The anticipation of the typical under the assumption of the non-occurrence of the atypical is the experiential schema governing the individuation of ordinary enduring objects and their properties. Against this background, a primitive form of “if-and-only-if” consciousness is implicit in our everyday perceptual intentions. The thematization of the fact that perception operates under this proto-tentative structure occurs at the level of reflection and is expressed by defeasible judgments of the form “if p, then q, unless r,” or “if p, then (...) q provided that not-r”. Here I will argue that what is made thematic by judgments containing such restrictive clauses is the structure of unpredictability inherent in what Husserl calls the horizon of latency and, indirectly, the world as background of normality. A lo largo del siglo XX las caracterizaciones de este concepto se han apoyado en cuatro pilares, impredecibilidad, novedad, restricción y causación descendente, pilares ligados a la asunción de una jerarquización de la realidad en niveles de organización. It is argued that a realistic interpretation of quantum mechanics is possible and useful. Current interpretations, from “Copenhagen” to “many worlds” are critically revisited. The difficulties for intuitive models of quantum physics are pointed out and possible solutions proposed. In particular the existence of discrete states, the quantum jumps, the alleged lack of objective properties, measurement theory, the probabilistic character of quantum physics, the wave–particle duality and the Bell inequalities are analyzed. The sketch of a realistic picture of the quantum (...) world is presented. It rests upon the assumption that quantum mechanics is a stochastic theory whose randomness derives from the existence of vacuum fields. They correspond to the vacuum fluctuations of quantum field theory, but taken as real rather than virtual. (shrink)
It is argued that the long standing failure to show an uncontroversial, loophole-free, empirical violation of a Bell inequality should be interpreted as a support to local realism. After defining realism and locality, this as relativistic causality, the performed experimental tests of Bell’s inequalities are commented. It is pointed out that, without any essential modification of quantum mechanics, the theory might be compatible with local realism.
En este trabajo analizamos críticamente el enfoque mecanicista de explicación científica centrándonos principalmente en la forma en la que este da cuenta de los fenómenos biológicos. Nos proponemos complementar esta perspectiva con una concepción de nivel como intervalo de cuasi-descomponibilidad que nos permite fundamentar metafísicamente las propuestas mecanicistas clásicas en las propiedades sistémicas características de las entidades biológicas. A través del análisis de ejemplos concretos, demostraremos cómo nuestra propuesta permite superar algunas de las limitaciones de los enfoques predominantes de explicación (...) mecanística. (shrink)
The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)
Stakeholder engagement and dialogue have a central role in defining the relations between organisations and their internal and external interlocutors. Drawing upon the analysis of dialogic motifs, power–conflict dynamics and sociopolitical perspectives, and based on a set of interviews with the stakeholders of a consumer-owned cooperative, the research explores the dialogic potential of stakeholder engagement. The analysis revealed a fragmented picture where the co-design and co-implementation aspects were mainly related to the non-business areas of cooperative life, while business logic dominated (...) the most central aspects. Stakeholder engagement was mainly related to consensus building, while dialogic engagement based on a pluralistic understanding was only partially considered and then neglected. The social capital in the local area, the growing size of the organisation and the related power structure embrace stakeholder engagement, influencing the orientation of the dialogic dynamic. The analysis indicates that a dialogic exchange is a relative concept which depends on the interests involved and the topics discussed. It also reveals that the key factors in the democratisation of stakeholder engagement are a mutual understanding and long-term opportunities. Common sociopolitical aspects are also important, but they do not necessarily guarantee the creation of dialogism paths. The research contributes to the critical dialogic literature in revealing whether and how stakeholder engagement has been implemented in a specific setting. It also shows the limitations of voluntarist stakeholder engagement initiatives. (shrink)

Rather than a chronological approach, Segre emphasizes interesting, complex personalities who often appear only in footnotes. Readers will find that this book adds considerably to their understanding of science and includes compelling topics of current interest.
It is argued that quantum mechanics must be interpreted according to the Copenhagen interpretation. Consequently the formalism must be used in a purely operational way. The relation between realism, hidden variables, and the Bell inequalities is discussed. The family of discounted Shapley values is analyzed for cooperative games in coalitional form. We consider the bargaining protocol of the alternating random proposer introduced in Hart and Mas-Colell. We demonstrate that the discounted Shapley values arise as the expected payoffs associated with the bargaining equilibria when a time discount factor is considered. In a second model, we replace the time cost with the probability that the game ends without agreements. According to a popular aphorism, biometrics are turning the human body into a passport or a password. As usual, aphorisms say more than they intend. Taking the dictum seriously, we would be two: ourself and our body. Who are we, if we are not our body? And what is our body without us? The endless history of identification systems teaches that identification is not a trivial fact but always involves a web of economic interests, political relations, symbolic networks, narratives and (...) meanings. Certainly there are reasons for the ethical and political concerns surrounding biometrics but these reasons are probably quite different from those usually alleged. (shrink)
We argue that living systems process information such that functionality emerges in them on a continuous basis. We then provide a framework that can explain and model the normativity of biological functionality. In addition we offer an explanation of the anticipatory nature of functionality within our overall approach. We adopt a Peircean approach to Biosemiotics, and a dynamical approach to Digital-Analog relations and to the interplay between different levels of functionality in autonomous systems, taking an integrative approach. We then apply (...) the underlying biosemiotic logic to a particular biological system, giving a model of the B-Cell Receptor signaling system, in order to demonstrate how biosemiotic concepts can be used to build an account of biological information and functionality. Next we show how this framework can be used to explain and model more complex aspects of biological normativity, for example, how cross-talk between different signaling pathways can be avoided. Overall, we describe an integrated theoretical framework for the emergence of normative functions and, consequently, for the way information is transduced across several interconnected organizational levels in an autonomous system, and we demonstrate how this can be applied in real biological phenomena. Our aim is to open the way towards realistic tools for the modeling of information and normativity in autonomous biological agents. (shrink)
Ethical questions about information and communications technologies have been debated since World War II. Western democracies have had more than 50 years of experience in addressing and organising the ethical, social and legal aspects of scientific and technological developments. However, this expertise, tradition and experience are not enough to manage the most urgent ethical and social issues and contemporary challenges involving ICT. A systematic and institutional organisation of social values in the context of modern ICT tools is needed.This paper focuses (...) on four major areas: developing a specific approach to ethical issues raised by ICT; describing in more detail the age-related digital divide in Europe; identifying technology trends and emerging challenges; and defining the legal framework for inclusion of senior citizens in the digital society. The paper then concludes with a summary of its key points on the basis of which it makes three proposals as a contribution to efforts aimed at overcoming the exclusion of senior citizens from today's Information Society. As stated by previous researchers, in an increasingly competitive environment, organizations need to develop successful innovations to compete and survive in the long term. Furthermore, sustainability and social issues are gaining increasing importance, to the extent that they are now a matter of high concern for firms and for society. Therefore, organizations cannot improve their results at any price and must be responsible for the consequences of their activities, including innovation. In these conditions, a growing demand for new leadership styles (...) and behaviors arises to face this complex context. Stewardship is a leadership behavior that shows great concern for the impact of the organization’s activity on society. A quantitative study has been conducted with the purpose of providing empirical evidence of the relationship between leaders’ stewardship behavior and innovation success, using radical innovation as an explanatory variable. To confirm the hypotheses, structural equations were used on a dataset from a sample of 300 questionnaires from Spanish companies. The study empirically validates the proposed conceptual model. Results show how radical innovation fully mediates the relationship between leaders’ stewardship behavior and innovation success. (shrink)
This article considers categorical perception (CP) as a crucial process involved in all sort of communication throughout the biological hierarchy, i.e. in all of biosemiosis. Until now, there has been consideration of CP exclusively within the functional cycle of perception–cognition–action and it has not been considered the possibility to extend this kind of phenomena to the mere physiological level. To generalise the notion of CP in this sense, I have proposed to distinguish between categorical perception (CP) and categorical sensing (CS) (...) in order to extend the CP framework to all communication processes in living systems, including intracellular, intercellular, metabolic, physiological, cognitive and ecological levels. The main idea is to provide an account that considers the heterarchical embeddedness of many instances of CP and CS. This will take me to relate the hierarchical nature of categorical sensing and perception with the equally hierarchical issues of the “binding problem”, “triadic causality”, the “emergent interpretant” and the increasing semiotic freedom observed in biological and cognitive systems. Quantum optics does not give a local explanation of the coincidence counts in spatially separated photodetectors. This is the case for a wide variety of phenomena, including the anticorrelated counting rates in the two channels of a beam splitter, the coincident counting rates of the two “photons” in an atomic cascade, and the “antibunching” observed in resonance fluorescence.We propose a local realist theory that explains all of these data in a consistent manner. The theory uses a completely classical description of (...) the electromagnetic field, but with boundary conditions of the far field that are equivalent to assuming a real fluctuating, zero-point field. It is related to stochastic electrodynamics similarly to the way classical optics is related to classical electromagnetic theory.The quantitative aspects of the theory are developed sufficiently to show that there is agreement with all experiments performed till now. “Exiled” Spanish philosopher José Gaos was the first to translate, in its entirety, Martin Heidegger’s Sein und Zeit . Emilio Uranga, a student of Gaos in Mexico City (exiled since 1938), appropriates Heidegger’s ontological hermeneutics in an effort to expose the historico-existential structures making up “ lo mexicano, ” or Mexicanness. Uranga’s Análisis del ser del mexicano (1952) freely and creatively employs the methods of existential analysis, suggesting that the being-there of the Mexican being is ontologically “insufficient” and “accidental”—modes (...) of being reflected in existential expressions of sentimentality, indifference, and angst particular to this form of life . As a work indebted to Heidegger’s Sein und Zeit, Analysis of the Being of the Mexican fails to be faithful to this method. This, however, is the source of its value. The purpose of this paper is two-fold: one, to introduce the Anglo–American philosophical readership to Uranga’s existential phenomenology; and, two, to disentangle the lines of thought that make up Uranga’s Análisis and in the process defend Uranga from the possible charge that he ignorantly misappropriates Heidegger’s method. In this introductory article to the special issue on Multi-level semiosis we attempt to stage the background for qualifying the notion of “multi-levelness” when considering communication processes and semiosis in all life forms, i.e. from the cellular to the organismic level. While structures are organized hierarchically, communication processes require a kind of processual organization that may be better described as being heterarchical. Theoretically, the challenge arises in the temporal domain, that is, in the developmental and evolutionary dimension of dynamic semiotic (...) processes. We discuss the importance of this fundamental difference in order to explain how levels, domains and orders of magnitude, on the one hand, and synchronic and diachronic processes, on the other, contribute to the overall organization of every living being. To account for such multi-level organization, semiotic freedom is assumed to be a scalar property that endows living systems at different levels and domains with the capacity to ponder selectively the overall structural coherence and functional compatibility of their heterarchical processing, which is increasingly less conditioned by the underlying molecular determinism. We claim that physics has been constructed because three “philosophical” principles have been respected, namely, realism, locality, and consistency. These principles lead to an interpretation of quantum mechanics (QM) in terms of local hidden-variables theories (LHV). In order to prove that LHV have not been refuted, we analyze the empirical proofs of Bell's inequalities and we argue that none is loophole-free. Then we propose a restricted QM that does not contain measurement postulates and that does not claim that all state (...) vectors (self-adjoint operators) are states (observables). The contradiction of such restricted QM with Bell's inequality cannot be shown as a theorem, but only by the design of a loophole-free experiment. Finally, we argue that noise has been underestimated in quantum theory. It does not appear in QM, but it is essential in quantum field theory. We conjecture that noise will prevent the violation of Bell's inequality. (shrink)
The emergence of organic, metabolic, cognitive and cultural codes points us to the need for a new kind of explanatory causality, and a different kind of bio-logic— one dependent on, but different from, the deterministic logic derived from mechanical causality, and one which can account for the increase in semiotic freedom which is evident in the biological hierarchy. Building upon previous work , in this article I provide a stipulative definition of semiotic freedom and its relation to causality in biological (...) and cognitive systems. To do so, I will first discuss the close relation that triadic causality and semiotic freedom have to the notions of teleology and emergence, and how the latter two are interrelated in living systems. I pinpoint some of the reservations that these notions have encountered in the history of science , but stress also their necessity in the study of any given biological and cognitive system. I draw a distinction between horizontal and vertical emergence in order to arrive at a notion of ‘second order emergence’ that affords us a more viable definition of semiotic freedom. I will then attempt to show that all of these concepts are of paramount importance when we come to study processes of sensing, perception andcognition at any level of a living system. Accordingly, these ideas are part of a framework-in-development to research the scale of thresholds of semiotic freedom, by assuming a top-down approach i.e., by starting from the highest levels of semiotic freedom and cognitive processes, and exploring how those processes disaggregate into lesser degrees of freedom. The majority of G protein-coupled receptors (GPCRs) self-assemble in the form dimeric/oligomeric complexes along the plasma membrane. Due to the molecular interactions they participate, GPCRs can potentially provide the framework for discriminating a wide variety of intercellular signals, as based on some kind of combinatorial receptor codes. GPCRs can in fact transduce signals from the external milieu by modifying the activity of such intracellular proteins as adenylyl cyclases, phospholipases and ion channels via interactions with specific G-proteins. However, in spite of (...) the number of cell functions they can actually control, both GPCRs and their associated signal transduction pathways are extremely well conserved, for only a few alleles with null or minor functional alterations have so far been found. This would seem to suggest that, beside a mechanism for DNA repairing, there must be another level of quality control that may help maintaining GPCRs rather stable throughout evolution. We propose here receptor oligomerization to be a basic molecular mechanism controlling GPCRs redundancy in many different cell types, and the plasma membrane as the first hierarchical cell structure at which selective categorical sensing may occur. Categorical sensing can be seen as the cellular capacity for identifying and ordering complex patterns of mixed signals out of a contextual matrix, i.e., the recognition of meaningful patterns out of ubiquitous signals. In this context, redundancy and degeneracy may appear as the required feature to integrate the cell system into functional units of progressively higher hierarchical levels. (shrink)
State sovereignty is often thought to be absolute, unlimited. This paper argues that there is no such a thing as absolute State sovereignty. Indeed, absolute sovereignty is impossible because all sovereignty is necessarily underpinned by its conditions of possibility—i.e. limited sovereignty is the norm, though the nature of the limitations varies. The article consists of two main sections: the concept of sovereignty: this section is focused on some of the limitations the concept of sovereignty itself presents; and a historical account (...) of the notion of sovereignty as it was used in the Ancient Times. The particular focus on early notions of a modern concept such as sovereignty has to do with the fact that this early notion has been anthropomorphised with societal evolution. Therein, the current concept of State sovereignty embraces the same limitations it had in its ancient form as a non-fully developed conceptual idea. The implications of understanding State sovereignty as limited rather than absolute are several, both directly and indirectly. A main immediate consequence is that sovereign States can cooperate together, limit their sovereignty and still be considered sovereign. (shrink)
When dealing with biological communication and information, unifying concepts are necessary in order to couple the different “codes” that are being inductively “cracked” and defined at different emergent and “deemergent” levels of the biological hierarchy. In this paper I compare the type of biological information implied by genetic information with that implied in the concept of “quorum sensing” (which refers to a prokaryotic cell-to-cell communication system) in order to explore if such integration is being achieved. I use the Lux operon (...) paradigm and the Vibrio fischeri – Euprymna scolopes symbiotic partnership to exemplify the emergence of informational contexts along the biological hierarchy (from molecules to ecologies). I suggest that the biosemiotic epistemological framework can play an integrative role to overcome the limits of dyadic mechanistic descriptions when relating the different emergent levels. I also emphasise that the realisation ofbiology as being a “science of sensing” and the new importance that is being ascribed to the “context” in experimental biology corroborate past claims ofbiosemioticians about a shift from a focus on information (as a material agent of causality) towards a focus on the world of signification. The paper connects two of the concerns of this special issue: the way to transcend the ‘bipolar tendency’ of the market culture and to ‘deal with the swings between prophesies of doom that serve only to paralyse us further, and the unbridled consumerism that makes things worse’, and how to remain human when being mediated by technology in contrast to how we are in the presence of others. Our contribution is based on an extensive conception of human beings (HBs). HBs (...) cannot be considered only as cognitive subjects but also in their anthropological integrity. What we mean by this that they think and feel, they share concepts and emotions, they plan and desire. It implies that any attempt at reducing this complexity is a way to diminish human beings and their capabilities. HBs need meaningful course of actions to manage complexity and to tackle alternatives. Meanings come from purposeful activities, and people’s purposes are based not only on utilitarian or rational enquiries but also on what they consider right and good, according to their vision of the world. This is also the key to overcome the ‘bipolar tendency’. (shrink)
