overcome in the next decade or so. I conclude that while it is somewhat unlikely that current large language models are conscious, we should take seriously the possibility that successors to large language models may be conscious in the not-too-distant future. Bentham's dictum, ‘everybody to count for one, nobody for more than one’, is frequently noted but seldom discussed by commentators. Perhaps it is not thought contentious or exciting because interpreted as merely reminding the utilitarian legislator to make certain that each person's interests are included, that no one is missed, in working the felicific calculus. Since no interests are secure against the maximizing directive of the utility principle, which allows them to be overridden or sacrificed, the dictum is not usually (...) taken to be asserting fundamental rights that afford individuals normative protection against the actions of others or against legislative policies deemed socially expedient. Such non-conventional moral rights seem denied a place in a utilitarian theory so long as the maximization of aggregate happiness remains the ultimate standard and moral goal. (shrink)

Diderot is widely praised as a master of lively, dramatic and original dialogue. This book studies the developing role of dialogue in his early writings (1745 to 1754). Diderot's earlier experiments with the dialogue form, meticulously charted and analysed by D. J. Adams, opened the way to the exploration of human communication and cooperation which lies at the heart of the Encyclopédie. At first for Diderot dialogue ended in the triumph of monologue, with one speaker reducing another to silence. But (...) one of his central problems was precisely that of solipsism. Is it possible for people to communicate effectively with each other? By engaging with this problem in his early writings Diderot gradually came to realise the epistemological importance of true dialogue as an escape from the solipsistic trap; and, slowly and hesitantly, he developed the form of communicative dialogue which was to flourish in the masterpieces of his later years. Does consciousness collapse the quantum wave function? This idea was taken seriously by John von Neumann and Eugene Wigner but is now widely dismissed. We develop the idea by combining a mathematical theory of consciousness (integrated information theory) with an account of quantum collapse dynamics (continuous spontaneous localization). Simple versions of the theory are falsified by the quantum Zeno effect, but more complex versions remain compatible with empirical evidence. In principle, versions of the theory can be tested by experiments with (...) quantum computers. The upshot is not that consciousness-collapse interpretations are clearly correct, but that there is a research program here worth exploring. (shrink)

Mechanistic interpretability is the program of explaining what AI systems are doing in terms of their internal mechanisms. I analyze some aspects of the program, along with setting out some concrete challenges and assessing progress to date. I argue for the importance of propositional interpretability, which involves interpreting a system’s mechanisms and behav- ior in terms of propositional attitudes: attitudes (such as belief, desire, or subjective probabil- ity) to propositions (e.g. the proposition that it is hot outside). Propositional attitudes are (...) the central way that we interpret and explain human beings and they are likely to be central in AI too. A central challenge is what I call thought logging: creating systems that log all of the rel- evant propositional attitudes in an AI system over time. I examine currently popular methods of interpretability (such as probing, sparse auto-encoders, and chain of thought methods) as well as philosophical methods of interpretation (including those grounded in psychoseman- tics) to assess their strengths and weaknesses as methods of propositional interpretability. A complete sourcebook for philosophical discussion of the nature of function in biology.

I argue that virtual reality is a sort of genuine reality. In particular, I argue for virtual digitalism, on which virtual objects are real digital objects, and against virtual fictionalism, on which virtual objects are fictional objects. I also argue that perception in virtual reality need not be illusory, and that life in virtual worlds can have roughly the same sort of value as life in non-virtual worlds.

There is a long tradition in philosophy of using a priori methods to draw conclusions about what is possible and what is necessary, and often in turn to draw conclusions about matters of substantive metaphysics. Arguments like this typically have three steps: first an epistemic claim , from there to a modal claim , and from there to a metaphysical claim.

Is there progress in philosophy? A glass-half-full view is that there is some progress in philosophy. A glass-half-empty view is that there is not as much as we would like. I articulate a version of the glass-half-empty view, argue for it, and then address the crucial question of what explains it.

Victor and Cullen (1987, 1988) developed a typology of ethical climates based upon the level of moral development of the work group (egoism, benevolence and principled a la Kohlberg, 1981) and the locus of analysis utilized in reaching decisions (individual, local, cosmopolitan). Building on this typology, data were obtained from a high technology company for the purpose of empirically extending the examination of the number of ethical climates that exist and portraying the relationship between ethical climates and the ethical dimension (...) of decisions.When faced with decisions posing various types of ethical dilemmas, most respondents indicated they would take the ethical path. The one exception involved bribery where respondents were about equally likely to make or withhold payment. One climate guided by laws/professional codes accounted for over half of the respondents. Several climates accounted for less than ten percent of the respondents. (shrink)

In a friendly interdisciplinary debate, we interrogate from several vantage points the question of “personhood” in light of contemporary and near-future forms of social AI. David J. Gunkel approaches the matter from a philosophical and legal standpoint, while Jordan Wales offers reflections theological and psychological. Attending to metaphysical, moral, social, and legal understandings of personhood, we ask about the position of apparently personal artificial intelligences in our society and individual lives. Re-examining the “person” and questioning prominent construals of that (...) category, we hope to open new views upon urgent and much-discussed questions that, quite soon, may confront us in our daily lives. The ethical behavior of marketing managers was examined by analyzing their responses to a series of different types of ethical dilemmas presented in vignette form. The ethical dilemmas addressed dealt with the issues of (1) coercion and control, (2) conflict of interest, (3) the physical environment, (4) paternalism, and (5) personal integrity. Responses were analyzed to discover whether managers' behavior varied by type of issue faced or whether there is some continuity to ethical behavior which transcends the type of ethical (...) problem addressed. Personal values have long been associated with individual decision behavior. The role played by personal values in decision making within an organization is less clear. Past research has found that managers tend to respond to ethical dilemmas situationally. This study examines the relationship between personal values and the ethical dimension of decision making using Partial Least Squares (PLS) analysis. The study examines personal values as they relate to five types of ethical dilemmas. We found a significant positive contribution of altruistic (...) values to ethical decision making and a significant negative contribution of self-enhancement values to ethical decision making.
