We argue that artificial networks are explainable and offer a novel theory of interpretability. Two sets of conceptual questions are prominent in theoretical engagements with artificial neural networks, especially in the context of medical artificial intelligence: Are networks explainable, and if so, what does it mean to explain the output of a network? And what does it mean for a network to be interpretable? We argue that accounts of “explanation” tailored specifically to neural networks have ineffectively reinvented the wheel. In (...) response to, we show how four familiar accounts of explanation apply to neural networks as they would to any scientific phenomenon. We diagnose the confusion about explaining neural networks within the machine learning literature as an equivocation on “explainability,” “understandability” and “interpretability.” To remedy this, we distinguish between these notions, and answer by offering a theory and typology of interpretation in machine learning. Interpretation is something one does to an explanation with the aim of producing another, more understandable, explanation. As with explanation, there are various concepts and methods involved in interpretation: Total or Partial, Global or Local, and Approximative or Isomorphic. Our account of “interpretability” is consistent with uses in the machine learning literature, in keeping with the philosophy of explanation and understanding, and pays special attention to medical artificial intelligence systems. We revisit the analogy suggested by Madelung between a non-relativistic time-dependent quantum particle, to a fluid system which is pseudo-barotropic, irrotational and inviscid. We first discuss the hydrodynamical properties of the Madelung description in general, and extract a pressure like term from the Bohm potential. We show that the existence of a pressure gradient force in the fluid description, does not violate Ehrenfest’s theorem since its expectation value is zero. We also point out that incompressibility of the fluid implies conservation (...) of density along a fluid parcel trajectory and in 1D this immediately results in the non-spreading property of wave packets, as the sum of Bohm potential and an exterior potential must be either constant or linear in space. Next we relate to the hydrodynamic description a thermodynamic counterpart, taking the classical behavior of an adiabatic barotopric flow as a reference. We show that while the Bohm potential is not a positive definite quantity, as is expected from internal energy, its expectation value is proportional to the Fisher information whose integrand is positive definite. Moreover, this integrand is exactly equal to half of the square of the imaginary part of the momentum, as the integrand of the kinetic energy is equal to half of the square of the real part of the momentum. This suggests a relation between the Fisher information and the thermodynamic like internal energy of the Madelung fluid. Furthermore, it provides a physical linkage between the inverse of the Fisher information and the measure of disorder in quantum systems—in spontaneous adiabatic gas expansion the amount of disorder increases while the internal energy decreases. Aims: The aims of the study were to explore expert opinion on the distinction between “research” and “audit”, and to determine the need for review by a National Health Service (NHS) Research Ethics Committee (REC). Background: Under current guidelines only “research” projects within the NHS require REC approval. Concerns have been expressed over difficulties in distinguishing between research and other types of project, and no existing guidelines appear to have been validated. The implications of this confusion include unnecessary REC applications, (...) and crucially, the potential for ethically unsound projects to escape review. Methods: A three-stage Delphi method was chosen to explore expert opinion and develop consensus. Stage 1 comprised ten semi-structured interviews gathering opinion on distinguishing between types of project and how to determine need for ethical review. Stages 2 and 3 were questionnaires, asking 24 “experts” to rate levels of ethical concern and types of project for a series of questions. Anonymised responses from stage 2 were fed back in stage 3. The final responses were analysed for consensus. Results: Of 46 questions, consensus was achieved for 14 (30.4%) for level of ethical concern and for 15 (32.6%) for type of project. Conclusions: Several ideas proved discriminatory for classifying the type of project and assessing level of ethical concern, and they can be used to develop an algorithm to determine need for ethical review. There was little relationship between assessment of the level of ethical concern and classification of the project. There was inconsistency in defining and classifying studies as something other than “research” or “audit”. (shrink)

ABSTRACT Online research has become a critical recruitment modality for understanding and reducing health disparities among hidden populations most at risk for HIV infection. There is a lack of consensus and guidelines for the responsible conduct of online recruitment for HIV risk populations. Using semi-structured phone interviews, this study drew on the experiences of principal investigators engaged in online HIV research to illuminate scientific and ethical benefits and challenges of social media recruitment. Using Thematic Analysis five major themes emerged: sampling (...) advantages and disadvantages; challenges of data integrity; control of privacy protections; researcher competence and responsibility; and resources. This editorial introduces a revised set of publication requirements for papers, submitted to Homeopathy, that involve animal experimentation. Journals that publish studies involving animal experimentation have a major role to play in the maintenance of ethical standards because researchers are reliant upon them for publication of their findings. With an increasing global trend towards greater transparency and accountability in animal experimentation, many academic journals, such as the British Journal of Pharmacology, 1 and 2 are taking action to improve reporting standards. In recognition of this need, members of Homeopathy's Editorial Board have been working together to examine the scientific rationale and the most relevant ethical guidelines for the use of animals in research. In addition, they have examined existing published studies in homeopathy research and current practice within the broad domain of medical research. Each of these aspects has informed the revised publication policy, whose overarching objectives are to maximise the ethical standards and scientific quality of animal research in homeopathy, and thereby ultimately to avoid any unnecessary suffering of animals used in such research. The following description details the background that was considered, the rationale for this development, and the steps that will be taken. (shrink)

Homeopathy is controversial and hotly debated. The conclusions of systematic reviews of randomised controlled trials of homeopathy vary from ‘comparable to conventional medicine’ to ‘no evidence of effects beyond placebo’. It is claimed that homeopathy conflicts with scientific laws and that homoeopaths reject the naturalistic outlook, but no evidence has been cited. We are homeopathic physicians and researchers who do not reject the scientific outlook; we believe that examination of the prior beliefs underlying this enduring stand-off can advance the debate. (...) We show that interpretations of the same set of evidence—for homeopathy and for conventional medicine—can diverge. Prior disbelief in homeopathy is rooted in the perceived implausibility of any conceivable mechanism of action. Using the ‘crossword analogy’, we demonstrate that plausibility bias impedes assessment of the clinical evidence. Sweeping statements about the scientific impossibility of homeopathy are themselves unscientific: scientific statements must be precise and testable. There is growing evidence that homeopathic preparations can exert biological effects; due consideration of such research would reduce the influence of prior beliefs on the assessment of systematic review evidence. Both left libertarians, who support the redistribution of income and wealth through taxation, and right libertarians, who oppose redistributive taxation, share an important view: that, looming catastrophes aside, the state must never redistribute any part of our body or our person without our consent. Cécile Fabre rejects that view. For her, just as the undeservedly poor have a just claim to money from their fellow citizens in order to lead a minimally flourishing life, the undeservedly ‘medically poor’ have a just (...) claim to help from fellow citizens in order to lead such a life. Such obligatory help may in principle involve even the supply of body parts for transplantation. The state ought to exact such resources from the medically rich whenever doing so would secure the prospect of a minimally flourishing life to the medically poor without denying that prospect to anyone else. Fabre criticizes Ronald Dworkin's belief in ‘a prophylactic line that comes close to making the body inviolate, that is, making body parts not parts of social resources at all’. For her, ‘Duties to help. . . do not stop at material resources: they involve the body. . . in invasive ways’. (shrink)

This paper merges the non-expected utility approach (Tversky and Kahneman, J Risk Uncertain 5:297–323, 1992 and Quiggin, J Econ Behav Organ 3:323–343, 1982) into Akerlof’s (Quart J Econ 84:488–500, 1970) model of Market for Lemons. We derive the results for different probability weighting functions and analyze the phenomenon of market failure in light of non-expected utility maximization. Our main finding suggests that when the proportion of traded lemons is high (low), the problem of market failure is mitigated (enhanced). In addition, (...) for the case of Cumulative Prospect Theory, we show that (a) the higher the loss aversion is, the more pronounced is the market failure; (b) gain-domain elevation is negatively related to the extent of market failure; and (c) the value function is (i) negatively monotonic in the gain-domain diminishing sensitivity parameter when the market is characterized by a high proportion of “peaches,” and (ii) positively monotonic in the loss-domain diminishing sensitivity parameter when the market is characterized by a high proportion of “lemons.”. In 1992, Israel underwent a major constitutional reform, which provided Israel, for the first time in its history, with an effective system of separation of powers between the political branches of government. This reform was not intentional but, rather, a byproduct of the voluntary adoption by the two major political parties of open primaries as the method for choosing candidates on their lists for election to parliament. The adoption of the primaries system produced two major changes in the Israeli constitutional (...) and political order. First, it transformed the Knesset into an independent body and, hence, for the first time in Israel’s history, provided for a functioning system of checks and balances between the legislature and the executive. Second, it shifted power from the Jewish religious minority to the secular majority and even contributed to the increase in the relative power of the Arab parties. On a more general level, the Article demonstrates the impact different modalities of pre-selection of party candidates can have not only on the outcome of the elections and on the relative power relations among the parties, but, more importantly, on the structure and the functioning of the political system. Once proven, this impact requires public attention: legislative regulation of the pre-selection process may be required, indeed even constitutionally mandated, to ensure political checks and balances. In 1861 John Stuart Mill published Considerations on Representative Government to discuss the justifications for democracy. In the third chapter of this book he explores why a government run by a Good Despot is unacceptable. In this Article we revisit Mill’s critique of the Good Despot to problematize the contemporary exercise of authority and influence by multinational companies, especially in foreign countries. Inspired by Mill, we redefine the problem of privatization. The challenges of privatization are mostly defined by essentialist concerns (...) or a consequentialist critique of the problematic outcomes of privatization. In this Article we shift the attention to the democracy losses associated with the privatized decision-making process. We identify the growing influence of private, particularly foreign, actors as a democratic problem of exclusion of persons from decision-making processes on issues with constitutive influence on their lives, and explore the different aspects of what we regard as an acute problem of democratic deficit. The redefining of the problem as one of process and democratic deficit allows us toconclude with a critical assessment of the potentials and limitations of contemporary attempts to solve it. While Freud’s theory of the Oedipus complex is concerned with psycho-sexual development, it concomitantly presents a novel historical-political imagination. This article compares the post-Oedipal self with the selves envisioned by Nietzsche and Marx, suggesting that while these 19th-century theorists constructed selves that are able to transcend the normalizing and subjugating circumstances of modernity, Freud’s theory defines a healthy self as irredeemably embedded in the prevailing culture and life-orders. In making his case, Freud spurns the quests of Nietzsche and Marx for (...) wholeness of the individual and for self-authorship, and presents the self as structurally agonistic, riven and thoroughly molded by society. For Max Weber, modernity is characterized by a tragic conflict among value spheres, each claiming to possess the ‘true meaning’ of human life. In particular, Weber argues that while the political sphere is dominated by the unifying, exclusionary, power-driven, and war-prone nation state, the ethical sphere is characterized by the universalization of individually based, deontological norms. For Weber, I argue, the modern separation between the ethical and political spheres originates in ancient Judaism. His work on Judaism, mostly neglected by political (...) theorists, describes the emergence of politics as an autonomous, naturalistic sphere with the establishment of kingship. Biblical prophets, simultaneously, were the inventors of an idealistic, mulish, universal ethics Weber termed the ‘ethics of ultimate ends’. Thus, against the Greek model harmonizing ethics and politics, Judaism invented an antagonistic model of the two. This Jewish imagination lay dormant for almost two millennia but returned to the stage in secularized modernity. (shrink)

John Roemer’s pragmatic proposal for luck-egalitarian planners normalizes risky choices for individuals’ social “types,” such that risk takers from types where the same risky behaviors are prevalent retain their just entitlements to societal redress, and ones from types where they are rare encounter just penalties. This chapter shows, however, that risky behaviors that are prevalent in one’s type do not always intuitively retain rights to redress, and that ones that are rare in one’s type do not always intuitively deserve a (...) penalty. The chapter puts forth a pragmatic proposal that may complement and partly replace Roemer’s. (shrink)

Salience of Peripheral 2 Abstract The three experiments reported document a slowing of peripheral target acquisition associated with the presence of a gaze-contingent window. This window effect was shown for displays using either moving video or still images. The window effect was similar across a resolutiondefined window condition and a luminance-defined window condition suggesting that peripheral image degradation is not a prerequisite of this effect. The window effect was also unaffected by the type of window boundary used (sharp or blended). (...) These results are interpreted in terms of an attentional bias resulting in a reduced saliency of peripheral targets due to increased competition from items within the window. We discuss the implications of the window effect for investigating the perceptual processes involved in natural scenes and for gaze-contingent multiresolutional displays (GCMRDs) that have been proposed to solve the processing and bandwidth bottleneck in many single-user displays, by dynamically placing high-resolution in a window at the center of gaze, with lower resolution everywhere else. The maneuvre carried out by the Israeli army at Nablus in April of 2002 consisted of interpreting the private house as an open passageway, and « walking through walls. » It involved a conception of the city as not just the site, but as the very medium of warfare – a flexible, almost liquid matter that is forever contingent and in flux. Who makes such interpretations ? Since the end of the cold war a vast intellectual field has been established (...) in order to rethink military operations on urban terrain. Soldiers take crash courses to master topics such as urban infrastructure or complex system analysis, and appeal as well to a variety of theories developed within contemporary civilian academia. The military appropriation of these theories is studied here by way of interviews with officers, in order to turn our attention to the possibility that, as Herbert Marcuse suggested, with the growing integration between the various aspects of society, « contradiction and criticism » could be equally subsumed and made operative as an instrumental tool by the hegemony of power. The subversion of the wall becomes the prerogative of the Israeli military in the Palestinian refugee camps. (shrink)

Law, Economics, and Morality examines the possibility of combining economic methodology and deontological morality through explicit and direct incorporation of moral constraints into economic models. Economic analysis of law is a powerful analytical methodology. However, as a purely consequentialist approach, which determines the desirability of acts and rules solely by assessing the goodness of their outcomes, standard cost-benefit analysis is normatively objectionable. Moderate deontology prioritizes such values as autonomy, basic liberties, truth-telling, and promise-keeping over the promotion of good outcomes. It (...) holds that there are constraints on promoting the good. Such constraints may be overridden only if enough good is at stake. While moderate deontology conforms to prevailing moral intuitions and legal doctrines, it is arguably lacking in methodological rigor and precision. Eyal Zamir and Barak Medina argue that the normative flaws of economic analysis can be rectified without relinquishing its methodological advantages and that moral constraints can be formalized so as to make their analysis more rigorous. They discuss various substantive and methodological choices involved in modeling deontological constraints. Zamir and Medina propose to determine the permissibility of any act or rule infringing a deontological constraint by means of mathematical threshold functions. Law, Economics, and Morality presents the general structure of threshold functions, analyzes their elements and addresses possible objections to this proposal. It then illustrates the implementation of constrained CBA in several legal fields, including contract law, freedom of speech, antidiscrimination law, the fight against terrorism, and legal paternalism. We examine whether the "evidence of evidence is evidence" principle is true. We distinguish several different versions of the principle and evaluate recent attacks on some of those versions. We argue that, whatever the merits of those attacks, they leave the more important rendition of the principle untouched. That version is, however, also subject to new kinds of counterexamples. We end by suggesting how to formulate a better version of the principle that takes into account those new counterexamples.

Advances in artificial intelligence (AI) raise important questions about whether people view moral evaluations by AI systems similarly to human-generated moral evaluations. We conducted a modified Moral Turing Test (m-MTT), inspired by Allen et al. (Exp Theor Artif Intell 352:24–28, 2004) proposal, by asking people to distinguish real human moral evaluations from those made by a popular advanced AI language model: GPT-4. A representative sample of 299 U.S. adults first rated the quality of moral evaluations when blinded to their source. (...) Remarkably, they rated the AI’s moral reasoning as superior in quality to humans’ along almost all dimensions, including virtuousness, intelligence, and trustworthiness, consistent with passing what Allen and colleagues call the comparative MTT. Next, when tasked with identifying the source of each evaluation (human or computer), people performed significantly above chance levels. Although the AI did not pass this test, this was not because of its inferior moral reasoning but, potentially, its perceived superiority, among other possible explanations. The emergence of language models capable of producing moral responses perceived as superior in quality to humans’ raises concerns that people may uncritically accept potentially harmful moral guidance from AI. This possibility highlights the need for safeguards around generative language models in matters of morality. (shrink)

Notwithstanding the success of conventional field trials for vaccines against COVID-19, human challenge trials that could obtain more information about these and about other vaccines and further strategies against it are about to start in the UK. One critique of COVID-19 HCTs is their distinct paucity of information on crucial population groups. For safety reasons, these HCTs will exclude candidate participants of advanced age or with comorbidities that worsen COVID-19, yet a vaccine should protect such populations. We turn this cliché (...) on its head. The truth is that either an HCT or a field trial has intrinsic generalisability limitations, that an HCT can expedite protection of high-risk participants even without challenging them with the virus, and that an important route to obtaining results generalisable to high-risk groups under either strategy is facilitated by HCTs. Distributive theories evaluate distributions of goods based on candidate recipients’ characteristics, e.g. how well off candidates are, how deserving they are, and whether they fare below sufficiency. But such characteristics vary across possible worlds, so distributive theories may differ in terms of the world which for them settles candidates’ characteristics. This paper examines how distributive theories differ in terms of whether candidate recipients’ relevant characteristics are grounded in the possible world that would take place if the distributor does not intervene (...) (call it the “input” world) or if they are grounded in each possible world that the distributor can bring about through different decisions (call each an “output” world). We illustrate the importance of this distinction in relation to one distributive theory, prioritarianism. As we show, both input and output versions of prioritarianism are plausible interpretations of the literature, and there are good reasons to take input prioritarianism seriously. Ultimately, however, we argue that input prioritarianism should be rejected. (shrink)

Traditionism and the Critique of Israeli Secularism.

Two experiments demonstrated letter-context effects that cannot easily be accounted for by postperceptual theories based on structural redundancy, iigural goodness, or memory advantage. In Experiment 1, subjects identified the color of a letter fragment more accurately in letter than in nonletter contexts. In Experiment 2, subjects identified the feature presented in a precued color more accurately in letters than in nonletters. We argue that these effects result from topdown perceptual processing.

In an attempt to explore further the Madelung fluid-like representation of quantum mechanics, we derive the small perturbation equations of the fluid with respect to its basic states. The latter are obtained from the Madelung transform of the Schrödinger equation eigenstates. The fundamental eigenstates of de Broglie monochromatic matter waves are then shown to be mapped into the simple basic states of a fluid with constant density and velocity, where the latter is the de Broglie group velocity. The normal modes (...) with respect to these basic states are derived and found to also satisfy the de Broglie dispersion relation. Despite being dispersive waves, their propagation mechanism is equivalent to that of sound waves in a classical ideal adiabatic gas. We discuss the physical interpretation of these results. (shrink)

Gillian Hadfield and Stephen Macedo argue that late-Rawlsian stability for the right reasons, that is, stability based on participants’ reciprocal cooperation, can arise even if participants start out only economically rational and indifferent to justice. As they explain, even purely rational actors have an interest in having a neutral “shared logic” to coordinate decentralized enforcement of social cooperation and in internalizing that logic. Once developed and internalized, they add, that logic renders their reasoning public, and their persons, reasonable and responsive (...) to Rawlsian justice considerations. Hadfield and Macedo’s account seeks to lend Rawlsian contractualism a contractarian foundation. I raise five challenges to their account, focusing on the sense in which actors “start out” purely rational; on illiberal means that may serve rational citizens’ joint ends; on the counterexample of Martin Luther King; on the difficulty of specifying the mechanism for shared logic-internalization; and on the further counterexample of a medical student who internalizes compassion, only upon the condition that it serves his rational aims. Whenever knowledge of the possible interpretation or conceptualization of some- thing helps in perceiving that thing, we say the processing is conceptually driven. That is, the process starts with conceptualization of what might be present and then looks for confirming evidence, biasing the processing mechanisms to give the expected result... Conceptually driven processing and data-driven processing almost always occur together, with each direction of processing contributing something to the total analysis. (Lindsay and Norman 1977, p. 13).

It is argued here that a critical prediction of the E-Z Reader model is that experimental manipulations that disrupt early encoding of visual and orthographic features of the fixated word without affecting subsequent lexical processing should influence the processing difficulty of the fixated word without producing any processing effect on the next word. This prediction is explained and illustrated.

The present study employed the gaze-contingent window paradigm to investigate parafoveal and peripheral cueing and masking effects on saccadic selectivity in a triple-conjunction visual search task. In the cueing conditions, the information shown outside the gaze-contingent window was restricted to the feature or feature pair shared between the target and a particular distractor type. In the masking conditions, no stimulus features were shown outside the window. Significant cueing and masking effects on saccadic selectivity were observed for saccades directed at items (...) within the window, where all features were visible across experimental conditions. Cueing a particular feature or feature pair biased saccadic selectivity towards this feature or feature pair, while masking generally reduced saccadic selectivity. These findings support the concept of visual guidance being a preattentive process that operates in parallel across the display. © 2001 Published by Elsevier Science Ltd. (shrink)
