This paper provides information on different training models within clinical neuropsychology in Finland. Systematic specialization training program began in Finland in 1983. It was first organized mainly by the Finnish Neuropsychological Society and since 1997 by the Finnish universities. At present, close to 400 clinical neuropsychologists have completed the training. The number of professionals still does not cover the needs of the country, and geographical disparities are a constant concern. The training models in Finland have changed over the years and (...) will continue to evolve. Specialization training can be organized by national societies or by universities. It can lead to an academic degree or a diploma. It can be linked to doctoral studies or form a parallel track. Financial model can involve student fees or be governed by ministries. This paper describes and compares different strategies in education that have impact on the output of professionals. One model does not fit all, or even one country at all times. The strategies of the stakeholder ministries can change over time. The experiences from Finland can be useful for other countries that are developing their models. The estimated need of practitioners and the educational resources including the available financial models for training differ between countries. The guiding principles in specialist training should focus on the advanced competencies expected from the neuropsychologist when entering the profession. (shrink)

The paper discusses the Chinese policy environment as regards the experiences of foreign firms in China. In particular, the study focuses on the changes in China’s policies toward foreign-invested firms and the companies’ perceptions of protectionism of the Chinese regulatory environment. Theoretically, the paper reflects approaches in international political economy and business studies on the bargaining relations between host states and firms, and institutional perspective on business strategy that focuses on the dynamic interaction between organizations and their institutional environment. Hence, (...) the approach takes into account the formal and informal institutional constraints that firms face in a particular institutional framework. Drawing from international survey data, as well as interviews with China-based Finnish firms, the paper analyzes the different types of formal and informal protectionism that foreign companies face in China. It is found that foreign firms perceive the Chinese policy measures as increasingly protective, strict toward foreigners, and favoring of local companies. This is based on China’s strategy to remove the earlier preferences for inward foreign direct investment and to support, instead, the growth of indigenous companies. At the same time, the Chinese market presents such a potential that attracts foreign firms to increasingly invest in the country. China has a strong position in competing for investments: its aspiration for higher technology, together with its labor resources, gives China an unique advantage in bargaining with foreign firms over investments. This article elaborates on Christopher Norris's claim that certain aspects of Derrida's work are amenable to formalisation in modal-logical terms. Norris contends that any adequate analysis of the logic behind Derrida's work must provide an account of the notions of possibility, necessity, and necessary possibility, particularly as they are related to Derrida's notion of iterability. This article examines the further hypothesis that Derrida's understanding of modality, according to which possibilities must be accounted for even if they are never realised, might (...) even better be described in terms of possible worlds. In possible-worlds semantics, the conceptual meaning of a statement is constituted by the set of alternative contexts in which that statement is true. This article argues, however, that possible-worlds semantics would be unthinkable without the experience that one referent can be substituted for another. The possibility of this experience is best described in Derridean terms. Read through Derrida's thought of the trace, the properly semantic substitutions may come to be seen as dependent on the substitution of the thing for itself; on what Derrida calls ‘the substitution of the unique for the unique’. We have national guidelines for the responsible conduct of research (RCR) and procedures for handling allegations of misconduct in Finland. The guidelines have been formulated and updated by the Finnish Advisory Board on Research Integrity (TENK). In this article, we introduce and evaluate the national RCR guidelines. We also present statistics of alleged and proven RCR violation cases and frequency of appeals to TENK on the decisions or procedures of the primary institutions. In addition, we analyze the available data on (...) seven investigated cases in more detail. Positive aspects in the Finnish system are a fairly good infrastructure to investigate suspected RCR violations and a wide concept of RCR violations, which consists of fabrication, falsification, plagiarism, misappropriation, and other misbehaviors. However, the guidelines contain poorly elaborated definitions, do not treat the complainant and the suspect in an equal way, and need to be revised. Confusion about the concepts and criteria of the RCR violations seems to be common in primary institutions and among the complainants. Even if research institutions and universities have officially adhered to the national RCR guidelines, slipping from the guidelines occurs quite commonly. All these factors lead to frequent dissatisfaction with the decisions or procedures applied, high rate of appeals to TENK, and far from optimal functionality of the system. (shrink)

However, there is no research available in what way institutions follow these guidelines. This article analyses the current practices of defining and dealing with plagiarism in published Master’s theses. The data consist of 29 written notifications of suspected plagiarism in Master’s theses that were sent to the rectors of (...) universities and decisions on these 29 cases. Inductive content analysis was used to classify the decisions according to definitions of plagiarism, processes to deal with suspicions and sanctions for plagiarism. Due to inconsistency and perplexity in some of the decisions, classifications are overlapping. The main actor in the process is the rector of the higher education institution who bases the decision on the views of preliminary enquirer. Preliminary inquiry has replaced investigation proper and this allows the procedures to remain internal and local. There is no consensus of the definition of plagiarism, and the sanctions for plagiarism vary from nothing to an attempt to revoke a Master’s degree. The adherence of the higher education institutions to the national ethical guidelines is not optimal and leads to inconsistent responses to notifications of suspected plagiarism. (shrink)
