In May 2000 a group of researchers, university teachers and publishers met to consider the impact of the new media for knowledge transmission on the intellectual world and listed the projects ongoing in France for publishing content electronically. Eighteen months later no one is able to say whether there will one day be a significant body of electronic publishing with French content. Such a transformation calls for a moment's consideration. So what has happened?

This article is an account of an electronic discussion which took place between November 1995 and June 1996. A number of specialists in relevant research areas had been invited to take part in the discussion from the very beginning, and some were added later. Altogether 30 individuals subscribed to the list. The “target paper,” written by Allen Renear, was sent to the list on November 27, 1995. The target paper alone comprised 8,500 words. The ensuing discussion, to which 9 (...) of the members on the list made one or more individual contributions, comprises 30 entries of altogether 37,000 words. It is the function of this printed article to provide a brief summary and a key to the full electronic discussion which accompanies it. (shrink)

Mendelian Inheritance in Man, a computerized catalogue of human genetic disorders authored and maintained by cardiologist and medical genetics pioneer Victor A. McKusick, played a major part in demarcating between a novel biomedical science and the eugenic projects of racial betterment which existed prior to its emergence. Nonetheless, it built upon prior efforts to systematize genetic knowledge tied to individuals and institutions invested in eugenics. By unpacking the process of digitizing a homespun cataloguing project and charting its development into an (...) online database, this article aims to illuminate how the institution-building efforts of one individual created an ‘information order’ for accessing genetic information that tacitly shaped the norms and priorities of the field toward the pursuit of specific genes associated with discernible genetic disorders. This was not by design, but rather arose through negotiation with the catalogue's users; it accommodated further changes as biomedical research displaced the Mendelian paradigm. While great effort was expended toward making sequence data available to investigators during the Human Genome Project, MIM was largely taken for granted as a ‘legacy system’, McKusick's own labour of love. Drawing on recent histories of biomedical data, the article suggests that the bibliographical work of curation and translation is a central feature of value production in the life sciences meriting attention in its own right. This study analyzes the possible occurrence of plagiarism and self-plagiarism in a sample of articles published in the Scientific Periodicals Electronic Library, an open database that indexes business journals in Brazil. The author compared one sample obtained in 2013 and another selected from 2018. In both samples, we verified the guidelines that each of the journals provided to authors regarding plagiarism and the adoption of software to detect textual similarities. In the analysis conducted in 2013, it was found that (...) only one journal mentioned the word “plagiarism” in its policies, although the majority of the directives required guarantees that no type of violation of authors’ rights was contained in the manuscript. In the analysis conducted in 2013, it was determined that there were literal reproductions in 31 published articles, and no relevant similarities with other publications were encountered in 16 articles. In the 2018 analysis, 69 of the publications included observations and guidelines related to plagiarism and self-plagiarism. In the analysis conducted in 2018, it was found that similarities occurred in 52 articles, and no relevant evidence of plagiarism or self-plagiarism was found in 66 manuscripts. Although a reduction in the index of the occurrence of plagiarism was observed, as was an increase in the instructions on the prevention of plagiarism by authors, practices directed at guiding authors by means of directives concerning the importance of preventing plagiarism in manuscripts submitted for publication can be recommended. This book review critically analyzes Mark Coecelbergh’s newest work: “Money Machines”. In his book, Coeckelbergh discusses the epistemic, social and moral distances that are created by modern financial technologies. It consists of a historical analysis of financial technologies from cowrie shells to digital money, a theoretical analysis of the distancing effects of financial technologies which revolves around the theories of Simmel and McLuhan and a discussion of the empirical instances of modern money machines within the framework of distancing. Two problems (...) and one missed opportunity of the book are discussed in this review: the underdeveloped nature of the theory of distancing which leaves the reader with multiple open questions, the absence of established theories of money and the sometimes uncritical comparison of different theories applied to analyse financial technologies. Nevertheless, the book convincingly manages to open up a novel branch of research in the field philosophy and ethics of technology. Its highly original discussion of financial technologies and embracement of Simmel as a philosopher of technology provide for interesting prospects for future work. (shrink)

The rise of digital and interconnected technology within the workplace, including programs that facilitate monitoring and surveillance of employees is unstoppable. The COVID-19-induced lockdowns and the resulting increase in home office adoption even increased this trend. Apart from major benefits that may come along with such information and communication technologies (e.g., productivity increases, better resource planning, and increased worker safety), they also enable comprehensive Electronic Performance Monitoring (EPM) which may also have negative effects (e.g., increased stress and a reduction (...) in job satisfaction). This conceptual article investigates EPM to better understand the development, adoption, and impact of EPM systems in organizations. The EPM literature published since the 1980s constitutes the basis for this conceptual article. We present a framework which is intended to serve as foundation for future studies. Moreover, we reviewed more than three decades of empirical EPM research and identified six major outcomes that are influenced by the use of an EPM system, as well as a large number of moderator variables. Based on our conceptual analyses and the resulting insights, which also include privacy, ethical, and cultural considerations, we discuss future research opportunities where we also refer to design implications for EPM systems. Players of electronic games, particularly on-line role-playing games, may invest a substantial degree of time, effort, and personal identity into the game scenarios they generate. Yet, where the wishes of players diverge from those of game publishers, the legal and ethical interests of players remain unclear. The most applicable set of legal principles are those of copyright law, which is often grounded in utilitarian justifications, but which may also be justified on deontological grounds. Past copyright cases involving video arcade (...) and per-sonal computer gaming suggest that the gaming scenaria generated by players may constitute original selec-tion and arrangement of the game elements, thus qualifying such gaming sequences for copyright protection as either derivative works or works of joint authorship. But this result may be difficult to justify on utilitarian theories. Rather, the personal investment of game players suggests a deontological basis for claims of game sequence ownership. (shrink)

To describe computers and sophisticated robots, many people today have no problem using personal attributes. Alan Turing published his famous intelligence test in 1950. From that time onwards, computers have gained increasingly higher status in this regard. Computers and robots nowadays are not only intelligent. They perceive, they remember, they understand, they decide, they play and so on. Recently, another such step has occurred but, this time, many researchers are seriously concerned. In February 2017, the European Parliament passed a Resolution (...) to attribute legal personhood to intelligent robots. If this is accepted as law, it will have very serious consequences for our self-understanding and for the way we live together as a community. The EU Resolution has stimulated various studies, arising mainly from the area of legal studies. It is urgent that the response include also a philosophical evaluation regarding the fundamental concepts at play. This paper seeks to make a contribution precisely in this area. It explores the attribution of legal personhood to machines by focusing on what is happening at the level of meaning. It explores crucial concepts like responsibility, autonomy, person and quasi-person by drawing inspiration from the seminal works of Aristotle and L. Wittgenstein and from the ensuing debates between current philosophers like P. Hacker and D. Dennett. The results of this paper indicate what dangers could lie ahead and what could be the right way to avoid them. (shrink)

_Editorial independence is crucial for the intellectual life of a scientific journal.A journal exists only as an idea created by authors and readers, with some editorial orchestration. Editorial independence can be compromised by pressure put on editors by their owners-whether commercial publishers or professional organizations. Both types of owners rely heavily on income from paid advertising in their print journals. Yet, the massive expansion of journal readership that has resulted due to the development of the Web has effected a marked (...) shift in the readership of the journal, both geographically and intellectually, producing a new community of users who see only electronic versions of the journal. Commercial pressures on owners to satisfy the interests of the (mainly national and professional) print readership conflict with the editorial independence needed to respond to the vast Web constituency. This is a major source for compromise of editorial independence. Reduction of commercial pressures by transferring editorial costs to authors and by other cost-reducing models are discussed in this article._. (shrink)

Current Wittgenstein scholarship is marked by a striking discrepancy. The Bergen electronic edition, which has been published starting in 1998, is now completed and has dramatically changed the field of Wittgenstein philology. Wittgenstein's entire writings are available in easily accessible facsimiles as well as in carefully prepared diplomatic and normalized transcriptions. This is nothing less than a quantum leap for anyone involved in going beyond the surface of the volumes published from the "Nachlass" by the Trustees, some of which (...) have been shown to require philological revision. The search facilities included in the Bergen edition are unique in providing almost instant access to all the data parsed by arbitrary queries. The very scope of the enterprise, offering a comprehensive, multi-layered digital rendition of the Wittgenstein corpus goes far beyond anything we can expect from traditional editions, including Michael Nedo's "WienerAusgabe", in our lifetime. And yet -- this is the discrepancy alluded to -- a significant number of recent books on Wittgenstein does not even mention the Bergen edition. "The New Wittgenstein", a collection of essays published in 2000 contains a bibliography faithfully reproducing all "primary sources", but lacking any reference to the digitized Nachlass. "Wittgenstein in America", a prestigious collection from 2001 -- ironically published by Oxford University Press -- does not do better and the same situation holds for the German language literature. To pick just two examples: neither Eike von Savigny's reader on the "Philosophische Untersuchungen", nor Wilhelm Vossenkuhl's corresponding volume on the "Tractatus" contain any pointer to the Bergen project. I discuss the social significance of publication in the life of a scientific knowledge object . The importance of publication is made evident by the complex issue of unpublication . Unpublication is a tempting option in the electronic world. I argue against the viability of unpublication, both on practical and on principled grounds related to the cascading entitlements of published paper.

Purpose – The aim of this paper is to lay out some of the more complex issues arising in the area of publication ethics. The impact of electronic publishing and electronic information is a main focus of the paper. Design/methodology/approach – The paper draws in particular upon the work of the Committee on Publication Ethics including illustrative cases discussed at the forum, guidelines and discussion documents. Findings – Three areas are highlighted to stimulate discussion around challenges of (...) publication ethics in the digital era. These are the role of the internet in facilitating misconduct, the issue of confidentiality in publishing and how incentives in research assessments drive author behavior. Originality/value – The paper brings together a variety of issues discussed under the broader umbrella of electronic information and new technologies in publishing. (shrink)

The study aims to identify the reality of management of electronic documents and electronic archiving retirement in the Palestinian Pension Agency -analytical study, as well as to recognize the reality of the current document management system in the Palestinian Pension Agency. The study found the following results: that the reality of the current system for the management of documents in the agency is weak and suffers from many jams. Employee in the agency understand the importance and benefits of (...) the management of electronic documents system, where the application of electronic document management system provide important features and benefits most of which reduce the loss of documents between departments, illustrates the flow path, the speed, accuracy, transparency, and reduce the proportion of damage and destruction of files. Furthermore, the electronic documents system cost will be less than the cost of the current system and it will reduce the tasks assigned for the staff. The existence of a clear adoption of the agency for the policies and procedures established for the application of electronic documents management system. There are weak plans for training and developing of staff in the agency to raise their efficiency. The study found a set of recommendations, including: increased interest and awareness of the need to implement policies, mechanisms, and procedures to ensure the success of electronic document management system through benefiting from the experiences of other organizations and the private sector. The agency need to increase and develop its services for retirees in order to encourage the private sector, universities, and institutions to join the agency, and open the way for all segments of society in Gaza and West Bank and enhance its competitiveness between international social security institutions. The need to focus its attention on developing and publishing appropriate clear plans and specific goals about management of electronic documents and the agency should be committed to apply them. The need to focus on the establishment of a public management of archiving in the structure dealing with all technical operations and having competent and qualified employees in the field of electronic document management. This paper is part II of a trilogy on the transition from classical particle mechanics to relativistic continuum mechanics that one of the authors is working on. The first part, on the Trouton experiment, was published in the Stachel festschrift (Janssen 2003). This paper focuses on the Lorentz-Poincaré electron, and, in particular, on the "Poincaré pressure" or "Poincaré stresses" introduced to stabilize the electron. It covers both the original argument by Poincaré (1906) and a modern relativistic argument for adding a (...) negative pressure term to the system's energy-momentum tensor inspired by the work of Laue (1911a, b). It highlights the importance of a paper by Lorentz (1899) in this context and of the "electromagnetic mechanics" of Abraham (1903). (shrink)

The creation of global computer networks has given individuals the ability to communicate directly with each other, linking across national and international boundaries as easily as across the street. Global publication is surprisingly easy; this means, for example, that views that may be abhorrent to large numbers of individuals can be propagated and automatically distributed. Material such as pornography is, potentially, freely available everywhere. However, despite the wishes of politicians and others, it is technically and realistically impossible to censor or (...) otherwise limit electronically published material. The fabric of global computer networks known generically as the Internet is, quite literally, out of political control. The present article aims to scrutinize publishing ethics in the fields of paediatrics and paediatric nursing. Full-text readings of all original research articles in paediatrics from a high-income economy, i.e. Sweden, and from all low-income economies in Sub-Saharan Africa, were reviewed as they were indexed and stored in Web of Science for the search period from 1 January 2007 to 7 October 2009. The application of quantitative and qualitative content analysis revealed a marked discrepancy in publishing frequencies between (...) the two contrasting economies. Authors from 16 low-income economies in Sub-Saharan Africa, with at least one article stored, were obviously closely linked to co-authorships and foreign funding sources, predominantly from Europe and the USA. Statements concerning conflicts of interest were frequently missing (both regions), even when multiple financial sources, including companies, were involved. It is necessary to be aware of possible systematic bias when using electronic databases to search for certain topics and regions. Further research regarding publishing ethics in paediatrics and paediatric nursing is emphasized. (shrink)

This article discusses the future of quality control in an academic publication system that will be largely based on electronic publishing. Information and communication technologies both challenge traditional ways and open remedies for existent problems of present gate-keeping. New forms of ex-ante and of ex-post quality control may partly replace and partly amend peer review, citation indices and quality filters based on the reputation of the publisher. Open peer review, online commenting, rating, access counts and use tracking are (...) evaluated and put in perspective. Refuting the common argument that e-publishing leads to less quality, this paper puts forward scenarios of the future quality control system. Most likely, we shall see mixed systems, combining old and new elements, of different shapes in the different research fields. (shrink)

Hypertext publishing, the integration of a large body (perhaps billions) of public writings into a unified hypertext environment, will require the simultaneous solution of problems involving very wide database distribution, royalties, freedom of speech, and privacy. This paper describes these problems and presents, for criticism and discussion, an abstract design which seems to solve many of them. This design, called LinkText, is presented both as a specification and as design approaches grouped around various levels of electronic publishing.

Electronic publications are not accessible without technical aids and need constant, time consuming attention; a look back at the data media and data formats utilized in the past 25 years illustrates this. Recently, an increasing number of conferences and studies address the problem. Use of standard data formats, media and platform independence of data, as well as data centering instead of process centering are requirements for long-term availability. For the humanities, texts are not only the sources of information but (...) also objects of scholarly investigation. Therefore publication in a presentation format only is not sufficient. In addition to more sophisticated tools for analysis, search and navigation, a form of publication is required which does not focus on layout but gives easy access to the content and structure of the published document. Both for the creation and the scholarly evaluation of such documents, tools are required which offer additional functions compared to those provided by commercial publication and access tools. The necessary flexibility is guaranteed by the provision of basic functions of text data processing which do not anticipate or preclude any particular questions. This is illustrated by examples for the evaluation and preparation of digital texts. (shrink)

In an article published recently in this journal, one of us reconstructed how in 1899 J. J. Thomson, after having measured the mass-to-charge ratio of the corpuscle , achieved a measurement of its charge and consequently an estimate of its mass, obtaining in this manner ‘direct proof of the existence of particles smaller than the hydrogen atom’. In this paper, starting with an analysis of Zeeman's first measurements on the widening of spectral lines in a magnetic field, we show that (...) the existence of masses smaller than the atom was already a matter of discussion in early 1897, and that a qualitative estimate of the mass of the electron was made even before Thomson's measurements in 1899. In this process an important role was played by a research programme on the structure of matter carried out by Stoney in the latter part of the nineteenth century. This had in many aspects anticipated Zeeman's experimental observations, and its conclusions were in part formalized in the so-called Larmor theorem. (shrink)

The paper emerges from an Editors' Collective, a small New Zealand-based organisation comprised of editors and reviewers of academic journals mostly in the fields of education and philosophy. (...) The massive and unstoppable emergence of electronic books in libraries has altered their organization. This disruptive technology has led to structural changes. Currently, an e-book exists only if its metadata exists. The objective of this article is to analyse the impact that the massive incorporation of electronic books in university library systems is having in the processes of assignment of subject headings and classification codes. We carried out a survey of more than six hundred libraries, which means almost (...) all the university libraries in Portugal, Spain, England, United States, Brazil, Sweden, Norway, Finland and Australia. From the results obtained, it is deduced that: 1) librarians expect e-books to be provided with descriptive metadata related to the subject headings and classification codes; 2) the bibliographic records provided by publishers/providers seem to be improvable; 3) the quality of the metadata provided by the providers does not seem to be taken into account when selecting publishers for the purchase; 4) the discovery tools are also clearly improvable; 5) it seems that there is no “frustration” or “stress” among librarians about the changes produced in relation to technical processes; and, 6) it does not seem that we are facing a paradigm shift motivated by these issues. Since the Public Library of Science launched its first open-access journals and the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities has been released in 2003 and found enormous attention, the claim for open access—to make publicly funded journal articles available for the public—started to reach German scientists too. But still no experience has been made with electronic publishing in general and more specifically with open-access publishing. One consequence is that the potential capacity (...) of open access—the (inter) national and (trans) disciplinary visibility and accessibility of scientific output—is not sufficiently used by German researchers. Ways to successfully establish an open-access journal are presented in this article by referring to Forum Qualitative Sozialforschung/Forum: Qualitative Social Research (FQS) as an example: after introducing the current state of FQS traditional and innovative ways of publishing are being discussed which had been employed while developing FQS and which helped FQS to become the most important electronic journal in the field of qualitative research. ObjectivesTo describe reporting of informed consent in pragmatic trials, justifications for waivers of consent and reporting of alternative approaches to standard written consent. To identify factors associated with (1) not reporting and (2) not obtaining consent.MethodsSurvey of primary trial reports, published 2014–2019, identified using an electronic search filter for pragmatic trials implemented in MEDLINE, and registered in ClinicalTrials.gov.ResultsAmong 1988 trials, 132 (6.6%) did not include a statement about participant consent, 1691 (85.0%) reported consent had been obtained, 139 (7.0%) reported (...) a waiver and 26 (1.3%) reported consent for one aspect (eg, data collection) but a waiver for another (eg, intervention). Of the 165 trials reporting a waiver, 76 (46.1%) provided a justification. Few (53, 2.9%) explicitly reported use of alternative approaches to consent. In multivariable logistic regression analyses, lower journal impact factor (p=0.001) and cluster randomisation (p<0.0001) were significantly associated with not reporting on consent, while trial recency, cluster randomisation, higher-income country settings, health services research and explicit labelling as pragmatic were significantly associated with not obtaining consent (all p<0.0001).DiscussionNot obtaining consent seems to be increasing and is associated with the use of cluster randomisation and pragmatic aims, but neither cluster randomisation nor pragmatism are currently accepted justifications for waivers of consent. Rather than considering either standard written informed consent or waivers of consent, researchers and research ethics committees could consider alternative consent approaches that may facilitate the conduct of pragmatic trials while preserving patient autonomy and the public’s trust in research. This article describes the status of managing a scientific journal in the digital world. Modern software platforms intended for automation of preparation and publication of electronic scientific journals are presented. The analysis and comparison of several software platforms.
